We are working with a growing Bristol-based consultancy that specialises in delivering P3M and Project Control services across the Government and Defence sectors. They are seeking a proactive and driven individual to expand their team of Risk and Cost specialists to deal with a growing portfolio of work.
We are looking for talented individuals who have experience of working within the Government or Defence sector to:
- Provide cost modelling support to MoD and Industry
- Assess and analyse project risks
- Contribute to the development, growth and conduct of the business
You will be required to provide analytical support to help quantify defence systems and inform decision making. You must be able to work alone or as part of a team, and confidently engage with customers at all levels. You will set up and lead workshops to gain an understanding of project plans, risks and costs.
Projects may be in support of MoD and industry. If working for MoD, then your role could be supporting MoD approvals on larger programmes, or helping run projects through quantification and analysis of progress against plans. In industry, the role could be in support of project planning and bid management.
Typical activities would be:
- Determine costing requirements & boundaries
- Run workshops and meetings to develop a robust Basis of Estimate
- Engage stakeholders to assess project risk
- Populate cost models
- Run Monte Carlo simulation
- Present outputs to key stakeholders
- Support formal cost reviews with assurance and approvals communities
Required qualifications and experience
- Cost estimating & analysis experience, including the development, population and review of cost models

U-space company Airhub seeks an unmanned aviation consultant to join its Dutch team enabling safe, legal and efficient drone operations.
To expand the team, Airhub is looking for a consultant to advise customers on various topics within the unmanned aviation. More specifically, the work consists of:
- Developing operational procedures and documentation for complex drone operations together with clients;
- in cooperation with partners, carrying out various consultancy projects for the Ministry of Infrastructure and Water Management in the field of drones and innovation in aviation;

02 June 22. Vard Marine receives AiP from Lloyd’s Register for Vard 7 125 OPV. Italian shipbuilder Fincantieri’s company Vard Marine has received approval in principle (AiP) from Lloyd’s Register (LR) for its Vard 7 125 offshore patrol vessel (OPV).
According to Vard Marine, LR is the first classification society to award AiP for this next-generation patrol vessel.
The vessel has completed an appraisal of the design in line with the LR rules and regulations for the classification of naval ships as well as International Naval Safety Association (INSA) Naval Ship Code.
Vard 7 125 design includes LR notations – 100A1 NS2 Offshore Patrol Vessel, SA1, LMC and PSMR.
The approval from INSA and LR further provides the assurance that the OPV’s design is safe and fit for the purpose, claimed Vard Marine
LR Americas Marine and Offshore president Kevin Humphreys said: “LR is delighted to have been selected as the first company to provide AiP for this vessel, the most modern variant of a very successful series of naval ships by Vard Marine.”
Vard 7 125 OPV’s design is based on the Vard Series 7 OPV reference vessels.
The 125m-long vessel can be used for various military and maritime missions and is either offered as an anti-submarine warfare (ASW) or a general purpose (GP) variant.
The enhancements in the vessel include reduced acoustic, magnetic, and infrared signatures, minimised radar cross-section, an upgraded weapons and sensors package, nuclear/biological/chemical defence and improved damage control and survivability.
All the enhancements are in accordance with the military stability standards.

01 June 22. Royal Canadian Navy names two DeWolf-class AOPS at Halifax Shipyard. Delivery of the RCN’s third AOPS, HMCS Max Bernays, is expected in autumn. The Royal Canadian Navy (RCN) has named two of its Harry DeWolf-class Arctic and offshore patrol ships (AOPS) as HMCS Margaret Brooke and HMCS Max Bernays.
A naming ceremony was held at Halifax Shipyard in Nova Scotia on 29 May.
The event was attended by the members of the RCN, the federal and provincial government, ships’ sponsors, and shipbuilders.
Bernays was one of the two members of the RCN to receive the Conspicuous Gallantry Medal (CGM) for his valour.
Brooke served the RCN from 1942 to 1962 and was named as a Member of the Order of the British Empire.
Canadian Minister of Public Services and Procurement Filomena Tassi said: “In Halifax, we officially named two new AOPS, HMCS Margaret Brooke and Max Bernays, honouring two Canadian naval heroes.
“I would like to thank Irving Shipyard for their great work on these two ships that will serve in the Canadian Armed Forces for decades to come.”
Irving Shipbuilding received a contract to build six Harry DeWolf-Class AOPS for the RCN under the Canadian Government’s National Shipbuilding Procurement Strategy (NSPS).
Under this contract, the first vessel, HMCS Harry DeWolf, was commissioned by RCN in June 2021.
The company handed over the second AOPS, HMCS Margaret Brooke, to the RCN in July 2021.
Delivery of the third vessel, HMCS Max Bernays, is expected this autumn.
The AOPS are 100m-long, ice-capable vessels that can perform a wide range of operations in Canadian waters and the Arctic region.

