17 Feb 22. Work starts on second phase of Nigerian Super Tucano base. The ground-breaking ceremony for the second phase of the infrastructure project for Nigeria’s new A-29 Super Tucano light attack aircraft at Kainji Air Base was held on 15 February, the US embassy in Abuja announced on the following day. It said the USD38m project will build sunshades for the aircraft, munitions storage and assembly areas, and a flight simulator annex. The US Army Corps of Engineers (USACE) is overseeing the work. The embassy added that the USD500 million programme to deliver 12 Super Tucanos, training, and infrastructure to Nigeria is the largest ever US Foreign Military Sales case in Sub-Saharan Africa and demonstrates the USACE’s ability to use its expertise to build partner capacity. 17 Feb 22. Project Hotel survey vessel to be delivered in 2023. Sandock Austral Shipyards will deliver the South African Navy’s new hydrographic survey vessel (HSV) in April next year as part of the larger Project Hotel that is seeing the renewal of the Navy’s hydrographic survey capabilities. Armscor, in a presentation to the Portfolio Committee on Defence and Military Veterans (PCDMV) on Wednesday, confirmed the April 2023 delivery date of the HSV (pennant number A187). Sandock Austral has completed the hull and equipment installation has commenced. Once the vessel is delivered, it will take over the hydrographic survey function currently executed by the ageing SAS Protea, which is nearly 50 years old. The SAS Protea will thereafter be retained for a training role only. Sandock Austral cut the first steel for the Vard Marine 9 105 design in November 2018. The 95 metre long ice-strengthened vessel will have a 10 000 nautical mile range and top speed of 18 knots. The new vessel is the major component of Project Hotel which will see the SAN hydrographic office – and the maritime service of the SA National Defence Force (SANDF) – also acquire a pair of fully integrated inshore survey motorboats, a sea boat and a reserve inshore survey motorboat. Upgrading of the SAN hydrographic office is a further part of Project Hotel which also has integration of a SA Air Force (SAAF) Super Lynx 300 maritime helicopter, operated by 22 Squadron, onto the new hydrographic survey vessel.
The Navy’s Hydrographic Office is 99% complete and has been handed over, Armscor said. Other progress on Project Hotel has seen the first survey motor boat (SMB1) handed over, and operational training and evaluation will now commence. The two other survey motor boats will be placed into preservation and delivered with the hydrographic survey vessel. The survey motor boats, supplied by Veecraft, are able to undertake bathymetric surveys within a depth range of 2 to 100 metres, and bottom object investigations/searches from 2 to 100 metres. Bottom type sampling and classification is from 2 to 50 metres. The boats can also undertake harbour and harbour approach surveys as well as limited search and rescue operations, and safety boat duties. The vessel’s advanced survey equipment includes multi and single beam echo-sounders as well as side-scan sonar and a seabed sampler to recover material from the seafloor and underlying sub-strata for detailed analytical and testing purposes. Sea acceptance trials have been completed for the sea boat, and it will be placed into preservation and delivered along with the hydrographic survey vessel. According to Armscor, Project Hotel is fully funded and represents a low financial risk. The project has a total cost of R2.7bn, including VAT, escalation etc., of which R1.79bn has been paid to date. Annual operating and maintenance costs are estimated at R50m. 17 Feb 22. Admiralty Shipyards cuts steel for two more Lada-class SSKs. Admiralty Shipyards has begun the manufacture of the fourth and fifth Project 677 Lada-class diesel-electric submarines (SSK) for the Russian Navy. In a 14 February announcement, the shipbuilder said that steel cutting for both submarines was under way at its yard in St Petersburg. The two boats are being built under a contract awarded to Admiralty Shipyards in June 2019. A sixth boat is planned under an additional contract awarded in August 2020. Meanwhile, the shipyard said that progress is being made on Kronshtadt (B-586), the second boat under construction. Following its launch in September 2018, Kronshtadt is being prepared for its second phase of factory sea trials, Admiralty Shipyard added. During the first phase, it successfully conducted high-speed and manoeuvring tests. Construction also continues on the third boat, Velikiy Luki (ex-Sevastopol : B-587), which was laid down in 2006. 16 Feb 22. First Project Biro vessel to be handed over next month. The first multi-mission offshore patrol vessel (MMIPV) being acquired for the South African Navy is currently undergoing sea trials and will be handed over in late March. This is according to Armscor, which gave an update on Projects Biro and Hotel to the Portfolio Committee on Defence and Military Veterans (PCDMV) on Wednesday. Armscor said Damen Shipyards Cape Town (DSCT) was contracted in January 2018 to deliver three Biro vessels, with the first (P1571) to be handed over to the Navy in March this year, followed by P1572 in June 2023 and P1573 in September 2024. Deliveries were originally scheduled to start from mid-2021 – the first keel was laid in February 2019. SAS Sekhukhune (P1571) has concluded most of her sea trials and, according to Armscor, exceeded specified performance. Sea trials would have concluded earlier, but were delayed by international travel bans due to the COVID-19 pandemic. Final crew training has commenced and will be completed in March – the vessel is due to be handed over to the SA Navy on 24 March.
The hull of P1572 (SAS Adam Kok) is 75% complete and 33 of 46 main equipment factory acceptance tests have been completed successfully. Fabrication is underway of eight of the 21 sections that make up the third vessel (SAS Shaka), and a quarter of factory acceptance tests have been completed.
Armscor noted that the initial delivery dates were amended to cater for delays due to the COVID-19 pandemic and a request from the SA Navy to conduct final crew training at the contractor’s premises rather than Navy facilities as initially contracted.
Given the current vessel construction status, Armscor expects that the second and third vessels will be delivered ahead of the revised schedule. “Risk of further delays is considered low and are not foreseen,” Armscor stated, adding that sufficient funding has been availed to complete the project.
