21 Apr 22. Mercury Systems, Inc. (NASDAQ: MRCY, www.mrcy.com), a leader in trusted, secure mission-critical technologies for aerospace and defense, hosted a Ribbon Cutting Ceremony on April 20, 2022 at Mercury’s state-of-the-art custom microelectronics packaging center in Phoenix, Ariz. to celebrate the expansion of the Company’s U.S. trusted microelectronics manufacturing capabilities. The Company was recently selected to provide secure packaging for the DoD’s State-of-the-Art Heterogeneous Integrated Packaging (SHIP) program, which will also be performed at this facility.

Along with several other Mercury facilities, the Phoenix center has also received a Superior rating from the Defense Counterintelligence and Security Agency (DCSA).

21 Apr 22. MDL launches Indian Navy’s sixth Scorpene submarine INS Vagsheer. Vagsheer will undergo comprehensive sea trials and is expected to be delivered in late 2023. Mazagaon Dock Shipbuilders Limited (MDL) has launched the Indian Navy’s sixth and final Scorpene submarine of Project 75, Yard 11880. The submarine launch event was marked by a ceremony held at MDL’s Kanhoji Angre Wet Basin in Mumbai.
INS Vagsheer is named after a sea predator sand fish of the Indian Ocean.
The new submarine will now undergo a series of comprehensive sea trials and tests for around a year, according to information provided by the Indian Ministry of Defence.
The tests will validate the new submarine’s capabilities to operate in different modes and regimes of deployment and its combat worthiness.
Delivery of the sixth submarine to the Indian Navy is expected to take place by late 2023.
INS Vagsheer is equipped with various stealth technology features including low radiated noise levels, advanced acoustic absorption methods, and hydro-dynamically optimised shape.
The submarine is capable of attacking its enemy, both underwater and on surface, using tube and torpedo lunched anti-ship missiles.
The Indian Navy’s Scorpene-class attack submarines can perform multiple missions including anti-submarine warfare, anti-surface warfare, surveillance, intelligence gathering and mine laying operations.
Under the Project 75, four Scorpene attack submarines have already been commissioned into the Indian Navy.
The first four submarines are INS Kalvari, INS Khanderi, INS Karanj and INS Vela. Currently, the fifth submarine, INS Vagir, is under sea trial phase. Furthermore, MDL is also working on the Project 15B (P 15B) Visakhapatnam-class guided-missile destroyers and Project 17A (P 17A) Nilgiri-class stealth frigates for the Indian Navy.

19 Apr 22. USAF 354th Fighter Wing receives final F-35A fighter jet. The Eielson AFB now hosts 54 permanently assigned, combat-coded F-35A aircraft. The US Air Force (USAF) 354th Fighter Wing (FW), the host unit at Eielson Air Force Base in Alaska, has received its final F-35A Lightning II fighter aircraft. The arrival of the final jet marks the completion of a two-year build-up process. The Eielson AFB now hosts two additional operational flying squadrons of 54 permanently assigned, combat-coded F-35A aircraft. 354th FW commander Colonel David Berkland said: “Finally receiving our 54th F-35 and completing our combat fleet culminates the end of a two-year beddown process that our team executed without delay, in spite of the global pandemic and our extreme Arctic environment. Today also marks Eielson as a premier, advanced airpower projection location.
“When you station the F-35 at Eielson and you have the F-22 Raptor at Joint Base Elmendorf-Richardson, continuously working together in the JPARC with our 18th Aggressor Squadron and advanced ground training assets, you have the best training field to advance high-end airpower operations.”
The arrival of the final jet at Eielson Air Force Base also strengthens Alaska’s status as one of the most concentrated states for combat-coded, fifth-generation fighter aircraft.
The 354th FW is assigned to the 11th Air Force, which falls under Pacific Air Forces. The USAF wing is capable of conducting operations, maintenance, mission support and medical group missions.
The 325th FW based in Tyndall Air Force Base in Florida is expected to start receiving the F-35A jets from September 2023.

