This role supports the In-Service Support team with day-to-day aftersales support, answering technical and logistic support tasks and queries covering all Naval products in service with the UK MoD. 17 Mar 22. Queensland invites applicants for PhD scholarships in unlocking urban airspace for drone transport.
Queensland University of Technology invites applicants for PhD scholarships available for (1) drone traffic management research; and (2) drone risk and reliability research.
The university seeks highly-motivated PhD candidates with Engineering, Math, Statistics or Computer Science backgrounds to be part of the project.
Successful applicants will conduct theoretical and applied research in data science, robotics and aerospace. They will use data and statistical analysis and visualisation, complex algorithm development, and simulation, to produce cutting-edge research results in drone (unmanned) traffic management for Australia.
As part of this project the candidate will:

Air transportation systems have the potential to be revolutionized worldwide by drone technologies (unmanned aircraft) that could bring huge commercial (trillion dollar), economic and social (improved security, emergency and medical services, package delivery etc.) benefits. To unlock these benefits, drones need fast, regular and safe access to urban airspace. Currently, access is restricted due to mid-air collision risk concerns and the absence of unmanned traffic management (UTM) systems to manage these risks.
The project is supervised by Dr Aaron McFadyen and academics from the School of Electrical Engineering and Robotics and School of Math. This scholarship is part of a Discovery Early Career Research Grant (DECRA) funded by the Australian Research Council (ARC) and supported by QUT’s Centre for Robotics and Centre for Data Science.

What we look for
To be considered eligible, applicants must satisfy all of the following requirements by the deadline for submission of applications:
- Nationality: be a national of a Member States participating in the Agency;
- Educational qualifications: have completed at least the first (minimum three-year) cycle of a higher education course (university education) and obtained a full degree or its equivalent by the closing date for applications;

Traineeships are open to applicants who have not previously undertaken a paid or unpaid traineeship or any kind of employment in another European institution or a body and which lasted for more than six weeks.
Timing and duration
The Call for applications is usually published around March every year. Traineeships start in September and begin either on the 1st or on the 16th of the month. Placements are typically offered for a fixed period of twelve months.
Financial matters
Trainees are awarded a monthly allowance that currently amounts to 1.252,68 EUR/month.

24 Mar 22. BlueHalo’s State-of-the-Art Technology Complex Moves to Sandia Science & Technology Park. BlueHalo has announced plans to expand its existing New Mexico campus through significant improvements and capital investments in an existing facility located in Albuquerque’s Sandia Science & Technology Park to accommodate the needs of the rapidly growing company’s customer base and high-tech staff. This 83,000-square foot facility at the corner of Eubank and Gibson SE, will provide BlueHalo with additional manufacturing, research and development, and office space needed for the company’s 300 New Mexico employees and enable the creation of over 70 jobs with an average salary of $90,000 in the near-term. 24 Mar 22. Northrop Grumman Corporation (NYSE: NOC) opened its newest building today in Longbow Park in Boulder to support the growth of its Overhead Persistent Infrared Exploitation (OPIR) and Advanced Mission Systems (AMS) programs. The expansion increases the company’s footprint in Colorado with added capabilities to help protect the nation and its allies.
“Today’s event is an investment in our employees, our customers and in the Boulder community,” said Calvin Pennamon, director, OPIR Exploitation Systems Operating Unit (OESOU), Northrop Grumman. “This expansion will create new jobs in the region while enhancing our ability to provide innovative solutions to our customers for missile warning and defense programs.”

