24 Aug 22. USAF to conduct developmental testing of new MH-139A aircraft. The newly acquired MH-139A Grey Wolf helicopters will replace the USAF’s existing UH-1N fleet. The US Air Force (USAF) is set to conduct developmental testing of the newly acquired MH-139A Grey Wolf test aircraft. The milestone achievement comes after Boeing secured the final Federal Aviation Administration Supplemental Type Certification process. This certification is required by aircraft to achieve Military Flight Release. With the latest progress, the USAF can now conduct an evaluation of MH-139A’s critical military capabilities to further move the programme towards Milestone C. The ownership of the four MH-139A helicopters was accepted by the USAF earlier in mid-August this year. Before accepting the ownership, pilots from the Air Force Global Strike Command’s (AFGSC) Detachment 7 and 413th Flight Test Squadron carried out extensive acceptance tests on the helicopters. AFGSC is the operational capability requirements sponsor and the lead command. MH-139 Test Detachment 7 MH-139 Standardisation and Evaluations chief lieutenant colonel Josh Hallford said: “Leonardo’s 139 helicopters have an impressive pedigree of performance in multiple missions in civil, public and military domains. MILITARY AND GOVERNMENT

22 Aug 22. Removing barriers to diversity in the UK and US militaries could bring significant operational and strategic advantage. A new report from RAND Europe Leveraging Diversity for Military Effectiveness has highlighted the significant strategic advantage that embracing diversity in the military could bring to the UK and the US. From the exceptional information skills prevalent in many neurodiverse individuals, to language capability and advantages associated with having a military force that reflects the make-up of wider society, the report finds a significant range of benefits. In a rapidly evolving environment, the Armed Forces need to leverage all available advantages to maximise strategic and operational effectiveness. Areas of military activity already seeing rapid change include technology, new domains and changing conflict geography, as well as changing dynamics between and among state and non-state actors. Researchers based in the UK and US investigated what advantages diversity can bring to the Armed Forces as they navigate a changing nature of warfare and strategic trends like the impact of emerging technologies.  It highlighted, for example, that diversity would be important in developing effective, ethical and trust-worthy AI systems. To effectively leverage diversity in this and other contexts of military activity, the research noted however that ambition needs to be matched with addressing barriers to inclusion within existing structures, such as retention and promotion of diverse personnel.

The team recommend a clear, strategic approach to overcoming these barriers to inclusion, with the opportunities and priorities identified through an operational framework to improve diverse representation in three key ways:

  • Enhancing organisational capacity for innovation, adaptation and quality of decision-making
  • Fostering external legitimacy, enhancing military ability to project influence and improving engagement with partners, allies and other domestic and international audiences
  • Improving the Armed Forces’ ability to attract, retain and foster skills needed to address current and evolving national security imperatives

Ben Caves, Senior Research Leader at RAND Europe said: “It’s clear that the UK and US militaries are facing a range of new challenges on a number of fronts. Our research finds that to address these challenges, the military needs diverse perspectives and skillsets – and that means employing, retaining and promoting a diverse workforce.

“The UK and US Armed Forces have come a long way in attracting diverse workforces in recent years, though we know that barriers to inclusion still exist.  Our study offers key decision-makers in the UK and US Armed Forces an actionable framework for leveraging diversity and implementing the necessary change in how the Defence workforce is managed.”

REST OF THE WORLD APPOINTMENTS

24 Aug 22. AMD announces new board. The South African Aerospace, Maritime and Defence Industries Association (AMD) has announced a new board of directors and chairperson who will steer the industry body over the next couple of years. The new board was elected at AMD’s annual general meeting on 9 June, after which there was a special sitting of the board, and the new office bearers were confirmed.

Leading the board is Nombasa Ndlhovu, who was previously the Chairperson of the AMD National Conventional Arms Control Committee (NCACC) Task Team. There she was instrumental in working with the Directorate Conventional Arms Control (DCAC) and NCACC in unlocking Category A&B exports to the Middle East (Category A comprises sensitive controlled items such as combat aircraft, explosives, tanks etc. while Category B comprises handheld and portable assault weapons with a calibre under 12.7 mm).

Ndlhovu has also been very crucial in establishing a communication channel between AMD (as industry representatives) and the NCACC, which culminated in a meeting between Industry representatives and the Chair of the NCACC, explained Sandile Ndlovu, AMD Interim Executive Director.

The new Deputy Chairperson of AMD is Deon Olivier (Chief Executive of Hensoldt Optronics), while Honorary Secretary is Brigadier General (ret) Damian De Lange (CEO of Twiga), and Honorary Treasurer is Sefale Monsti (Executive Director of Montsi Investments).