Regarding maintenance, the first batch of spares has been ordered and deliveries are underway. It will cost an estimated R80m a year to operate and maintain the three MMIPVs.
Armscor has an option to order additional inshore patrol vessels from DSCT at the same price as the first three were bought for; the option has been extended to 11 July 2022. The vessels were purchased for R2.4bn, but adding VAT, escalation and other costs, Project Biro works out to R3.6bn. To date, R2bn has been paid over. DSCT is supplying its 62×11 metre Stan Patrol 6211 vessels, which have a maximum speed of 26.5 knots, a range of 4 000 nautical miles, endurance of 14 days, and a crew of up to 62 (core crew is 40). Combat equipment will include a combat management system, radar, forward gun position and heavy machinegun positions. Reutech is supplying 20 mm Super Sea Rogue turrets, as well as RTS 3200 Optronics Radar Tracker (FORT) systems and communications systems. The vessels will each carry one 7 metre long RHIB and one 9 metre long RHIB for boarding operations. Container fittings on the aft deck will be available for fastening on mission equipment. 15 Feb 22. Turkish Navy’s Preveze-class submarine completes sea acceptance trials. SBB also approved the project’s critical design phase, marking its completion. The Turkish Navy’s Preveze-class submarine mid-life modernisation project (Preveze-YÖM) has reached a new milestone.
The sea acceptance trials of the inertial navigation system, CTD probes, chilled water system and static inverters have been concluded as part of the project, which is being completed under the guidance of the Presidency of Defence Industries (SSB). These trials were performed before the completion of the design stages as per the contract.
SBB also approved the project’s critical design phase.
Meanwhile, the Turkish Navy worked on the completion of the platform incorporation of the MÜREN combat management system.
The Preveze-Class Submarines Mid-Life Modernisation Project (PMMP) includes the upgrade of four Preveze-class submarines, TCG Preveze (S-353), TCG Sakarya (S-354), TCG 18 Mart (S-355) and TCG Anafartalar (S-356).
Upgrade work is being performed by STM-ASELSAN-HAVELSAN, in collaboration with ASFAT. Under this upgrade project, inertial navigation system, salinity-depth-density measurement system, floating antenna, satellite communication mast, assault and navigation periscope system will be acquired by SBB. 15 Feb 22. Royal Navy’s fifth Astute-class submarine conducts first trim dive. The first four vessels, HMS Astute, HMS Artful, HMS Ambush and HMS Audacious, are already in service. The British Royal Navy’s fifth Astute-class nuclear submarine, Anson, has concluded its initial trim dive at Devonshire Dock in England. As part of the operation, the 7,400t, 97m-long Anson completely submerged under the water. During the trim dive, the crew carried out trials of on-board systems to confirm the submarine’s stability and safety.
Anson commanding officer commander David ‘Bing’ Crosby said: “The trim and basin dive is a key step in the commissioning of HMS Anson. This period will enable us to set the boat’s internal weight, prove her water-tight integrity, test sensors and put some of our systems through their tests ahead of sailing for the first time.
“All involved should be very proud. The entire enterprise has again come together to achieve this evolution safely and on time, which is clear evidence of our joint approach and demonstrates what we can achieve when we all pull together.”
In April last year, BAE Systems launched Anson at its Barrow-in-Furness site in Cumbria.
The company is under contract to build a total of seven Astute-class boats for the service.
A trim dive includes numerous tests that to verify and set up the vessel’s accurate weight and centre of gravity.
During the exercise, over 60 crew members were on board.
Tonnes of ballast were taken aboard to test the vessel’s stability as part of the exercise.
BAE Systems Submarines Astute programme director John Moorby said: “The successful trim dive of Anson is a significant milestone in the submarine’s test and commissioning phase. It demonstrates the continued successful collaboration between BAE Systems, the Submarines Enterprise, and our suppliers on delivering this national endeavour for the UK Royal Navy.”

17 Feb 22. Bell launches 407M light attack helo. Bell has revealed its latest version of the armed 407 helicopter, showcasing the 407M at the IQPC International Military Helicopter conference in London.
Speaking to Janes on 16 February, Joel Best, director of EUMECAA global sales and strategy, said that the 407M builds on the 407GT that was first launched in 2013, with “a much more capable HMI [Human-Machine Interface] – moving from largely analogue to digital, and upgraded weapons including APKWS [Advanced Precision Kill Weapon System] guided rockets”. 16 Feb 22. MDHI begins Cayuse Warrior + development. MD Helicopters, Inc (MDHI) has begun development of an improved variant of its MD 530F Cayuse Warrior light attack rotorcraft, to be named Cayuse Warrior +.
A company spokesperson told Janes on 16 February that work on the enhanced version of the ‘Little Bird’ helicopter had just been launched, noting that it will largely feature improvements to the weapons package alongside changes to the configuration and systems.
“We are going through the development meetings right now”, Jason Lindauer, vice-president of Military and Commercial Sales for MDHI, said at the IQPC International Helicopter conference in London.

