12 May 22. Babcock International Group (Babcock), the defence, security and aerospace company, has started a series of major infrastructure projects at Devonport in Plymouth. Over the next 10 years Babcock will develop state of-the-art facilities to meet the evolving requirements of the UK’s Royal Navy. Since 2020 the UK Ministry of Defence has awarded Babcock initial contracts worth around £140m for infrastructure design and enabling works that will support the Astute class submarine, which is currently replacing the Trafalgar class SSN submarine. This is the first stage in a multi-year development programme for Devonport that will see improvement projects span many years. These major upgrades will enable deep maintenance work packages for the latest class of nuclear-powered fleet submarines. Dock upgrades to support the Astute operational programme will enable optimisation of maintenance on the platforms between HM Naval Base Clyde and Devonport dockyard.

Work has begun with the demolition of existing infrastructure including office blocks around the site’s 10 Dock facility. Over the last five years 10 Dock has seen the successful delivery of Landing Craft platform maintenance and a major overhaul period of an Albion Class Landing Platform Dock ship.

In parallel with the 10 Dock project, preparations are also underway for an extensive outage project for the adjacent 9 Dock. This project, managed by an integrated Bechtel and Cavendish Nuclear programme delivery team, will deliver maintenance, life extension and facility improvements to the dock for the Vanguard Class submarines.

Babcock’s Devonport facility is co-located with HM Naval Base Devonport and forms the largest naval support site in Western Europe. As well as surface ship life extension and maintenance programmes, onsite operations focus on the deep maintenance of the Royal Navy’s submarine fleet, for which Babcock is the UK’s sole provider.

The infrastructure works, led by Babcock, alongside the Ministry of Defence and in collaboration with delivery partners Costain, Mott MacDonald and Mace, will create new jobs, provide opportunities for the national and local supply chain and support local community initiatives.

 

12 May 22. UK RAF Waddington radar operators relocate to new hub in Coningsby. Coningsby’s centre is part of UK MoD’s efforts to upgrade military’s air traffic control services.

Radar operators working at UK Royal Air Force’s (RAF) Waddington have relocated to the new air traffic management hub in RAF Coningsby.

The new centre is the first step under the UK Ministry of Defence’s (MoD) Marshall programme to upgrade air traffic management services for various units across the UK Armed Forces.

In 2014, the MoD’s procurement arm Defence Equipment and Support (DE&S) awarded the $1.83bn (£1.5bn) Marshall contract to Aquila Air Traffic Management Services, a Thales UK and NATS (formerly National Air Traffic Services) joint venture.

The new centralised Terminal Air Traffic Control Centre (TATCC) will allow Approach Control Room radar operators from different units to serve their duties from a centralised alternative location.

Although Waddington radar operators have shifted to the new hub, the visual control room at the site will continue to operate.

The milestone achievement comes after the successful installation of various air traffic management equipment, which was introduced into the service at RAF Coningsby, in March 2022.

In the new hub, radar operators will have access to a set of high-quality, reliable and safe tools such as sensors and radar displays. These tools will help them to monitor and control air traffic more accurately.

Later this year, the RAF Cranwell’s radar operators, responsible for handling Cranwell and Barkston Heath radar services, will also shift to the new TATCC in Coningsby.

New Lincolnshire TATCC commander squadron leader Kirsti Fordham said: “Programme Marshall is a game-changer in the way we deliver air traffic services in the busy Lincolnshire area.

06 May 22. USN Christened Future Littoral Combat Ship Beloit. The Navy christened its newest Freedom-variant littoral combat ship (LCS), the future USS Beloit (LCS 29), during a 10:00 a.m. CDT ceremony Saturday, May 7, in Marinette, Wisconsin. The Honorable Tammy Baldwin, U. S. Sen. from Wisconsin, will be the principal speaker. The Honorable Mike Gallagher, U. S. Rep. from Wisconsin’s 8th District; Vice Adm. John Fuller, Naval Inspector General; Vice Adm. Francis Morley, Principal Military Deputy to the Assistant Secretary of the Navy for Research, Development, and Acquisition; and Ms. Lori Curtis Luther, City Manager of Beloit, Wisconsin, as well as shipbuilders Steve Allen, Vice President, Small Combatants and Ship Systems, Lockheed Martin Integrated Warfare Systems and Sensors, and Mark Vandroff, Chief Executive Officer, Fincantieri Marinette Marine will also provide remarks. In a time-honored Navy tradition, the ship’s sponsor, Beloit-native and retired Army Maj. Gen. Marcia Anderson will break a bottle of sparkling wine across the bow.

