26 Dec 22. Chilean Navy to get new icebreaker for Antarctic. A new Antarctic icebreaker ship for the Chilean Navy is to launch on 22 December 2022 by the state-run naval shipbuilder ASMAR at its facility in Talcahuano. Named Almirante Viel, it will replace an older 6,300 tonne ship of the same name, the Type 1200 ice-capable support ship Almirante Oscar Viel (AP 46) that retired on 11 February 2019. A spokesperson from the Chilean Navy said this is ASMAR’s “most ambitious project” since the creation of the shipyard in 1960. The new Almirante Viel has a length of 111 m and a displacement of about 13,000 tonnes, making it the largest vessel built by ASMAR to date and the first ship of this type built in South America. 28 Dec 22. Fincantieri: 3rd Corvette “Al Khor” for Qatar Delivered. The ceremony was attended by Staff Major General Hilal Al Muhannadi, Defense Attaché of the State of Qatar in Rome, Major General Hassan Rashid Al Ali, Head of QAF Projects, Brigadier General Abdulla Al Mazroey, Deputy Chief of the Qatar Navy and Commander of the Flottilla, Mr Ahmed Mohammed AlShebani, representative of Qatar Embassy, Rear Admiral Giuseppe Scorsone, Director of Maritime Military Arsenal of La Spezia, and by Andrea Viero, Senior Vice President Market Development and Innovation Naval Vessels Division of Fincantieri. The Al Zubarah-class corvettes, designed consistent with the RINAMIL rules, will be highly flexible and capable of fulfilling different kinds of tasks, from surveillance with sea rescue capacities to being fighting vessels. They will be about 107 meters long, 14.70 meters wide, and equipped with a combined diesel and diesel plant (CODAD), with a maximum speed of 28 knots. The units will be able to accommodate 112 persons on board. Furthermore, the corvettes will be capable of operating high-speed boats such as RHIB (Rigid Hull Inflatable Boat) through lateral cranes or a hauling ramp located at the far stern. 27 Dec 22. Russian ship Admiral Golovko begins second phase of factory trials. The Russian Navy’s third Admiral Gorshkov-class or Project 22350 guided missile cruiser, named Admiral Golovko, has started the second phase of its factory sea trials. This was announced by the Ministry of Defense (MoD) of the Russian Federation on 26 December. The trials will be conducted at the Russian Navy’s test site in the Baltic Sea. This phase of trials will involve detailed inspection of the weapon systems of the frigate. The tests are being conducted to assess and validate the operational performance of artillery, radio weapons, anti-aircraft missile weapon systems and their control systems as well as the ship’s communication equipment. All the tests will be under continuous observation and monitoring of the control center of the Russian Navy’s Main Command. The gathered reports will be shared with the Russian Navy’s commander-in-chief admiral Nikolai Evmenov. Admiral Golovko has already completed the first phase of factory trials at shipbuilding company Severnaya Verf’s shipyard between late November and early December. The tests were executed by the factory acceptance and delivery team in coordination with the crew members of Admiral Golovko. The ship performed a series of maneuvers, which allowed the associated team members to test and validate the characteristics and operational performance of the new vessel. During the initial tests, which lasted for around two weeks, the performance of the third Project 22350 vessel’s onboard systems was assessed and inspected. Furthermore, the operability of different components, mechanisms and systems were also examined. The MoD informed that the team also paid specific attention to the navigation complex and main power plant of the frigate. 23 Dec 22. France’s first LSS completes maiden sea trials. The LSS vessels are being built by Chantiers de l’Atlantique and Naval Group’s temporary consortium. The French Navy’s lead Jacques Chevallier-class logistic support ship (LSS) has completed the maiden sea trials and officially logged its first nautical miles. This was confirmed by the Organisation for Joint Armament Cooperation (Organisation Conjointe de Coopération en matière d’ARmement – OCCAR). The milestone was achieved on 20 December. The recent trials were conducted to assess a wide range systems aboard Jacques Chevallier and to prepare the vessel for undertaking the next series of trials at the sea. Jacques Chevallier is being constructed as part of the French-Italian cooperation, under the FLOTLOG programme (Flotte Logistique). The programme is being led by OCCAR on behalf of French Defence Procurement Agency (DGA) and its Italian counterpart Directorate of Naval Armaments (NAVARM). A temporary consortium between Chantiers de l’Atlantique and Naval Group is executing the vessel’s construction. Named after a 20th century French Naval Engineer, Jacques Chevallier is expected to be delivered to the French Navy in 2023. Keel for Jacques Chevallier was laid in February last year at Fincantieri’s naval shipyard in Castellammare di Stabia in Naples, Italy. The Italian company was responsible for constructing the forward section of Jacques Chevallier, which was successfully transferred to France in November 2021 for the final assembling. Following the delivery of the vessel’s front section, French shipbuilder Naval Group officially launched Jacques Chevallier in May this year. A total of four Jacques Chevallier-class replenishment ships are being built to support the French naval force. The multi-mission vessels are being developed to serve two main roles, which involves conducting military operations and civilian rescue missions. 21 Dec 22. Indian Navy receives fifth Kalvari-class submarine Vagir. All the Project 75 submarines are being built indigenously based on Naval Group’s Scorpene-class design. The Indian Ministry of Defence (MoD) has announced the delivery of fifth Kalvari-class or Project 75 submarine, named Vagir (Yard 11879). The new submarine was handed over to the Indian Navy on 20 December. Indian shipbuilder Mazagon Dock Shipbuilders (MDL) in Mumbai, Maharashtra, in close coordination with French company Naval Group, is constructing the vessels of the class. All the six Project 75 submarines are being built indigenously based on the design of Naval Group’s Scorpene-class vessels. The Indian Navy will now commission Vagir into the service to enhance the fleet’s existing capabilities. The latest milestone comes after the completion of Vagir’s sea trials that commenced in February this year to validate the performance of the submarine’s onboard sensors and weapon systems. The MoD said that the trials were completed successfully in the ‘shortest time’ in comparison to the first four Kalvari-class submarines. Besides, the MoD revealed that Garden Reach Shipbuilders & Engineers (GRSE) has launched the first anti-submarine warfare shallow watercraft (ASW SWC) for the Indian Navy. It was launched during a ceremony at Larsen & Toubro (L&T) Shipbuilding’s yard in Kattupalli, Chennai on 20 December. During the event, the new vessel made its first contact with the waters of Bay of Bengal, while Indian MoD financial advisor Rasika Chaube named the new ship as ‘Arnala’. Contract for the construction of 16 ASW SWC vessels for the Indian Navy was awarded to GRSE and Cochin Shipyard (CSL) in 2019. 27 Dec 22. U.S. Navy Approves Full-Rate Production for Sikorsky CH-53K Helicopter. The U.S. Navy today declared full rate production of the Sikorsky CH-53K® helicopter, a decision that is expected to increase production to more than 20 helicopters annually in the coming years. Sikorsky, a Lockheed Martin company (NYSE: LMT), is procuring long-lead items and critical materials to support building full rate production CH-53K helicopters in its digital factory.

