MARITIME
29 Jul 22. US Navy Commissioned Amphibious Transport Dock Ship Fort Lauderdale. The US Navy commissioned its newest amphibious transport dock, the future USS Fort Lauderdale (LPD 28), during a 10 a.m. EDT ceremony Saturday, July 30, in Fort Lauderdale, Florida.
U.S. Rep. Debbie Wasserman Schultz of Florida’s 23rd District is the principal speaker. Additional speakers include Secretary of the Navy Carlos Del Toro; Assistant Commandant of the Marine Corps Gen. Eric Smith; Fort Lauderdale Mayor Dean Trantlis; and President of Ingalls Shipbuilding Kari Wilkinson. In a time-honored Navy tradition, the ship’s sponsor, Meredith Berger, will give the first order to “man our ship and bring her to life.”
The future USS Fort Lauderdale is the first naval ship to honor the city of Fort Lauderdale, Florida.
“Tomorrow we commission the future USS Fort Lauderdale, bringing a powerful war ship with a dedicated and determined crew to life,” said Secretary of the Navy Carlos Del Toro. “This ship will play an integral part in strengthening America’s partnerships and protecting our country’s security abroad.”
The nearly 25,000-ton Fort Lauderdale is 684 feet in length. Four diesel engines will power the ship to speeds in excess of 22 knots, and it will homeport at Naval Station Norfolk in Norfolk, Virginia.
The future USS Fort Lauderdale is the 12th San Antonio-class ship, designed to support embarking, transporting, and bringing elements of 650 Marines ashore by landing craft or air-cushion vehicles. A flight deck hangar further enhances the ship’s capabilities, which can support the MV-22 Osprey tilt-rotor aircraft.
San Antonio-class ships can support a variety of amphibious assault, special operations, or expeditionary warfare missions, operating independently or as part of Amphibious Readiness Groups (ARGs), Expeditionary Strike Groups, or joint task forces. These capabilities allow the U.S. Navy to protect America’s security abroad, promote regional stability, and preserve future peace. (Source: US DoD)
29 Jul 22. Indian Navy takes delivery of first indigenous aircraft carrier Vikrant. The vessel will soon be commissioned into service, enhancing nation’s capabilities in Indian Ocean region. India’s Cochin Shipyard Limited (CSL) has handed over the lead Vikrant-class ship, indigenous aircraft carrier (IAC) Vikrant, to the Indian Navy. It was marked by the signing of acceptance documents in the presence of officials from the Indian Navy and CSL. This delivery also marks the culmination of the vessel’s design, build and trial.
Vikrant underwent extensive user acceptance trials, which were carried out between August 2021 and July 2022. It has recently concluded the fourth phase of sea trials.
The trials were conducted to validate the performance of the ship, including its main propulsion, weapon and sensors, hull, auxiliary equipment and aviation facilities.
Other capabilities, such as sea keeping and manoeuvring, were also evaluated during the trials, conducted in compliance with the protocols and system parameters.
In a press statement, the Indian Navy said: “The Indigenous Aircraft Carrier would soon be commissioned into the Indian Navy as Indian Naval Ship (INS) Vikrant which would bolster India’s position in the Indian Ocean Region (IOR) and its quest for a blue water Navy.”
Once commissioned, the ship will be capable of operating an air wing comprising 30 aircraft, including Kamov-31, MIG-29K fighter jets, MH-60R multi-role helicopters, advanced light helicopters (ALH) and light combat aircraft (LCA). (Source: naval-technology.com)
29 Jul 22. US Navy takes delivery of first John Lewis-class oiler T-AO 205. The USNS John Lewis (T-AO 205) oiler will be operated by the Military Sealift Command (MSC). The US Navy has taken delivery of the lead John Lewis-class replenishment oiler ship, USNS John Lewis (T-AO 205). The newly delivered vessel will be operated by the Military Sealift Command (MSC). It will be used for delivering jet fuel for aircraft, diesel fuel, lubricating oil, small quantities of fresh and frozen provisions and potable water to US Navy vessels deployed at the sea.
