Project Manager – Defence
Job Description:
Role Summary
We are looking for a Project Manager who will help shape, mobilise, plan and lead projects for internal business and for external customer objectives. You will ensure appropriate capability is in place to maximise performance, delivering to the schedule, quality, scope, financials and client satisfaction, all in line with BAE Systems assurance processes (and appropriate external assurance processes).
This specific role will involve leading technical engineering and consulting teams working on data and digital technologies, therefore successful applicants will need to be able to blend the general project management skills detailed below with a foundation level of engineering background in order to be able to understand enough about the project they are leading and communicate effectively with the engineering team. Successful applicants will also need to be experienced in delivering projects using Agile methodologies.
This role will require you to have or be willing to go through Security Clearance.
What you will be doing:
- Determining the best means of satisfying customer requirements within the context of project objectives and constraints, i.e. developing solutions;
- Managing both internal and external stakeholders, taking account of their levels of influence and interests;
- Developing and managing teams, including managing their delivery and performance and providing appraisal and support to their development;
- Developing and agreeing budgets for projects and controlling forecast and actual costs against them;
- Preparing and maintaining schedules for project activities and events, taking account of dependencies and resource requirements, showing the critical path, reporting and tracking milestones, resource levelling, baselining and tracking reporting, contingency and risk adequately covered in the plan;
- Developing, maintaining and applying quality management processes for project activities and outputs
- Consolidating and documenting the fundamental components of projects (scope, schedule, resource requirements, budgets, risks, opportunities and issues, and quality requirements), escalating any divergence from the business case to the sponsor and stakeholders (as appropriate) and establishing, and implementing where necessary, protocols to change the scope of the project;
- Producing progress reports, managing RAID items and escalating with the client and within the business as appropriate. This includes: identifying and monitoring project risks (threats and opportunities), planning and implementing mitigation plans, responding to other issues that affect projects;
- Overseeing the Change Control process and implementation of Change Request;
- Lesson learned reports and project closure activities;
- Promoting AI’s behaviours in all actions, acting in a morally, legally and socially appropriate manner.
What we’re looking for:
Essential:
- Good understanding of PM methodologies, toolsets, process and governance;
- PM experience demonstrated in a professional role within a business or project:
- Duration of experience: 5+ years , Value of projects managed
- Strong influencing and negotiating skills required with the wider team and other functions/disciplines;
- Developing and managing teams, including managing their delivery and performance and providing appraisal and support to their development;
- Association for Project Management (APM) Project Management Qualification (PMQ) or Project Management Institute (PMI) Project Management Professional (PMP) certification.
Desirable:
- Managed full life cycle and project ecosystem including financial forecasting;
- Identify, adopt and tailor good practice;
- Bid writing experience of projects.

Coventry-based global armour manufacturer and vehicle integrator, NP Aerospace, has announced the recruitment of 90 additional roles to support recent business growth and new and ongoing contracts. At the time of the announcement, the Mayor of West Midlands, Andy Street, was visiting the Foleshill Road factory where the roles will be based to find out more about the company’s growth plans. 13 Apr 22. Northrop’s new Albuquerque facility to support Kirtland AFB and US military. Northrop Grumman has started construction on a new 25,000ft² facility in Albuquerque, New Mexico, US. The facility is part of the first phase of a new mixed-use development called MaxQ, which is located on Kirtland Air Force Base (AFB). Northrop Grumman is the first company to occupy a standalone building under this project. The company’s new facility will support various national security space business missions and cybersecurity tasks. Located adjacent to the Air Force Research Laboratory (AFRL), the new building will also provide space system mission management to the customers. Construction work on the building is anticipated to be complete by February next year.
Northrop Grumman national security systems vice-president Troy Brashear said: “This expansion will enhance our ability to support our customers’ missions as their national security space needs evolve.
“In addition to creating new aerospace jobs, we look forward to working alongside our local customers as Albuquerque flourishes as a hub for advanced space technology initiatives to protect our country.”
MaxQ project aims to transform more than 70-acre of land on Kirtland AFB into a laboratory, office and retail space.
The project falls under the US Department of Air Force’s Enhanced Use Lease programme, which allows the lease of military land to private contractors. 14 Apr 22. US Navy to commission DDG 121 destroyer next month. The US Navy is all set to commission its newest Arleigh Burke-class Flight IIA guided-missile destroyer, Frank E Petersen Jr (DDG 121), next month. The service has already sailed the ship from Huntington Ingalls Industries’ (HII) Ingalls Shipbuilding division in Mississippi, US. The event will take place in Charleston, South Carolina. After the commissioning, Frank E Petersen Jr will be homeported at Hawaii’s Joint Base Pearl Harbor-Hickam. The warship also completed builder’s trials in August last year. The trials validated the ship’s combat system and missile firing capabilities.
