Job Description:

Improbable Defence’s product group exists to build products which enable governments to use synthetic environments to plan and train. The Product group manages a portfolio of valuable product-based offerings through the lifecycle. This role is centred around developing and establishing valuable customer-facing  training solutions on our platform. We develop our product offering through projects delivered collaboratively with partners and with close contact with our customers. Your role will be to uncover and understand the requirements of our customers and end users from MOD and to distill and prioritise these to guide our project engineering efforts. Please note due to the nature of this role you will be expected to meet requirements associated with obtaining UK security vetting clearance Areas of Impact Represent the voice of our customers, end users, and partners.  Collaborate with stakeholders during the visioning and concept development of the product. In service of the project vision, develop scope and refine requirements through epics, features and detailed user stories with acceptance criteria that may include technical requirements. Identify the key requirements and features, and understand their value to stakeholders. Provide engineering teams direct access to this understanding. Own stories and acceptance criteria, following a single thread from project vision to requirement capture through to product release, especially on backlog and during engineering sprints. Represent the customer, end user, and Product team to engineering teams provide guidance to support comprehension of prioritisation and intent. Work closely with UX Researchers, Product Designers and Engineering managers to analyse and prioritise stories, epics and tasks to deliver the product strategy and value for the business. 31 Jan 22. Australian Government approves Anglesea Paterson upgrade project. The project will increase opportunities for Australian firms as 80% of the work is expected to be completed locally. The Australian Government has approved funding for $57m worth of upgrades to the Australian Army barracks in Tasmania under the Anglesea Paterson Project. The project includes infrastructure and facility upgrades at Hobart’s Anglesea Barracks. This involves a $17.7m investment and will ensure safety and site functionality for personnel. A new $15.8m cadet facility in the northern suburbs of Launceston will also be constructed under the project. The financing also includes an $11.2m investment in the redevelopment of Australian Defence Force reserves and cadet facilities at Youngtown Depot in South Launceston. The Anglesea Paterson Project has been developed in partnership with the Department of Infrastructure, Transport, Regional Development and Communications, and will be carried out across Anglesea Barracks and Youngtown Depot. Work will commence early this year and is expected to be completed in mid-2023.

Australian Defence Industry Minister Melissa Price said: “This is a huge win for Tasmania, particularly the small businesses that stand to reap the benefits of this significant $57.4m investment. It is expected that 80% of the work will go to local industry, maximising opportunities for local businesses and giving the economy a real shot in the arm. With additional contract costs, our total investment comes to $57.4m, which is wonderful news for the Tasmanian economy. The construction workforce across the projects is predicted to be an average of 30 personnel, with a peak of around 80 workers per day across sites.”

Anglesea Barracks will also feature a new 1800 Defence Call Centre, which is expected to generate five new jobs. (Source: army-technology.com)

01 Feb 22. Qatari Emiri Navy to receive first OPV Musherib from Fincantieri. The OPV is designed to operate at a top speed of 30k and can carry 38 crew members. The Qatari Emiri Navy (QEN) is set to receive the first Musherib-class offshore patrol vessel (OPV) from Italian shipbuilding company Fincantieri. The company held a delivery ceremony at its Muggiano (La Spezia) yard. In 2019, Fincantieri commenced the construction of the vessel, with the launch ceremony conducted in September 2020.

“More important from a management and organisational point of view, the goal has been achieved although lasting of the pandemic.”

The OPV was ordered by the Qatari Ministry of Defence as part of the national naval acquisition programme.

Under a contract worth $4.5bn (€4bn), Fincantieri will supply seven surface vessels, including four corvettes, one amphibious vessel, and two patrol vessels OPV as well as support services.