“The future USS Beloit will be the first U.S. Navy ship honoring the proud naval contributions of Beloit, Wisconsin,” said Secretary of the Navy Carlos Del Toro. “I have no doubt the Sailors of USS Beloit (LCS 29) will stand the watch with pride and be ready to respond to any mission, wherever, and whenever, there is a need.”

LCS is a fast, agile, mission-focused platform designed to operate in near-shore environments, winning against 21st-century coastal threats. The platform is capable of supporting forward presence, maritime security, sea control, and deterrence.

The LCS class consists of two variants, the Freedom and the Independence, designed and built by two industry teams. Lockheed Martin leads the Freedom-variant team, or odd-numbered hulls, constructed in Marinette, Wisconsin. Austal USA leads the Independence-variant team in Mobile, Alabama, for LCS 2 and the subsequent even-numbered hulls.

LCS 29 is the 15th Freedom-variant LCS and 29th in the LCS class. It is the first ship named in honor of the city of Beloit, Wisconsin.

06 May 22. Defense Innovation Unit chief to resign in September. The director of the Pentagon’s innovation hub will resign in September, a Department of Defense spokesman confirmed.

Michael Brown, head of the Defense Innovation Unit, informed the department on April 27 he would resign when his term ends Sept. 2, Lt. Cmdr. Tim Gorman told Defense News Friday. Politico first reported his resignation.

Brown has served as DIU director since 2018, pushing changes to DoD’s budgeting process and advocating for greater adoption of commercial technology. Politico reported he is leaving due to “glaring weakness in modernizing DoD,” citing an email Brown sent to coworkers last week.

Gorman said in a statement that Brown’s leadership has led to “impressive” success within DIU, adding that the department “will continue to support DIU’s momentum of changing processes, scaling commercial technologies across the department and strengthening the national security innovation base.”

“DOD is invested in finding the next talented DIU director who can bring the level of leadership and experience needed at this intersection of technology and national security,” Gorman added.

Meanwhile, the DoD Inspector General is investigating Brown for alleged misuse of contract authorities and federal hiring regulations. The investigation caused Brown last summer to withdraw his nomination to be the Pentagon’s acquisition chief. (Source: C4ISR & Networks)

10 May 22. Organizational Improvements to the Office of the Under Secretary of Defense for Research and Engineering.

The Department of Defense announced today that the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E) has implemented organizational changes designed to help the DoD build an enduring advantage by transitioning technology into useable capabilities.

“Taken holistically, these changes will posture our organization to work at speed and increase collaboration both inside and outside the Department,” said Heidi Shyu, Under Secretary of Defense for Research and Engineering.

The current three Directors of Defense Research and Engineering will be re-designated as Deputy Chief Technology Officers:

  • The Director of Defense Research and Engineering for Research & Technology (DDR&E(R&T)) will be re-designated the Deputy Chief Technology Officer for Science & Technology (DCTO(S&T)).

o This office will focus on foundational research and development to include basic research, innovation workforce issues, technology protection, laboratory infrastructure, and small business programs.

o DCTO(S&T) will also oversee Federally Funded Research and Development Centers (FFRDCs) and University Affiliated Research Centers (UARCs).

  • The Director of Defense Research and Engineering for Modernization (DDR&E(M)) will be re-designated the Deputy Chief Technology Officer for Critical Technologies (DCTO(CT)). This office will focus on strategically critical technology areas.
  • The Director of Defense Research and Engineering for Advanced Capabilities (DDR&E(AC)) will be re-designated the Deputy Chief Technology Officer for Mission Capabilities (DCTO(MC)).

o This office will focus on mission engineering, mission integration, joint operations, prototyping, experimentation, and rapid transition.

o DCTO(MC) will also closely collaborate with the Armed Services, the Joint Staff, and the Combatant Commands on more mature technology.

