MARITIME

01 Sep 22. FMM begins construction of US Navy’s first Constellation-class frigate. The company is under contract to build the first three frigates, Constellation, Chesapeake, and Congress. Fincantieri Marinette Marine (FMM) has commenced the construction of the US Navy’s lead Constellation-class guided missile frigate, the future USS Constellation (FFG-62). The beginning of FFG-62’s construction was marked by a steel-cutting ceremony at the company’s shipyard in the Northeast Wisconsin, US. It was attended by officials from the US Navy, FMM shipbuilders, representatives of elected officials, and other community leaders. The latest developmental stage comes after the culmination of a successful production readiness review (PRR) milestone was conducted by the US Navy on 20 July.

It involved a detailed assessment of the design’s maturity and readiness of the shipyard to start the construction.

The design, development and construction of the FFG-62 is being managed by the Constellation-class frigate programme office (PMS 515).

FMM CEO Mark Vandroff said: “We continue to work extensively with the navy’s programme office to complete first ship design to give navy the ship they want.

“We are better than 80% complete on ship design prior to starting construction, which is consistent with best practices across the naval shipbuilding industry.” (Source: naval-technology.com)

31 Aug 22. World’s most advanced attack submarine joins Royal Navy fleet. The world’s most advanced hunter-killer submarine was today welcomed into the Royal Navy fleet at a ceremony in Barrow. HMS Anson is £1.3bn of both naval stealth and striking power – able to gather vital intelligence, protect other Royal Navy vessels from threats above and below the waves and destroy enemy military infrastructure with pinpoint accuracy.

The submarine was commissioned at BAE Systems’ yard in Cumbria in front of her crew and their families, plus naval leaders, Secretary of State for Defence Ben Wallace, Prime Minister Boris Johnson and Australian Deputy Prime Minister Richard Marles, and the sponsor (patron), Julie Weale.

Anson is the fifth of the new Astute-class submarines to join the Royal Navy fleet, joining HMS Astute, Ambush, Artful and Audacious.

The boat’s first Commanding Officer, Commander David Crosby, said that given the effort, skill and enterprise invested in constructing the submarine – made more challenging over the past two and a half years by the restrictions imposed by the pandemic – “HMS Anson would go on to be the best Astute-class submarine yet”.

He continued: “Among tough competition that is a bold claim, but I fully believe it; she will be successful on operations for years to come and be envied by nations across the globe.

“The good fortune to be commanding officer of the most advanced and capable attack submarine ever built in the UK on her commissioning day is the greatest honour of my submarine career.”

Also among those eager to see Anson in action is the new head of the Royal Navy Submarine Service, Commodore Paul Dunn.

“The commissioning is a significant milestone for both Anson and the Submarine Service and I would like to thank the crew, BAE Systems and the ‘submarine enterprise’ for the delivery of our fifth Astute class,” he said.

“I look forward to welcoming Anson to Her Majesty’s Naval Base Clyde, the home of the Submarine Service, in the near future.”

Armed with a combination of up to 38 Spearfish torpedoes and Tomahawk Block V cruise missiles, Anson can take out enemy ships/submarines, destroy land targets up to 1,000 miles away and launch and recover Royal Marines raiding and reconnaissance teams – among other capabilities.

First Sea Lord, Admiral Sir Ben Key, said: “Given the world we live in, there is no more important tool in the United Kingdom’s arsenal: silent, unseen, and a key instrument of our global, modern, ready Royal Navy.

“HMS Anson is the cutting edge in submarine design and construction… ensuring operational advantage in the underwater battlespace, the last great stealth domain.

“The Royal Navy’s nuclear submarines: protecting critical national infrastructure, securing the nuclear deterrent, and ready to deliver firepower against those who would do us harm.”

The Astute programme is one of the most complex engineering projects in the world.

Anson will remain in Barrow for several more weeks undergoing final checks, tests and tweaks to her system before she sails for her future home at HM Naval Base Clyde in Faslane, where she will prepare for sea trials.

It has taken more than 11 years – and some 20 m hours’ work by an estimated 10,000 people from 400 firms and organisations across the UK – for the 8,000-tonne boat to be ready for action.

The Chaplain of the Fleet, The Venerable Andrew Hillier, blessed Anson and her 98 crew after Commanding Officer, Commander Crosby, read out instructions received from the Navy’s Fleet Commander to commission the submarine and prepare her for front-line service.

Proceedings – which saw the Royal Marines Band Scotland provide the appropriate music – ended with the White Ensign being hoisted for the first time and a commissioning cake cut by Mrs Weale and the youngest member of the crew.

Anson’s sponsor – whose husband was head of the Silent Service before retiring in 2020 – told those present that the boat was “fabulous”, and she was keen now to see the submarine at sea and enter service.

“I wish you all the best of luck with what is to follow and will be in full support of everything you do,” she added.

Anson was officially named by her sponsor in the same yard in December 2020 with a bottle of cider smashed against the hull (the drink was favoured by her namesake, 18th-Century Admiral George Anson, as a cure for scurvy).

She was rolled out of the cavernous Devonshire Dock Hall in April last year and slowly lowered into Wet Dock, since when engineers and crew have been working on her systems and testing equipment.

In February, the boat conducted a dive in Barrow to ensure the dive/surface systems and ballast tanks, depth sensors and sonars were in full working order and Anson was accurately balanced and stable when submerged. (Source: https://www.gov.uk/)

29 Aug 22. First steel block constructed for Hunter Class program.

The project to construct Australia’s next-generation surface combatant fleet has achieved a new milestone. Prime contractor BAE Systems Australia has announced the construction of the first 452-square-metre steel block as part of the $45 bn Hunter Class frigate project following approximately 45,000 hours of shipbuilding work.