31 Jan 22. TKMS delivers final Type F125 frigate to German Navy. With this handover, the company has completed the delivery of all four F125 class ships to BAAINBw. The Germany’s Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) has received the last of four F125 frigates, named as Rheinland-Pfalz. The frigate has been handed over by thyssenkrupp Marine Systems (TKMS). The four F125 frigates have been built by ARGE F125 consortium, comprising TKMS and NVL Group, under a contract signed in 2007.

thyssenkrupp Marine Systems CEO Dr Rolf Wirtz said: “We have now delivered all of the type F125 ships. The other three vessels are already in the in-service phase and have since proven their technical capabilities and reliability. We are convinced that the fourth vessel, the RHEINLAND-PFALZ, will also be successful. We wish the ship and crew ‘fair winds and following seas’. Full operational readiness of all ships for the German Navy remains our most important goal.”

The frigate’s pre-fitted bow sections were manufactured at NVL’s shipyards in Bremen and in Wolgast on the Baltic Sea. Furthermore, work on the stern sections, additional fit out, commissioning and trials were carried out at the NVL’s shipyard Blohm+Voss in Hamburg.

The first F125-class ship is due for commissioning in mid-2023.

The new vessels are equipped to support the current and future deployment scenarios, such as conflict prevention, crisis management and intervention/stabilisation operations in the international arena.

Capable of remaining at sea for 24 months, the four 149m-long frigates have a maximum speed of 26 knots, displacement of around 7,000t and can accommodate a maximum crew of 190. Furthermore, the F125-class ships feature highly complex systems and about 28,000 sensors, as well as air defence systems and helicopters. 02 Feb 22. One down, 16 to go as Spain receives first remanufactured Chinook. Spain is part of a European trend to modernise CH-47 Chinooks. The Spanish Army has taken delivery of the first of 17 remanufactured CH-47 Chinook helicopters in a ceremony held at Spanish Army Airmobile Forces HQ in Colmenar Viejo, Madrid. Boeing noted on 2 February that the entire Spanish CH-47D Chinook fleet is being upgraded to the CH-47F standard with a digital automatic flight control system, common avionics architecture system and advanced cargo handling. The result is a helicopter that satisfies the modernisation requirements of the Spanish Army while also meeting its need for increased operational capacity and interoperability with allied nations, Boeing added. Shephard reported in January 2022 that the Spanish CH-47Fs will be equipped with the InWarner sensor and other EW defence systems from Indra Sistemas. In September 2018, the Spanish Council of Ministers approved the award of a contract worth approximately $966m to modernise the Chinook fleet to the CH-47F configuration. The upgrade is planned for completion by 2025. Other European militaries are going down a similar path; for example, the Netherlands recently retired its last CH-47D Chinook in favour of the F-model configuration, while the UK purchased additional aircraft to upgrade its fleet. 03 Feb 22. Croatia receives first Black Hawks. Croatia has received two new Sikorsky UH-60M Black Hawk utility helicopters from the United States, the country’s Ministry of Defence (MoD) announced on 3 February. The delivery of helicopters, which was also reported by the US Embassy in Zagreb, was flown into the capital aboard a US Air Force Boeing C-17A Globemaster III airlifter. “It is my pleasure to attend the arrival of the first two UH-60M Black Hawk helicopters, which are the donation of our strategic partner, the United States of America,” Croatian Minister of Defence Mario Banožić said. “The Croatian Armed Forces will, with these powerful helicopters, acquire new capabilities and increase our level of interoperability. With the procurement of Black Hawk helicopters, the Republic of Croatia, as a reliable and credible NATO member, shows its commitment to replacing existing helicopters of eastern production and transferring to Western technology.” (Source: Janes)

 

03 Feb 22. Lockheed Martin holds Hercules handover ceremony for Germany. A ceremony to mark the handover of the first Lockheed Martin KC/C-130J Hercules aircraft for Germany was held at the Marietta production plant in the United States on 1 February. Announced by the Bundeswehr, the event was held few weeks after the formal handover of the first of six KC/C-130Js to the Luftwaffe took place at the same location on 23 December 2021. News of the milestone followed the first flight of aircraft 55 + 01 (tail number 5930) on 8 November 2021. With this first aircraft now received, delivery to the newly established Franco-German transport squadron is expected to follow shortly. (Source: Janes)

 

31 Jan 22. Italy moves towards F-35B joint force. Italy is progressing towards a joint force concept for the operation of its fleet of Lockheed Martin F-35 Lightning II Joint Strike Fighters (JSFs), with the Italian Air Force (Aeronautica Militare Italiana: AMI) and the Italian Navy (Marina Militare: MM) holding a combined exercise on 27 January.

