26 Oct 22. Saudi Arabia receives first Couach FPB 2200 patrol boats. Saudi Arabia has confirmed that its new FPB 2200 patrol boats that the French shipyard Couach is delivering are armed with LIG Nex1’s Low-Cost Guided Imaging Rocket (LOGIR) missile launcher for countering small attack boats. The Saudi Ministry of Defence (MoD) announced on 25 October that the first batch of Couach patrol boats had been delivered to the Western Fleet. It did not mention how many had been delivered of the 12 that were reportedly ordered in 2020, but satellite imagery shows three 22m craft had arrived at King Faisal Naval Base in Jeddah by 9 September. The Saudi Press Agency reported that Hyun Soo Lee, LIG Nex1’s executive president of international business, attended the delivery ceremony and that the new vessels are fitted with modern high-precision missiles. 28 Oct 22. 27 Oct 22. Prototype US Army watercraft launched. The first Manoeuvre Support Vessel (Light), MSV(L), for the US Army was launched on 10 October following delays to the project, army officials confirmed.
Contracted shipbuilder Vigor has built the MSV(L) according to the 117 ft (35.66 m)-long Caimen-90 design from British naval architect firm BMT.
The prototype will be delivered during the second quarter of fiscal year (FY) 2023, and will be followed by an order for four low-rate initial production (LRIP) vessels, US Army’s Program Executive Office Combat Support and Combat Service Support (PEO CS&CSS) spokesperson told Janes .
“Testing of the prototype will inform the LRIP production decision. To mitigate supply chain risks, the army has procured the first LRIP’s early order material in anticipation of an April 2023 favourable production decision, allowing vessel production to begin at that time,” the spokesperson said.
“The first LRIP vessel is expected to be delivered to the army in FY 2025,” the spokesperson added. It will be received by the Army Watercraft Company and replace the unit’s existing Vietnam-era Landing Craft Mechanised-8 (LCM-8). 28 Oct 22. (Source: Janes)
25 Oct 22. Keel authenticated for US Navy’s ESB ship Robert E Simanek. The US Navy has officially authenticated the keel for its fifth Lewis B Puller-class expeditionary sea base (ESB) ship, the future USS Robert E Simanek (ESB 7). The new milestone was marked by a keel-laying ceremony at General Dynamics National Steel and Shipbuilding Company’s (GD-NASSCO) shipyard in San Diego on 21 October. ESB 7 is named after US Marine Corps (USMC) former private first class Robert Ernest Simanek, who passed away earlier this year on 1 August. Simanek received a Medal of Honour in 1953 for protecting his fellow Marines from a grenade at the Battle of Bunker Hill during the Korean War. The vessel is sponsored by the namesake’s daughter Ann Simanek, who was present at the keel-laying ceremony.
US Navy Programme Executive Office (PEO) Ships Strategic and Theatre Sealift programme manager Tim Roberts said: “We are honoured this ship will celebrate the late Robert E Simanek’s legacy as a Medal of Honour recipient and Korean War veteran and his dedication to our country.

25 Oct 22. Boeing delivers first upgraded AH-64 E-model Apache to RNLAF.
The upgraded AH-64E will provide enhanced situational awareness and combat capability to the RNLAF.
Boeing has handed over the first upgraded version of the AH-64E Apache attack helicopter to the Royal Netherlands Air Force (RNLAF).
The new AH-64E or version 6 (v6) upgrade includes enhanced weapons performance, improved sensors and the latest software.
In February 2018, the US State Department approved a $1.191bn foreign military sale (FMS) to upgrade the RNLAF’s existing fleet of 28 D-model Apache rotorcraft to advanced v6 or E configuration.
The RNLAF is operating the AH-64D Block II Apache attack helicopters since 1998.
Apart from Dutch military forces, Apache aircraft is also in service with 17 international military customers, including several European allied nations and the US Army.
Boeing Senior Mesa Site executive and Attack Helicopter Programme vice-president Kathleen Jolivette said: “The Apache is the most advanced and proven attack helicopter, and demand for it continues to increase worldwide.

