21 Dec 22. HII commences fabrication of USS Fallujah (LHA 9) LHA 9 will have surface assault capability of a well deck besides a large flight deck for F-35B Joint Strike Fighter. Huntington Ingalls Industries’ (HII) Ingalls Shipbuilding (HII-Ingalls) division has commenced fabrication of the future USS Fallujah (LHA 9). The commencement of fabrication indicates that the shipyard is prepared for sustained production following a successful production readiness review.

This milestone is represented by the first 100 tonnes of steel being cut for the vessel, and also marks the shipyard is ready to advance with the construction of the ship.

Ingalls received a $2.4bn fixed-price-incentive contract in October from the US Navy for the detail design and construction of Fallujah.

Naval Sea Systems Command Amphibious Warfare Program Executive Office Ships programme manager Captain Cedric McNeal said: “We are excited to announce that fabrication has started on the fourth ship of the America class. We look forward to achieving future production milestones as we work to deliver this versatile and capable warship to the Fleet.”

The LHA Replacement Program, also called USS America (LHA 6) class, is intended to replace the original five Tarawa-class LHAs.

All the five Tarawa-class LHAs have all been decommissioned.

The multi-functional, America-class ship is capable of operating in a high density, multi-threat environment.

Besides being the second Flight I ship, LHA 9 will have the aviation capability of the America-class design, and the surface assault capability of a well deck and a large flight deck intended for F-35B Joint Strike Fighter and MV-22 Osprey aircraft.

Furthermore, LHA9 will feature additional cargo stowage capacities and have flexible command and control capability.

HII’s Pascagoula shipyard is currently involved in the production of the Bougainville (LHA 8), Jack H. Lucas (DDG 125), Ted Stevens (DDG 128), Jeremiah Denton (DDG 129), and George M. McNeal (DDG 131), Richard M. McCool Jr (LPD 29), Harrisburg (LPD 30) and Pittsburgh (LPD 31).

 

15 Dec 22. Steel cut for second Bulgarian multi-purpose patrol vessel. The Bulgarian Navy’s multipurpose modular patrol vessel (MMPV) programme has marked another milestone with the start of production of the second ship. German shipbuilder NVL Group (formerly Lürssen Werft) staged a steel-cutting ceremony for Smeli (11), the second of two MMPVs on order, at the yard of its local shipbuilding partner MTG Dolphin in Varna, Bulgaria on 14 December. The two MMPVs are being built by MTG Dolphin under a contract worth valued at BGN820m (USD446.4m) awarded to NVL Group in 2020. First-of-class Hrabri (12) was laid down in June and under current planning is scheduled to be commissioned in 2025, followed by Smeli in 2026.

The steel monohull vessels are derived from NVL Group’s OPV 90 design. They have a displacement of around 2,300 tonnes fully loaded, with an overall length of 90m, a beam of 13.5m, and a 3.5m draught. They are powered by two diesel engines driving two shafts to convey a top speed of 24 kt. (Source: Janes)

 

20 Dec 22. US Navy’s first Flight III Arleigh Burke ship completes builder’s trials. The sea trials provided an opportunity to test and evaluate the destroyer’s systems. Huntington Ingalls Industries’ (HII) Ingalls Shipbuilding division has announced the successful conclusion of builder’s trials for the future USS Jack H. Lucas (DDG 125).

Jack H. Lucas is the US Navy’s first Flight III Arleigh Burke-class guided missile destroyer.

Conducted in the Gulf of Mexico, the trials saw the vessels being put through an extensive list of events, such as hull, mechanical, and electrical tests. It provided Ingalls’ test and trials team to evaluate the destroyer’s SPY-6 arrays, the machinery control system and the new electric plant’s remote operability.

Ingalls Shipbuilding president Kari Wilkinson said: “Getting DDG 125 underway is a significant milestone in keeping this first Flight III ship on schedule and reflects the hard work and dedication of our combined Ingalls and Navy team to ensure a successful sea trial.

“We are all very happy with how DDG 125 performed, and we look forward to delivering this highly advanced ship to the Navy.”

As the fourth Flight upgrade, the Flight III vessels feature the AN/SPY-6(V)1 Air and Missile Defense Radar (AMDR) and several design modifications to the electrical power and cooling capacity.

