Ensuring DFR scheduled maintenance is accurately forecast and details provided to the maintenance organisation via T Cards. Maintaining DFR vehicle maintenance and inspection records and updating JAMES as required. Ensuring DFR scheduled Mandatory Equipment Inspections (MEI) are accurately forecast and details provided to the vehicle inspectors in sufficient time to ensure MEI compliance does not elapse. Ensuring all MEIs are recorded and records maintained for each inspector. Ensuring all in-house systems such as LIST are updated. Ensure invoicing details for the customer are correct and that an invoice is raised at the appropriate time. Scrutinising vehicle defect reports to ensure such defects are covered under the appropriate contract. Scrutinising all repair options to ensure value for money is achieved. Provide effective communication to other departments when necessary. Provide cover for other MoD department members when needed. Providing accurate handover notes during periods of absence. To action customer repair, maintenance and breakdown requests in a timely and cost effective manner. To ensure equipment is maintained in accordance with its service contract. 17 May 22. General Atomics Aeronautical Systems, Inc. (GA-ASI), the world leader in Remotely Piloted Aircraft, announced today that they have opened a new office near Confederation Park in Ottawa, Ontario, Canada. In a related move, GA-ASI is proud to announce it has appointed Michel Lalumiere as its International Strategic Development director for Canada. Lalumiere will be based in Ottawa. The Canadian government recently announced a request for proposal (RFP) for its Remotely Piloted Aircraft System (RPAS) Project. 18 May 22. Fincantieri begins construction of Qatari Emiri Navy’s LPD.
The amphibious vessel will establish efficient connection between Qatar’s land, air and sea forces. Fincantieri has officially commenced construction work on the Qatari Emiri Navy’s (QEN) amphibious vessel, landing platform dock (LPD).
The beginning of construction was marked by a keel-laying ceremony held at the company’s Palermo shipyard in Sicily, Italy.
The ceremony was attended by Qatari Emiri Naval Forces Italy project control office head brigadier Ahmad Al Hammadi and other officials from Fincantieri.
The company is building the amphibious vessel under the Qatari Ministry of Defence’s national naval acquisition programme.
Under the programme, Fincantieri secured a contract to build seven vessels for the QEN, including one LPD, four corvettes and two offshore patrol vessels (OPV).
The company will also provide support services in Qatar for ten years from the delivery of the vessels.
According to Fincantieri, the vessel has been designed in compliance with the rules for naval ships classification (RINAMIL).
The new vessel will allow Qatar’s forces to establish an efficient connection between land, air, and sea.
A highly flexible platform, LPD is designed to fulfil different missions including land operations, supporting the Qatari Armed Forces, humanitarian aid and disaster relief.
The vessel will be equipped with an internal floodable dock and two vehicle ramps, which can easily accommodate up to 550 people on board.
The 143m-long and 21.5m-wide vessel will also have a garage deck, capable of carrying a ready-to-go landing craft mechanised (LCM), which can be deployed using a system of davits. 19 May 22. First Multi-Mission patrol vessel handed over to the SA Navy. The first of three new multi-mission inshore patrol vessels (MMIPVs) built under Project Biro was handed over to the South African Navy (SAN) on Wednesday 18 May in Simons Town. The delivery of P1571 (future SAS King Sekhukhune I) heralds a new era for both the local shipbuilding industry and the South African Navy. Damen Shipyards Cape Town (DSCT) laid the keel of the first vessel in February 2020.
Crewed by DSCT personnel and entering the Outer Bullnose at Naval Base Simon’s Town, P1571 was escorted and given a water salute by tug Inyathi (also built by DSCT and delivered in 2014). Other vessels in the harbour sounded their ships horn to welcome the new arrival.
P1571 thereafter berthed alongside Charlie Wall, between the current Warrior Class refurbished strikecraft SAS Isaac Dyobha (P1565), SAS Makhanda (P1569) and the now decommissioned to reserve status SAS Galeshewe (P1567).
Representatives from Damen, Armscor, the Minister of Defence and Military Veterans Thandi Modise, Chief of the South African National Defence Force General Rudzani Mphwanya and Chief of the South African Navy Vice Admiral Mosuwa Hlongwane signed the acceptance certificates.
Thereafter, following the Flag Ceremony, the new crew boarded the vessel, as an asset of the South African National Defence Force, for the first time.