25 Oct 22. Aero Vodochody conducts maiden flight of L-159 T2X trainer prototype. The prototype is being used for testing upgraded features and systems of L-159 trainer aircraft. Czech aircraft company AERO Vodochody has conducted the first flight test of its L-159 T2X combat trainer aircraft prototype.
The demonstration was conducted recently at Vodochody’s airport in the Czech Republic.
The latest milestone comes after four years of intensive work performed by the company to modernise and upgrade the L-159 aircraft to fulfil the emerging needs of fifth-generation fighter pilot training programmes.
The company is using this L-159 T2X prototype to test and validate all new features and systems, including new design elements and avionics systems, of the aircraft before the final integration.
Aero Vodochody L-39, L-59 and L-159 aircraft chief designer Milos Trnobransky said: “We have developed a new wing and an integral tank that increases range, especially for two-seat configurations.
“It will also allow us to increase the number of usable wing pylons. We also plan to integrate completely redesigned avionics and precision weapons technology against ground targets.
“With the upgrade, we want to ensure long-term and efficient use of aircraft for our customers.”
The cost-effective L-159 aircraft is used for providing advanced and combat training to the pilots of fourth-generation and fifth-generation combat aircraft.
The company has so far produced as many as 86 L-159 jets in different configurations/conversions.
Aero’s L-159 aircraft is currently in service with the Czech and Iraqi military forces. It is also being used by Draken Europe for several training purposes.
Earlier this year, Draken signed a cooperation agreement with Aero to use the L-159 as an aggressor aircraft to train the UK Royal Air Force’s pilots flying combat aircraft such as F-35 fighter aircraft.

25 Oct 22. Niger receives AB 412 helicopters from Italy. Niger’s military has taken delivery of two AB 412 helicopters from Italy, and will receive another two helicopters next year.
The two aircraft were handed over in a ceremony at Air Base 101 in Niamey on 18 October in the presence of Niger’s defence minister Alkassoum Indattou and his Italian counterpart Lorenzo Guerini.
Indattou said the delivery was the result of close ties between Italy and Niger. The aircraft will be used to strengthen Niger’s Air Force and carry out personnel transport, cargo and medical evacuation flights, and combat cross-border crimes.
The two helicopters (MM81452/GF-207, c/n 25707 and MM81456/GF-211, c/n 25713) were delivered in the colours of Italy’s Guardia di Finanza (GdiF) and fitted with fairings above their cabins for radars used to detect maritime smugglers.
The Italian Ministry of Defence quoted Guerini as saying the Sahel is an area of great strategic importance to Italy as its dynamics have direct effects on the entire African continent as well as the Mediterranean and Europe. “That is one of the reasons why our country wants to strengthen its structured bilateral cooperation with Niger, thus moving forward with the ongoing productive dialogue established some years ago.”
Italy has deployed a Bilateral Mission in support of Niger and aims to increase the capacity of the authorities of Niger and other members of the G5-Sahel Initiative to counter illegal trafficking, terrorism and other security threats in the area.
The Italian Ministry of Defence said the two AB 412s were refurbished by the Agenzia Industrie Difesa (Defence Industries Agency) before being delivered to Niger.
Guerini concluded his trip to Niger by visiting the Italian military personnel deployed as part of the Bilateral Support Mission in the Republic of Niger (MISIN), which began in 2018 and also covers support for Benin, Mauritania, and Nigeria.
Italy and Niger in September 2017 agreed to enhance bilateral defence and security relations and this has seen Italy train Nigerien troops and enhance the capacity of the country’s armed forces.
Niger has received or ordered a variety of military hardware over the last several years as it battles terrorists, including from Boko Haram. Earlier this year Niger ordered armoured personnel carriers from Turkey’s Nurol Makina, in addition to several Bayraktar TB 2 unmanned aerial vehicles and Turkish Aerospace Industries Hurkus turboprop trainer/light attack aircraft. Niger is receiving three surplus C-130H Hercules transport aircraft from the United States, and in 2021 took delivery of 22 Osprea Mamba Mk 7 armoured vehicles the US provided for the G5 Sahel Joint Force. 25 Oct 22. Jordan receives IOMAX-upgraded Air Tractor. Jordan is to officially receive back into service the first IOMAX Air Tractor AT-802 Border Patrol Aircraft (BPA) that has been upgraded by the original equipment manufacturer (OEM) in the United States. A ceremony marking the delivery of the first of six Air Tractor-based turboprop airframes that are to be upgraded in the US and Jordan will be held at IOMAX’s Mooresville facility in North Carolina on 22 October. The event will be attended by the Chief of the Royal Jordanian Air Force (RJAF), Brigadier General Mohammad Hiyasat, and other senior dignitaries. “The event here in our hangar will be the commissioning of the first Block 4 BPA for the Jordanians,” IOMAX CEO KC Howard told Janes. “Work on the first two aircraft will be done here [in Mooresville] with Jordanian on-the-job training, with the remaining four being done in-country by the Jordanians under IOMAX supervision,” he added. The Australian government has selected Adecco Australia as Defence’s new recruitment partner in its aim to scale up the Australian Defence Force.
To increase the Australian Defence Force (ADF) employment footprint by 18,500 people by 2039-40, given the strategic circumstances we now face, Minister for Veterans’ Affairs and Defence Personnel Matt Keogh noted recruitment and retention of personnel has never been more important.
“Our people are the most important capability for the defence of Australia, and our national interests.
“It’s exciting to be working with a new recruitment partner to ensure we’re engaging with the very best people our nation has to offer.
“There’s no doubt that right now we’re seeing an incredibly tight recruitment market with really low unemployment, that’s why we need to step up our recruitment efforts,” Minister Keogh said.
The current service provider, ManpowerGroup, has attracted more than one m applicants and helped enlist more than 121,600 individuals into the ADF over its 20-year contract with Defence.
The ManpowerGroup will continue to deliver recruiting services until the end of the current financial year.
According to Minister Keogh, the new partnership with Adecco will focus on redefining how recruitment efforts can be modernised in a hyper competitive labour market.
“People are looking for jobs with purpose, we need to take action to ensure students, their teachers and parents have a solid understanding of the excellent opportunities that a career in the ADF can provide.
“We also are very keen to engage with older Australians who want to contribute to the defence of our nation.