According to the Ministry of Defence (MoD), the air force and navy conducted the joint manoeuvres at the Pantelleria Airport Detachment on the Italian island of Pantelleria.

“Today’s training event is fully part of the development process of joint forces, strongly supported by the Minister of Defence Lorenzo Guerini, and has sanctioned a further step forward in the integration process of fifth-generation multirole aircraft,” the MoD said on 27 January, adding that the exercise was aimed at increasing the expeditionary capacity from the ground through the use of an austere base not suitable for the flight operations of conventional take-off aircraft. 28 Jan 22. Italian Air Force to deploy MC-27J Praetorian by 2030. The Italian Air Force (Aeronautica Militare Italiana: AMI) has confirmed to Janes that it will deploy the Leonardo MC-27J Praetorian special operations aircraft by 2030.

Speaking to Janes on 27 January, a spokesperson of the press office of the AMI said that the development and serialisation of the Praetorian roll-on/roll-off palletised mission system is scheduled to be completed by 2030.

The AMI’s 12 C-27J tactical transport aircraft will continue to perform their passenger/cargo role in addition to new special operations roles (including tactical control; intelligence, surveillance, and reconnaissance; and communication, command, and control). As a result the service will not procure additional C-27J tactical transport aircraft, the spokesperson said. In early December 2021, the Italian Defence Staff pointed out during a parliamentary session of its defence committee that at least four Praetorian systems will be developed during three phases, between 2021 and 2030. 01 Feb 22. RAF Regiment marks 80th anniversary with Buckingham Palace appearance. The corps marked 80 years since its formation to protect and defend airbases, aircraft and the people who operate and support them. The RAF Regiment-only mount at Buckingham Palace on Tuesday was watched by the Duke of Kent and Chief of the Air Staff Air Chief Marshal Sir Mike Wigston.  The specialist corps was set up 80 years ago, designed to protect and defend air bases, aircraft and the people who operate and support them – so that air operations can continue unhindered by enemy ground or air attack.

RAF Regiment Group Captain Jason Sutton, Deputy to the Commandant General RAF Regiment, paid tribute to the “extraordinary roll of honour” of which “we can all be deeply proud of”.

He said: “We pay tribute to all those who’ve served over those many years. Your courage and fighting spirit are inspirational.”

The RAF Regiment was represented on parade by The Queen’s Colour Squadron of the RAF and 10 other Regular and Reserve members of the RAF Regiment who carried their Squadron’s Standard.  More than 100 RAF musicians, both regular and reserve, rehearsed at RAF Northolt last week in preparation for the momentous parade at Buckingham Palace. The RAF Regiment fought in all the major campaigns of the Second World War with officers and gunners being trained to operate as infantry, armoured car crew and air defence artillery crew. All members of the regiment were initially trained as combat infantry, an arrangement that continues to the present day. (Source: forces.net)

 

01 Feb 22. British Army opens helicopter flying to all ranks. The British Army has opened up helicopter flying to all ranks, announcing on 1 February that privates can now become pilots.

While Army Air Corps (AAC) pilots had earlier been drawn from either the officer ranks or from the most senior non-commissioned rank of warrant officer, all soldier rank personnel are now eligible to fly helicopters (the service no longer operates manned fixed-wing aviation).

“Soldiers from across the army now have the opportunity to apply to become an army helicopter pilot much earlier in their careers,” the AAC said. “The minimum rank to become an army pilot has been lowered to private, with a recommendation for promotion to lance corporal”.