Hlongwane noted that the three new vessels will be multi-role and used for missions such as mine counter-measures, deep diving training, search and rescue, submarine torpedo recovery, humanitarian assistance and anti-pollution tasks, amongst others.
The new MMIPVs will be integrated into the SAN as the older strikecraft are taken out of service.
The first to be decommissioned was SAS Galeshewe. Its crew, together with that of the decommissioned mine counter-measures (MCM) vessels now crew P1571. The next strikecraft to be decommissioned, SAS Isaac Dyobha, will form the crew for P1572, with the crew of SAS Makhanda going to go to the third vessel (P1573).
However, as there is still some life in SAS Makhanda remaining, she may be retained for training purposes.
Hlongwane told defenceWeb that the arrival of the first MMIPV “means a lot because we’re struggling to patrol our waters. If this crew is now on board this vessel, this means that we’re going to have the presence and deterrence in patrolling our waters.”
Project Biro was meant to have six inshore patrol vessels and six offshore patrol vessels, but due to budget constraints, the Navy settled for three inshore patrol vessels. The SAN has already performed an appreciation review to exercise an option for a fourth MMIPV, but formal approval has yet to be received.
The acquisition of the offshore patrol vessels has been deferred.
Speaking to defenceWeb, Minister of Defence and Military Veterans Thandi Modise noted that the delivery of the first MMIPV is “a good milestone.”
“It means we are hopefully picking up the pace to renew the National Defence Force, to renew and to be able to say we are protecting South African waters, South African sovereignty and its resources better,” she said.
“It will enable us to really do everything that the Navy is supposed to do for South Africa,” Modise continued. “Obviously, with the responsibility we have in the region, we probably will not keep the ship for ourselves only. We’ll probably, if Chief Joint Ops has his way, be deploying the ship for even more than we thought.”
Under the command of Commander Jabulani Mashamba, P1571 will be officially commissioned into the SAN at a ceremony in Durban on 15 June.
The second MMIPV is scheduled for launch in September 2022 and delivery in April 2023, whilst the third vessel is scheduled for delivery in April 2024.
All three MMIPVs are DSCT Stan Patrol 6211 design platforms. The 62m long, 750 ton vessels have a 20 knot economical speed and a range of 2 000 nautical miles. Besides a 9 m and a 7 m RHIB (rigid hull inflatable boat) for boarding operations, each vessel is fitted with a Reutech 20 mm Super Sea Rogue marine gun and Reutech FORT (Frequency Modulated Optical Radar Tracker) Low Probability of Intercept (LPI) optronics radar tracking system.
She is crewed by 49 persons (including eight Officers) and space is available for a further 14 persons. Additional accommodation or mission equipment can be placed on the aft deck in special containers.
DSCT has exceeded Project Biro’s 60% local content requirements by issuing contracts to a large number of local suppliers and as a result of their work on Project Biro, many of these suppliers are now earmarked for work on Damen projects in and outside of South Africa.

17 May 22. Indian Navy launches two frontline warships Surat and Udaygiri. The Indian Navy’s third Nilgiri-class stealth frigate Udaygiri (YD 12652). The Indian Navy has launched the fourth Visakhapatnam-class destroyer, Surat (YD 12707), and the third Nilgiri-class stealth frigate, Udaygiri (YD 12652).
Indian Defence Minister Rajnath Singh attended the launch ceremony at Mazagon Dock Shipbuilders’ (MDL) facility in Mumbai, India.
Surat is being built under the Project 15B (P 15B), which involves construction of four Visakhapatnam-class guided-missile destroyers.
The new destroyers are improved variant of the Indian Navy’s Kolkata-class destroyers.
Surat has been built using a block construction method, involving hull construction at two separate locations, which were later assembled at MDL’s facility in Mumbai.
The first Visakhapatnam-class destroyer was commissioned in November last year.
The Nilgiri-class frigates are being built under the Indian Navy’s Project 17A (P 17A), which involves the production of seven frigates.
Under P 17A, four ships are being built at MDL, while three are being constructed by Garden Reach Shipbuilders and Engineers.
The frigates under the 17A project are follow on of the P17 Shivalik-class frigates. The upgraded variant offers advanced weapons and sensors, improved stealth features and platform management systems.
The Directorate of Naval Design (DND) has designed the ships of both P15B and P17A projects.
DND is an organisation that oversees all the design related activities of the Indian Navy’s warships.