The USNS John Lewis will expand the capacities of the US Navy’s Combat Logistics Force (CLF) and will become cornerstone of the fuel delivery system.
US Navy Auxiliary and Special Mission Shipbuilding Programme Office programme manager John Lighthammer said: “USNS John Lewis will provide much needed capability to the fleet as the primary fuel pipeline at sea.
“This is the first of a 20-ship class providing the sailors and merchant mariners another tool to support at-sea operations.”
The latest delivery comes around two months after the completion of T-AO 205’s acceptance trials conducted in May this year.
The acceptance trials were conducted with the US Navy’s Board of Inspection and Survey to evaluate the capabilities and readiness of the vessel and to validate its requirements.
In 2016, the US Navy awarded a $640m contract to General Dynamics National Steel and Shipbuilding Corporation (NASSCO) to design and construct replenishment oilers.
The company is currently working on the production of USNS Harvey Milk (T-AO 206), Earl Warren (T-AO 207) and Robert F Kennedy (T-AO 208).
NASSCO recently secured a $500m contract modification to construct two additional vessels, including T-AO 211 and 212 vessels, for the John Lewis-class oiler fleet. (Source: naval-technology.com)

02 Aug 22. UK RAF receives second Envoy IV CC Mk1 jet transport. The new fleet will support timely and discreet air transport of high priority military personnel. UK Royal Air Force (RAF) Northolt has officially taken delivery of its second Envoy IV CC Mk1 jet transport aircraft. The event marks the achievement of full-service capability for its newest Command Support Air Transport (CSAT) fleet.
Earlier in March, the RAF designated the Dassault 900LX as Envoy IV, followed by the aircraft’s first operational flight in June.
The new CSAT aircraft fleet will support timely and discreet air transport of high-priority military personnel and small mission-critical equipment to, from and within the operational areas.
RAF Air Mobility assistant chief-of-staff air commodore Martin said: “Establishing the new CSAT service with Envoy IV is the culmination of months of hard work on part of RAF, Defence Equipment & Support and our industry partners, Centreline AV.
“The aircraft will be working similarly hard to deliver UK influence and diplomacy around the world in coming months and years.”
The two aircraft have replaced the RAF’s fleet of BAe 146 military transport aircraft, which retired earlier this year.
The Envoy IV fleet is currently being operated by mixed crews from the RAF and civilian pilots with CSAT service provided by Centreline AV from RAF Northolt in West London.
The RAF’s crews from No 32 Squadron will start operating the aircraft solely from April 2024, after the aircraft is modified with military upgrades and obtains full military operational capability.
RAF Air Mobility Force commander air commodore Lyle said: “Integrating a new aircraft into the Air Mobility fleet is never an easy task, but our teams have pulled together magnificently to ensure it has been seamless.
“I would also like to pay tribute to Centreline AV who has been an exceptional industry partner.” (Source: airforce-technology.com)
29 Jul 22. Senegal receives first of two C295 transport aircraft. The Senegalese Air Force received an Airbus C295 transport aircraft in a ceremony held at its base in Dakar on 28 July.
“Today is certainly historic as it marks an important turning point in the life of the armed forces, which are significantly increasing their capabilities in the context of strategic air transport,” said Minister of Armed Forces Sidiki Kaba in a speech published by his ministry.
“A multirole tactical transport aircraft equipped with the latest generation technologies, the CASA 295 has large personnel carrying capacities. Beyond its take-off and landing performance on short runways, its versatility allows it to cover a wide spectrum of missions in air transport, air drop, and medical evacuation thanks to a configuration change capability in very short timelines.”
He added that a second C295 will be delivered towards the end of 2023. “These two aircraft will enable Senegal to ensure, independently, the projection and disengagement of its troops engaged in the various theatres of external operations and to meet all the transport and training needs of the internal theatre,” he said. PLANT CLOSURES, JOB LOSSES AND STRIKES
04 Aug 22. Boeing avoids labour strike at three US defence plants. Unionised workers at three Boeing military aircraft factories in and near St Louis, Missouri, have approved a new three-year contract, averting a looming labour strike, the International Association of Machinists and Aerospace Workers (IAM) announced on 3 August.