Jack H. Lucas will be the 75th Arleigh Burke (DDG 51) class destroyer of the US Navy.

Program Executive Office (PEO) Ships DDG 51 class programme manager captain Seth Miller said: “Embarking on Builder’s Sea Trials is a significant accomplishment for the DDG 51 programme.

“As the first Flight III ship, DDG 125 is the culmination of years of dedication and perseverance to design, build, and integrate the Flight III capability of BL 10, AMDR and the supporting systems such as the new electric plant and associated upgrade to the machinery control system.”

16 Dec 22. Dean of University of Maine School of Law Christened Future U.S. Navy Ship Augusta. In a time-honored Navy tradition, the Honorable Leigh I. Saufley, sponsor of the Navy’s newest Independence-variant littoral combat ship the future USS Augusta (LCS 34), christened the ship during a 10:00 a.m. CDT ceremony on Saturday, December 17, in Mobile, Ala.

Saufley, president and dean of the University of Maine School of Law and the former chief justice of the Maine Supreme Judicial Court, broke a bottle of sparkling wine across the bow to symbolically christen the ship at the Austal USA shipyard. Augusta’s commanding officer, Cmdr. Christopher Polnaszek, will represent the ship’s crew in the ceremony.

The principal speaker with be the Honorable Jerry Carl, U.S. House of Representatives (R-AL). Remarks will also be provided by the Honorable Mark O’Brien, mayor of Augusta; Vice Adm. John Mustin, chief of Navy reserve; Ms. E. Anne Sandel, acting principal civilian deputy to the assistant secretary of the Navy for Research, Development, and Acquisition; Mr. Rusty Murdaugh, president, Austal USA; and Mr. Stan Kordana, vice president of Surface Systems, General Dynamics Mission Systems.

“The future USS Augusta will honor the beautiful, capital city of the pine tree state,” said Secretary of the Navy Carlos Del Toro. “The Honorable Saufley and the ship’s crew will forge a special connection with the fine people of Augusta. This future ship’s Sailors will stand the watch with pride and represent Augusta with the honor, courage, and commitment they deserve.”

Augusta’s motto, “Protecting the frontier”, continues the legacy of the first USS Augusta (SSN 710), a Los Angeles-class submarine that was in active service for 24 years and decommissioned on February 11, 2009. Augusta is the 17th Independence-variant LCS and 33rd in the LCS class. It is the second ship named in honor of the city of Augusta, Maine.

Independence-variant Littoral Combat Ships are fast, optimally-manned, mission-tailored surface combatants that operate in near-shore and open-ocean environments, winning against 21st-century coastal threats. LCS integrate with joint, combined, manned, and unmanned teams to support forward-presence, maritime security, sea control, and deterrence missions around the globe. Currently, Independence-variants USS Charleston (LCS 18) and USS Oakland (LCS 24) are on deployment in the Indo-Pacific.

The LCS class consists of two variants, Freedom and Independence, designed and built by two separate industry teams. Austal USA, which leads the Independence-variant industry team for even-numbered hulls, is a ship manufacturer headquartered in Mobile, Ala., with service centers in San Diego and Singapore, and a technology center in Charlottesville, Va. 19 Dec 22. In a joint ceremony to mark the 101st anniversary of the Guatemalan Air Force, Bell Textron Inc., a Textron Inc. (NYSE: TXT) company, delivered two SUBARU BELL 412EPX aircraft during an acceptance ceremony at La Aurora International Airport. The aircraft are part of an Indefinite Delivery / Indefinite Quantity (IDIQ) contract signed between Bell and the U.S. Army Multinational Aviation Special Programs Office (MASPO) earlier this year.

“We are honored to bring the most modern version of the Bell 412 to Guatemala,” said Carl Coffman, Bell vice president, Advanced Vertical Lift Systems sales and strategy. “Turnaround from signature to delivery is a statement to the men and women supporting this aircraft at every level of the business, and a testament to the efficiency of the IDIQ contract between Bell and MASPO.”

Multi-mission capabilities make the SUBARU BELL 412EPX a popular choice for customers with more than 54 percent of the Bell 412 global fleet deployed in military and para-public missions worldwide. The Guatemalan Air Force currently operates versions of the Bell 206, 212, 407, 412 and UH-1. The SUBARU BELL 412EPX is the latest version of the 412 aircraft, whose legacy spans more than 6.5 m flight hours.