16 May 22. SA Navy adds first MMIPV to fleet inventory on Wednesday.
Come Wednesday, the maritime component of the SA National Defence Force (SANDF), will take the first of three multi-mission inshore patrol vessels (MMIPVs) into service as part of “rejuvenating the patrol capability” of the SA Navy (SAN).
CNavy Vice Admiral Mosiwa Hlongwane will accept SAS Sekhukhune (P1571), the first of three Warrior Class MMIPVs, at the Simon’s Town naval dockyard. The MMIPVs continue the Warrior Class the SAN created with the refurbished strikecraft SAS Isaac Dyobha (P1565), SAS Makhanda (P1569) and the now decommissioned to reserve status SAS Galeshewe (P1567).
Sekhukhune’s keel was laid at Damen Shipyards Cape Town in February 2020 by Nosiviwe Mapisa-Nqakula, at that time defence and military veterans minister. Indications were she would be taken into service in the first quarter of this year with March given by some as the handover month. Following extensive sea trials, she is deemed ready for service and will be under the command of 15-year SAN veteran Commander Jabulani Mashamba.
Those attending Wednesday’s event at SAN fleet headquarters will be given insight into the role SAN management has planned for the first MMIPV in securing “South Africa’s maritime zones” according to the SAN Public Relations Department.
Sekhukhune is the first of three MMIPVs to be built for the SAN by Damen Shipyards Cape Town (DSCT), fulfilling a contract awarded by Armscor as Project Biro.
All three MMIPVs are DSCT Stan Patrol 6211 design platforms. They are 62m long, have a maximum speed of 26 knots, a r 4 000 nautical mile range and a crew of up to 62. The vessels will each carry a 9m and a 7m RHIB (rigid hull inflatable boat) for boarding operations.
The MMIPVs are, according to DSCT, tailored to SAN requirements and feature the Damen Sea Axe Bow – a vertical hull form reducing slamming for safe, comfortable operations in rough seas. 13 May 22. USN Commissioned Guided-Missile Destroyer Frank E. Petersen Jr. The Navy commissioned the future USS Frank E. Petersen Jr. (DDG 121), the newest Arleigh Burke-class guided-missile destroyer, during a 10:00 a.m. EDT ceremony on Saturday, May 14, in Charleston, South Carolina.
The future USS Frank E. Petersen Jr. is the first ship to honor Marine Corps Lt. Gen. Frank E. Petersen, Jr., the first Black Marine Corps aviator and the first Black Marine Corps officer promoted to brigadier general. When Petersen retired in 1988 after 38 years of service, he was, by date of designation, the senior-ranking aviator in the Department of the Navy.
The principal speaker was The Honorable Carlos Campbell, Naval aviator and former Assistant Secretary of Commerce for Economic Development. Additional speakers include The Honorable Nancy Mace, U.S Rep. from South Carolina’s 1st District; The Honorable Carlos Del Toro, Secretary of the Navy; Gen. David Berger, Commandant of the Marine Corps; Adm. Michael Gilday, Chief of Naval Operations; The Honorable John Tecklenberg, Mayor of Charleston, South Carolina; Mr. George Nungesser, Vice President of Program Management, Ingalls Shipbuilding; and Ms. Gayle Petersen, daughter of the ship’s namesake.
The ship’s sponsors are Mrs. D’Arcy Ann Neller, wife of former Commandant of the Marine Corps, retired Gen. Robert “Bob” Neller, and the late Dr. Alicia J. Petersen, Lt. Gen. Petersen’s wife at the time of his passing in 2015. Dr. Petersen passed away in September 2021. Both sponsors participated in the keel laying, mast stepping, and christening ceremonies. Mrs. Neller will give the order to “man our ship and bring her to life.”
“This ship honors the life and legacy of Lt. Gen. Frank E. Petersen, Jr., a pioneer not just for Marine Corps aviation but for our entire naval force,” said Secretary of the Navy Carlos Del Toro. “I have no doubt the crew will be a cornerstone of the Surface Force carrying his legacy forward and strengthening the bond between our Navy and Marine Corps team.”
Arleigh Burke-class destroyers are the backbone of the U.S. Navy’s surface fleet providing protection to America around the globe. These highly capable, multi-mission ships conduct a variety of operations, from peacetime presence to national security, providing a wide range of warfighting capabilities in multi-threat air, surface and subsurface domains. These elements of seapower enable the Navy to defend American prosperity and prevent future conflict abroad.