As the AAC noted, this move, which is part of the wider Project Morden personnel transformation initiative, represents one of the biggest upheavals in the way the corps recruits, selects, and employs soldier pilots since its formation in 1957. (Source: Janes)

Garrett Yee, the Defense Information Systems Agency’s assistant to the director, is retiring this spring, FCW has learned.  As DISA’s assistant to the director, Yee is responsible for leading the agency’s civilian and military personnel in planning, developing, delivering and operating joint command and control capabilities and global enterprise infrastructure that support the president, secretary of defense, Joint Chiefs of Staff, combatant commanders, and DOD components.  Yee was previously the military deputy and senior information security officer for the Army CIO/G-6 before taking on the assistant to the director role and that of DISA’s senior procurement executive in 2019. The general also received a Fed 100 award in 2015 for his work as the commanding general for the 335th Signal Command and C4I director for the Combined Joint Task Force-Operation Inherent Resolve, where he was instrumental in reviving communications infrastructure, including satellite communications terminals and other portable tools, in Iraq that facilitated U.S.-led airstrikes against the Islamic State in 2014.  His retirement ceremony and exit date is April 28, according to a DISA spokesperson. 03 Feb 22. DARPA Deputy Director Appointed First Chief Executive Officer of UK Advanced Research and Invention Agency. The U.S. Department of Defense has announced that Dr. Peter Highnam, Deputy Director, Defense Advanced Research Projects Agency, will join the United Kingdom’s Advanced Research and Invention Agency (ARIA) as its first CEO on May 3, 2022. ARIA is modeled in part on the U.S. Advanced Research Projects Agency (ARPA) and DARPA. Highnam joined DARPA in February 2018 as deputy director and served as acting director on two occasions. He has previously held positions as the director of research at the National Geospatial-Intelligence Agency and as director of the Intelligence Advanced Research Projects Activity. Highnam also worked at the U.S. Department for Health and Human Services from 2003 to 2009, serving as a senior advisor in the National Institutes of Health. Born in the U.K., he obtained his undergraduate degree from the University of Manchester, his master’s degree at the University of Bristol, and has a Ph.D. in computer science from Carnegie Mellon University. 02 Feb 22. Ploughshare, the company that finds new and inspiring uses for government inventions, announced the appointment of Raj Parekh as a new Non-Executive Director. Raj brings a wealth of technical knowledge and more than 20 years of experience as an entrepreneur, investor and biomedical research specialist to the Ploughshare board. He will provide insight and strategic input in support of Ploughshare’s mission to commercialise government research for the good of society. Raj pursued a successful academic career in molecular medicine before co-founding Oxford GlycoSciences. Following the company’s sale for more than £100m he pursued a number of successful entrepreneurial ventures and is now a General Partner at biotech investment company Advent Life Sciences, involved primarily with companies engaged in the discovery of new medicines. He also serves on the Board of several portfolio companies including Arrakis, Aura Biosciences and Levicept. Upon his appointment to the Ploughshare board, Raj said: “Ploughshare is in an exciting and unique position, holding the key to unlock the societal benefits of an incredible range of government innovations and taxpayer-funded research.

 

U.S. APPOINTMENTS

 

02 Feb 22. The Pentagon’s chief information officer will also serve as the head of a new organization overseeing the Defense Department’s various digital and artificial intelligence efforts, the department announced Feb. 2. DoD Chief Information Officer John Sherman will serve as the acting chief digital and artificial intelligence officer, or CDAO, a newly created office designed to oversee the Defense Digital Service, the Joint Artificial Intelligence Center and the CIO office he was already leading. The new office was established to better align a number of data, analytics, digital solutions and AI efforts across the DoD. Previously, all three of those offices reported directly to the deputy defense secretary. Sherman will serve as DoD CIO and CDAO as the Pentagon continues to look for a director. This will be the first time that aviation training specialist Marshall Skills Academy, which rebranded at the start of 2022 to better reflect its core focus and expertise, has delivered an apprenticeship provision externally, building on a proud 100-year history of providing its own award-winning apprenticeship programmes. The new cohort of Bombardier Level 3 apprentices will complete their first year in Marshall’s workshop in Cambridge before returning to the aircraft manufacturer’s Biggin Hill site, where they will be given day release to continue with their studies. Marshall Skills Academy will provide continuous on-site learning and assessment at Biggin Hill along with dedicated support to the wider Bombardier team to enable them to develop and grow the apprentices within their workplace.

