23 Nov 22. MilDef establishes its first production facility outside Sweden, at historic RAF air base in Wales. MilDef has opened a manufacturing facility at the Bro Tathan business park near Cardiff, Wales. The new facility manufactures MilDef’s tactical IT platform for the £25 m RBSL contract won in 2020, as well as providing a non-EU platform for global sales of MilDef’s products.

The official inauguration of the UK facility is scheduled for the first quarter of 2023 with the participation of representatives from MilDef, Members of Parliament and the Welsh Government. The new production and office building comprises approximately 500 square meters where production of MilDef’s technology for tactical IT has now started. Primarily, the facility will deliver to the ten-year contract with Rheinmetall BAE Systems for computers, servers, and switches to the Mechanised Infantry Vehicle (MIV) program.

The expanding UK business will also be used in the context of international trade agreements with former Commonwealth nations such as Australia, New Zealand, and Canada. Initially, six new full-time employments will be created in connection with this new footprint.

MilDef’s new facility is near Cardiff International Airport, adding speed to supply-chain and delivery. Historically, the airport has played an important role in aircraft maintenance and training since the airfield’s official opening in 1938. After the end of World War II, base St. Athan remained an important technical training center for the RAF. The Welsh Government has now transferred the airfield to civilian hands.

 

21 Nov 22. Aerojet Rocketdyne to Expand Huntsville Presence with Addition of 379,000 sq. ft. State-of-the-Art Facility. Aerojet Rocketdyne announced today the expansion of its Huntsville presence with additional job opportunities and a new facility to increase manufacturing and office space. The 379,000 sq. ft. manufacturing facility near Huntsville International Airport is expected to be operational in 2023. This growth will allow Aerojet Rocketdyne to increase manufacturing capacity for the nation’s defense production needs.

“Huntsville has been home to Aerojet Rocketdyne’s Defense Headquarters since its founding, and with this expansion of both talent and space, we’re pleased to grow our presence in the Rocket City,” said Eileen P. Drake, Aerojet Rocketdyne CEO and president.

The Huntsville expansion, which includes transitioning some inert work currently being performed at the company’s Camden, Arkansas, location, further solidifies Huntsville as Aerojet Rocketdyne’s Inert Manufacturing Center of Excellence and better positions the Camden site to support continued growth of vital energetics capabilities for defense programs across multiple domains.

In the six years since the company established Huntsville as its Defense Headquarters, Aerojet Rocketdyne has grown its employee footprint in the area by more than 700%. Currently, more than 800 team members power the nation’s defense in Huntsville.

21 Nov 22. Naval Group delivers final French FREMM frigate. Naval Group handed over Lorraine – the eighth Aquitaine-class FREMM (frégate européenne multi-mission) frigate for the French Navy – to France’s defence procurement agency Direction générale de l’armement (DGA) during a ceremony at the French naval base in Toulon on 16 November. Lorraine is the final frigate in the class to be built by Naval Group for the French Navy and the second of two built to a modified FREMM DA (défense aérienne) standard. Laid down in 2018 and launched in November 2020, Lorraine’s delivery follows that of Alsace, the first FREMM DA to be built, in April 2021. The first six ships in the programme were built as anti-submarine warfare (ASW) variants and delivered by Naval Group from 2012 to 2019. The two FREMM DA frigates are intended to replace the French Navy’s two F70 AA frigates Cassard, which was decommissioned in 2019, and Jean Bart (Source: Janes)

 

23 Nov 22. Nigerian Navy receives donated patrol boat from China. The Nigerian Navy has taken delivery of a 46 metre long patrol boat donated by the People’s Republic of China. The vessel was handed over in a formal ceremony at NNS Beechcroft in Lagos on 28 October, the Nigerian Navy said.

China’s ambassador to Nigeria, Cui Jian Chun, who spoke at the joint handover ceremony, said the delivery was part of efforts to strengthen ties between China and Nigeria, and the boat would help the Nigerian navy combat maritime crimes and ensure safety in the Gulf of Guinea.

“With the support and donation of equipment and platforms from strategic partners like the People’s Republic of China, capabilities of the Armed Forces of the Federal Republic of Nigeria will be further improved,” said defence minister Bashir Magashi.

Nigeria and China have enjoyed close defence ties for a number of years, including on the naval side. Between 2015 and 2016, the China Shipbuilding and Offshore International Company (CSOC) delivered two 95 metre long P18N offshore patrol vessels (OPVs) to Nigeria as the NNS Centenary and NNS Unity.