HII Ingalls Shipbuilding operations vice-president and former DDG 121 ship programme manager Donny Dorsey said: “Watching Frank E Petersen Jr sail away demonstrates what this shipyard is capable of, even in the face of a pandemic.
“The Ingalls Shipbuilding team, and all those that contribute to the mission, are the best.
“Despite challenges, the hard work of the entire shipbuilding team enables this very proud day — watching the Navy sail this ship and join the fleet to support the defence of our nation.”
The DDG 121 was named after US Marine Corps (USMC) general officer and the first African-American aviator, lieutenant general Frank E Petersen Jr.
The US Navy’s Arleigh Burke-class destroyers are multi-mission ships, capable of performing a wide range of operations including sea control, power projection and crisis management. The ship contains myriad offensive and defensive weapons designed to support maritime defence needs well into the 21st century. It can participate in air, surface and subsurface battles simultaneously. The 509.5ft-long DDG 121 vessel is the 33rd destroyer built for the US Navy. Currently, the company is working on the five more destroyers which include Jack H Lucas (DDG 125), Lenah Sutcliffe Higbee (DDG 123), Jeremiah Denton (DDG 129), Ted Stevens (DDG 128) and George M Neal (DDG 131). 05 Apr 22. Leonardo completes final Bahraini naval vessel upgrade. Leonardo has completed a programme to upgrade six naval vessels for the Royal Bahrain Naval Force (RBNF), the Italian company announced on 5 April.
It said the upgraded sixth vessel, RBNS Al-Taweelah , had been delivered the previous week after it successfully completed a sea-acceptance test. The vessel is one of four Ahmad el-Fateh-class fast attack craft (FACs) that were built for Bahrain by Germany’s Lürssen in the 1980s.
Leonardo said the FAC was fitted with “state-of-the-art systems” that included its new combat management system, which integrates and co-ordinates all information from the vessel’s sensors.
Selex ES (now part of Leonardo) announced in September 2015 that it had been awarded a EUR50m (then USD57m) contract to upgrade six Bahraini naval vessels, but it did not identify the ships or the systems involved.

12 Apr 22. USMC and US Navy conduct ‘lightning carrier’ concept. The demonstration involved operating 20 aircraft from the amphibious assault carrier, USS Tripoli. The US Marine Corps (USMC), along with the US Navy, have demonstrated the ‘lightning carrier’ concept using America-class landing helicopter assault (LHA) carrier, USS Tripoli. The demonstration saw the participation of 20 aircraft, out of which 16 jets were from the Marine Aircraft Group 13 (MAG 13) and 3rd Marine Aircraft Wing (MAW). Other four aircraft were from the Marine Operational Test and Evaluation Squadron 1. During the demonstration, all the aircraft operated from the USS Tripoli ship at a high tempo. The lightening carrier exercise validated that amphibious assault ships can provide lethal access and strike capabilities to the naval and joint force. US Navy Tripoli commanding officer captain Joel Lang said: “This demonstration proved the versatility of the America-class assault carrier, with its ability to embark either two squadrons of F-35Bs and a MAG command element, or a battalion-sized landing force and the associated assault support [12 MV-22B Ospreys, four CH-53E Super Stallions, and six F-35B Lightning II].
“For the fleet commander, both options are formidable and sustainable.” Prior to the latest ‘lightning carrier’ concept, the USMC used the AV-8B Harrier aircraft to demonstrate the “Harrier carrier” concept with the amphibious assault ships. The new concept, developed by the US Marine Corps, further continues to refine its techniques, methods and tactics to support various integrated naval operations. Besides, it will not alter the standard build of an Amphibious Ready Group and Marine Expeditionary Unit. The demonstration also allowed the USMC’s Marine Fighter Attack Squadron 225 (VMFA-225), the newest F-35 squadrons, to operate at the sea for the first time. VMFA-225 commanding officer lieutenant colonel Alexander Goodno said: “The fifth-generation capability of the F-35B brings a significant advancement in capability to the combatant commanders, not only as a lethal strike aircraft but with the vast array of sensors that come with the F-35B’s avionics suite.” (Source: naval-technology.com)
08 Apr 22. Navantia begins construction on Spanish Navy’s F110-class frigate. The Spanish Navy’s new F110-class frigates will replace the Santa Maria-class fleet. Spanish shipbuilding company Navantia has started construction on the Spanish Navy’s new F110-class multi-mission frigate. The beginning of construction was marked by a steel cutting ceremony held at Navantia’s shipyard in Ferrol, A Coruña, Spain.
