29 Mar 22. Australia opens new housing HQ. A new head office has been opened in Canberra, supporting the ongoing provision of housing services to ADF personnel and their families. Defence Housing Australia (DHA) has officially opened a new headquarters in the Gungahlin CBD in the northern suburbs of Canberra following just over a year and half of construction, which commenced in July 2020. The new office is expected to improve conditions for staff working to deliver housing services for Defence members and their families. The DHA offices in Barton and Fyshwick will now be relocated, moving around 240 staff into one central location. The opening was attended by Minister for Veterans’ Affairs and Defence Personnel Andrew Gee and senator for the ACT Zed Seselja.

“Providing housing for the men and women who serve this nation, and their families, is fundamental to the ability of our Defence members to do their jobs, knowing their loved ones at home have security and comfort,” Minister Gee said.

“The staff at DHA do an incredible job delivering these vital services, providing around 17,350 homes right around the country.

“This brand-new building will also accommodate a Defence Working Hub which will allow around 30 personnel the flexibility to work outside of traditional Defence office locations.”

Senator Seselja said the opening was also a significant milestone for the local Gungahlin community.

“Delivering on my election commitment, this is the first Commonwealth agency to be based in the Gungahlin Town Centre and it’s going to be a major boost for local businesses,” he added.

“Local shop owners are already seeing the benefits of this influx of new customers and I’m sure the flow-on effects for local small businesses will be a driver for Gungahlin’s economic future and prosperity.

“Gungahlin is a booming region of the ACT and it’s important we match the residential growth with more local employment opportunities.” (Source: Defence Connect)

MARITIME

31 Mar 22. Keel laid for US Navy’s future USS Patrick Gallagher destroyer. The DDG 127 is the final Arleigh Burke-class vessel in the Flight IIA configuration. General Dynamics (GD) has commenced the construction of the US Navy’s Arleigh Burke-class (DDG 51) guided-missile destroyer, USS Patrick Gallagher (DDG 127). The start of the construction was marked by a keel-laying ceremony held at Bath Iron Works (BIW) shipyard in Maine, US. In 2018, the US Navy named the Arleigh Burke-class DDG 127 to honour Gallagher. The ceremony also marked the 55th death anniversary of the US Marine Corps’ (USMC) corporal Patrick, who received the Navy Cross for his bravery during the Vietnam War. During the ceremony, the initials of the ship sponsors, Teresa Keegan, Rosemarie Gallagher, and Pauline Gallagher, were etched onto a keel plate. The future USS Patrick Gallagher can perform a wide range of missions including anti-submarine, anti-air, anti-surface and strike warfare. Besides, the vessel has an Aegis Baseline 9C2 Combat System, which provides ballistic missile defence capabilities to the US Navy fleet. DDG 127 is the final Flight IIA Arleigh Burke-class destroyer. The DDG 51 Arleigh Burke-class programme is being managed by the US Department of Defense’s acquisition unit Program Executive Office (PEO) Ships.

PEO Ships DDG 51 class programme manager captain Seth Miller said: “The future USS Patrick Gallagher will strengthen our maritime dominance and bring proven capability to the fleet. This ship and all who serve aboard it will be a reminder of the steadfast commitment to our country that corporal Gallagher exhibited.”

Currently, General Dynamic’ BIW is working on US Navy future USS Carl M Levin (DDG 120), USS John Basilone (DDG 122), USS Harvey C Barnum Jr (DDG 124), USS Louis H Wilson Jr (DDG 126), USS William Charette (DDG 130) and USS Quentin Walsh (DDG 132). (Source: naval-technology.com)

30 Mar 22. Babcock achieves Ready For Sea Date on HMS Somerset. Babcock International Group, the aerospace, defence and security company, has achieved Ready for Sea Date for the Type 23 frigate HMS Somerset at Babcock’s Devonport facility. HMS Somerset started her extensive overhaul at Babcock’s Devonport facility in November 2018. During that time, she has undergone a significant upkeep, which has included repairs and updates to her hull and living spaces, replacement of her Sea Wolf with the new Sea Ceptor weapon system and improvements to key electronic equipment. In addition to this, HMS Somerset’s project team have completed the replacement of her four diesel generators, an enhanced propulsion motor clean and over 500 structural inserts, with the overall project surpassing one million hours of work.

The project team welcomed ship staff back on board at the end of last year and have since completed the final stages of commissioning, before handing her back to the Royal Navy to carry out sea trials.

To mark the occasion the project team, ship staff and supporting contractors gathered along the dockside to celebrate the fantastic achievement, before the project team waved off the Duke-Class frigate and her crew as she departed HMNB Devonport.