In February 2015, the Nigerian Navy commissioned a 38 metre long Type 062 patrol craft, the NNS Sagbama, which was donated by the Chinese government.

Chief of Naval Staff, Vice Admiral Awwal Gambo, said, “I am happy to state that these vessels and others in the fleet have enhanced Nigerian Navy’s maritime security operations efforts, which significantly reduced piracy within Nigeria’s maritime domain as well as the Gulf of Guinea and eventually culminated in delisting Nigeria from the list of Piracy Prone countries this year by the International Maritime Bureau.”

The Flag Officer Commanding Western Naval Command, Rear Admiral YB Wambai, earlier stated that, “Nigeria/China relationship has come a very long way. As we all recall, two of our ships, NNS Centenary and NNS Unity, were constructed in China and have been in the service of the Nigerian Navy and been doing very well in the fight against piracy within the Gulf of Guinea.”

In addition to naval cooperation, the Nigerian Air Force is acquiring three Wing Loong II unmanned aerial vehicles (UAVs) from China, which has previously supplied a batch of two Wing Loong II, four CH-4 and two CH-3 aircraft to enhance the Intelligence, Surveillance and Reconnaissance (ISR) as well as strike capabilities of the Nigerian Air Force. (Nearly a decade ago an initial five CH-3 UAVs were delivered, and armed with AR-1 anti-tank missiles for use against terrorists.) Recently, Nigeria sent ten of its F-7Ni Airguard fighter jets to China for heavy maintenance, and these returned this year.

The Nigerian Army is an increasingly large user of Chinese military hardware, notably from 2014 operating Poly Technologies’ CS/VP3 mine-resistant, ambush-protected (MRAP), making Nigeria the type’s second known export customer after Uganda. It appears over 100 more were delivered last year along with Type 89 tracked infantry fighting vehicles (IFVs) from Norinco and Mengshi armoured vehicles from DongFeng.

Other recent acquisitions from China include VT-4 main battle tanks, ST-1 8×8 tank destroyers and SH-5 105 mm self-propelled howitzers. The first batch of hardware was delivered from Norinco in April 2020 and is believed to have been order under a $152m 2019 contract.

21 Nov 22. HII Authenticates Keel of Virginia-Class Attack Submarine Arkansas (SSN 800). The ship’s sponsors are the six women of the historic group known as the Little Rock Nine, the first African American students to attend all-white Central High School in Little Rock, Arkansas during desegregation. NNS honored all nine members, including the three men, during Saturday’s ceremony.

The Little Rock Nine made history in 1957 with their response to the Supreme Court ruling in Brown v. Board of Education, declaring racial segregation in public schools unconstitutional. Faced with shouting mobs, threats of violence and hostile state leaders who blocked their way, the teenagers were escorted into the school by federal troops at the direction of President Dwight D. Eisenhower.

“Their courageous spirit will forever inspire Arkansas and her crew. This group forever changed our nation’s history and their submarine will help ensure their legacy continues,” NNS President Jennifer Boykin said. “The bravery and resilience of the Little Rock Nine sparked a fire of change and demonstrated the strength of blending different perspectives and backgrounds. We harness this strength in the shipyard every day. Our diversity allows us to extend beyond our own limits, to reach new heights, and build each boat even better than the one before it. Arkansas will be proof of this power.”

During Saturday’s ceremony, NNS welders etched a historic six sets of initials of the Little Rock Nine onto metal plates, signifying the keel of SSN 800 as being “truly and fairly laid.” The metal plates will remain affixed to the submarine throughout its life.

“(Former Navy) Secretary Ray Mabus asked us to be supporters of the ship and its crew. I signed on to be a foster grandmother,” said Elizabeth Eckford, a member of the Little Rock Nine, who spoke on behalf of the group during the ceremony. “President Eisenhower sent 1,000 paratroopers to Little Rock to disperse a mob, bring order, and they made it possible for us to enter Central High School. From that point, I’ve had very high regard for specially trained forces.”

Arkansas is the 27th Virginia-class fast attack submarine being built under the teaming agreement with General Dynamics Electric Boat.

“With advances in sound silencing, acoustic sensors, and weapons delivery systems, Arkansas will traverse the world’s oceans and seas as an apex predator. Representing our asymmetric advantage in the undersea domain, the Arkansas will have no equal,” said Vice Adm. William Houston, commander, Naval Submarine Forces.