25 Mar 22. Osborne Shipyard SSN expansion plan unveiled. Next week’s federal budget is set to include a commitment to secure more space at Osborne Shipyard to support preparations for Australia’s future nuclear-powered submarine fleet.
The Commonwealth government has confirmed plans to sign a leasing agreement with Renewal SA for approximately 45 hectares of land towards the northern end of the Osborne Naval Precinct.
The plan, set to be announced in Tuesday’s federal budget, follows a preliminary feasibility study, which identified the need to secure additional space for the potential construction of the Royal Australian Navy’s future nuclear-powered submarines promised under the AUKUS agreement.
Once the lease has been signed, the Nuclear-Powered Submarine Taskforce is expected to request land testing and geotechnical surveys commissioned by Australian Naval Infrastructure (ANI).
This would be aimed at assessing the overall feasibility of the site, while also ensuring the assessments required under the Atomic Energy Agency Safety Standards are completed.
The leasing arrangement would represent a more than tripling of Osborne North’s submarine construction yard, from approximately 20 hectares to 65 hectares.
An initial leasing period of 12 months is expected, with additional extension options to be explored after a transfer of ownership is negotiated. Finance Minister and Senator for South Australia Simon Birmingham, said the additional land would form part of one of the most sophisticated construction yards in the world.
Minister Birmingham also noted the expansion project’s potential contribution to the local economy.
“The scale of the potential submarine construction yard is a reminder of the scale of work that will be undertaken in SA and the thousands of highly skilled jobs it will create,” he added.
“… The construction of the new subs shipyard will be a mammoth task. It’s important we start to dot the i’s and cross the t’s on sites as part of the current work the Taskforce.”
This is the latest of a number of pre-election Defence announcements from the Commonwealth government, aimed at bolstering Australia’s naval shipbuilding capabilities.
Prime Minister Scott Morrison recently announced a $4.3 billion investment in the development of the first large-vessel dry docking facility at Henderson Shipyard in Western Australia, and a pledge to construct a new east coast naval base.
These upgrades are also expected to support US and UK SSN operations.
Army and Royal Australian Air Forces bases are also set to be upgraded a new $875million investment in defence infrastructure over 2022 and 2023.
In announcing this latest $875m pledge at RAAF Base Pearce in Perth — which comes just days after $244m was committed for upgrades to RAAF Base Curtin — Minister for Defence Peter Dutton said it represents the biggest investment in the Estate Works Program since the contract began in 2014, adding it would support the $38 billion push to expand the Australian Defence Force by 30 per cent over the next 18 years. This nationwide overhaul of defence infrastructure also follows a visit from a US delegation, led by US Indo-Pacific Command’s Director for Logistics and Engineering, Brigadier General Jered Helwig, which has toured bases and facilities in Australia to advance commitments announced following the Australian-US Ministerial Consultations (AUSMIN) 2021. These included the establishment of combined logistics, sustainment, and maintenance enterprise to support high end warfighting and combined military operations in the region. 21 Mar 22. Government announces $244m RAAF base upgrade. Minister for Defence Industry Melissa Price MP has confirmed that the federal government has committed to a $244m base upgrade to RAAF Base Curtin in Western Australia, with the tender period to engage a managing contractor expected to close in early April. A vital asset for ADF operations in North-West Australia and in the Indian Ocean, the recent announcement is designed to upgrade and refurbish a range of facilities at RAAF Base Curtin, including communications capabilities, roads, hangars for aircraft, security, workshops and electrical services. Despite the commitment from the federal government, the project nevertheless requires parliamentary approval as it is still in the “development phase”. Throughout this phase, Defence explained the WSP Australia has been engaged as project manager and contract administrator, with a request for tender released in February 2022 for a managing contractor. 24 Mar 22. Austal Australia delivers 1st Evolved Cape Class Patrol Boat to RAN. The vessel, ADV Cape Otway, was officially accepted and named by the Minister for Defence, The Hon. Peter Dutton MP at a ceremony held at Austal’s Henderson, Western Australia, shipyard. He was accompanied by the Chief of the Royal Australian Navy, Vice Admiral Michael Noonan AO, and Head of Maritime Systems, Capability Acquisition and Sustainment Group, Rear Admiral Wendy Malcolm CSM.
Speaking at the delivery ceremony, Austal Limited Chief Executive Officer Mr Paddy Gregg said the first Evolved Cape-class Patrol Boat to be delivered reflects the collective skills, teamwork and capability of the national naval shipbuilding enterprise.