12 May 22. The Cabinet Office has today confirmed that Sharon Barber has been appointed as co-Chair of the NCAB. Sharon brings a wealth of experience from her role as Chief Information Officer at Lloyds Banking Group. The National Cyber Advisory Board is one of the key ‘whole of society’ commitments made in the National Cyber Strategy 2022 which launched in December.  The Board will serve as a forum for an inclusive and engaged national cyber dialogue, bringing together views from across academia, industry and public/third sectors to inform government and to mobilise the wider cyber ecosystem. 10 May 22. The Minister for Defence People and Veterans (Leo Docherty MP): I am pleased to announce that the Prime Minister has approved the appointment of Mr Rick Haythornthwaite to chair an independent review of our service personnel’s terms and conditions. The review, which will be known as the Haythornthwaite Review of Armed Forces Incentivisation, is a commitment published in the Defence Command Paper (March 2021). It aims to modernise financial and non-financial elements of the Offer to service personnel so that these are commensurate with the ways in which the Armed Forces are expected to change and operate in future, as set out in the Integrated Review of Security, Defence, Development and Foreign Policy. By modernising both elements of the Offer, the review aims to improve how Defence recruits, incentivises and retains the skills it requires, and to better reflect people’s changing expectations of work and ways of living in the 21st Century. The review is expected to conclude by Spring 2023, when a report will be submitted to the Secretary of State, who will determine the Government’s response in due course. 01 Apr 22. EMG Stefano Cont has been appointed EDA Capability, Armament and Planning (CAP) Director as of 1 April 2022. He previously held the position of Italian Defence Cooperation Attaché in Washington where his primary duties were to promote bilateral military relations and enhance cooperation in research and development of defence programmes. As Capability, Armament & Planning Director, Stefano Cont will lead a key directorate that has a crucial function in EDA’s overall mission because it prepares the programmes of tomorrow by maximising synergies between capabilities, armaments and research & technology. The Agency’s main capability programmes are all under the responsibility of this directorate – from military mobility and air-to-air refueling (AAR) to satellite communications and cyber defence. Mr Cont’s directorate also leads the Agency’s work on the EU’s Coordinated Annual Review on Defence (CARD – for which the second report will be presented by the Agency in November) and plays a central role in the upcoming review of Member States’ Capability Develop. 12 May 22. Babcock, A&P strike sustainment collaboration deal.

The defence contractors have agreed to collaborate on local naval sustainment projects. Atlantic & Peninsula Australia Pty Ltd (A&P Australia) and Babcock Australasia subsidiary Naval Ship Management (NSM) have committed to collaborating on large ship sustainment opportunities across Australia’s east coast.

The companies, which announced their partnership at the 2022 Indo Pacific Maritime Exposition, are expected to leverage their respective experience to explore opportunities to improve sustainment outcomes for the Royal Australian Navy’s fleet.

NSM’s work has included overseeing the sustainment of landing helicopter docks, HMAS Adelaide and HMAS Canberra.

The Babcock subsidiary also forms part of the Warship Asset Management Agreement (WAMA) alliance, supporting the sustainment of Australia’s Anzac Class fri

Meanwhile, A&P holds an ongoing in-service support and sustainment contractwith HMAS Choules, specialising in engineering and design, ship repair, and platform lifecycle management.

A&P is also currently delivering a refit program in Sydney, reportedly the largst refit project in 15 years.

“A&P Australia has become renowned for delivering effective outcomes for the Royal Australian Navy through our role supporting HMAS Choules,” David McGinley, chief executive, A&P Australia, said.

“A&P’s new collaboration with Babcock will enable both businesses to identify opportunities, which through joint working, will deliver greater value to Defence and underpin the seaworthiness of the Royal Australian naval fleet.”

Babcock Australasia’s CEO, David Ruff, noted the potential of the new collaboration agreement.

“We are proud of the contribution that Babcock and NSM make, together, to keep Royal Australian Navy vessels operationally available and effective – helping to keep Australia secure,” he said.

12 May 22. Orbital UAV Signs MoU with Anduril Industries Asia Pacific.

Orbital Corporation Ltd announced that it has signed a Memorandum of Understanding with Anduril Industries Asia Pacific Pty Ltd, a US-based defence products company transforming U.S., Australian, and allied military capabilities with its advanced technologies.