The nearly 9,500-ton USS Frank E. Petersen Jr. is 509.5 feet in length, has a waterline beam of 59 feet, and a navigational draft of 31 feet. 19 May 22. Name of RAF’s newest aircraft type revealed. The name for the new Dassault 900LX aircraft is a nod to history and its crucial role in defence diplomacy. An aircraft type new to Royal Air Force service is to be named Envoy IV. Two new Dassault 900LX aircraft have been bought to replace the BAe146, which left service in March. The Envoy name is a nod both to its crucial role in defence diplomacy and to previous Envoy aircraft in RAF service. The Envoy will be based at RAF Northolt with No 32 Squadron. It will be operated by mixed RAF and Centreline AV crews for the first two years before reaching full military operational capability in 2024. Air Vice-Marshal Simon Edwards, Assistant Chief of the Air Staff, said the name chosen “reflects our proud heritage, heralds the arrival of a new aircraft type, and recognises its important mission.” (Source: forces.net)

13 May 22. US Navy Increases Unmanned Capabilities with Newly Established Unmanned Surface Division. Commander, Naval Surface Force, U.S. Pacific Fleet (CNSP) established Unmanned Surface Vessel Division (USVDIV) One during a ceremony, May 13, which also included a change of command ceremony for Surface Development Squadron (SURFDEVRON) One.
During the combined ceremony, Cmdr. Jeremiah Daley assumed command of the newly established USVDIV One.
“To meet the challenges of the 21st Century, we must continue to innovate the surface force,” said Daley. “USVDIV One will accelerate the delivery of credible and reliable unmanned systems in conjunction with increasingly capable manned platforms into the fleet.”
USVDIV One will oversee medium and large unmanned surface vessels including the Sea Hunter and its sister vessel, the Sea Hawk. The division will focus on unmanned surface vessel (USV) experimentation and fleet advocacy for the surface force. The division will be a cornerstone in building the foundational knowledge required for Sailors to operate and maintain the USV fleet and spearhead the development of the processes required for USV operations and sustainment.
Vice Adm. Roy Kitchener, Commander, Naval Surface Force, U.S. Pacific Fleet, presided over the ceremony.
“USVDIV One will be a catalyst for innovation as we employ unmanned surface capabilities in the Pacific Fleet,” said Kitchener. “The implementation of unmanned systems will increase decision speed and lethality to enhance our warfighting advantage.”
Capt. Shea Thompson relieved Capt. Jeffrey Heames as commodore of SURFDEVRON One.
“It’s been an honor and privilege to lead a team of surface warriors who are shaping the future of our force,” said Heames. “I know Capt. Thompson shares this enthusiasm and drive to innovate and transform the surface force into a formidable 21st century fighting organization.”
Heames was SURFDEVRON One’s second commodore. Previously, he commanded USS Preble (DDG 88) and served as the Commodore for Destroyer Squadron 23.

16 May 22. US DoD designates First Air Force as Air Forces Space.
AFSPACE will plan, train and execute rescue and recovery of astronauts during contingency operations. The US Department of Defense (DoD) has officially designated the First Air Force as the Air Forces Space (AFSPACE). It will be the fifth service component of the USSPACECOM, that achieved initial operational capability (IOC) on 3 May.
With the successful IOC, the AFSPACE will now provide airpower advocacy to support USSPACECOM’s various operations from, in and to the space.
US Space Command commander and US Army general James Dickinson said: “As USSPACECOM continues to achieve key milestones towards reaching full operational capability, the designation of AFSPACE and the realignment of Human Space Flight Support activities under AFSPACE demonstrates the rapid pace at which the command and components are moving to provide a safe and secure space environment.
“AFSPACE has achieved an initial operating capability, and like USSPACECOM, is at a point where it can credibly claim to be organised and effective for employing our enduring, no-fail supporting functions to the joint force and civil partners.”
Initially, the First Air Force was named as the USSPACECOM air component by US Air Force (USAF) chief of staff general CQ Brown in February last year.
The milestone followed the establishment of an operational planning team by the Air Combat Command’s (ACC) commander general Mark Kelly.
In July last year, the operational command and control of the Human Space Flight Support (HSFS) mission were undertaken by the First Air Force.

13 May 22. Australia rolls out RAN’s new multi-patterned uniform in Sydney region. The uniform’s fabric is lightweight and has fire-retardant and antistatic properties. The Australian Department of Defence (DoD) has started rollout of the Royal Australian Navy’s (RAN) new maritime multi-patterned uniform (MMPU) in Sydney.