A new Italian government appointed on Friday has named Guido Crosetto as the country’s defense minister, marking a return to government for the 59 year old who served as a junior defense minister a decade ago. Crosetto has since acquired further experience in the sector after spending much of the last eight years running AIAD, Italy’s defense industry association, making him the first defense minister in recent years to move from industry into government. 21 Oct 22. Defense firms outsource sub, carrier construction amid labor woes. The U.S. Navy is pouring billions of dollars into shoring up the companies that help build nuclear-powered submarines and aircraft carriers. But these companies, and especially prime contractors General Dynamics Electric Boat and HII’s Newport News Shipbuilding, cannot hire enough people to keep up with demand. So they’re outsourcing work that was previously done in-house, two admirals said.
Rear Adm. Jon Rucker, the program executive officer for attack submarines, said the Navy spent more than $1 bn between fiscal 2018 and fiscal 2022, and that the service is committed to $2.4 bn from fiscal 2023 to fiscal 2027. These funds cover supplier development, workforce development, shipbuilder infrastructure, the development of technologies such as additive manufacturing and nondestructive testing, government oversight, and strategic outsourcing.
In terms of tonnage of submarine construction, the Navy will see a 5.5 times increase from FY11 to FY25. But the number of suppliers has dropped to about 5,000, compared to 17,000 companies during the last submarine construction surge in the 1980s, Rucker said last month at an American Society of Naval Engineers conference.
Rucker said the Navy is trying to target its investments where it can make the most impact: 350 companies are considered “critical suppliers” in the submarine-industrial base, and 55% of those are located in six states. So workforce development dollars are focused on those states to do the most good for critical suppliers in need of more workers. This effort could see the establishment of new training sites in Virginia and Pennsylvania.
Outsourcing is becoming more important as some regions realize they aren’t receiving enough interest for people to join the manufacturing industry, despite federal and state government efforts to create manufacturing training opportunities.
“We are saturated in certain areas of the country. The Northeast is one of those. If we cannot bring the people to the work, we’re going to take the work to the people,” Rucker said.
Today, he explained, Electric Boat outsources 1.1 m hours’ worth of work a year and Newport News Shipbuilding outsources 900,000 hours as they build new Virginia- and Columbia-class submarines.
By 2025, that combined 2 m hours will grow to 5 m, he said — which equates to half the work to build a Virginia submarine.
Rucker said companies across the U.S. are building structural pieces of submarines, including some large modules, that were previously built at Electric Boat and Newport News facilities. Now they’re constructed by companies with available workers and space, and then shipped to the shipyard for assembly.
Rear Adm. James Downey, the program executive officer for aircraft carriers, spoke of outsourced work in terms of the structural units that come together to create the carrier’s hull.
“We are outsourcing like crazy,” he told Defense News at the conference.
On the future aircraft carrier Enterprise, “we’re at almost 200 units out of 1,000 units. We’re building Enterprise here [in Virginia], we’re building Enterprise in South Carolina, we’re building Enterprise on the Gulf Coast. It’s pretty awesome.”
Downey suspects the amount of outsourcing will increase over time, which creates more oversight work for the Navy, he said, as well as the need to locate experts from the program office with companies unfamiliar with building ship structures and working with the service’s new digital blueprints.
He noted that Newport News — the sole shipbuilder for carriers — is struggling to hire enough workers and is already using leased labor to supplement the union workers employed directly by the yard.
Downey said companies like W International in South Carolina and Fairlead Structures in Virginia are building some 189 hull units for Enterprise. “Two dozen-ish have come in so far from various suppliers: so far, quality is OK,” he added.
The Navy and HII are in the early stages of building the next ship of the class, Doris Miller. Downey said the team has begun outsourcing some work, “and we’re coming up to decision points on [Doris Miller] this year: whether we’re ready to pull the trigger to do the same or more” when it comes to outsourcing structural and other work.
Rucker also said at the conference that this trend applies to submarine repair work performed at Navy public shipyards. He added that the service is trying to get submarine maintenance work completed on predictable and repeatable timelines — which isn’t possible today — but level-loading the work at the yards by outsourcing some tasks may help achieve that goal.