After completing sea trials, HMS Somerset will return to the Royal Navy fleet ready for operational tasking. Meanwhile HMS Iron Duke is the next frigate due to exit the Frigate Support Centre and continue her overhaul ahead of HMS Argyll and HMS Westminster arriving later this year.

29 Mar 22. Fincantieri launches Qatar’s fourth Al Zubarah-class corvette. QEN’s fourth Al Zubarah-class corvette, Sumaysimah, was launched at the Muggiano (La Spezia) shipyard. Credit: Fincantieri.

Fincantieri has launched Qatari Emiri Navy’s (QEN) fourth and last Al Zubarah-class corvette, Sumaysimah, at the Muggiano (La Spezia) shipyard in Italy. A ceremony was held to mark the launch of the vessel, which was attended by Qatar’s Italian ambassador Khalid Bin Yousef Al-Sada and other dignitaries. The construction of the Al Zubarah-class corvettes is part of the Qatari Ministry of Defence’s national naval acquisition programme. Awarded in 2016, the contract required Fincantieri to deliver an amphibious landing platform dock, four corvettes and two offshore patrol vessels (OPV). According to the company, the design of Al Zubarah-class corvettes adheres to the rules for the classification of naval ships (RINAMIL rules). The corvette can perform different naval tasks, including surveillance, sea rescue and fighting with the enemy vessels. The 107m-long, 14.70m-wide Sumaysimah is equipped with a combined diesel and diesel plant (CODAD), which provides a maximum speed of 28k. The corvette has a spacious flight deck and hangar that can host an NH90 helicopter. It can accommodate up to 112 people on board. Sumaysimah also features multi-function radars, obstacle and mine avoidance sonar, satellite communication and an integrated communications system. The Al Zubarah-class corvettes are also capable of operating high-speed boats, including a rigid hull inflatable boat (RHIB), using a hauling ramp or lateral cranes located at a far stern. In September 2021, the company launched the QEN’s third Al Zubarah-class corvette Al Khor. (Source: naval-technology.com)

25 Mar 22. USN Christened Guided-Missile Destroyer Jack H. Lucas. The USN christened the future USS Jack H. Lucas (DDG 125), the first Flight III Arleigh Burke-class guided-missile destroyer, during a 10 a.m. CDT ceremony on Saturday, March 26, in Pascagoula, Mississippi.

Jacklyn Harold “Jack” Lucas, the ship’s namesake, served as a U.S. Marine during World War II and was awarded the Medal of Honor at the age of 17, making him the youngest recipient. Private First Class Lucas received the award during the Iwo Jima campaign when he hurled himself on two grenades to absorb the explosion with his own body and protect his fellow Marines. Surviving the blast, Lucas lived until June 5, 2008, when he died from cancer. The future USS Jack H. Lucas (DDG 125) is the first combat warship to bear his name.

Admiral Michael Gilday, Chief of Naval Operations, delivered the christening ceremony’s principal address. The Honorable Roger Wicker, U.S. Sen. from Mississippi; the Honorable Steven Palazzo, U.S. Rep. from Mississippi’s Fourth District; the Honorable Meredith Berger, Performing the Duties of the Under Secretary of the Navy; Major General Jason Bohm, Commanding General, Marine Corps Recruiting Command; and Ms. Kari Wilkinson, President of Ingalls Shipbuilding will also provide remarks. In a time-honored Navy tradition, the ship’s sponsors, Ms. Ruby Lucas and Ms. Catherine B. Reynolds, will christen the ship by breaking a bottle of sparkling wine across the bow.

“The future USS Jack H. Lucas will serve as a constant reminder of the immense impact actions taken by any one Sailor or Marine can truly have,” said Secretary of the Navy Carlos Del Toro. “Private First Class Lucas is a national hero and this ship and crew will honor his legacy for decades to come.”

The ship will be the 73rd Arleigh Burke-class destroyer and is one of 20 ships currently under contract for the DDG 51 program. The Flight III upgrade is centered on the AN/SPY-6(V)1 Air and Missile Defense Radar (AMDR). It incorporates upgrades to the electrical power and cooling capacity plus additional associated changes to provide greatly enhanced warfighting capability to the fleet. The AMDR enables Flight III ships to perform Anti-Air Warfare and Ballistic Missile Defense simultaneously, satisfying the Navy’s critical need for an enhanced surface combatant Integrated Air and Missile Defense (IAMD) capability. The Flight III baseline begins with DDGs 125-126 and continues with DDG 128 and follow on ships. The future USS Jack H. Lucas will be 509.5 feet long and 59 feet wide, with a displacement of 9,496 tons. The ship will homeport in San Diego, California.