Designed and manufactured in Australia, the initial distribution of the RAN’s uniforms started in October 2021 from Darwin and Cairns in Australia.
Further the forces assigned in the Western Australia region have also received the MMPU earlier this year.
The rollout of uniforms across all the RAN units is expected to complete by the end of this year.
RAN Logistics director-general commodore Nathan Robb said: “By listening to our people and working with industry, the uniform delivered is more lightweight, fit for Navy purpose and suitable for the range of conditions and environments our Navy operates in.”
A joint effort of Australian DoD and industry partners, the new uniforms are developed to provide benefit to the RAN’s personnel deployed at the sea as well as on the shore.
The industry partners associated with the manufacturing of Navy’s uniform include Australia by Australian Defence Apparel (ADA), Workwear Group, Melbourne and Bruck Textiles Group in Wangaratta, Victoria.
Bruck Textiles manufactured the fabric, which was used by ADA and Workwear Group to manufacture individual uniforms at their facility in Bendigo and Melbourne, Victoria.
Bruck Textiles Group general manager Vineet Dhawan said: “We are very proud to have produced this new, innovative, lightweight solution, which has made the shirt 25 percent lighter, the trousers 15 percent lighter, and has incorporated the fire-retardant properties within the fabric, not in addition to the fabric.”

MMPU is a lightweight uniform, and its fabric incorporates latest solutions such fire-retardant properties and antistatic properties. The fabric properties are maintained even after laundering and exposure to sea water.

17 May 22. MOD Director of Defence Innovation Clare Cameron joins the Ploughshare boar. Ploughshare, the company that finds new and inspiring uses for government inventions, is pleased to announce the appointment of defence innovation leader Clare Cameron to its board. Clare is the Director of Defence Innovation in the Ministry of Defence (MOD), responsible for leading its innovation effort, and was previously Deputy Director Defence in the National Security Secretariat in the Cabinet Office. She joins Ploughshare in the role of Non-Executive Director. Simon Devonshire OBE, Chairman of the Ploughshare board, said: “Clare’s experience and expertise in defence innovation make her a perfect fit for Ploughshare, in support of our mission to maximise the potential of technology developed across government departments for the benefit of society. 16 May 22. USMC MG Michael S. Cederholm for appointment to the grade of lieutenant general, with assignment as deputy commandant, aviation, Headquarters, U.S. Marine Corps, Washington, D.C. Cederholm is currently serving as commanding general, 2d Marine Aircraft Wing, Cherry Point, North Carolina.
16 May 22. The Center for Strategic and International Studies (CSIS) announced that Dr. Heather Williams, formerly a research fellow at the Project on Managing the Atom and International Security Program at Harvard University’s Belfer Center and a senior lecturer in defense studies at King’s College London, has joined CSIS as director of the Project on Nuclear Issues (PONI) and a senior fellow in the International Security Program.
17 May 22. Christopher U. Browne has been named the John and Adrienne Mars Director of the National Air and Space Museum. Browne has served as acting director of the Museum since 2021 and before that deputy director since 2017, helping lead the multi-year renovation of our flagship building in DC.

17 May 22. Stratolaunch LLC has appointed two new executives to its corporate leadership team. Jackson Kemper, III joins as Chief Revenue Officer overseeing the company’s business and customer contract strategies. Mary Normand joins the team as Chief Financial Officer, managing the company’s financial actions. Their appointments are effective immediately.
Mr. Kemper is an industry veteran with more than 30 years leading sales and business development efforts to global government and enterprise customers. Prior to joining Stratolaunch, he led the U.S. Government sales efforts for Mynaric, AG, a provider of optical communications terminals for space, air, and ground applications. Before Mynaric, he also spent five years as the revenue lead for Tresys Technology, LLC, a provider of government-certified cybersecurity products and services, providing solutions to Enterprise and Government customers globally.
Ms. Normand joins Stratolaunch from Vantage Associates, where she was the CEO/CFO of an employee-owned company (ESOP). In this role, she stabilized business operations, securing improved quality of earns for the employee owners. Prior to that she was Vice President of Finance for Cobham, where she led the western region businesses and supported the U.S. SBU. She was also Vice President of Finance at Meggitt and special assistant the corporate management team. In this role, she implemented material requirements planning successfully in worldwide operations, on time and budget. Mary started her career at BAE Systems, where she progressed to Director of Finance.