“It is an incredible honor for the crew to begin to establish the relationship with our namesake state of Arkansas as well as with the ship’s sponsors,” said Cmdr. Adam Kahnke, commanding officer of the pre-commissioning unit. “The story of the Little Rock Nine demonstrates the power of perseverance in the face of adversity. I find the relationship with the ship’s sponsors very appropriate due to the fact that perseverance is an essential attribute to success in the art of submarine warfare.”

NNS is one of only two shipyards capable of designing and building nuclear-powered submarines. The advanced capabilities of Virginia-class submarines increase firepower, maneuverability and stealth.

This milestone on Arkansas comes following the delivery of USS Montana (SSN 794), the launch of New Jersey (SSN 796), and continued progress on Massachusetts (SSN 798) at NNS earlier in 2022, as the shipyard continues to invest in its workforce and facilities to make steady progress on delivering these important assets to the Navy. 24 Nov 22. Turkish future fighter comes together ahead of ‘victory day’ roll-out. Turkish Aerospace (TA) is progressing assembly of its Turkish Fighter Experimental (TF-X)/National Combat Aircraft (MMU), ahead of its planned roll-out on 18 March 2023.

Footage of the production line featuring the TF-X/MMU prototype was released by the company on 23 November, showing the advanced ‘fifth-generation’ combat aircraft in an advanced state of assembly.

The emergence of the footage came four months after TA President and CEO Temel Kotil briefed Janes and other defence media on the timeline for the planned roll-out and first flight, with both scheduled for Turkey’s Gallipoli Victory Day of 18 March. With the roll-out planned for 2023, the first flight will follow in 2025.

While the TF-X/MMU has been, and continues to be, developed with UK assistance – 100 engineers from BAE Systems are assigned to the project, Kotil said, adding that it is very much a national project with complete domestic production being the goal. He added that TA has largely had to stand up a Turkish design, development, and manufacturing capability from scratch. (Source: Janes)

21 Nov 22. UK Nuclear test veterans to receive medal as event remembers their service 70 years on. A new medal has been awarded to veterans of Britain’s nuclear testing programme.

  • Prime Minister announces new medal to honour the service of veterans of Britain’s nuclear tests on ‘plutonium anniversary’
  • 22,000 veterans are expected to be eligible for the new honour, marking their service and contribution to the United Kingdom’s nuclear test programme.
  • Comes as veterans and their families gather at the National Memorial Arboretum today to pay tribute to nuclear heroes, who have kept the country safe for 70 years

A new medal is to honour the significant contribution of veterans and civilian staff from across the Commonwealth, who participated in Britain’s nuclear testing programme, the Prime Minister will announce today.

The award comes as the country pays tribute to the veterans of the United Kingdom’s nuclear test programme at the National Memorial Arboretum in Staffordshire this morning.

The event, which takes place 70 years after the first British test of a nuclear weapon, will be attended by the Prime Minister, the Defence Secretary and Veterans’ Affairs Minister Johnny Mercer.

23 Nov 22. French military aims to increase number of reservists.

France’s Minister of the Armed Forces Sébastien Lecornu revealed that the nation aims to expand its number of military reservists to 100,000, representing one reservist for each full-time member.

To achieve the ambitious plan, Minister Lecornu held a working group with 70 participants including Chief of Defence Staff Thierry Burkhard, parliamentarians, union representatives and the military.

“Our goal is to have one reserve soldier for every two active soldiers. In other words, 100,000 reservists for an active army of 200,000 men,” Minister Lecornu stated.

Throughout the working group’s deliberations, those present discussed the challenges of reserve employment in the private sector where reserve members juggle both employments.

In response, the group recommended prompting cultural change in the private sector to support the uptick in reserve recruitment.

“The lines must move so that the pride of being a reservist is accepted in companies,” explained Minister Lecornu.

The working group also examined declining interest in service, lack of recognition and the bureaucratic burden in the recruitment process.

His Majesty the King has approved the appointment of Rear Admiral (RAdm) Andy Kyte CB as the next Chief of Defence Logistics and Support (CDLS), in the rank of Vice Admiral, from September 2023. RAdm Kyte has had a notable career in logistics covering posts in the Royal Navy, the Defence Support organisation and wider Defence. He will step into the role of CDLS and lead the organisation forward as it seeks to modernise and integrate how Support is delivered. CDLS heads up the Defence Support organisation, under Strategic Command. As CDLS, RAdm Kyte will be responsible for overseeing the continued implementation of the Defence Support Strategy, the delivery of strategic military logistics and support advice, and as the Functional Owner developing, cohering and assuring support across Defence.