The MoU establishes a collaborative agreement between Orbital UAV and Anduril to work on concepts, products and technical solutions in the uncrewed domain. This collaboration is further enabled by the recent announcement by Anduril of its regional presence being established in Sydney, Australia.

Orbital UAV and Anduril will collaborate where there is a common interest to meet customer needs and requirements. The companies will meet at the Executive level at least once per annum to discuss market intelligence, customer requirements and identify strategic opportunities which can be tackled as a joint effort.

Next generation military technology

“We are delighted to announce this collaboration with Anduril – a truly pioneering company focused on delivering next generation military technology,”

said Todd Alder, CEO and Managing Director of Orbital UAV.

“The MoU represents an opportunity to demonstrate not only our superior heavy fuel engine capability but supports Orbital UAV to take the first steps toward building a long-term partnership to support Anduril’s growing portfolio of hardware and software products,” said Mr Alder.

Anduril was founded in 2017 by Palmer Luckey, designer of the Oculus Rift and Founder of Oculus VR. With expertise in artificial intelligence (‘AI’), robotics, advanced sensors, secure networking, aerospace, virtual reality technology, aircraft modelling and simulation, the company is seeking to transform allied defence capabilities by fusing AI with the latest hardware advancements.

The company recently secured a contract worth almost US$1 bn with U.S. Special Operations Command (SOCOM). The contract will see Anduril support SOCOM’s counter uncrewed systems efforts as a Systems Integration Partner1. Additionally, Anduril recently announced their business is expanding to Australia and that they are now operational in Sydney, ready to support the Australian Defence Force and other customers in the Asia Pacific Region. 10 May 22. Mercury Systems Inc. (NASDAQ: MRCY, www.mrcy.com), a leader in trusted, secure mission-critical technologies for aerospace and defense, and Lockheed Martin (NYSE: LMT) announced they signed an agreement to collaborate on the development and manufacture of new sensor processing technologies at Mercury’s Geneva, Switzerland facility for a wide variety of applications such as radar signal processing, multi-sensor data fusion, artificial intelligence and situational awareness. With a potential lifetime value of $40m, the contract supports Lockheed Martin’s offset agreement with the Swiss government as part of Switzerland’s planned procurement of 36 F-35A Lightning II aircraft related to the Air 2030 program.

 

10 May 22. Innoscience and WPG sign worldwide distribution agreement. World’s largest 8-inch GaN-on-Si device maker now represented by world’s largest semiconductor distributor. Innoscience Technology, a company founded to create a global energy ecosystem based on high-performance, low-cost gallium-nitride-on-silicon (GaN-on-Si) power solutions, has signed a global distribution agreement with WPG Holdings (WPG), giving customers in all parts of the world access to Innoscience’s leading high and low voltage normally-off (enhancement mode) GaN HEMTs. Dr Denis Marcon, General Manager, Innoscience Europe comments: “Our aim is to ensure that every power electronics designer – no matter where they are based – can benefit from the efficiency, power and size advantages that GaN technology brings. That is why we have invested in huge capacity – the largest in the world. 10 May 22.  Marshall has appointed Neil McManus to the role of Managing Director for Marshall Aerospace, effective from Monday 25th April.

Neil joined Marshall in September 2021 in the role of Transformation Director, a newly-created role on the Marshall Executive Team with responsibility for driving a Marshall-wide transformation agenda.

Marshall CEO Kathy Jenkins comments: “Marshall Aerospace is well-positioned for growth having won multiple new contracts and having expanded its export business four-fold over recent years,

OneWeb is ramping up its work to deliver high-speed, unparalled low latency, reliable connectivity across all mobility platforms, including commercial and business aviation, land and marine.

OneWeb’s Low Earth Orbit (LEO) constellation of over 600 satellites will connect people everywhere, on land, at sea and in the air. Its ambition is to facilitate “a connectivity experience that is limited only by the users’ imagination, not the available bandwidth.”

Jason Sperry appointed Director – Business aviation

Jason Sperry joins OneWeb as Director, Business Aviation, based out of Melbourne, Florida.  Sperry brings a wealth of experience from the IFC service provision perspective, including significant satellite provider insight spanning both GEO and LEO technologies.