The DDG 51 Arleigh Burke-class guided-missile destroyer (DDG 51) is a multi-mission ship designed to operate offensively and defensively, independently, or part of Carrier Strike Groups, Expeditionary Strike Groups, and Surface Action Groups in multi-threat environments that include air, surface and subsurface threats. These ships will respond to Low Intensity Conflict/Coastal and Littoral Offshore Warfare scenarios, and open ocean conflict, providing or augmenting power projection, forward presence requirements and escort operations at sea. Flight III is the fourth Flight upgrade in the 30+ year history of the class, building on the proud legacy of Flight I, II and IIA ships before it. (Source: US DoD)

31 Mar 22. Kuwait receives two more Eurofighter Typhoon jets. Kuwait ordered a total of 28 Eurofighter Typhoons to boost military capabilities. Kuwait has received the third and fourth Eurofighter Typhoon swing-role fighter jets in line with a previously signed contract that involves the procurement of 28 aircraft. The country received the two jets more than three months after Leonardo delivered the first two Eurofighters. During the latest delivery, the Italian Air Force supported the ferry flight of the two Kuwaiti Eurofighters. The escort included one KC-767A tanker from 14th Wing, Pratica di Mare for mid-air refuelling of the jets. Leonardo Eurofighter Programme vice-president Guido Sibona said: “I was very proud last month seeing Eurofighters fly over Kuwait City during the National Day celebration, such as today increasing as planned the fleet. The Eurofighter Typhoons we have developed and produced for the Kuwait Air Force are the most advanced in the whole of the European programme.

“In cooperation with the Italian Air Force we are providing the country with an impressive air defence capability and we built state-of-the-art infrastructures to support and maintain a fleet of 28 aircraft.”

The Eurofighter programme is managed by a consortium of Leonardo, BAE Systems and Airbus. The four partner countries of Italy, the UK, Germany and Spain, have already ordered a total of 510 aircraft. The international customers of the Eurofighters include Saudi Arabia (72 aircraft), Kuwait (28), Qatar (24), Austria (15) and Oman (12). The Italian Air Force plays a key role in Kuwait’s Eurofighter Programme by offering pilot training support and other operational assistance. Leonardo said that the Kuwait Air Force’s Eurofighter Typhoons are also equipped with new active electronically scanned array (AESA) radar to boost the performance and competitiveness of the aircraft. 30 Mar 22. South Korea says F-35A fleet operational. South Korea said that 40 Lockheed Martin F-35A Lightning IIs ordered by the country are in service. The South Korean Ministry of National Defense (MND) acknowledged the induction on 28 March during an announcement that F-35A fighter aircraft in the Republic of Korea Air Force (RoKAF) had conducted a training-oriented ‘elephant walk’ on 25 March. The elephant walk was made a day after North Korea’s test launch of an intercontinental ballistic missile (ICBM). The ministry, in its press statement, specified that the elephant walk was conducted by the F-35s “following the induction of the final unit”. The ministry added in a statement on 30 March that the F-35A fighter force is “fully operational”. South Korea declined to provide details about the 40 aircraft. In response to a query by Janes about the induction of the aircraft, a ministry spokesperson said the ministry could not “confirm [information] about the military power and induction of F-35s as [it is] strategic arms in [the] RoK Air Force”. 29 Mar 22. USAF’s 325th Fighter Wing to receive F-35A aircraft next year. The F-35A deployment at Tyndall is part of the National Defense Strategy to enhance air superiority goals. The US Air Force (USAF)’s 325th Fighter Wing (FW) based in Tyndall Air Force Base in Florida is set to receive F-35A Lightning II aircraft starting from September 2023. The move is part of the National Defense Strategy to enhance air superiority goals. Currently, Tyndall personnel and contractors are working to prepare the airbase to accommodate the F-35 jets. The initiative is led by 325 FW F-35 Program Integration Office (PIO). The PIO has already worked with engineers from the 325th Civil Engineer Squadron to devise a plan to optimise operational and combat readiness. The departments are now working to ensure the F-35A mission has the necessary capabilities, as well as plan future build-up. 325th FW F-35 PIO communications lead technical sergeant Ward Swenson said: “There are multiple bases who have stood up F-35 squadrons, so we ask them questions.

“We all have a slightly different mission, but overall, the main scope of the project is the same; how do we get the F-35s here and make it as seamless as possible. We are trying to posture ourselves so we can be ready [upon their arrival].”

The PIO, comprising members from various backgrounds, particularly devises interior and exterior requirements of the F-35A facilities to ensure seamless integration.

Subsequently, Tyndall’s Program Management Office designs 3D diagrams of the development and reconstruction.

Meanwhile, the 325 FW is continuing to train airmen to support combat operations.