AMD directors for 2022 to 2024 are:

Umkhombe Marine’s Nombasa Ndhlovu (AMD Chairperson)

Denel’s William Hlakoane (AMD Chairperson Policy and Strategy)

GEW Technologies’ Hennie Venter

Hensoldt Optronics’ Sihle Mayisela (AMD REMCO Chairperson)

Paramount’s Rob Kihn

Reutech’s Trevor Raman

Rheinmetall Denel Munition’s Jan-Patrick Helmsen

Saab Grintek Defence’s Dr Nivan Moodley

Sandock Austral Shipyard’s Dr MC Zondi (AMD Chairperson: Innovation and Future Defence Committee)

DCD Protected Mobility’s Cornelius Grundling

Etion Create’s Petrus Pelser

ICP’s Frans Toerien

Thales SA Systems’ Johan Agenbag

Global Command and Control Technologies’ Ratilal Rowji

GRIMMS’ Shafiek Hendricks

Areta Holdings’ Zane Cleophas (AMD Chairperson: Space Committee)

OTT Solutions’ Andre Olivier

Imperial Armour’s Louisa Garland-Els (AMD Chairperson: Marketing Committee)

GAC Laser’s Nico Troostheide

FIMM Tech’s Idah Mabaso (AMD Chairperson: NIP/DIP)

North Park Telecoms’ Jacob Mohlamme (AMD Chairperson: BEE SMME Skills Development)

Black Capital Holdings’ Buti Ramfolo (AMD Chairperson: Arms Control)

Rheinmetall Denel Munitions’ Admiral (ret) Robert Higgs (AMD Chairperson: Manufacturing Committee)

Fuchs’ Marcus Capuzzimati (AMD Chairperson: Risk and Audit committee)

The new AMD board is embarking on a Strategic Planning Session to come up with a Programme of Action for the next two years, and this will include things like implementing the Aerospace & Defence Masterplan; holding an Industry Lekgotla with key stakeholders, including the Minister of Defence; exhibiting at exhibitions and trade shows; helping organise the Africa Aerospace and Defence exhibition; and establishing a Task Team to investigate the state of the industry and ways to take it forward.

“AMD has been the sole voice of Industry over the past 30 years and we have managed to do just that, represent industry well,” Ndlovu told defenceWeb. “With the work of the Task Team now complete, we intend to develop a strategy that will take us to the next 30 years of selfless representation of the Aerospace and Defence industry.

AMD is not the only organisation representing the sector, and co-exists with other organisations like CAMASA (Commercial Aerospace Manufacturing Association of South Africa), CAASA (Commercial Aviation Association of Southern Africa), and the Drone Council. However, AMD represents over 70% of Directorate for Conventional Arms Control (DCAC) registered companies and represents well over 75% of Armscor spending (over 75% of the Armscor acquisition budget is on AMD members).

Ndlovu higlights the fact that AMD is the only government recognised organisation for the sector “and as such this makes AMD a very attractive proposition for companies who are look for representation and a home to belong to. We should also note that within AMD we have SAAMDEC. The Export Council is the only export council for the sector, in line with the DTIC principle of One Export Council One Sector. This therefore means the Export Council is responsible for all companies within the aerospace and defence sector, irrespective of their affiliations. This therefore means the potential membership of the Export Council is much broader than just AMD Members.” (Source: https://www.defenceweb.co.za/)

INDUSTRY TEAMINGS

23 Aug 22. New Australian defence industry alliance formed. A new group has been established to drive defence industry growth and bolster opportunities across Adelaide. A number of defence industry organisations have teamed up to form SA-based Edinburgh Industry Alliance, supported by the City of Playford in North Adelaide.

The alliance has been set up to support jobs growth and generate work opportunities in the defence space.

Specifically, members are expected to work with government and industry stakeholders to help address supply chain challenges and the need for onshore sovereign industrial capability.

Members of the alliance include:

  • Century Engineering – selected by BAE Systems Australia as a participant on the strategic supplier pilot program and to help digitise its supply chain for the $45bn Hunter Class frigates program.
  • Eptec Group — selected by ASC to deliver the $66m contract for the blast and paint on the Collins Class full cycle dockings.
  • Levett Engineering — a precision component manufacturer.
  • Lionsgate Business Park, South Australia’s largest industrial park.
  • Sonnex — sheet metal engineering and profile cutting company.
  • Williams Metal Fabrication — metal fabrication solutions provider for defence, marine, civil and construction companies.
  • XTEK — supplier of protective equipment for government and military agencies.
  • BiORG — provider of integrated logistics support, project management, engineering management and software development services to Defence.
  • Aimpoint RPL — a defence industry services provider.

The members are based near the Edinburgh Defence Precinct, which houses the Defence Science and Technology Group, BAE Systems Australia and the future location of Boeing Australia’s $160 m defence aircraft maintenance facility.

The Edinburgh Defence Precinct is also close to the northern suburbs of Adelaide, where defence primes, including SAAB Australia, Lockheed Martin Australia, Raytheon, General Dynamics, and Northrop Grumman, operate facilities.

Craig Schmidt, the chair of the alliance and head of armour and composites at XTEK Limited, commented: “This is exciting on many levels, including the opportunity presented to government and primes to come into an area and be confident that industry will collaborate to ensure the best outcomes for a customer.

“This includes providing total product and service solutions for their needs.

“All nine members will seek to ensure the maximum utilisation of our industry capability in advanced engineering, manufacturing and supply chain programs for defence and specialised areas in Australian and international markets.”

Matt Burnel, federal member for Spence noted the benefits for the local community.

“This local capability ensures the Edinburgh Industry Alliance can take advantage of opportunities, build capacity and innovation,” Burnel said.