Construction of the steel block at the Osborne Naval Shipyard in South Australia form part of an initial phase involving the development of five prototype ship blocks. This process aims to test and refine the processes, systems, tools, facilities and workforce skills before construction commences on the first of nine Hunter Class frigates. The first of 22 prototype blocks (each ship), referred to as Block 16, reportedly weighs over 140 tonnes.

Construction of the block was supported by 35 workers, including engineers, boilermakers, welders, fabricators and project managers.

As part of the current design of the ship, Block 16 — which comprises of four steel units, known as UB24, UB24B, UB34 and UB34B — represents the middle of the ship where accommodation spaces would be built.

Shipbuilders are expected to construct the second and third prototype blocks over the coming weeks.

Production of additional blocks incorporating the Hunter Class design changes is scheduled to commence in mid-2023. BAE Systems Australia managing director, maritime, Craig Lockhart, noted the significance of this latest prototype construction milestone. (Source: Defence Connect)

29 Aug 22. HII lays keel for US Navy’s Gerald R Ford-class ship USS Enterprise. CVN 80 will replace USS Dwight D Eisenhower (CVN 69), which is expected to decommission in 2029.

Huntington Ingalls Industries (HII) has ceremonially laid the keel for the US Navy’s third Gerald R Ford-class aircraft carrier USS Enterprise (CVN 80).

The keel-laying ceremony was held at the company’s Newport News Shipbuilding (NNS) division in Virginia, US, on 27 August.

It was attended by Congressional representatives, local dignitaries and other US Navy officials including Navy’s Under Secretary Erik K Raven.

The aircraft carrier is co-sponsored by Simone Biles and Katie Ledecky. Biles participated in the ceremony virtually, while Ledecky attended it in-person.

During the event, initials of both the ship’s sponsors were etched onto the respective steel plates, which were then affixed to CVN 80’s keel.

After welders affixed the plates, Ledecky gave command to NNS crane operator Charlie Holloway to lower the 688tn keel unit into the dry dock.

This section will support USS Enterprise’s forward half, once the aircraft carrier’s assembling is complete.

US Navy programme executive officer aircraft carriers (PEO CV) rear admiral James P Downey said: “This is a significant milestone for ship and class.

“The shipyard has taken lessons from building USS Gerald R Ford and John F Kennedy and applied them directly to constructing Enterprise.

“Our industry partners are applying best practices of Integrated Digital Shipbuilding into process, and that enables efficiencies, both in terms of cost and schedule.”

The 1,092ft-long third Gerald R Ford-class aircraft carrier CVN 80 has a displacement of around 100,000tn and can operate at a speed of over 30 knots.

The Ford-class aircraft carriers have been designed to replace the US Navy’s Nimitz-class ships. Once the construction, which started in August 2017, is complete, USS Enterprise will replace USS Dwight D Eisenhower (CVN 69), which is expected to decommission in 2029. Al Jubail (828) arrived at King Faisal Naval Base in Jeddah, Saudi Arabia, on 25 August, the Saudi Press Agency announced the same day.

AlJubail is the first of the five 104 m corvettes being built by Spanish state-owned shipbuilder Navantia for the RSNF under a EUR1.8 bn (USD1.79 bn) contract signed in 2018.

The lead ship was laid down at Navantia’s shipyard in San Fernando, Cádiz, in October 2019, launched in July 2020, and officially handed over to the RSNF during a ceremony held in Spain on 31 March. Its delivery was followed by that of second-in-class Al Diriyah (830) on 26 July. Under current planning, delivery of all five ships will be completed by 2024. (Source: Janes)

26 Aug 22. India commissions first indigenous aircraft carrier on 2 September. The ship was constructed by Cochin Shipyard (CSL) in Kochi, India. The Indian Navy’s first indigenously designed and built aircraft carrier INS Vikrant was commissioned on 2 September. The commissioning ceremony involved the participation of Indian Prime Minister Narendra Modi as the chief guest. It was announced during a curtain raiser event for INS Vikrant on 25 August.  The Vikrant-class aircraft carrier has been designed by the Warship Design Bureau (WDB), which is an Indian Navy’s in-house organisation. The ship was constructed by Cochin Shipyard (CSL) in Kochi, India. The 262m-long and 62m-wide INS Vikrant has already completed a series of pre-commissioning sea trials. The first sea trials were carried out in August 2021, while the second phase concluded in October last year. The trials validated the performance of the warship, including the response of its hull to various conditions of operations, manoeuvring, main propulsion, power generation and distribution (PGD).

The tests have also assessed the performance of the vessel’s navigation and communication systems, deck machinery, lifesaving appliances, its endurance testing of propulsion machinery, as well as its electronic suites. (Source: naval-technology.com)

PLANT CLOSURES, JOB LOSSES AND STRIKES

31 Aug 22. BAE Systems workers to strike at US ground vehicle factory. About 800 unionised workers who build tracked and wheeled military vehicles at a BAE Systems plant in York, Pennsylvania, plan to go on strike on 31 August at 1100 h local time amid a stalemate in contract negotiations, according to the United Steelworkers (USW) labour union.

The employees, who have been without a contract since October 2021, have not received a satisfactory offer from BAE Systems for a new contract, the USW said on 29 August. “We are not willing to accept a substandard contract simply because the company calls it a ‘final offer’,” USW District 10 director Bernie Hall said in a statement.

BAE Systems spokesperson Alicia Gray said in a statement on 30 August that the company has put forward “three reasonable and competitive offers, with our latest proposal turned down”. Asked whether a strike would force the factory to shut down, Gray replied that “we have a plan in place to continue to execute our mission”. (Source: Janes)