“Ramping up production of the most technologically advanced helicopter in the world allows the U.S. Marine Corps to build out its CH-53K King Stallion fleet and support mission success,” said Bill Falk, director of the Sikorsky CH-53K program. “This production authorization stabilizes Sikorsky’s domestic supply chain and is a testament to our enduring partnership with the Marine Corps.”

This full-rate production decision instills confidence in the diverse network of more than 200 CH‑53K suppliers across 35 states. The Marine Corps’ commitment to the CH-53K will allow suppliers to purchase in bulk, creating efficiencies and driving down overall costs for the U.S. military and international allies.

 

21 Dec 22. Austrian MoD Takes Delivery of its 1st AW169M LUH Helicopter. Italy and Austria sign G2G Agreement amendment to exercise options for additional aircraft. The first of 18 helicopters was delivered in line with contractual obligations. The Austrian MoD’s AW169M LUH programme begins a new era in national defence and emergency response capabilities.   Options for an additional 18 helicopters have been exercised in the framework of the Italy-Austria G2G initiative aimed at reinforcing the bilateral collaboration between the two countries and establishing a strategic partnership in the rotorcraft sector.

Profumo: “We’re pleased to see the first helicopter in Austria and we welcome the decision to further expand the fleet. We look forward to providing an even greater contribution to meet the requirements set by the collaboration between the two governments.”

The Austrian Ministry of Defence’s AW169M LUH helicopter programme set a major milestone today with the delivery of the first aircraft from an initial order of 18 units, based on the Italy-Austria Government-to-Government (G2G) Agreement announced by the relevant Authorities at the end of 2021. The handover of the aircraft, built at Leonardo’s Vergiate facility in Italy, achieved in line with the contractual obligations, was performed during an official ceremony held at the Tulln-Langenlebarn Brumowski Air Base, in the presence of Leonardo’s senior management. Austria and Italy also announced today a G2G Agreement amendment through which Austria is exercising options for an additional 18 helicopters, providing further evidence of its confidence in the selected platform.

The Italy-Austria G2G initiative is aimed at reinforcing the bilateral collaboration between the two countries and establishing a strategic partnership in the rotorcraft sector, with Austria looking at Italy and the AW169M LUH programme for its modernisation plan and the replacement of its ageing Alouette III aircraft fleet, which have been in service since the 1960s.

The first aircraft’s handover marks a significant leap forward for Austria, starting a new era in national defence and emergency response capabilities. Furthermore, it also represents an important milestone for Leonardo, celebrating the first delivery to the export market of the AW169M variant, under a G2G programme. Austrian crews have already been leveraging initial training supplied at Leonardo’s Training Academy in Sesto Calende (Italy) and will be supported by the Italian Army’s training capabilities as an AW169M LUH operator.