The SUBARU Bell 412EPX has a maximum internal weight of 12,200 lbs, external weight of 13,000 lbs and up to 5,000 lbs of goods with a cargo hook.

 

19 Dec 22. Gripen E now in Operation with Brazilian Air Force. The Brazilian Air Force (FAB) held a ceremony on 19 December at the Anápolis Air Base (BAAN) marking the beginning of operational activities of the Gripen E fighters (referred to as Gripen F-39 in Brazil) by the First Air Defense Group (1st GDA).

This important customer milestone follows the flight test phase in Brazil that started in September 2020 with the arrival of the test aircraft in the country, and which were conducted at the Gripen Flight Test Center (GFTC) located at the Embraer plant in Gavião Peixoto.

“The start of operational activities with Gripen E by the Brazilian Air Force (FAB) is an extremely important day. It marks the beginning of a new operational era for FAB but also is the result of years of hard work done in partnership with the Air Force and with our Brazilian industry partners: Embraer, AEL Sistemas, Akaer, Atech, and our own subsidiaries in Brazil,” said Saab’s President and CEO Micael Johansson.

At the event two Gripen fighters made a presentation flight led by FAB pilots Lieutenant Colonel Gustavo Pascotto, Commander of the 1st GDA, and Lieutenant Colonel Ramon Lincoln Santos Fórneas. The Brazilian pilots carried out their training with Gripen E in Sweden. They also practiced for today’s flight on the mission trainers, which are installed at the Anápolis Air Base.

In November, Saab achieved the certification necessary for the military use of Gripen E, which attests that the aircraft has met certain airworthiness and flight safety requirements which was an important step prior to operational activities with the FAB. This was granted by both the Swedish and Brazilian military authorities, represented by the Swedish Military Aviation Safety Inspectorate (FLYGI) and the Industrial Fostering and Coordination Institute (IFI) in Brazil. The joint certification reflects the synergy obtained through the technical cooperation between the two authorities in each country.

“Brazil now has one of the most advanced fighters in the world. This is currently the most extensive ongoing technology transfer programme in Brazil and it is definitely the largest one ever done by any Swedish company, bringing to the Brazilian defence industry the knowledge to develop, produce, test and maintain an advanced supersonic fighter. We are very proud to be a strategic partner to Brazil,” concluded Johansson.

20 Dec 22. PMO lists Australia’s new ambassadors, high commissioners and consul-general. The Commonwealth has unveiled Australia’s new diplomatic representatives, including heads of industry and career bureaucrats.

The Commonwealth has this week unveiled a raft of high-ranking appointments to represent Australia on the world stage, including the appointment of former prime minister Kevin Rudd to the post of Ambassador to the United States.

Qualifying the appointment of Dr Rudd, the Prime Minister’s Office explained that it was continuing a tradition of appointing “experienced former ministers” to leading diplomatic appointments.

The announcement is an about-turn on the government’s pre-election comments on the appointment of former PM to a role.

Speaking to Nine Radio in April, Prime Minister Anthony Albanese rubbished allegations that the government would appoint Dr Rudd to a diplomatic role in the United States describing the suggestions as “complete nonsense”.

Representing Australia in the US is also Heather Ridout AO, who will service as Australia’s consul-general in New York.

Ridout is the first woman to have been appointed into the role, having previously served as chief executive of the Australian Industry Group.

The Prime Minister’s Office has also confirmed the appointment of several career diplomats to global posts:

  1. Sophie Davies as Australia’s ambassador to Brazil.
  2. Dr Ralph King as Australia’s ambassador to Israel.
  3. Sonya Koppe as Australia’s high commissioner to Trinidad and Tobago.
  4. Minoli Perera as Australia’s ambassador to Zimbabwe.
  5. Richard Rodgers as Australia’s ambassador to Croatia.
  6. Phoebe Smith as Australia’s high commissioner to the Cook Islands.