Boeing welcomed the news. “We’re pleased with the outcome of the vote and we look forward to our future here in the St Louis area,” the company said in a statement.
The IAM said that Boeing’s latest contract offer contained better retirement benefits compared with the one its members rejected on 24 July. About 2,500 union members were scheduled to go on strike on 1 August, but postponed the walkout after receiving the new offer.
“The newly ratified modified offer features critical improvements to the company’s previous offer for retirement plans, including a USD8,000 lump sum payment that can be deferred to an employee’s 401(k), and continuing the 4% company contribution and 75% match on the first 8% of an employee’s 401(k) contribution,” the union said. 30 Jul 22. India to ground MiG-21 fighter jets by 2025, Times of India reports. India will ground all its Soviet-era Russian fighter jets, the MiG-21, by 2025, following the death of two officers in a crash, the latest in a series of casualties involving the single-engine jet’s failure, a newspaper reported on Saturday. The Times of India quoted unnamed Indian Air Force officials as saying the MiG-21s have long past their retirement but must be replaced before being grounded.
The report did not specify what portion of India’s fighter-jet capability would be affected. The Wion news outlet said the air force has around 70 MiG-21s. The air force and defence ministry have been buying aircraft from Western makers in recent years.
A senior defence ministry official declined to confirm or deny the Times of India report, telling Reuters only that discussions on the future of the MiG-21 were underway, as sourcing of spare parts from Russia was increasingly difficult due to the war in Ukraine.
A defence ministry spokesman did not immediately respond to a message seeking comment.
The MiG-21, dubbed “flying coffins” by the Indian press, has been the country’s key fighter jet since its introduction in 1963 but has been plagued by crashes in later years.
The jets have been a critical security asset in India’s military infrastructure, used for example to strike neighbouring rival Pakistan after an alleged suicide attack in the disputed Kashmir region in 2019.
Thursday’s crash of an air force MiG-21 Bison in the desert state of Rajasthan brings to six the number of MiG-21 crashes since last year, with five officers killed, according to official data and a source.
In 2012, then-Defence Minister A.K. Antony told parliament that more than half of India’s 872 MiG-21s had been lost to crashes over the previous four decades. (Source: Reuters)

02 Aug 22. UK disbands armoured infantry brigade. British Army chiefs have disbanded one of the service’s three armoured infantry brigades as they proceed to implement their Future Soldier reorganisation plan. The disbandment of the Tidworth-based 1st Armoured Infantry (AI) Brigade took place in early July but was not announced by the British Army or UK Ministry of Defence at the time. Two of the brigade’s armoured cavalry units, the Household Cavalry and Royal Lancers, have been transferred to the newly formed 1st Deep Recce Strike Brigade Combat Team (BCT), which has been created out of the former 1st Artillery Brigade, a British Army spokesperson told Janes on 29 July. Three former 1st AI Brigade infantry battalions and small support subunits have also been reassigned to other brigades. (Source: Janes)
04 Aug 22. SANDF to shed 3000 members over the next three years. The South African National Defence (SANDF) will shed 3 000 members over the next three years in order to stay within its budget allocation, which is being consistently reduced. Approximately 69% of the R49 bn defence budget is swallowed by employee compensation.
Defence and Military Veterans Minister Thandi Modise, answering a written question by Economic Freedom Fighters’ Washington Tseko Isaac Mafanya, explained that, “in light of the reduced defence budget allocation and the conclusion that the Compensation of Employee (COE) allocation will be further reduced for the Medium Term Expenditure Framework (MTEF) and also that relief to secure sufficient funding will not be forthcoming, the Department of Defence (DoD) was forced to implement HR cost-savings measures/interventions to reduce HR cost pressures.”
To reduce cost pressures, the Department of Defence aims to keep its personnel strength to 73 000 members over the current three-year Medium Term Expenditure Framework (MTEF). “The intent of the planned HR interventions is to reach equilibrium between the COE allocation received and required personnel to maintain an effective defence capability.”