Marshall Skills Academy’s Head of Aviation Excellence Matt Siggens, himself a former Marshall apprentice, explains: “The Marshall Apprenticeship programme has long been acknowledged as setting the gold standard in the industry and I am incredibly proud and excited to working with the Bombardier team at Biggin Hill to help them grow the next generation of aviation engineers. The decision to extend our Aviation Apprenticeship offering beyond those that we need for our own aerospace businesses will enable us to partner with more like-minded organisations to develop a robust pipeline of talent for the future.”

03 Feb 22. Assured Consulting Solutions (ACS) today announced that Caitlin Waldie has been appointed as the company’s Chief Financial Officer. Previously Director of Finance at ACS, Caitlin is responsible for overseeing the company’s financial operations, fiscal planning, and executing the company’s financial strategy. Before joining ACS in 2014, Caitlin served as Director of Development at a leading affordable housing developer where she oversaw multiple real estate transactions, worked with tax credit syndicators, and partnered with local government and state agencies to ensure the successful preservation of multifamily affordable housing developments. 28 Jan 22. The board of directors of Huntington Ingalls Industries on Thursday elected Chris Kastner, the company’s current chief operating officer, to be its next president and chief executive officer. Kastner will succeed Mike Petters, who will become the executive vice chairman of Huntington Ingalls’ board during the leadership transition period, the shipbuilder said in a release Friday morning. They will both take their new roles on March 1. Huntington Ingalls said Kastner’s selection is part of the company’s multi-year succession planning process. Petters, who has led Huntington Ingalls since it was spun off from Northrop Grumman in 2011, said he has “complete confidence in Chris and the senior leadership team in this next chapter.” (Source: Defense News)

 

01 Feb 22. Lockheed Martin (NYSE: LMT) announced today that Jesus “Jay” Malave will be the company’s next chief financial officer, effective immediately. Malave most recently held the positions of senior vice president and CFO for L3Harris. Prior to that, he served as vice president and CFO of Carrier Corporation, an operating unit of United Technologies Corporation (UTC). During his more than 20 years at UTC, Jay also served as vice president and CFO of UTC Aerospace Systems and head of Investor Relations.  John Mollard, who served as acting CFO on an interim basis, will continue as vice president and treasurer.

 

02 Feb 22. Sintavia Forms Advisory Board. Sintavia, LLC, a designer and 3D printer of advanced propulsion and thermodynamic systems, announced today that it had launched an advisory board comprised of leaders from within the Aerospace, Defense, & Space and Additive Manufacturing industries. The board, which will meet periodically throughout the year, will assist Sintavia’s ownership and leadership team in establishing company goals and growth strategies.

The advisory board consists of the following five professionals.

Dr. Omar Fergani. Dr. Fergani is the acting head of the Industrial Digital Solutions segment at Atotech GmbH, an electronics and semiconductor OEM based in Berlin, Germany. Previously, Dr. Fergani was the Director of Strategic Business for additive manufacturing at Siemens AG. Additionally, he is a part-time professor at the Berlin Institute of Technology, and is an acting board member of 1000 Kelvin GmbH, a Deep Tech software company focused on introducing artificial intelligence-based path and process generation solutions to improve additive manufacturing yields. Dr. Fergani holds a Ph.D. in Mechanical Engineering and a double M.S. in manufacturing and materials from the Georgia Institute of Technology and the Norwegian University of Science and Technology.