15 Feb 22. USMC activates new 3rd LAAB Littoral Anti-Air Battalion unit. The new unit is not expected to be completely operational for several years. The US Marine Corps (USMC) Base Hawaii has held the administrative activation ceremony of its new Littoral Anti-Air Battalion (LAAB). Called 3rd LAAB, the new unit represents one of the first efforts in the Marine Corps’ Force Design 2030 modernisation plan. This unit will become completely operational over next several years. Until then, it will take over the management of current facilities and equipment. The 2nd Battalion, 3rd Marine Regiment, which was recently deactivated, was overseeing the management. Activation will support wargaming and experimentation for refining unit requirements and employment concepts to reach the Marine Corps’ Force Design modernisation objectives. The 3rd LAAB has been designed to function as a subordinate unit to the upcoming third Marine Littoral Regiment (3rd MLR). Currently, the details of how the LAAB will run are being developed. 14 Feb 22. Singapore expands range of operations with new H225M helicopters. The Republic of Singapore Air Force (RSAF) has expanded the range of rotary-wing operations it can undertake as the service begins to phase-in its new H225M medium-lift helicopters. The aircraft type was ordered by Singapore’s Ministry of Defence (MINDEF) under a contract signed with Airbus Helicopters in 2016 to replace the RSAF’s ageing fleet of AS332M Super Pumas, which have been in service since 1983. Delivery of the first H225M took place in March 2021. Since then, the RSAF has taken delivery of at least three more airframes, as noted by Janes during a media event at Sembawang Air Base on 11 February. 11 Feb 22. UK MoD names first nuclear submarine to be dismantled. HMS Valiant is waiting for dismantling along with 12 other submarines at Devonport Dockyard in Plymouth. The UK Ministry of Defence (MOD) has revealed that HMS Valiant will be the first nuclear-powered submarine in Devonport to undergo dismantling. The confirmation follows a campaign by Plymouth, Sutton and Devonport Member of Parliament (MP) Luke Pollard.
The MOD’s Submarine Delivery Agency (SDA) is responsible for dismantling 27 nuclear submarines, of which seven are currently operational while the remaining 20 are decommissioned and left the Royal Navy service.
In 2013, the Submarine Dismantling Project (SDP) was approved. The ministry has not yet disposed of any of the 20 submarines it has decommissioned.
At present, Devonport dockyard in Plymouth has 13 out-of-service nuclear submarines stored safely and securely while the Rosyth dockyard in Fife has seven vessels.
According to a 2019 investigation by the National Audit Office into submarine defueling and dismantling, the MOD has spent an estimated £0.5bn since 1980 on storing and maintaining its retired vessels.
In a statement, MP Luke Pollard noted that storing up of the vessels cost “£30m a year to the taxpayer”.
The UK Government has not provided any clarity on the dates when dismantling will begin.
Last month, Defence minister Jeremy Quin told Plymouth Sutton and Devonport Labour MP Luke Pollard in the House of Commons: “A demonstrator submarine is being used to define and refine the dismantling process now taking place at Rosyth Dockyard.
“As that programme of work progresses, the outcomes will provide more certainty on the dates when dismantling of the Devonport-based submarines will start.”
HMS Valiant was launched on 3 December 1963. It was commissioned into service on 18 July 1966 and decommissioned from active service in 1994.

The Ministry of Defence Police (MDP) has announced the appointment of Melanie Dales, into a new Assistant Chief Constable, Nuclear and Marine role, pending the retirement of ACC Dave Long at the beginning of March, after 37 years’ service with the Force. The MDP has recently stood up a new organisational structure and this includes a reset of the Assistant Chief Constable portfolios. The ACC Nuclear and Marine post holds responsibility for the specialist MDP teams that form part of the protective security arrangements for the Continuous at Sea Nuclear Deterrent and all MDP Marine Units, representing the largest marine policing capability in the UK. 14 Feb 22. Dr Paul Hollinshead OBE today takes the reins of Dstl, the science inside UK defence and security. Paul has led complex large science and technology programmes in the defence and civil sector for more than 20 years. He joins Dstl from the Defence Nuclear Organisation where he was director warhead. Paul started his UK Government career at Dstl’s predecessor the Chemical Defence Establishment, Porton Down, as a higher scientific officer 34 years ago. He replaces Doug Umbers who has been interim chief executive since Gary Aitkenhead left the organisation in April last year. Doug returns to his role as Dstl Chief Operating Officer. 14 Feb 22. Secretary of Defense Lloyd Austin has appointed Dr. Eric D. Evans as the chair of the Defense Science Board, and he was sworn-in today. Dr. Evans is the Director of Massachusetts Institute of Technology (MIT) Lincoln Laboratory, a multidisciplinary federally funded research and development center that focuses on advanced technology development and system prototyping for national security needs. Throughout his career, Dr. Evans has been involved in research and development related to radar technology, advanced signal processing, and air and missile defense. From 2012 through 2018, he was the Chair of the Board for the National GEM Consortium supporting graduate science, technology, engineering & mathematics (STEM) education for underrepresented minorities. He is a Fellow of the Institute of Electrical and Electronics Engineers, a Fellow of the American Institute of Aeronautics and Astronautics, and a member of the National Academy of Engineering. He holds bachelor’s, master’s and doctor of philosophy degrees in electrical engineering from The Ohio State University.

The Royal Australian Air Force (RAAF) has appointed Air Commodore Nathan Christie as the new commander of the Surveillance and Response Group. Air Commodore Christie replaces Air Commodore Nick Osborne who handed over responsibilities during a ceremony in the No. 2 Squadron precinct of RAAF Base Williamtown. 17 Feb 22. Major investment programme fuels continuing increase in student numbers at ETPS. Eleven nationalities feature in School’s 2022 training programme. Despite the pandemic challenges of the last twelve months, December saw a successful close to the 2021 ETPS course programme with over 90 students from around the globe graduating from long and short courses throughout the year. Such a strong performance follows multi-year investment of £69m since 2017 in ETPS facilities as part of QinetiQ’s Long Term Partnering Agreement (LTPA) with the Ministry of Defence. The Test Aircrew Training modernisation programme has significantly improved the operational capacity and service capabilities for customers and ensured the training school remains at the forefront of flight test training.
“Our objective is always to develop the skills and expertise of talented pilots, engineers and aircrew to safely deliver significant strategic advantage and real commercial value to their current and future organisations,” commented ETPS Commanding Officer Steve Moseley, Royal Navy. “Despite the disruption of a global pandemic, we were delighted our student cohort of 2021 were able to complete their courses, using our unique digital learning management system and state-of-the-art aircraft fleet, to graduate with fixed wing, rotary wing and engineer qualifications.”