“Sheds don’t build ships, people do. And it’s great to celebrate today with representatives from Austal, the Department of Defence, our proud supply chain partners and many more businesses in the defence industry across Australia,” Mr Gregg said. “This first Evolved Cape-class Patrol Boat was a true team effort, drawing on the expertise, drive and commitment of hundreds of talented people who are fundamentally contributing to the national security of this country. Apprentices, university graduates, trainees, tradespeople and professionals; we’re not just building patrol boats, we’re designing and constructing (and indeed, sustaining) naval assets that are keeping Australia’s border secure.”
The 58-metre aluminium monohull patrol boat is the first of six to be delivered to the Royal Australian Navy under a A$324 million contract awarded to Austal Australia in May 2020. With greater capability than the benchmark Cape-class Patrol Boats, the Evolved Capes feature new, larger amenities to accommodate up to 32 people, improved quality of life systems and advanced sustainment intelligence systems that will further enhance the Royal Australian Navy’s ability to fight and win at sea.
The vessel was constructed in approximately 18 months, employing approximately 400 people directly in Western Australia, and engaging more than 300 supply chain partners across Australia. In 2022, Austal Australia is scheduled to deliver an unprecedented 9 new naval ships to the Commonwealth of Australia, including four Evolved Cape-class Patrol Boats for the Royal Australian Navy (SEA1445-1) and five Guardian-class Patrol Boats to the Department of Defence under the Pacific Patrol Boat Replacement Project (SEA3036-1). 24 Mar 22. Japan commissions first Mogami-class multirole frigate. The Japan Maritime Self-Defense Force (JMSDF) has commissioned its first Mogami-class multirole guided-missile frigate. The vessel, which has been named JS Kumano with pennant number 2, was commissioned on 22 March at shipbuilder Mitsubishi Heavy Industries’ (MHI’s) premises in Tamano City. The vessel was inducted on the same day that it was delivered to the JMSDF by MHI. The 132 m Mogami class was conceived to replace the JMSDF’s fleet of Abukuma-class frigates that have been in service since the late 1980s and early 1990s. While Kumano is the first vessel in the class to be commissioned, the programme’s first-of-class is Mogami, which was launched by MHI in 2021. Images that have emerged of both Kumano and Mogami indicate that the class has been designed with reduced cross-section features and minimal vertical surfaces. These features have likely been incorporated to reduce the frigates’ detectability in relation to radar-guided missiles and other platforms with active radars. (Source: Janes)
15 Mar 22. Vard transfers second Jan Mayen-class OPV to Norway. The second Jan Mayan-class offshore patrol vessel (OPV) on order for the Norwegian Coast Guard has arrived in Norway for outfitting, Vard Shipbuilding announced on 11 March. Bjørnøya is the second of three Jan Mayan-class vessels being built by Vard under a NOK5.2bn (USD607m) contract awarded in June 2018. The acquisition is one of the largest defence acquisitions ever made in the maritime sector in Norway. As per the terms of the contract, the ship hulls are being built at Vard’s Tulcea shipyard in Romania before being transferred to Vard’s Langsten yard in Tomrefjord, Norway, for outfitting and sea trials ahead of handover to the Norwegian Coast Guard. Under current planning Bjørnøya will be handed over to the Norwegian Defence Material Agency (NDMA) in 2023, Vard said. Meanwhile, first-of-class Jan Mayen was towed to Norway for outfitting in August 2021 and is on track to be delivered to the NDMA in the third quarter of 2022. 24 Mar 22. Switzerland to receive most F-35s from Italian plant. Switzerland is to receive the bulk of its Lockheed Martin F-35 Lightning II Joint Strike Fighter (JSF) aircraft from the Italian production plant in Cameri, the Federal Department of Defence, Civil Protection, and Sport (VBS) said on 24 March. The VBS announced that most of its F-35A aircraft will come from the final assembly and checkout (FACO) facility in Italy, with some coming from the Fort Worth production line in the United States, and perhaps others being built in Switzerland itself as part of an offset package for RUAG. 23 Mar 22. Brazil receives last modernised Skyhawk jet. The Brazilian Navy is in the process of receiving its seventh and final modernised Skyhawk fighter jet. The acceptance of the AF-1B jet, tail number N-1004, was initiated on 7 March and is expected to take three to four weeks, the navy told Janes on 21 March. Five AF-1 single-seat and two AF-1A twin-seat aircraft from Squadron Falcão based at the Naval Air Base of São Pedro da Aldeia were modernised to the AF-1B and AF-1C standard, respectively, since 2015. One AF-1B crashed in July 2016. Embraer was awarded a USD106m contract in April 2009 to modernise nine AF-1 and three AF-1A aircraft (formerly Kuwait’s A-4KU and TA-4KU fighters); however, the programme was later downsized. Brazil’s Skyhawk modernisation programme (sometimes called AF-1M) included overhauling the airframe and engine, as well as installing an AEL Sistemas glass cockpit, an ELTA Systems ELM-2032 radar, onboard oxygen-generation system, Rohde & Schwarz radios, navigation equipment, Elbit Systems radar warning receiver, and mission computer. 