At OneWeb, Jason is responsible for delivering fibre-like connectivity solutions to business jet owners, operators, and end users – passengers and crew alike.

He joins from SD (Satcom Direct), where for the past six years he was Director, Strategy and Business, having joined the business in 2016 as director of product management (hardware).

Graduating from the Florida Institute of Technology with a degree in engineering, his career initially centred on engineering and avionics hardware. At OneWeb, Jason will combine his technical experience with strong commercial aptitude to understand the needs of OneWeb’s partners, delivering solutions which are commercially and technically innovative.

Drew Brandy – Director, Land Mobility

Drew Brandy joins OneWeb as Director, Land Mobility after 13 plus years with Inmarsat, latterly as Senior VP Maritime, progressing from VP Strategy and Development. Based out of London, Drew will be responsible for setting and executing OneWeb’s land mobility portfolio strategy, working closely with the mobility team members.  He brings considerable experience having worked with several large telecom operators in business and corporate strategy in both North America and Europe.  Brandy holds an Honours Degree in Sociology and Communications from York University, Canada and an MBA from Henley Management College.

Nick Maynard – Marketing Director, Mobility

Stepping up from an initial consultancy role over the past 14 months, Nick Maynard becomes full-time Marketing Director (Mobility), based out of the UK.  Maynard brings over 25 years’ relevant experience in marketing and communications working out of the UK and UAE, supporting several blue-chip aviation companies – inhouse and with agencies OglivyOne and Carlson.

Most recently, he served nearly 10 years with Honeywell Aerospace in marketing and comms, latterly as Channel Partner Marketing Manager, building relationships for Honeywell’s valued suppliers around the world.

06 May 22. Curtiss-Wright Corporation (NYSE: CW) today announced that Chief Executive Officer Lynn M. Bamford has assumed the role of Chair of the Board of Directors, effective May 5, 2022. As part of the formal transition plan announced in 2020, David C. Adams has retired from the Company as Executive Chairman and will continue as a member of the Board of Directors. The Company will continue to have an independent Lead Director preside over executive sessions of the Board.

 

09 May 22. L3Harris Technologies (NYSE:LHX) today announced that Joanna L. Geraghty, President and Chief Operating Officer of JetBlue Airways Corporation, has been elected to its Board of Directors. Geraghty, 49, is responsible for JetBlue’s safety, operations and commercial performance, including leadership of the airline’s frontline workforce as well as the network, brand and marketing, and revenue management functions. Since joining JetBlue in 2005, she has played a key role in successfully expanding JetBlue’s differentiated brand and unique culture as it grew from a small northeast carrier into an international airline with more than 1,000 flights a day. Prior to her current role, Geraghty held various senior executive management positions at JetBlue, including Executive Vice President of Customer Experience, Executive Vice President and Chief People Officer, and Vice President and Associate General Counsel. 10 May 22. Northrop Grumman Corporation (NYSE: NOC) has named Kenny Robinson as vice president and chief diversity officer, effective May 31. Robinson will report to Kathy Warden, chair, chief executive officer and president, and will work closely with the company’s executive leadership team. He is succeeding Sandra Evers-Manly, who is retiring in June, after a 40-year career with Northrop Grumman. 12 May 22. Radiance Technologies (Radiance)  announced the hiring of John F. Stratton Jr. as SME for Intel Strategy. 12 May 22. SOSi announced today that it rehired Jim Edwards as the company’s Senior Vice President for Business Development. Edwards began his career as an Army intelligence officer, retiring after 25 years of service, including wartime tours in Afghanistan, Iraq, Kuwait, and Saudi Arabia. As a Colonel, he served as the chief operations officer (G3) of the Army’s Airborne Corps, commanded the Army’s first battlefield surveillance brigade in combat, and was the senior intelligence officer (G2) for the Army’s largest command. Edwards joined SOSi’s Business Development team after retiring from the Army in 2012. Within one year, he was promoted to Vice President and is credited with leading a team that secured more than $950 million of new business in four years at SOSi. Edwards departed for a senior civilian position in the Intelligence Community and later returned to the private sector in senior business development roles at DynCorp International (now Amentum) and Perspecta, through its merger with Peraton.