During the ceremony, the first steel plate was event was witnessed by Spanish Prime Minister Pedro Sánchez along with other dignitaries.
In April 2019, the Spanish Ministry of Defense signed a $4.701bn (€4.320bn) contract to build five F110-class frigates.
The Spanish Navy’s new F110-class frigates will replace the Santa Maria-class fleet. Construction works on all the five vessels will take place Navantia’s shipyard in Ferrol.
Commissioning of the F111 frigate is expected in 2027 with deliveries set to take place annually. The multi-mission F110-class frigate are designed to conduct various naval operations including anti-aircraft, anti-surface, and anti-submarine missions.
The multi-purpose vessels can also perform maritime security functions, as well as civilian authorities support functions.
The new frigate features some advanced technologies including Navantia Sistemas’ combat system, SCOMBA, an integrated mast with different sensor and antenna solutions and hybrid propulsion plant.
The F110-class frigate will be the first Spanish Navy vessel to have a digital twin, a virtual replica of the vessel that can receive information from the vessel constantly.
The technology will support maintenance and operation of the vessel even if its deployed thousands of miles away.
Apart from digital twin technology, the F110-class will also have 3D printers on-board, which will allow the manufacturing of spare parts.
Furthermore, the frigate will be the first in the fleet to have an integrated cybersecurity system, which will provide protection against increasing cyberthreats.
In December 2019, Navantia signed a contract with Lockheed Martian to equip the F110-class vessels with solid-state S-band radar. (Source: naval-technology.com)

08 Apr 22. Bath Iron Works boss abruptly resigns. The leader of Bath Iron Works, one of the U.S. Navy’s largest private shipbuilders, has abruptly resigned, the company said. A terse notification to employees announced Dirk Lesko had resigned from the General Dynamics subsidiary that employs about 7,000 workers. Lesko led the shipyard through a reset after his predecessor’s stormy relationship with the workforce and then dealt with a tumultuous period that included a pandemic and his own labor troubles, including a strike. There was no reason given for Lesko’s departure, which was announced in a two-sentence memo to workers Thursday. Robert Smith, General Dynamics’ executive vice president for marine systems, will serve as president temporarily until a permanent successor is chosen. Bath Iron Works is one of two shipyards that build destroyers for the Navy. In recent years, Lesko focused on getting caught up on schedule as well as hiring and training workers. 11 Apr 22. The future of Defence Armed Forces recruiting reaches a new milestone. Bidders are selected to participate in competitive dialogue. The Ministry of Defence has invited four bidders to compete in dialogue with the winning bidder set to deliver the tri-Service recruiting solution for the Royal Navy, British Army and Royal Air Force. The new recruiting solution will place the candidate at the heart of the recruitment process while ensuring the Armed Forces achieve the right quality and quantity of candidates to satisfy demand while remaining agile and responsive to change. Last summer, the Armed Forces Recruiting Programme engaged with industry and issued a Contract Notice and Pre-Qualification Questionnaire (PQQ). Following PQQ evaluation, the Programme down-selected to four preferred bidders; these bidders will now embark on three rounds of Competitive Dialogue. Once Competitive Dialogue is complete, a winning bidder will be selected, with the contract awarded in 2024 and Service Commencement April 2025. The final recruiting solution will develop and foster an engaging, vibrant and inclusive candidate experience that meets the needs of the Armed Forces. This will be achieved by transforming the traditional recruiting systems, using examples of industry best practice, whilst retaining the rich heritage of the single Services. 14 Apr 22. The National Defense University (NDU) announced its new Board of Visitors has been appointed by the Secretary of Defense. The purpose of the Board is to provide independent advice and recommendations on matters pertaining to the overall management and governance of NDU to support its mission to educate joint warfighters and other national security leaders in critical thinking and the creative application of military power to inform national strategy and globally integrated operations, under conditions of disruptive change, in order to prevail in war, peace, and competition.

14 Apr 22. Gregory C. Allen Joins CSIS as Director of the Artificial Intelligence (AI) Governance Project and a Senior Fellow in the Strategic Technologies Program. The Center for Strategic and International Studies (CSIS) is pleased to announce that Gregory C. Allen, former director of strategy and policy at the Department of Defense (DOD) Joint Artificial Intelligence Center, has joined CSIS as director of the Artificial Intelligence (AI) Governance Project and a senior fellow in the Strategic Technologies Program. At DOD’s Joint Artificial Intelligence Center, Mr. Allen oversaw the development and implementation of the DOD’s AI strategy, drove policy and human capital reforms to accelerate the DOD’s adoption of AI, developed mechanisms for AI governance and ethics, and led frequent diplomatic engagements with governments and militaries in Europe and the Indo-Pacific regions, including China. Prior to working at the DOD, he was the head of market analysis and competitive strategy at Blue Origin, a space technology manufacturer and space launch services provider.