21 Dec 22. Leonardo agrees early retirement, new hirings deal with Italian unions. Defence and aerospace group Leonardo (LDOF.MI) said on Wednesday it had struck a deal with Italian trade unions for the early retirement of 400 of its staff during 2023-2024, to be offset by around 600 new hirings over the same period. The early retirement option will be made available, on a voluntary basis, to employees who qualify for retirement by no later than Nov. 30, 2028, the company said in a statement. Meanwhile, hirings “will bring new talents aboard the Leonardo community to help face the challenges of digitisation and development of distinctive technologies and production processes,” Antonio Liotti, Leonardo’s Chief People & Organisation Officer, said. At the end of last year, Leonardo had around 31,600 employees in Italy, accounting for just under two-thirds of its global workforce, according to company data. (Source: Reuters)

 

18 Dec 22. BAE Systems is set to hire a more than 2,600 new apprentices and graduates in 2023. Representing a 43% increase on this year’s early careers intake, the announcement reinforces the Company’s commitment to invest in the next generation, equipping young people across the UK with the skills they need to succeed in the workplace.

The majority of roles will be based in the North of England, with opportunities also available across the South of England, Scotland and Wales, supporting the UK Government’s aspiration to put education at the heart of plans to stimulate economic growth.

Tania Gandamihardja, Group Director of Human Resources at BAE Systems, said: “Faced with economic challenges not seen in a generation, it’s essential for businesses like ours to invest in the next generation to equip young people with the skills they need to achieve their full potential and support social mobility.

Dr. Roger W. Ferguson Jr. was the 17th Vice Chair of the U.S. Federal Reserve, from 1999 to 2006, during which time he notably led the central bank’s economic response to the terrorist attacks on September 11, 2001. Honorable Christine H. Fox is a Senior Fellow at the Johns Hopkins University Applied Physics Laboratory. Previously, she was the Assistant Director for Policy and Analysis at JHU/APL, a position she has held since 2014. Previously, she served as Acting Deputy Secretary of Defense from 2013 to 2014. Additionally, she served as Director of Cost Assessment and Program Evaluation (CAPE) in the Department of Defense from 2009 to 2013; and as president of the Center for Naval Analyses from 2005 to 2009, after working there as a research analyst and manager since 1981.

Grant Verstandig is the Co-Founder, Chairman, and CEO at Red Cell Partners. He is also the co-founder of Epirus, Inc., Zephyr AI, and DEFCON. Previously, he was Chief Digital Officer of UnitedHealth Group (NYSE: UNH) from 2017 to 2021 and the founder and CEO of Rally Health, which was acquired by UNH. He currently serves as a senior advisor to the National Security Agency (NSA) on advanced analytics, technology, and artificial intelligence and holds several patents in these fields. He is the founder and chairman of the Verstandig Family Foundation, a member of the National Council for American Enterprise, and serves on the boards of the Third Option Foundation, the International Spy Museum, and the Greater Washington Partnership, where he is a founding member.

Dr. Yisroel Brumer is a Co-Founder and the CEO of DEFCON, the President of Red Cell Partners, and the Co-Founder, Executive Vice Chairman, and former Chief Executive Officer of Zephyr AI, a Red Cell portfolio company. He was previously the Acting Director of Cost Assessment and Program Evaluation (CAPE) within the Department of Defense, where he worked for 14 years. Lieutenant General (retired) Robert E. Schmidle, Jr., USMC, served as Deputy Commander for U.S. Cyber Command, Assistant Deputy Commandant of the Marine Corps for Programs and Resources, Deputy Chief of Staff for Integrated Product Team 1, among other staff positions. Operational assignments include multiple tours flying the F-4 and F/A-18 aircraft as well as serving as the operations officer and air officer of an Infantry Battalion, First Battalion 9th Marines.

Jamie Morin is vice president of Defense Systems Operations at The Aerospace Corporation where he is also the executive director of the Center for Space Policy and Strategy. Previously, Morin served as Director of Cost Assessment and Program Evaluation for the Department of Defense, Acting Under Secretary of the Air Force, and the Assistant Secretary of the Air Force (Financial Management and Comptroller). Before joining the Department of Defense, Morin was lead analyst for defense, intelligence, and foreign affairs for the U.S. Senate Committee on the Budget.

Ken Bedingfield is the President and Chief Operating Officer of Epirus, Inc. Previously, he spent over eight years at Northrop Grumman Corporation (NYSE: NOC) where he was Chief Financial Officer for five years. Prior to that, he spent 17 years at KPMG, with the last six as an audit partner.

Jeff Sherman is the Chief Technology Officer of Red Cell and the Chief Technology Officer at Zephyr AI.