Amy Gowder. Ms. Gowder, currently the Chief Operating Officer of Aerojet Rocketdyne, has been a recognized leader within the U.S. defense industry for nearly 20 years. In her current role at Aerojet Rocketdyne, she is responsible for the Engineering, Operations, Manufacturing, Supply Chain, Quality & Mission Assurance, EH&S, and Information Technology organizations, as well as oversight of the company’s 11 operating sites in nine states. From 2005 to 2020, Ms. Gowder held numerous leadership roles within Lockheed Martin, including Vice President and General Manager of the Training and Logistics Solutions line of business within Rotary and Mission Systems, and General Manager of Lockheed Martin’s Commercial Engine Solutions business. Ms. Gowder has a B.S. in Bioengineering from Arizona State University and an M.B.A. from the Massachusetts Institute of Technology.

Teri Hamlin. Ms. Hamlin, the Head of Mass Transit for North America at Siemens AG, has built her career bringing digitalization, automation, and electrification to projects around the world. In prior roles at Siemens, she was the Senior Vice President of Growth and Strategy for Siemens Government Technologies; the Vice President & General Manager of Siemens’ eAircraft business unit (sold to Rolls-Royce in 2019); Vice President, Large Integrated Energy; Vice President, Energy; and the Vice President of Partnerships and Alliances. A retired Colonel in the United States Air Force, Ms. Hamlin holds a B.S. in Human Factors Engineering from the United States Air Force Academy and an M.S. in Aerospace Management from Embry-Riddle Aeronautical University.

John Hartner. Mr. Hartner has been a recognized leader of industrial technology companies for 30 years, most recently as Chief Executive Officer of The ExOne Company, a leading manufacturer of binder jet industrial printers, at which he led several major growth initiatives and oversaw its successful acquisition by Desktop Metal in November 2021. Previously, Mr. Hartner was the Chief Operating Officer of EnvisionTEC, a healthcare printing leader, and was the President and CEO of Dover Printing & Identification. Prior leadership experience also included senior positions at FMC Technologies and Rockwell International. Mr. Hartner has a B.S. in Mechanical Engineering from Villanova University as well as an M.B.A. from the University of Chicago, and he serves on the board of the National Association of Manufacturers.

Jeff Thornburg. Mr. Thornburg, a globally recognized new space engineer and entrepreneur, is the Founder and CEO of Interstellar Technologies, an engineering and technology development company focused on launch vehicles and propulsion systems. Previously, Mr. Thornburg has held leadership positions across the space economy for over 20 years, including Senior Vice President of Engineering at Agility Robotics; Director of Hardware at Project Kuiper; Vice President of Propulsion Engineering at Stratolaunch; Acting Vice President/Senior Director of Propulsion Engineering at SpaceX; Lead J-2X Turbomachinery Engineer at NASA; and Chief Engineer, Liquid Engine Branch, at the Air Force Research Laboratory. 31 Jan 22. RAN veteran joins Lockheed Martin Australia. A retired Royal Australian Navy Commodore has been appointed as a program director. Lockheed Martin Australia has named Commodore (Ret’d) Peter Ashworth OAM as its new program director, global training systems, effective immediately. In his new role, Ashworth will be charged with leading a team of 135 employees over four locations around Australia, supporting the delivery of sustainment services for Australian Defence Force’s JP 9711 core simulation capability, AIR 5428 Pilot Training System and Basic Wings Course programs. Ashworth served with the RAN for over 40 years across a range of senior leadership roles in Navy Aviation Systems, Navy Fleet Air Arm, and Defence Aviation and aircrew training acquisition programs This included a stint as Director General, Navy Aviation Systems from August 2018 to January 2020. 02 Feb 22. QinetiQ appoints new head of engineering. The company has expanded its leadership team in an effort to support growth in its engineering and technical services offering.   QinetiQ Australia has announced the appointment of Simon Fredericks as its general manager, engineering and technical services, effective from 17 January.