The appointments include Aleks Kowalski and Chris Daniels as new directors. In addition, new roles to support the industry focus on growth and further develop ARPAS-UK are as follows:
- Graham Brown is appointed as Chairman of the board. Graham has been CEO for over four years and has relentlessly promoted ARPAS-UK’s position as the unique trade association and voice for the drone community in the UK with a broad range of stakeholders;
- Stuart Keenan is appointed as Vice-Chairman. Stuart has served as Chairman and will continue to support the organisation to drive the industry forward;
- Anne-Lise Scaillierez is appointed as CEO of the organisation. Anne-Lise has been a Director since 2018 and has played an active role as Director of Finance and in providing fair and balanced intelligence to national stakeholders to support the drone community’s recognition;
- Rupert Dent will continue to support the organisation as Director, Policy and Regulations. Rupert plays a vital role in advocating proportionate regulations and standards, and acting as a respected regulation counterpart to the authorities and members alike.
Aleks Kowalski has joined the ARPAS-UK board of directors. Aleks looks at the longer-term strategic importance for ARPAS in bringing together all UAS pilots, large and small, and the ecosystems around them.
Chris Daniels has joined the ARPAS-UK board of directors. Chris is a strategic advisor on commercialising start-ups and scale-ups, focused on aerospace & defence and Machine Learning and Big Data Tech.

21 Oct 22. INVISIO is announcing today that board member Lage Jonason will leave the Board at his own request with immediate effect. Personal reasons lie behind the decision. In accordance with INVISIO’s Articles of Association, the Board of Directors must consist of a minimum of three and a maximum of eight members. After Lage Jonason’s departure, the Board will consist of five members and thus meet the requirements.

25 Oct 22. Boeing shores up Defense unit leadership after delays. Boeing Co (BA.N) has appointed a senior troubleshooter to help turn around loss-making programs at its Defense, Space & Security (BDS) division in what some sources view as a potential template for future efforts to fix wider industrial woes. Steve Parker, head of Boeing’s bomber and fighter programs as well as its St Louis defense plants, has been promoted to the new role of chief operating officer for the division, which makes up almost half of Boeing revenues, industry sources said. A Boeing spokesperson confirmed last week’s appointment, which has not been announced publicly. Parker will report to Ted Colbert, who was appointed chief executive officer of BDS earlier this year after a career mainly in IT services followed by the helm of Boeing Global Services, which provides parts and engineering for airlines and military.