And 2022 is looking even stronger for ETPS – the world’s longest-established flight test training school. A new contract with the Republic of Singapore Air Force (RSAF) is the latest contract to be secured by ETPS and follows another year of sustained investment in new systems-rich aircraft and new training initiatives, with eleven different nationalities already confirmed for the 2022 training courses at the school.
“We’re delighted that students from so many different countries will be reaping the benefits of our substantial investment in new facilities, flying assets and teaching systems through 2022,” says Col Rae, Head of Training at ETPS. “Demand for our courses from overseas Governments is continuing to increase which is adding further value to the ETPS training experience. The diversity of the 2022 cohort, for example, enables students to learn from and capitalise on each other’s experiences within a dynamic and inspirational learning environment. It also provides a clear demonstration of the school’s global stature and our commitment to maximise return on investment for our shareholders.”
The RSAF is one of many overseas customers that benefit from the extensive range of training courses delivered by ETPS to optimise the operational effectiveness of aircraft and flight test programmes for both military and civilian customers. The new contract is focussed on Class A Military Rotary Wing Test Pilot training, although the RSAF has previously also taken full advantage of the ETPS training courses for Flight Test Engineers since its first engagement with the school in 2015. ETPS contracts with overseas customers for delivery in 2022 includes students from Australia, Switzerland, the Netherlands, Turkey, Sweden, Finland, Germany and now Singapore, as well as RAF and Royal Navy students and exchange students from France and the USA.
The investment in ETPS has enabled the school to introduce new technologies and resources to ensure it continues to provide the capabilities and agility to meet increasingly diverse and complex training requirements for customers in both the military and civilian sectors. As well as the very latest Flight Test Instrumentation technologies and cutting-edge learning tools, the modern aircraft available for ETPS students features both large and small fixed wing aircraft as well as a fleet of rotary wing aircraft that includes the recent addition of three new helicopters. Such investments are providing talented pilots, engineers and aircrew with access to the most advanced and systems-rich resources of any test pilot school.
Delivered by QinetiQ and based at MoD Boscombe Down in Wiltshire, ETPS offers an extensive range of modular courses for Test Pilots, Flight Test Engineers, Systems Test and Evaluator Aircrew covering experimental, development and systems testing. All of the fixed wing and rotary wing courses have been structured to provide flight test professionals with the skills and competencies required to safely and effectively conduct all forms of test flying, including civil certification and military release to service programmes. Every aircraft within the ETPS fleet has been extensively modified with the latest flight test instrumentation to create ‘flying classrooms’ that meet both military and civil requirements to provide students with the skills, insight and know-how to meet future career challenges with both confidence and assurance.
16 Feb 22. Airbus and Singapore’s Institute of Technical Education reaffirm commitment to developing local aerospace talent. Airbus, together with the Institute of Technical Education (ITE) of Singapore have signed two agreements that will see both parties expand their collaboration in the area of aerospace training. The first is a Memorandum of Understanding, in which Airbus will support ITE in developing future generations of engineers and mechanics in accordance with the aviation industry’s standards. This will be achieved through the enhancement of ITE’s training programme and curriculum to meet the aircraft manufacturer’s standards and better address the needs of new generation aircraft such as Airbus’ A350. Under the agreement, Airbus will work with ITE to augment their basic maintenance training curriculum by co-developing composite structure repair training and extending instructors’ competencies.
In addition Testia, an Airbus company, will support ITE in developing Non Destructive Testing capability for their education curriculum. This includes the development of practical sessions and group projects, as well organising technology talks for students, in line with the latest industry trends.
“As the aviation industry undergoes transformation, it has become paramount for us to equip our students with the knowledge and skills for new materials and maintenance standards. The partnership with aviation leader, Airbus, as well as Testia, will enhance the training programmes at ITE to equip aviation professionals with relevant skills. 11 Feb 22. Raytheon says it is a ‘target’ of a DOJ probe into industry hiring practices. Raytheon Technologies Corp (RTX.N) said it is a target of a U.S. Department of Justice investigation into hiring practices in the aerospace industry, the U.S. aerospace and defense firm said in a filing on Friday. No criminal charge has been filed against the company or its affiliates, the company added. Raytheon had received a subpoena in late 2019 focused on alleged hiring restrictions between Pratt & Whitney, a subsidiary of Raytheon, and some of its suppliers of outsourced engineering services. It also included requests regarding Collins Aerospace. A former Pratt & Whitney employee and some other employees of outsourced engineering suppliers were charged in December for restricting the hiring and recruiting of engineers and skilled laborers in a way that violated antitrust laws.

Admiral Mike Rogers retired from the Navy in 2018 following a 37-year career and after rising to the rank of four-star admiral. He culminated his career serving simultaneous positions as Commander, U.S. Cyber Command and Director, National Security Agency – creating the DOD’s then newest warfighting organization and leading the U.S. government’s largest intelligence organization. In those roles, he worked extensively with U.S. government leadership, the DOD, and the U.S. Intelligence Community as well as their international counterparts in the conduct of cyber and intelligence activities across the globe.
Admiral Paul F. Zukunft served as the 25th Commandant of the Coast Guard from 2014 until 2018. During his tenure as Commandant, the Coast Guard attained its highest appropriation in history to modernize its fleet and upgrade its infrastructure. His 41 years of active-duty service and 8 commands included three Coast Guard cutters that spanned the globe and upheld the gold standard for promoting maritime safety and security. 17 Feb 22. Work starts on second phase of Nigerian Super Tucano base. The ground-breaking ceremony for the second phase of the infrastructure project for Nigeria’s new A-29 Super Tucano light attack aircraft at Kainji Air Base was held on 15 February, the US embassy in Abuja announced on the following day. It said the USD38m project will build sunshades for the aircraft, munitions storage and assembly areas, and a flight simulator annex. The US Army Corps of Engineers (USACE) is overseeing the work. The embassy added that the USD500 million programme to deliver 12 Super Tucanos, training, and infrastructure to Nigeria is the largest ever US Foreign Military Sales case in Sub-Saharan Africa and demonstrates the USACE’s ability to use its expertise to build partner capacity. 17 Feb 22. Project Hotel survey vessel to be delivered in 2023.