14 Apr 22. Dr. Kathleen J. McInnis Rejoins CSIS as Senior Fellow and Director of the Smart Women, Smart Power Initiative. The Center for Strategic and International Studies (CSIS) is pleased to announce that Dr. Kathleen J. McInnis, a former specialist in international security at the Congressional Research Service (CRS), has rejoined CSIS as senior fellow and director of the Smart Women, Smart Power Initiative. During her time at CRS, Dr. McInnis served as a senior expert to Congress on a variety of strategic issues including defense policy, military operations, civilian-military relations, irregular warfare, and global strategy. From 2015 to 2022, she was also a nonresident senior fellow at the Atlantic Council of the United States. Prior to CRS and the Atlantic Council, she worked as a research consultant at Chatham House in London, writing on NATO and transatlantic security matters. From 2006 to 2009, Dr. McInnis served in the Office of the Secretary of Defense (Policy), working on NATO operations in Afghanistan. In that capacity she helped synchronize U.S. and allied operational plans, strategies, and capabilities. During her last time working at CSIS from 2004 to 2006, Dr. McInnis analyzed U.S. nuclear weapons strategy, European security, and transatlantic relations. She also worked as a researcher in the UK House of Commons, focusing on NATO, the European Union, and U.S.-UK political-military relations, from 2001 to 2003.

06 Apr 22. SAMI group, a wholly owned subsidiary of the Public Investment Fund and the Kingdom’s national defense localization champion, has announced a preliminary agreement with The Boeing Company (Boeing), the world’s largest aerospace company and leading manufacturer of commercial jetliners, defense, space and security systems, and provider of aviation services to both the commercial and defense sectors. Under the terms of the agreement, both companies will enter into a Kingdom-focused joint venture. The announcement was made at a signing ceremony during the inaugural World Defense Show in Riyadh. Commemorating the parties’ intention to sign the definitive agreements in the coming weeks, the ceremony was attended by top officials from both sides, including His Excellency Ahmed Al-Khateeb, Minister of Tourism and Chairman of SAMI, Leanne Caret, Executive Vice President and Senior Advisor to Boeing Company and Ted Colbert, President and CEO of Boeing Defense, Space and Security.
Commenting on the agreement, His Excellency Ahmed Al Khateeb, Chairman of SAMI, said: “As we move towards the realization of our Vision 2030 ambitions for a strengthened defense industry, our long-standing relations with industry leaders such as Boeing will further our success. This joint venture will help to enable more defense manufacturing to take place in Saudi Arabia, ensuring more jobs and prosperity in the Kingdom – now and for generations to come.”
Commenting on the agreement, Eng. Walid Abukhaled, CEO of SAMI, said: “The maintenance of the rotary fleets operated in the Kingdom by the different forces represents a major opportunity for localization and development of new sustainable skills. Under the agreement, the parties will work together through a limited liability company to provide maintenance, repair and overhaul and sustainment services for military rotary platforms currently operated in the Kingdom.

11 Apr 22. Babcock announced the appointment of Dr Richard Drake as Babcock’s Chief Technology Officer (CTO). He will take up his new role on 1 July 2022, succeeding Dr Jon Hall who will be retiring later this year. Jon joined Babcock in 2008 with the acquisition of Strachan and Henshaw, and has held several senior management positions prior to becoming Chief Innovation and Technology Officer in 2020. We would like to thank Jon for his commitment and contribution during his many years of service and wish him all the best for retirement. Richard also joined Babcock in 2008 and has held a number of management positions within our Marine Sector. He brings extensive experience and expertise to the role of CTO. As CTO, Richard will be responsible for driving innovation and technology across the Group, and he will join the Executive Committee, reporting directly to the Group Chief Executive David Lockwood. Richard will retain accountability as Managing Director for Babcock’s Mission Systems as part of his broader remit.
14 Apr 22. Award-winner joins SSAFA. A familiar face to many within the third sector and fundraising circles in Scotland, Scott Cunningham MBE, has become Community and Challenge Events Officer for SSAFA. Scott worked several jobs before gaining an HND in Business Administration and Management leading to a career in the Civil Service – and all after he lost his sight aged 23 in 1993.