Rosemary Coogan, John McFall and Meganne Christian The UK has a new career astronaut, a parastronaut and a reserve astronaut, following a rigorous selection process and record UK Space Agency investment in the European Space Agency (ESA), announced in Paris today (Wednesday 23 November). Rosemary Coogan was selected by ESA as the UK’s third ever astronaut after Tim Peake and Helen Sharman, while former Paralympian John McFall becomes the first ever astronaut with a physical disability from the UK. Meganne Christian successfully completed the astronaut selection process and will become a member of the ESA Astronaut Reserve.

22 Nov 22. Class entities from the Defense and Security sector sue Boeing to protect Brazil’s national sovereignty. In defending the interest of the Brazilian State, two class entities filed a lawsuit against Boeing: the Brazilian Association of Defense and Security Material Industries (ABIMDE) and the Association of Aerospace Industries of Brazil (AIAB). They are the authors of a public civil action that aims to make the US company interrupt the systematic capture and hiring of engineers from companies that are part of the country’s Industrial Defense Base (BID, in Portuguese). The co-option of these highly qualified professionals places the survival of these companies at risk and, above all, threatens national sovereignty, one of the foundations of the Federal Constitution, provided for in article 1, item I.

“The impact is already significant: ten of the most important strategic companies in the defense sector have already had engineers co-opted by Boeing. Some lost about 70% of the team in specific and essential areas for the business”, explains Roberto Gallo, president of Abimde.

The issue is strategic for the country and national sovereignty, representing the State’s autonomy over its political, social, military, and economic organization. Any threat to the companies that make up the Defense Industrial Base (BID) puts this balance at risk since BID comprises state-owned or private companies that constantly update technologies for the Navy, Air Force, and Army. They guarantee that the defense area’s innovation and development are under national control, safeguarding the autonomy of the Armed Forces and, therefore, of the Brazilian State.

Highly qualified engineers are co-opted

The professionals co-opted by Boeing are mainly from the aerospace segment. They are highly qualified engineers trained in public institutions (such as ITA, UFMG, and UFSCar) with more than ten-year experience. They took part in projects in the Defense and Security area or held knowledge essential for national sovereignty. And, precisely because of this, they had access to qualified information and classified data on the country’s strategic projects.

According to the lawsuit, all the most relevant Aerospace and Defense Brazilian companies have recently lost engineers in this process. Among them, Embraer, Akaer, Avibras, AEL Sistemas, Safran, Mac Jee, and others.

In the specific case of Embraer, there is a history that makes the situation more critical. Boeing owns proprietary information to which it had access over two years (2018 to 2020). Boeing and Embraer negotiated a partnership to create a joint venture during that period. Days before definitively sealing the agreement, which provided for a US$ 4.2 bn payment to Embraer, Boeing unilaterally terminated it.

“The AIAB advocates free competition and a free market. But such principles are not absolute. They must be subject to constitutional imperatives such as national sovereignty, as outlined in Article 170 of Brazil’s Constitution. What is at stake, therefore, is something much greater than any individual or collective interests”, says Julio Shidara, AIAB’s President. He also reinforces that the lawsuit intends to stop such systematic hiring, which leaves a trail of predatory actions in the country’s BID companies, until alternatives are discussed to guarantee national sovereignty’s preservation. “In decades, BID has never faced a situation like the one we are now experiencing. Our current capacity was not built overnight. It took decades of national collective effort and massive public and private investments. We cannot allow an accelerated degradation to occur, and it is happening as the facts have shown”, concludes Shidara.

What is the Defense Industrial Base (BID)

The BID encompasses the entire diverse ecosystem of private and state-owned companies developed to secure Brazil’s independence in the Defense area. It is made up of more than 1000 companies. They include, for example, satellite and military use equipment manufacturers and systems developers. The aerospace segment stands out in the group, with Embraer as the industry’s largest company, with hundreds of domestic companies orbiting around as part of its supply chain.

Such companies also have a significant impact on the economy. The domestic defense industry represents approximately 285,000 direct jobs and 850,000 indirect jobs, according to the Ministry of Defense, and turns over R$ 200 bn in the domestic economy, accounting for around 4% of the National Gross Domestic Product (GDP). To weaken this sector is to impact the national economy.