Sandock Austral Shipyards will deliver the South African Navy’s new hydrographic survey vessel (HSV) in April next year as part of the larger Project Hotel that is seeing the renewal of the Navy’s hydrographic survey capabilities. Armscor, in a presentation to the Portfolio Committee on Defence and Military Veterans (PCDMV) on Wednesday, confirmed the April 2023 delivery date of the HSV (pennant number A187). Sandock Austral has completed the hull and equipment installation has commenced. Once the vessel is delivered, it will take over the hydrographic survey function currently executed by the ageing SAS Protea, which is nearly 50 years old. The SAS Protea will thereafter be retained for a training role only. Sandock Austral cut the first steel for the Vard Marine 9 105 design in November 2018. The 95 metre long ice-strengthened vessel will have a 10 000 nautical mile range and top speed of 18 knots. The new vessel is the major component of Project Hotel which will see the SAN hydrographic office – and the maritime service of the SA National Defence Force (SANDF) – also acquire a pair of fully integrated inshore survey motorboats, a sea boat and a reserve inshore survey motorboat. Upgrading of the SAN hydrographic office is a further part of Project Hotel which also has integration of a SA Air Force (SAAF) Super Lynx 300 maritime helicopter, operated by 22 Squadron, onto the new hydrographic survey vessel.
The Navy’s Hydrographic Office is 99% complete and has been handed over, Armscor said. Other progress on Project Hotel has seen the first survey motor boat (SMB1) handed over, and operational training and evaluation will now commence. The two other survey motor boats will be placed into preservation and delivered with the hydrographic survey vessel.
The survey motor boats, supplied by Veecraft, are able to undertake bathymetric surveys within a depth range of 2 to 100 metres, and bottom object investigations/searches from 2 to 100 metres. Bottom type sampling and classification is from 2 to 50 metres. The boats can also undertake harbour and harbour approach surveys as well as limited search and rescue operations, and safety boat duties. The vessel’s advanced survey equipment includes multi and single beam echo-sounders as well as side-scan sonar and a seabed sampler to recover material from the seafloor and underlying sub-strata for detailed analytical and testing purposes. Sea acceptance trials have been completed for the sea boat, and it will be placed into preservation and delivered along with the hydrographic survey vessel. According to Armscor, Project Hotel is fully funded and represents a low financial risk. 17 Feb 22. Admiralty Shipyards cuts steel for two more Lada-class SSKs. Admiralty Shipyards has begun the manufacture of the fourth and fifth Project 677 Lada-class diesel-electric submarines (SSK) for the Russian Navy. In a 14 February announcement, the shipbuilder said that steel cutting for both submarines was under way at its yard in St Petersburg.
The two boats are being built under a contract awarded to Admiralty Shipyards in June 2019. A sixth boat is planned under an additional contract awarded in August 2020. Meanwhile, the shipyard said that progress is being made on Kronshtadt (B-586), the second boat under construction. Following its launch in September 2018, Kronshtadt is being prepared for its second phase of factory sea trials, Admiralty Shipyard added. During the first phase, it successfully conducted high-speed and manoeuvring tests. Construction also continues on the third boat, Velikiy Luki (ex-Sevastopol : B-587), which was laid down in 2006. 16 Feb 22. First Project Biro vessel to be handed over next month. The first multi-mission offshore patrol vessel (MMIPV) being acquired for the South African Navy is currently undergoing sea trials and will be handed over in late March. This is according to Armscor, which gave an update on Projects Biro and Hotel to the Portfolio Committee on Defence and Military Veterans (PCDMV) on Wednesday.
Armscor said Damen Shipyards Cape Town (DSCT) was contracted in January 2018 to deliver three Biro vessels, with the first (P1571) to be handed over to the Navy in March this year, followed by P1572 in June 2023 and P1573 in September 2024. Deliveries were originally scheduled to start from mid-2021 – the first keel was laid in February 2019.
SAS Sekhukhune (P1571) has concluded most of her sea trials and, according to Armscor, exceeded specified performance. Sea trials would have concluded earlier, but were delayed by international travel bans due to the COVID-19 pandemic. Final crew training has commenced and will be completed in March – the vessel is due to be handed over to the SA Navy on 24 March.
The hull of P1572 (SAS Adam Kok) is 75% complete and 33 of 46 main equipment factory acceptance tests have been completed successfully. Fabrication is underway of eight of the 21 sections that make up the third vessel (SAS Shaka), and a quarter of factory acceptance tests have been completed.
Armscor noted that the initial delivery dates were amended to cater for delays due to the COVID-19 pandemic and a request from the SA Navy to conduct final crew training at the contractor’s premises rather than Navy facilities as initially contracted.
Given the current vessel construction status, Armscor expects that the second and third vessels will be delivered ahead of the revised schedule. “Risk of further delays is considered low and are not foreseen,” Armscor stated, adding that sufficient funding has been availed to complete the project.
Regarding maintenance, the first batch of spares has been ordered and deliveries are underway. It will cost an estimated R80m a year to operate and maintain the three MMIPVs.
Armscor has an option to order additional inshore patrol vessels from DSCT at the same price as the first three were bought for; the option has been extended to 11 July 2022. The vessels were purchased for R2.4bn, but adding VAT, escalation and other costs, Project Biro works out to R3.6bn. To date, R2bn has been paid over.