21 Apr 22. DIU and Partners Open Defense Innovation Office in Chicago to Tap Into Midwest Technology and Talent. To better leverage the wealth of talent and technology in the Midwest, the Defense Innovation Unit is enthused to add Chicago to its offices nationwide. The Chicago office aims to identify new solutions, companies, and talent across the Midwest to solve pressing national security challenges and offer companies a faster path to Department of Defense (DoD) contracts. DIU celebrated this announcement in Chicago today with Senators Durbin and Duckworth, Governor Pritzker, Mayor Lightfoot and 80 other local military, academic and industry leaders.
The DIU office will be co-located at the Discovery Partners Institute (DPI) and serve as the focal point for DoD engagement with Midwest entrepreneurs and innovators. DIU will share the space with representatives from the National Security Innovation Network, the Army’s 75th Innovation Command, the Army Research Laboratory, members of the Illinois National Guard, and other DoD innovation groups.
“American innovators are crucial to increasing the strength and resiliency of our supply lines and leveraging the creativity and productivity of the American workforce,” said Dr. Kathleen Hicks, Deputy Secretary of Defense. “Today’s expansion of DIU will help to tap into talent and technology in the Midwest, and add a diverse resource to our innovation and modernization capabilities base.”
Commercial technology is increasingly important in equipping our military with the best technology in areas like artificial intelligence, autonomy, cyber, energy and space. Technology from commercial vendors can often scale in months—shaving many years off of the defense acquisition cycle. For example, five years ago, DIU began working with commercial vendors of a new technology—synthetic aperture radar (SAR) satellites—which can see through clouds and at night. This new capability is providing unclassified, shareable information on what is happening in Ukraine and has proven key to the country’s defense.
Chicago will be the fifth DIU office located in technology ecosystems that include– Mountain View, CA; Boston, MA; Austin, TX; and Washington, DC. Chicago is part of DIU’s broader regional strategy to extend DoD’s reach as a customer and economic development partner to companies, labs, accelerators, academia, and investors across the country. In turn, DoD aims to discover emerging technology solutions faster, speed their adoption, and expand the base of suppliers supporting our military.

To reach companies and talent across the 12 states that makeup DIU’s Midwest region, DIU will leverage a full- and part-time reservist team as well as government partners.

21 Apr 22. UK DE&S gets new management. A former defense industry executive is taking over the British government’s multibillion-pound defense procurement effort. Andy Start will lead the program following the April 21 announcement that he will replace the current boss at the Defence Equipment and Support organization. Simon Bollom, who has been in the post since 2018, is vacating the CEO’s chair at the agency. Start joins DE&S from Capita Public Service, a major support services provider to the military and other government sectors in Britain. (Source: Defense News)
20 Apr 22. New CEO Arrives at Defence Infrastructure Organisation (DIO). Replacing Graham Dalton who has now retired as CEO of the Defence Infrastructure Organisation (DIO) after seven years in the job, one is entitled to ask whether the new CEO, Mike Green who took over the role yesterday, will manage to do any better than his predecessor? The simple answer is that he will likely struggle as much as his predecessor did and that until defence estates and infrastructure along with the rest of defence requirements is properly funded little will change. 19 Apr 22. The Royal Edinburgh Military Tattoo has appointed Lieutenant General (Retired) Giles Hill CB CBE to its Board of Directors. Giles replaces Robin Brims as Chair of the Military Committee and brings with him over 35 years’ of leadership and operational experience in the British Army. Having recently retired in December 2021, his last appointment was Deputy NATO Coalition Commander in Afghanistan. Prior to that he was Assistant Chief of Defence Staff in the Ministry of Defence. He has led organisations – both national and international – in every military operation the UK has participated in since 1990. In 2014, he was awarded a CBE and was made a Companion of the Order of Bath (CB) in 2020. He has also been awarded the United States Legion of Merit for his operational leadership. He joins the Tattoo as it prepares to return this summer with its ‘Voices’ Show, which will represent the collective power and connection of voice through a spectacular combination of music, dance and military precision from some of the world’s leading armed forces and cultural performers.