31 May 22. First Spanish S-80 Plus submarine starts sea trials. The first of the Spanish Navy’s new class of S-80 Plus diesel-electric submarines (SSKs) has started initial sea trials. First-in-class Isaac Peral (S-81) was put to sea for the first time from state-owned shipbuilder Navantia’s facilities in Cartagena, where the boat was built and launched, on 27 May. Navantia is building four S-80 Plus submarines for the Spanish Navy under a contract awarded in 2004. The boats are intended to replace the Spanish Navy’s Galerna (Agosta)-class (S-70) SSKs. Laid down in 2007 and launched in 2021 following multiple delays, Isaac Peral is on track to be handed over in 2023. Under current planning, its delivery will be followed by that of Narciso de Monturiol (S-82) in 2024, Cosme García (S-83) around early 2026, and Mateo García de los Reyes (S-84) around mid-2027. 27 May 22. USN Commissioned Virginia-Class Fast Attack Submarine Oregon.
The Navy commissioned the future USS Oregon (SSN 793), the newest Virginia-class fast attack submarine, during an 11 a.m. EDT ceremony on Saturday, May 28, at Naval Submarine Base New London in Groton, Connecticut.
The future USS Oregon (SSN 793) is the third U.S. Navy ship launched to bear the name Oregon, but is the first in more than a century. The first was a brig in service from 1841 to 1845. The second was an Indiana-class battleship commissioned in 1896, serving in the Spanish-American War, and ultimately decommissioned for the final time in 1919.
The principal speaker was Gov. Katie Brown of Oregon. Additional speakers include U.S. Rep. Joe Courtney of Connecticut’s 2nd District; Mr. Tommy Ross, performing the duties of assistant secretary of the Navy for research, development, and acquisition; Admiral James Caldwell, director, naval nuclear propulsion program; and Mr. Kevin Graney, president of General Dynamics Electric Boat.
The submarine’s sponsor is Dana L. Richardson, wife of former Chief of Naval Operations Adm. John Richardson and a native of Corvallis, Oregon. Oregon was christened at General Dynamics Corp.’s Electric Boat shipyard in Groton on Oct. 5, 2019. Mrs. Richardson will give the order to “man our ship and bring her to life.”
“There is no doubt the importance this boat, named after the great state of Oregon, will play in the future of our nation’s security,” said Secretary of the Navy Carlos Del Toro. “This crew is vital to our undersea mission, and I look forward to all of their successes.”
Oregon is the second Block IV Virginia-class submarine to enter service, designed to carry out the core missions of the submarine force: anti-submarine warfare; anti-surface warfare; delivery of special operations forces; strike warfare; irregular warfare; intelligence, surveillance, and reconnaissance; and mine warfare. These capabilities allow the submarine force to operate anywhere, at any time, and contribute to regional stability and the preservation of future peace.
Oregon is 377 feet long, has a 34-foot beam, and will be able to dive to depths greater than 800 feet and operate at speeds in excess of 25 knots submerged. It has a crew of approximately 136 Navy personnel.

27 May 22. India launches GRSE-built survey vessel Nirdeshak. India has launched the second of four Survey Vessels (Large) (SVL) Nirdeshak (Yard 3026) at Kattupalli, Chennai.
The ship was built by Garden Reach Shipbuilders & Engineers (GRSE) and L&T Shipbuilding for the Indian Navy. The launch of the vessel was marked by a ceremony attended by Eastern Naval Command’s Flag Officer commanding in chief, vice-admiral Biswajit Dasgupta and other officials. During the ceremony, Nirdeshak made first contact with the waters of Bay of Bengal.
The newly launched vessel derives its name from a former Indian Naval Survey ship, Nirdeshak, which was decommissioned in December 2014, after 32 years of service.
In 2018, the Indian Ministry of Defence (MoD) signed a contract with GRSE to procure four large survey vessels for the Indian Navy. GRSE later collaborated with L&T Shipbuilding to support part construction of second, third and fourth ships at L&T, Kattupalli.
The first vessel, Sandhayak, was launched in December last year at GRSE, Kolkata.
Delivery of Sandhayak is expected in January 2023 while Nirdeshak is anticipated by April 2023.
Once constructed, the four vessels will replace the existing fleet of the Indian Navy’s Sandhayak Class survey ships.
The SVL ships have new-generation hydrographic equipment which helps in collecting oceanographic data.
The vessels are primarily designed to undertake deepwater and full scale coastal hydrographic surveys of various ports and navigational channels. They will also collect oceanographic and geophysical data for defence and civil applications. The secondary roles of the ships will include the provision of limited defence and serving as hospital ships during emergencies. The survey vessels have a deep displacement of around 3,400t and can operate at a maximum speed of 18kt. It can also carry around four survey motorboats and an integral helicopter. 31 May 22. Prime Minister Anthony Albanese has unveiled his new ministry, appointing new leads for the defence and defence industry portfolios.
Deputy Prime Minister Richard Marles has been named as the new minister for defence, succeeding Peter Dutton in the portfolio.
Minister Marles had served as shadow minister for defence for a stint in opposition but was replaced prior to the election by Brendan O’Connor after being elevated to deputy leader of the Labor Party.
Brendan O’Connor has left the defence portfolio, and will assume the role as the minister for skills as training.
Other key ministerial appointments across the defence and national security portfolios include:
- Pat Conroy will serve as the minister for defence industry and the minister for international development and the Pacific;
- Clare O’Neil will be the minister for home affairs and cyber security;
- Matt Keogh, who served as shadow minister for defence industry, has been named as the minister for veterans’ affairs and the minister for defence personnel;
- Ed Husic will be the minister for industry and science; and
- Matt Thistlethwaite will be the assistant minister for defence and the assistant minister for veterans’ affairs.
These are in addition to the senior ministerial appointments announced shortly after the federal election, with Penny Wong named as foreign minister, Jim Chalmers as treasurer, and Katy Gallagher as finance minister.
The announcement of the Albanese government’s ministry comes just a day after Peter Dutton was elected unopposed as leader of the federal Liberal Party alongside deputy leader Sussan Ley.