DSCT is supplying its 62×11 metre Stan Patrol 6211 vessels, which have a maximum speed of 26.5 knots, a range of 4 000 nautical miles, endurance of 14 days, and a crew of up to 62 (core crew is 40). Combat equipment will include a combat management system, radar, forward gun position and heavy machinegun positions. Reutech is supplying 20 mm Super Sea Rogue turrets, as well as RTS 3200 Optronics Radar Tracker (FORT) systems and communications systems.

15 Feb 22. Turkish Navy’s Preveze-class submarine completes sea acceptance trials. SBB also approved the project’s critical design phase, marking its completion. The Turkish Navy’s Preveze-class submarine mid-life modernisation project (Preveze-YÖM) has reached a new milestone.
The sea acceptance trials of the inertial navigation system, CTD probes, chilled water system and static inverters have been concluded as part of the project, which is being completed under the guidance of the Presidency of Defence Industries (SSB). These trials were performed before the completion of the design stages as per the contract.
SBB also approved the project’s critical design phase.
Meanwhile, the Turkish Navy worked on the completion of the platform incorporation of the MÜREN combat management system.
The Preveze-Class Submarines Mid-Life Modernisation Project (PMMP) includes the upgrade of four Preveze-class submarines, TCG Preveze (S-353), TCG Sakarya (S-354), TCG 18 Mart (S-355) and TCG Anafartalar (S-356).
Upgrade work is being performed by STM-ASELSAN-HAVELSAN, in collaboration with ASFAT. Under this upgrade project, inertial navigation system, salinity-depth-density measurement system, floating antenna, satellite communication mast, assault and navigation periscope system will be acquired by SBB. 15 Feb 22. Royal Navy’s fifth Astute-class submarine conducts first trim dive. The first four vessels, HMS Astute, HMS Artful, HMS Ambush and HMS Audacious, are already in service. The British Royal Navy’s fifth Astute-class nuclear submarine, Anson, has concluded its initial trim dive at Devonshire Dock in England. As part of the operation, the 7,400t, 97m-long Anson completely submerged under the water. During the trim dive, the crew carried out trials of on-board systems to confirm the submarine’s stability and safety.
Anson commanding officer commander David ‘Bing’ Crosby said: “The trim and basin dive is a key step in the commissioning of HMS Anson. This period will enable us to set the boat’s internal weight, prove her water-tight integrity, test sensors and put some of our systems through their tests ahead of sailing for the first time.
“All involved should be very proud. The entire enterprise has again come together to achieve this evolution safely and on time, which is clear evidence of our joint approach and demonstrates what we can achieve when we all pull together.”
In April last year, BAE Systems launched Anson at its Barrow-in-Furness site in Cumbria.
The company is under contract to build a total of seven Astute-class boats for the service.
A trim dive includes numerous tests that to verify and set up the vessel’s accurate weight and centre of gravity.
During the exercise, over 60 crew members were on board.
Tonnes of ballast were taken aboard to test the vessel’s stability as part of the exercise.
BAE Systems Submarines Astute programme director John Moorby said: “The successful trim dive of Anson is a significant milestone in the submarine’s test and commissioning phase. It demonstrates the continued successful collaboration between BAE Systems, the Submarines Enterprise, and our suppliers on delivering this national endeavour for the UK Royal Navy.”
HMS Astute, HMS Artful, HMS Ambush and HMS Audacious are the first four vessels that are already in service.
Agamemnon and Agincourt, the sixth and seventh Astute boats, are at different construction phases at the Barrow shipyard.

17 Feb 22. Bell launches 407M light attack helo. Bell has revealed its latest version of the armed 407 helicopter, showcasing the 407M at the IQPC International Military Helicopter conference in London.
Speaking to Janes on 16 February, Joel Best, director of EUMECAA global sales and strategy, said that the 407M builds on the 407GT that was first launched in 2013, with “a much more capable HMI [Human-Machine Interface] – moving from largely analogue to digital, and upgraded weapons including APKWS [Advanced Precision Kill Weapon System] guided rockets”. 16 Feb 22. MDHI begins Cayuse Warrior + development. MD Helicopters, Inc (MDHI) has begun development of an improved variant of its MD 530F Cayuse Warrior light attack rotorcraft, to be named Cayuse Warrior +.
A company spokesperson told Janes on 16 February that work on the enhanced version of the ‘Little Bird’ helicopter had just been launched, noting that it will largely feature improvements to the weapons package alongside changes to the configuration and systems.
“We are going through the development meetings right now”, Jason Lindauer, vice-president of Military and Commercial Sales for MDHI, said at the IQPC International Helicopter conference in London.

15 Feb 22. USMC activates new 3rd LAAB Littoral Anti-Air Battalion unit. The new unit is not expected to be completely operational for several years. The US Marine Corps (USMC) Base Hawaii has held the administrative activation ceremony of its new Littoral Anti-Air Battalion (LAAB). Called 3rd LAAB, the new unit represents one of the first efforts in the Marine Corps’ Force Design 2030 modernisation plan. This unit will become completely operational over next several years. Until then, it will take over the management of current facilities and equipment. The 2nd Battalion, 3rd Marine Regiment, which was recently deactivated, was overseeing the management. Activation will support wargaming and experimentation for refining unit requirements and employment concepts to reach the Marine Corps’ Force Design modernisation objectives. The 3rd LAAB has been designed to function as a subordinate unit to the upcoming third Marine Littoral Regiment (3rd MLR). Currently, the details of how the LAAB will run are being developed. 14 Feb 22. Singapore expands range of operations with new H225M helicopters. The Republic of Singapore Air Force (RSAF) has expanded the range of rotary-wing operations it can undertake as the service begins to phase-in its new H225M medium-lift helicopters. The aircraft type was ordered by Singapore’s Ministry of Defence (MINDEF) under a contract signed with Airbus Helicopters in 2016 to replace the RSAF’s ageing fleet of AS332M Super Pumas, which have been in service since 1983. Delivery of the first H225M took place in March 2021. Since then, the RSAF has taken delivery of at least three more airframes, as noted by Janes during a media event at Sembawang Air Base on 11 February. 11 Feb 22. UK MOD names first nuclear submarine to be dismantled. HMS Valiant is waiting for dismantling along with 12 other submarines at Devonport Dockyard in Plymouth. The UK Ministry of Defence (MOD) has revealed that HMS Valiant will be the first nuclear-powered submarine in Devonport to undergo dismantling. The confirmation follows a campaign by Plymouth, Sutton and Devonport Member of Parliament (MP) Luke Pollard.