15 Apr 22. Acquisition and Sustainment Leadership Transition.
The Department of Defense announced today the following leadership transitions:
Dr. William A. LaPlante was sworn in as Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)).
As USD(A&S), LaPlante is responsible for all matters pertaining to acquisition; contract administration; logistics and materiel readiness; installations and environment; operational energy; chemical and biological defense; the acquisition workforce; and the defense industrial base.
LaPlante was confirmed by the Senate on April 7, 2022. Prior to this appointment, he served as the Senate-confirmed Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics from 2014 to 2017. Throughout his career, Dr. LaPlante has also been a member of several scientific boards and commissions focused on maintaining national security, including the Defense Science Board, U.S. Strategic Command Senior Advisory Group, Naval Research Advisory Committee, and congressionally mandated Section 809 panel.

21 Apr 22. Lockheed Martin Forecasts Job Growth in Pennsylvania and Florida in 2022. Lockheed Martin (NYSE:LMT) is announcing the grand opening of a new facility that expands its Johnstown, Pennsylvania, operations. The Johnstown business expects to hire more than 80 mechanics and technicians in the next year to support component production for the newest F-16s being manufactured in Greenville, South Carolina.
In conjunction, Lockheed Martin is celebrating 25 years in Pinellas Park, Florida, and its ongoing commitment to growing job opportunities in Florida – to include at least 50 new jobs over the next two years.
“At Lockheed Martin, we’re driven by a sense of purpose and passion to shape the future and solve the world’s most difficult challenges,” said Nick Drazic, Operations vice president for Lockheed Martin Aeronautics. “We bring that same passion and purpose to our communities, where our employees play an active role in strengthening the quality of life where we live and work.”
Johnstown: The Johnstown facility opened in 1987 and produces components for the C-130A-J Super Hercules, F-35 Lightning II and F-16 Falcon aircraft. The site also supports sustainment efforts for the C-130A-J, LM-100J, F-16, F-22 Raptor, P-3 Orion and C-5 Galaxy aircraft programs.
“We are proud to bring the new F-16 manufacturing work to our Johnstown site and contribute to the creation of more jobs in the area,” Wayne Davis, Lockheed Martin Johnstown general manager, said. “The selection of Johnstown for this work is a reflection of the highly skilled workforce in the area and a testament to the team’s focus on delivering for our customers.”
The F-16 parts that will now be produced in Johnstown include the aft engine access covers, engine access doors, F-1 fuel tank and inlet. Upon completion in Johnstown, the parts will be shipped to Greenville, South Carolina, for final assembly and integration into the F-16s on the production line. This is in addition to the F-16 component and sub-assembly work already performed at the site today.
Pinellas Park: Over the past 25 years, the Pinellas Park facility has become a Canopy Center of Excellence, building both production and sustainment canopies for F-35 and F-16 aircraft. They also work on parts and components for the F-35, F-16 and C-130J. The team has driven innovation, efficiency, and focus, while setting industry benchmarks in the manufacturing process by reducing build times by 50%.