Stationing F-35A jets at Tyndall will bolster USAF’s capabilities to provide air superiority and global precision attack in high-end threat environments. (Source: airforce-technology.com)

PLANT CLOSURES, JOB LOSSES AND STRIKES

30 Mar 22. USN Names the Ships It Wants Scrapped as Congressional Protests Grow. The Navy has announced the names of the cruisers that it wants to decommission as part of the latest budget proposal, as well as confirming that all the Freedom-class littoral combat ships — including one that is less than two years old — are headed for scrap.

A Navy spokesman confirmed that the five cruisers slated for the cut are: USS Bunker Hill (CG-52), USS Mobile Bay (CG-53), USS San Jacinto (CG-56), USS Lake Champlain (CG-57) and USS Vicksburg (CG-69).

A few of the cruisers named have been tossed around by the Navy before. The Bunker Hill’s decommissioning came up as far back as 2017 while a Navy message announced the planned decommissioning of the San Jacinto and Lake Champlain last year. Unlike the littoral combat ships, the cruisers are a much older platform that have developed constant maintenance issues.

The Navy also confirmed that all of its Freedom-class littoral combat ships — the USS Fort Worth (LCS-3), USS Milwaukee (LCS-5), USS Detroit (LCS-7), USS Little Rock (LCS-9), USS Sioux City (LCS-11), USS Wichita (LCS-13), USS Billings (LCS-15) and USS St. Louis (LCS-19) — are part of the 24 ships the service said it wants to scrap in a bid to save about $3.6bn over five years.

On Monday, the Navy’s budget chief, Rear Adm. John Gumbleton, told reporters that the choice to scrap the variant was driven in part by the issues the ships were having with their combining gear — basically, the ship’s transmission — as well as the failure of the anti-submarine mission package.

Gumbleton said the mission package was facing “huge challenges — not gonna work.”

The plans to mothball ships drew near instant outrage from Congress, especially members who follow Navy issues.

Sen. Jim Inhofe, R-Okla., called the plan “a step backward” in terms of countering Russia and China in a tweet Monday. Rep. Rob Wittman, R-Va., said that he was “particularly disappointed that even as we aim to grow our naval and projection forces, this budget continues the divest to invest strategy that will shrink our fleet once again” in a statement released Monday.

Yet the sharpest words came from Rep. Elaine Luria, D-Va., in a series of tweets Tuesday.

“The Navy owes a public apology to American taxpayers for wasting tens of billions of dollars on ships they now say serve no purpose,” Luria wrote, seemingly referencing the littoral combat ships.

The congresswoman, who is a former Naval officer, noted that 11 of the ships slated for decommissioning are less than 10 years old and singled out the USS St. Louis as being less than two years old and two of the 24 ships as “currently in modernization.”

Luria’s critique overlooks the fact that Congress also played a role in the now-incredibly messy littoral combat ship program, as well.

While the Navy initially wanted to buy 55 ships in the class, it scaled back to 32 in 2014 after cost overruns, questions about the ships’ combat survivability and a range of maintenance problems that led to failures to deploy. But several years later, Congress insisted on adding three more ships despite the fact that reports from the Congressional Research Service,a bipartisan research institute within the Library of Congress, from as far back as 2011 described concerns that the ships or their mission packages wouldn’t be able to live up to all the designers’ promises.

By 2018, research reports referred to the program as “controversial” and cited “cost growth, design and construction issues,” as well as questions over whether the ships “are sufficiently armed and would be able to perform their stated missions effectively.”

Luria also laid into the Navy for cutting the ability to launch missiles from ships while “investing in the next ‘Gucci’ missile and technology that will not be mature for 20+ years.”

Ultimately, the public remarks suggest that the sea service will have a difficult time selling Congress — whose approval it needs — on its decommissioning plans. Last year’s National Defense Authorization Act reversed the Navy’s plan to scrap seven cruisers by forcing it to hold on to two of them.

“The Navy has no strategy,” Luria declared. “Stop saying you do, because if you did you would be able to explain how this Fleet size will allow us to defend Taiwan.”

Gumbleton explained during his Monday press conference that the Navy is pivoting to focus on one variant of the littoral combat ship, because “there’s savings programmatically, instead of having to sustain two different lines.”

In 2010, though, when the LCS program was just getting off the ground, the choice to buy two variations of the small ship was pitched as a chance to save money.

“This option is good for the taxpayers because it enables us to buy more ships for the same money and allows us to lock in a lower price for all 20 ships,” then-Secretary of the Navy Ray Mabus said, according to The New York Times.

The Navy currently has six more Freedom-class littoral combat ships in various stages of construction. The nonprofit United States Naval Institute, citing Navy officials, reported that the Navy will still take delivery and plans to use them in South America and the Middle East.