The MOD’s Submarine Delivery Agency (SDA) is responsible for dismantling 27 nuclear submarines, of which seven are currently operational while the remaining 20 are decommissioned and left the Royal Navy service.
In 2013, the Submarine Dismantling Project (SDP) was approved. The ministry has not yet disposed of any of the 20 submarines it has decommissioned.
At present, Devonport dockyard in Plymouth has 13 out-of-service nuclear submarines stored safely and securely while the Rosyth dockyard in Fife has seven vessels.
According to a 2019 investigation by the National Audit Office into submarine defueling and dismantling, the MOD has spent an estimated £0.5bn since 1980 on storing and maintaining its retired vessels.
In a statement, MP Luke Pollard noted that storing up of the vessels cost “£30m a year to the taxpayer”.
The UK Government has not provided any clarity on the dates when dismantling will begin.
Last month, Defence minister Jeremy Quin told Plymouth Sutton and Devonport Labour MP Luke Pollard in the House of Commons: “A demonstrator submarine is being used to define and refine the dismantling process now taking place at Rosyth Dockyard.
“As that programme of work progresses, the outcomes will provide more certainty on the dates when dismantling of the Devonport-based submarines will start.”
HMS Valiant was launched on 3 December 1963. It was commissioned into service on 18 July 1966 and decommissioned from active service in 1994.

Dr. Evans is the Director of Massachusetts Institute of Technology (MIT) Lincoln Laboratory, a multidisciplinary federally funded research and development center that focuses on advanced technology development and system prototyping for national security needs. Throughout his career, Dr. Evans has been involved in research and development related to radar technology, advanced signal processing, and air and missile defense. From 2012 through 2018, he was the Chair of the Board for the National GEM Consortium supporting graduate science, technology, engineering & mathematics (STEM) education for underrepresented minorities. He is a Fellow of the Institute of Electrical and Electronics Engineers, a Fellow of the American Institute of Aeronautics and Astronautics, and a member of the National Academy of Engineering. 17 Feb 22. Major investment programme fuels continuing increase in student numbers at ETPS. Eleven nationalities feature in School’s 2022 training programme. Despite the pandemic challenges of the last twelve months, December saw a successful close to the 2021 ETPS course programme with over 90 students from around the globe graduating from long and short courses throughout the year. Such a strong performance follows multi-year investment of £69m since 2017 in ETPS facilities as part of QinetiQ’s Long Term Partnering Agreement (LTPA) with the Ministry of Defence. The Test Aircrew Training modernisation programme has significantly improved the operational capacity and service capabilities for customers and ensured the training school remains at the forefront of flight test training.
“Our objective is always to develop the skills and expertise of talented pilots, engineers and aircrew to safely deliver significant strategic advantage and real commercial value to their current and future organisations,” commented ETPS Commanding Officer Steve Moseley, Royal Navy. “Despite the disruption of a global pandemic, we were delighted our student cohort of 2021 were able to complete their courses, using our unique digital learning management system and state-of-the-art aircraft fleet, to graduate with fixed wing, rotary wing and engineer qualifications.”
And 2022 is looking even stronger for ETPS – the world’s longest-established flight test training school. A new contract with the Republic of Singapore Air Force (RSAF) is the latest contract to be secured by ETPS and follows another year of sustained investment in new systems-rich aircraft and new training initiatives, with eleven different nationalities already confirmed for the 2022 training courses at the school.
“We’re delighted that students from so many different countries will be reaping the benefits of our substantial investment in new facilities, flying assets and teaching systems through 2022,” says Col Rae, Head of Training at ETPS. “Demand for our courses from overseas Governments is continuing to increase which is adding further value to the ETPS training experience. The RSAF is one of many overseas customers that benefit from the extensive range of training courses delivered by ETPS to optimise the operational effectiveness of aircraft and flight test programmes for both military and civilian customers. The new contract is focussed on Class A Military Rotary Wing Test Pilot training, although the RSAF has previously also taken full advantage of the ETPS training courses for Flight Test Engineers since its first engagement with the school in 2015. ETPS contracts with overseas customers for delivery in 2022 includes students from Australia, Switzerland, the Netherlands, Turkey, Sweden, Finland, Germany and now Singapore, as well as RAF and Royal Navy students and exchange students from France and the USA.
The investment in ETPS has enabled the school to introduce new technologies and resources to ensure it continues to provide the capabilities and agility to meet increasingly diverse and complex training requirements for customers in both the military and civilian sectors. As well as the very latest Flight Test Instrumentation technologies and cutting-edge learning tools, the modern aircraft available for ETPS students features both large and small fixed wing aircraft as well as a fleet of rotary wing aircraft that includes the recent addition of three new helicopters. Such investments are providing talented pilots, engineers and aircrew with access to the most advanced and systems-rich resources of any test pilot school.
Delivered by QinetiQ and based at MoD Boscombe Down in Wiltshire, ETPS offers an extensive range of modular courses for Test Pilots, Flight Test Engineers, Systems Test and Evaluator Aircrew covering experimental, development and systems testing. All of the fixed wing and rotary wing courses have been structured to provide flight test professionals with the skills and competencies required to safely and effectively conduct all forms of test flying, including civil certification and military release to service programmes. Every aircraft within the ETPS fleet has been extensively modified with the latest flight test instrumentation to create ‘flying classrooms’ that meet both military and civil requirements to provide students with the skills, insight and know-how to meet future career challenges with both confidence and assurance.