Some personnel will leave the SANDF through a Mobility Exit Mechanism (MEM). The National Treasury has allocated R1 bn to fund the MEM during FY2022/23 and R800 m for FY2023/24. “This will translate in the planned exit of approximately 3 048 uniformed members through MEM over the indicated financial years,” Modise stated in her reply.
It was earlier reported that the SA Army will implement MEMs for 998 personnel across its formations and directorates. A long way behind the landward force, in number terms of personnel having to go, are the SA Air Force (SAAF), which has to trim its ranks by 218 people, with the SA Navy (SAN) going to be 159 less and the SA Military Health Service (SAMHS) 156 lighter in people – and salary terms.
Other initiatives to reduce DoD human resources costs include reducing Reserve Force man-days from 2.6 m to 1.9 m; capping annual increases on operational and regimental allowances; de-activating all normal vacant posts for longer than five years; and conducting a Military Skills Development System (MSDS) intake every alternative year (the FY2022/23 planned intake is 1 997 members; the FY2024/25 intake 2 207 members and the 2025/26 intake will be 2 207 members).
Budget cuts are affecting all aspects of the SANDF, from personnel to operations. Modise alluded to this in her written reply, stating that, “even though the SANDF remains resolute in assuring the sovereignty and territorial integrity of the Republic, supporting the people and executing missions in support of the national interest, the continual decrease in the COE allocation negatively impacts on the capability of the SANDF to deliver on its domestic, regional and continental responsibilities.” (Source: https://www.defenceweb.co.za/)

03 Aug 22. UK defence and aerospace firms risk being outpaced in STEM skills shortage. The UK’s defence and aerospace sectors are continuing to be squeezed by a shortage in STEM talent, leaving ‘high-trust’ businesses vulnerable to being outpaced by overseas counterparts.
The UK Commission for Employment and Skills revealed earlier this year that 43 per cent of STEM vacancies were hard to fill due to a shortage of applicants, leaving tech skills in even higher demand.
The lack of STEM talent in the UK has seen 97 per cent of decision makers from across aerospace, defence and government admit they are struggling to gain a digital advantage across data, people and technology, according to a report published today by BAE Systems Digital Intelligence, conducted by market research agency Vanson Bourne. Nearly half of respondents added that greater access to STEM talent will help them overcome certain barriers in areas such as cybersecurity.
Skills shortages in the UK have hit almost every sector, including logistics and pharmaceuticals.
James Hatch, chief digital officer of London-listed BAE Systems’ Digital Intelligence business, said that “if we unlock the country’s digital advantage, the future will host a richer and safer society and the UK will have an increased global influence, across defence, technology and science, and cybersecurity.
“These organisations cannot risk failing in the way a start-up can, the cost would be too great, impacting security at both a national and international level… They are responsible for handling the country’s most sensitive and secret data, delivering services to citizens and safeguarding democracy. While the barriers are numerous, unlocking digital advantage in a high trust context is significantly imperative, enabling organisations to solve some of today’s most urgent problems and defend against adversaries who are always innovating.”
Dave Armstrong, group managing director of BAE Systems Digital Intelligence, noted that “numerous geo-political and socio-economic factors – from the conflict in Ukraine, to climate change, Brexit, inflation and a labour market crisis” have given the UK a “stark reminder” to grapple with its current digital vulnerabilities.
Businesses and the government have found that concerns over the security of new technology to be the UK’s top barrier to advancing its own tech literacy, which could be alleviated with more STEM talent in the workforce.
Both must also have a more “centralised” management, overseen by STEM leaders, in a bid accelerate innovation and tackle cybersecurity risks, research fellow in cybersecurity and cyber threats at RUSI, Sneha Dawda, said.
Concerns over cybersecurity have grown significantly following Russia’s invasion of Ukraine in February.
British satellite bosses Dr. Kathryn O’Donnell and Tony Holt at In-Space Missions, added: “Cybersecurity is another challenge… finding the right people to advise on all of these factors with the correct balance of knowledge, experience and pragmatism, can be really difficult as we’re coping with a global talent shortage.” (Source: Google/City AM)