23 Mar 22. CH-53K passes operational test phase ahead of entry into service. The Sikorsky CH-53K King Stallion heavy-lift helicopter has passed the initial operational test and evaluation (IOT&E) phase of its development ahead of its entry into service in 2022. A Sikorsky representative noted on 22 March that the event occurred earlier in the month, saying the King Stallion is on track to be fielded operationally by the US Marine Corps (USMC) later in the year. NEWS IN BRIEFNews of the IOT&E milestone came two months after the USMC stood up Marine Heavy Helicopter Squadron (HMH) 461 as the type’s first operational unit on 15 January. 21 Mar 22. The Illinois Army National Guard in the US has obtained new UH-60V Black Hawk helicopters. According to a US Army statement, the helicopters were delivered to the 106th Aviation Regiment. 22 Mar 22. Retirement of ‘Bravo November‘ heralds transfer of older UK Chinooks. The retirement of ‘Bravo November’ earlier in March marked the start of the United Kingdom’s plan to swap out some of its earliest Chinook heavy-lift transport helicopters with newbuild platforms in the coming years. With the iconic ‘Bravo November’ delivered to the Royal Air Force (RAF) Museum in Cosford, the Ministry of Defence (MoD) told Janes on 21 March that it intends to withdraw a further eight of the oldest-model Chinooks it first received in 1981, with the introduction of 14 of the latest-model helicopters in the coming years. 22 Mar 22. For the first time ever, a Royal Marine has become Rear Admiral of the United Kingdom. Her Majesty the Queen has approved General Sir Gordon Messenger’s appointment in the role, which, according to the UK’s official public record, the London Gazette, dates back to 6 December 2021. Gen Messenger served as Vice Chief of the Defence Staff (VCDS) from 2016 until his retirement in 2019, with his military career also including deployments to Afghanistan and Iraq, where he held several commands. The First Sea Lord, Admiral Sir Ben Key, confirmed the appointment and paid tribute to Gen Messenger on Twitter, posting: “HM the Queen’s approval of Gen Sir Gordon Messenger as Rear Admiral of the United Kingdom marks the first time a Royal Marine has held the role. 24 Mar 22. Skill shortages are hindering Australia’s space industry. Skill shortages within Australia’s space industry may inhibit the sector from growing if nothing changes, several industry leaders say. Speaking at the Australian Space Summit on Thursday, Glenn Tindall, chief executive officer of Electro Optic Systems (EOS) Australia, a manufacturer of situational awareness technology, said the workforce must increase to reach the nation’s ambitions in space.
“If there’s one thing that will stop us getting to our $12 billion space economy, its workforce shortages,” he said.
A vital part of Australia’s civil space strategy over the next decade is to create 20,000 more jobs by 2030, and this is a large number to achieve. However, many skills in other sectors can be used in space.
“There’s lots of transferable skills from other industries,” Tindall said. “This creates the opportunity to have graduates moving from space into other sectors, and this will continue to improve things such as robotics and automation.”
Before the Australian Space Agency was born in 2018, the industry was small, and very little funding was being allocated to the sector.
Despite significant growth of start-up companies and investments since, the workforce shortage remains a key roadblock between attracting global customers and filling gaps in the supply chain.
Last year, a report headed by SmartSat Cooperative Research Centre (CRC) and the Australian Space Agency found that out of 319 skills used in Australia’s space industry, all but nine experienced some level of shortage.
An additional 86 were identified as skills requiring more attention due to imminent demand and insufficient training providers.
Josh Fitzmaurice, Azure Space Defence and Government lead at Microsoft said at the summit while some may not be directly in the space industry, there are many roles needed that can come from other similar sectors.
“You don’t need to be a space person to work in space and have come from a space background.”
However, the skill shortage remains only one of the growth barriers, as Australia’s space sector has also reigned an ongoing lack of collaboration between industry and academia, which leads to a lack of commercial translation.
Christina Larkin, an associate partner at accountancy firm EY, said at the summit that there is not enough crossover between the two, which is “fundamental” to a multidisciplinary industry.
She said that only around 10 per cent of Australian businesses collaborate with academia, which is “not enough” and believes “there is a lot” the nation should be doing to boost cooperation.