16 Feb 22. Airbus and Singapore’s Institute of Technical Education reaffirm commitment to developing local aerospace talent. Airbus, together with the Institute of Technical Education (ITE) of Singapore have signed two agreements that will see both parties expand their collaboration in the area of aerospace training. The first is a Memorandum of Understanding, in which Airbus will support ITE in developing future generations of engineers and mechanics in accordance with the aviation industry’s standards. This will be achieved through the enhancement of ITE’s training programme and curriculum to meet the aircraft manufacturer’s standards and better address the needs of new generation aircraft such as Airbus’ A350. Under the agreement, Airbus will work with ITE to augment their basic maintenance training curriculum by co-developing composite structure repair training and extending instructors’ competencies.
In addition Testia, an Airbus company, will support ITE in developing Non Destructive Testing capability for their education curriculum. This includes the development of practical sessions and group projects, as well organising technology talks for students, in line with the latest industry trends.
“As the aviation industry undergoes transformation, it has become paramount for us to equip our students with the knowledge and skills for new materials and maintenance standards. The partnership with aviation leader, Airbus, as well as Testia, will enhance the training programmes at ITE to equip aviation professionals with relevant skills. We are also honoured that with this partnership, we can strengthen our curriculum and work towards being the first educational institution in Singapore to be recognised by Airbus to support the basic maintenance and structure repair training for the next-generation aircrafts,” said Low Khah Gek, Chief Executive Officer of ITE.

11 Feb 22. Raytheon says it is a ‘target’ of a DOJ probe into industry hiring practices. Raytheon Technologies Corp (RTX.N) said it is a target of a U.S. Department of Justice investigation into hiring practices in the aerospace industry, the U.S. aerospace and defense firm said in a filing on Friday. No criminal charge has been filed against the company or its affiliates, the company added. Raytheon had received a subpoena in late 2019 focused on alleged hiring restrictions between Pratt & Whitney, a subsidiary of Raytheon, and some of its suppliers of outsourced engineering services. It also included requests regarding Collins Aerospace. A former Pratt & Whitney employee and some other employees of outsourced engineering suppliers were charged in December for restricting the hiring and recruiting of engineers and skilled laborers in a way that violated antitrust laws.

In addition to her role in coordinating the Governance, Ethics & Compliance, Legal, Audit, Risks & Internal Control, and Security functions, Isabelle Simon, Group Secretary & General Counsel, has assumed overall responsibility for matters relating to CSR.
A new Environmental and Societal Responsibility department has been created to bring together the expertise and competencies required for the Group to meet its commitments to environmental, social and societal responsibility (Environment, Diversity & Inclusion, Workplace Health and Safety, the Thales Solidarity community engagement programme and charitable fund).
Anne Bolot-Gittler has been appointed to lead this new Environmental and Societal Responsibility department. She reports to Isabelle Simon.
Governance changes to address CSR issues at the highest levels of the organisation
The Group is making two governance changes in order to place corporate responsibility at the centre of its strategic decision-making process:
- Creation of a new committee on the Executive Committee dedicated to environmental, social and societal responsibility, which will include the Chairman & Chief Executive Officer, the Group Secretary & General Counsel, and several other members of the Executive Committee.
- Expansion of the Strategy and CSR committee on the Board of Directors to include two additional directors for environmental, social and societal responsibility issues: Mrs Anne Rigail and Marie-Françoise Walbaum.

The Honorable Deborah Lee James draws upon 30 years of senior homeland and national security experience in both the public and private sectors. As the 23rd Secretary of the Air Force, she was responsible for the organization, training, and welfare of 660,000 military and civilian personnel and a budget of nearly $140bn. Prior to that role, she served as President of Science Applications International Corp.’s (SAIC) Technical and Engineering sector– a $2bn, 8,700-person enterprise. Throughout her 12-year tenure at SAIC, Deborah worked on key governance, financial, business development, capture management, strategic planning, M&A and program execution areas.
Ms. Essye B. Miller most recently served as the Principal Deputy, Department of Defense Chief Information Officer (DOD CIO). In this capacity, Miller assisted the DOD CIO as the primary advisor to the Secretary of Defense for Information Management / Information Technology (IT) and Information Assurance, as well as non-intelligence space systems, critical satellite communications, navigation, and timing programs. Miller was also appointed as the Acting DCIO for Cybersecurity from December 2017 to May 2018. Prior to joining the DOD CIO, Miller held information technology and cybersecurity leadership positions in the U.S. Air Force and U.S. Army. She is currently the President of Executive Business Management, LLC, a cybersecurity and technology consulting firm.
Admiral Mike Rogers retired from the Navy in 2018 following a 37-year career and after rising to the rank of four-star admiral. He culminated his career serving simultaneous positions as Commander, U.S. Cyber Command and Director, National Security Agency – creating the DOD’s then newest warfighting organization and leading the U.S. government’s largest intelligence organization. In those roles, he worked extensively with U.S. government leadership, the DOD, and the U.S. Intelligence Community as well as their international counterparts in the conduct of cyber and intelligence activities across the globe.
Admiral Paul F. Zukunft served as the 25th Commandant of the Coast Guard from 2014 until 2018. During his tenure as Commandant, the Coast Guard attained its highest appropriation in history to modernize its fleet and upgrade its infrastructure. His 41 years of active-duty service and 8 commands included three Coast Guard cutters that spanned the globe and upheld the gold standard for promoting maritime safety and security. In 2010, he served as the Federal On-Scene Coordinator during the Deepwater Horizon oil spill where he directed over 47,000 first responders, a flotilla of more than 6,700 vessels and over 120 aircraft.