An internal memo from “The Desk of the Group CEO” marked “confidential – for internal use only” was anonymously forwarded to defenceWeb. Titled “A warm welcome to Riaz Saloojee seconded as Chief Restructuring Officer,” the memo signed off by Interim Group Chief Executive Officer William Hlakoane has it the former chief executive was seconded from SAA Technical (SAAT) on 24 May.
Hlakoane writes Saloojee has “intimate knowledge of the company and is highly respected by the critical stakeholders – locally and abroad. During his tenure Denel experienced double digit growth and a positive bottom line year-on-year”. His secondment from SAAT, where he has been interim chief executive since September last year, is highlighted as “critical” by the man currently occupying the chief executive office suite in Centurion. 01 June 22. Minister recognises the value of Defence Business Services Veterans UK first hand. The Minister for Defence People and Veterans (Min DPV), Leo Docherty MP, visited DBS Veterans UK staff at Norcross, Blackpool last month. The Minister was introduced to team members from Operations, Modernisation, Transformation and Communications and saw first-hand the enthusiasm and dedication from those he met and who are working to deliver every day for Veterans and their families.

As a consequence we don’t always get it right. Where we don’t get it right we always work really hard with our Veterans and their families to put things right and continually learn.”
Next, team members from the Modernisation and Transformation areas explained how Defence Business Services (DBS) are moving from predominantly paper-based systems and the plans for future aspiration to bring all the different systems together to create a much better experience for the end user. A member of the Veterans Modernisation Project said after the visit:
“The Minister was very interested in seeing how our new online claim service is going to work and was particularly interested in, once we go live with it, how fast it will be for our customers; benefiting our overseas Veterans in particular.”
Brigadier Caroline Hull, Head of Armed Forces and Veterans Services for DBS Veterans UK, who welcomed and hosted the Minister at Norcross, said: “The Minister was genuinely interested and took away with him the strength of feeling Veterans UK staff have for delivering quality services for our Veterans and their families. As the new Head of Armed Forces and Veterans Services I see how hard the team are working and I’m glad that we got a chance for the Minister to see this and the transformation initiatives we are driving to improve things further.”
Earlier in the day, Min DPV also took the opportunity to see first-hand some other Veterans’ related initiatives in the North West as well as attend the annual Armed Forces Covenant Conference in the morning. Delivering his key note speech to the conference delegates at the Kings House Conference Centre in Manchester, the Minister also met with the Greater Manchester Police’s Veterans Network to hear what they are doing to recruit Veterans into the Police Force. Before travelling to Norcross on his final visit of the day, the Minister also met with the team who are involved in the ‘Veterans into Logistics’ in Trafford. The Minister was introduced to Veterans who had taken advantage of the initiative to recruit into the haulage business and hear about the success they were achieving in their new careers.”
As well as modernising our services and looking forward to providing more digitally enabled ways for individuals and their representatives to make a claim, monitor its progress, and stay in touch with us, as demonstrated to the Minister on his visit, we are also committed to continuously improving our services.
Our end users told us that they want and need more information about how the compensation scheme claim and appeals processes work, so our first step has been to produce a comprehensive suite of diagrams that illustrate the flow of a claim or an appeal, and what happens as the application is considered and processed.