A new economic report published today outlines the huge value of the defence sector to UK jobs, businesses and exports.
- New economic report reinforces value of defence sector to the UK
- Thousands of organisations paid for defence work and 5,000 apprentices employed
- Over a fifth of defence procurement spending is with SMEs
The report has been published by the Joint Economic Data Hub (JEDHub), a collaborative initiative to improve understanding of the defence sector’s contribution to the UK economy and an important deliverable of the 2021 Defence and Security Industrial Strategy (DSIS).
Key stats in the report include:
- 10,000 – Organisations paid directly by the MOD globally in 2020/21
- 5,000 – Estimated apprentices employed in the UK defence sector
- $4.6 bn – Average of annual UK defence exports between 2016-2020

Based in the UK Defence Solutions Centre, the JEDHub is designed to provide better, consistent and impartial data to help inform decision-making processes. The JEDHub is supported by government, industry and academia. Fresh insights from the report include:
- 37% – Number of the surveyed jobs supported by overseas sales, showing the contribution of defence exports to sustaining jobs in the UK
- 4.6% – Increase in graduate and apprenticeships entrants into surveyed companies from 2019 to 2020
- £45,000 – Average full-time salary for surveyed defence roles, over 16% higher than the UK mean average annual full-time salary in 2020

Apprenticeships
The defence sector continues to invest in developing highly skilled careers for the future, with the report including an estimate from ADS of 5,000 apprentices in employment in the UK defence sector in 2020. The JEDHUB survey also covers recruitment of apprentices and graduate trainees and that figure shows growth of 4.6% from the previous year.
Small businesses
The report follows the recently refreshed SME Action Plan – designed to further improve engagement with Small and Medium Sized Enterprises, focusing on procurement models that are easier to navigate, a recognition of the role the MOD and its major suppliers play in supporting the whole of the defence supply chain and understanding how best to support innovation and exports for UK suppliers.
The latest data shows the MOD spent £1.1bn directly with SMEs in 2019/20 and a further £3.4bn indirectly through the supply chain. This accounts for 21.3% of procurement spend that year and shows procurement spending with SMEs continues to grow, with the intention of procurement spending with SMEs reaching 25% by 2022.
Research & Development
Research and development (R&D) is central to our Armed Forces being able to stay ahead of our adversaries for combating future threats. The JEDHub report shows the MOD spent £1 bn on R&D in 2019/2020 noting that UK Research and Innovation estimates every £1 of public R&D investment generates around £7 of benefit to the UK. Over the past five years industry’s own private investment in UK R&D has also grown, by 8.9% across 2015-2019 to £464m.
JEDHub next steps
The JEDHub’s report is an important deliverable of the 2021 Defence and Security Industrial Strategy, building on the Dunne Report which highlighted the crucial contribution of the defence sector to UK prosperity.

Since his retirement from active duty, he joined The Boeing Company and quickly advanced through a variety of strategic positions to the role of CEO of Argon ST, a specialist in systems engineering and manufacturer of a variety of communications and intelligence technologies for surface ships, submarines and aircraft. A graduate of the U.S. Naval Academy, he holds a B.S. in Engineering and M.S. in Mechanical Engineering from the Naval Postgraduate School.