20 Apr 22. Australian Internship Program expanded. More engineering students will be provided with an opportunity to gain experience in the defence sector under the expanded government-backed internship program.
An additional 360 training places are expected to be available for engineering students exploring a career in the defence space following the Commonwealth government’s decision to expand the Defence Industry Internship Program.
Third and fourth-year engineering students can now compete for 120 places provided each year through to 2025-26, funded by a new $14.4m commitment from Prime Minister Scott Morrison.
A target of at least 40 per cent female participation has also been set in a bid to balance gender representation in the defence workforce.
Prime Minister Morrison said the funding boost would help prepare enation’s workforce for the $270bn investment in sovereign defence capability over the decade.
“Through our $270bn investment in building our sovereign defence capability we are creating jobs and securing a stronger economy and a stronger future,” the Prime Minister said.
“We are determined to break down the barriers that stop girls and women studying engineering and other STEM subjects and help them take advantage of the future jobs boom that our defence investment is creating.
“Bolstering the number of Australians skilled in these important jobs, particularly engineers, is a key part of our economic plan and our plan to keep Australians safe.”
Specifically, the program is expected to facilitate 12-week internships with defence industry micro, small and medium businesses, with over 60 firms across the country already involved.
Almost half of the 2020-21 cohort of interns were offered continued employment with their host business, while an additional 15 per cent are being considered for future positions upon completion of their degrees.
Minister for Defence Industry Melissa Price noted the importance of the initiative in preparing the defence industry for the future.
“We are determined to ensure we have an Australian workforce with the right skills to build here at home the capabilities, products and services our ADF needs to keep us safe,” Minister Price said.
“The Defence Industry Internship Program is helping us deliver this workforce and I am thrilled that it will now include more women.
“Interns taking part in the program are exposed to innovative technology and equipment that many university students simply do not get the chance to engage with.” (Source: Defence Connect)

20 Apr 22. The Italian government has named a new CEO at Fincantieri, bringing to an end the 20-year reign of Giuseppe Bono at the state-owned shipyard. After seeing his mandates repeatedly renewed over the years as he built Fincantieri into a dominant force in the cruise ship industry and a global player in the naval market, Bono is to step down at the age of 78. Speaking to Italian publication L’Espresso, Bono said his mandate was not being renewed by the Italian government due to his age, adding that he “respected” the decision. On Wednesday the government lending agency which controls 71.3% of Fincantieri proposed Pierroberto Folgiero as the new CEO, an appointment which is set to be approved at a shareholders’ meeting on May 16. 20 Apr 22. The Center for Strategic and International Studies (CSIS) announced that Max Bergmann, formerly a senior fellow at the Center for American Progress, has joined CSIS as director of the Europe Program. Bergmann has spent the last five years at the Center for American Progress, where he has focused on Europe, Russia, and U.S. security cooperation. Prior to this, from 2011 to 2017, he served in the U.S. Department of State in a number of different positions, including as a member of the secretary of state’s policy planning staff, where he focused on political-military affairs and nonproliferation; special assistant to the undersecretary for arms control and international security; speechwriter to then secretary of state John Kerry; and senior adviser to the assistant secretary of state for political-military affairs. Before serving in the State Department, Bergmann worked at the Center for American Progress as a military and nonproliferation policy analyst and at the National Security Network as the deputy policy director.
21 Apr 22. Dr. Travis S. Taylor, scientist, author, engineer and star of television shows such as the National Geographic Channel’s “Rocket City Rednecks” and the History Channel’s “The Secret of Skinwalker Ranch,” joins Radiance Technologies (Radiance) as a Principal Research Scientist. 22 Apr 22. Woodward names successor to longtime CEO . Woodward has named aerospace industry veteran Charles “Chip” Blankenship as its chairman, president, and CEO, replacing Thomas Gendron, who is retiring after 31 years with the company and 17 years as CEO, the US aircraft parts maker announced on 21 April. Blankenship, 55, begins his new role on 9 May. He was CEO of aircraft parts supplier Arconic for more than a year, and spent 24 years at General Electric (GE), including as vice-president and general manager of commercial aircraft engines. Blankenship is joining a company that generated net sales of USD542m and net earnings of USD30m in the first quarter of fiscal year (FY) 2022. Woodward is scheduled to release its second-quarter results on 2 May. Gendron, 61, spent part of his tenure trying to merge Woodward, which makes control systems for commercial and military aircraft, with Hexcel, which produces composite materials for such platforms.