The AW169M LUH, with its superior performance and unmatched latest generation capabilities, as well as the complete support and training services to perform true multirole operations, is the most technologically advanced and cost-effective solution to meet the rigorous needs of the operator. The AW169M LUHs will be able to carry out a wide range of missions supporting Austrian defence requirements and the national community, such as troop transport, combat operations, disaster relief and emergency response, fire-fighting, mountain rescue and MEDEVAC.

The UK Space Agency’s Head of Space Exploration, Libby Jackson, and Professor Terry Moore, Emeritus Professor of the University of Nottingham, both received an OBE (Officer of the Order of the British Empire) in the honours, which recognise the achievements and service of extraordinary people across the UK.

Libby, who joined the UK Space Agency in 2014, was honoured for her services to the space sector, having worked to raise the profile of women in space and help encourage young people to consider studying and working in STEM (Science, Technology, Engineering and Mathematics).

22 Dec 22. Buckingham Palace has announced new military titles for members of the Royal Family alongside the announcement of the King’s first Trooping the Colour.

The Princess of Wales has become Colonel of the Irish Guards, a role previously held by her husband.

This comes as the Palace revealed that the King’s Birthday Parade, known as Trooping the Colour, will be held on 17 June in central London.

The King and the Prince of Wales will ride on horseback during the display, while other members of the Royal Family, including Kate and The Queen Consort, who is patron of Forces News’ parent company BFBS, will watch from carriages and the Buckingham Palace balcony.

Buckingham Palace said three members of the family have been appointed colonels within the Foot Guards, including Camilla as Colonel of the Grenadier Guards.

This role was previously held by the Duke of York and has been vacant since he was stripped of his royal titles.

Meanwhile, Princess Kate will become Colonel of the Irish Guards, a role previously held by Prince William, who will take the Colonel of the Welsh Guards title from his father.

There will be no change to the existing Colonelcies of the other Regiments within the Household Division, the Palace said, which will remain as below:

  • Colonel, Scots Guards – The Duke of Kent

22 Dec 22. The Office of the United States Trade Representative has announced three new senior officials:

  • Roberto Soberanis is the new Assistant United States Trade Representative for Intergovernmental Affairs and Public Engagement. Most recently, Roberto served as Senior Advisor to the Department of Labor for the State of New Jersey. As a member of the Commissioner of Labor’s executive leadership team he was responsible for communicating and advancing the Governor’s vision on economic and workforce development across the Garden State.   Before joining the State of New Jersey, Roberto was Deputy Director for Intergovernmental Affairs in the Office of the Assistant Secretary for Congressional and Intergovernmental Affairs at the U.S. Department of Labor, and in that capacity, he helped manage implementation of DOL’s policies, programs and initiatives, and advised departmental leadership on engagement with elected officials and stakeholders across the country.   Previously, Roberto served as a Legislative Aide to California’s 32nd Congressional District where he was a domestic policy advisor to the Member on a range of legislative issues. Roberto graduated from the University of California Irvine with two Bachelor of Arts degrees in International Relations and Spanish.
  • Angelica Annino will serve as the Director of Scheduling and Advance for the Office of the United States Trade Representative. In her most recent role, Angelica Annino oversaw day-to-day and strategic scheduling for the 33rd Chair of the United States Securities and Exchange Commission, Gary Gensler. Before joining the SEC, Ms. Annino worked in the United States Senate as Director of Scheduling for Senators Kirsten Gillibrand, Doug Jones, and Michael Bennet.   Previously she served in several roles at the United States Department of Education, including Director of Advance as an appointee in the Obama Administration, working for Secretaries Arne Duncan and John King. Earlier in her career Ms. Annino was an elementary school teacher. A native of Southern California, Annino received her B.A. from Loyola Marymount University and M.A. from Pepperdine University.
  • Victor Ban will serve as Special Counsel for the Office of the U.S. Trade Representative and will coordinate the development of supply chain policy. Before joining USTR, Mr. Ban practiced law at Covington & Burling LLP and clerked for the Hon. Rudolph Contreras on the U.S. District Court for the District of Columbia and the Hon. Emilio Garza on the U.S. Court of Appeals for the Fifth Circuit. Previously, Mr. Ban was a management consultant at McKinsey & Company. He is a graduate of Harvard Law School, Oxford University, and Harvard College, and is a licensed U.S. customs broker. (Source: glstrade.com)

28 Dec 22. Israel’s incoming government has selected former Maj. Gen. Yoav Gallant as the new defense minister. Gallant played a key role in Israeli operations in the 1990s and early 2000s. He will replace Benny Gantz, who served as defense minister since 2020. Gallant will inherit a military force that is in the midst of incorporating the Momentum plan in a bid to become a more digital-centric and technologically advanced force. He will also enter office amid tension with Iran and a stalled peace process with Palestine. Gantz often traveled abroad as defense minister, including to the United States, Turkey, Morocco, Bahrain and Azerbaijan. His frequent trips came in the wake of the Abraham Accords, an agreement meant to normalize relations between Israel and its regional neighbors Bahrain, Morocco and the United Arab Emirates.
