21 Jan 22. Saudi National Guard inaugurates Dirab Air Base. The Saudi Arabian National Guard (SANG) inaugurated its new training base for its aviation wing at Dirab on the southwest outskirts of Riyadh on 19 January even though the facility needs remedial work. The SANG announced that the base was opened by Prince Abdullah bin Bandar bin Abdulaziz, the minister of national defence, and released photographs and a video showing AH-64R Apache, AH-6i, and UH-60M helicopters had been deployed there for the occasion, in addition to the MD 350F helicopters the SANG uses for training. Prince Abdullah was given a tour of the facilities that included several flight simulators. The problems with the base were detailed in a series of notices released on the US government’s System for Award Management website looking for a contractor to fix them, most recently on 7 January. 21 Jan 22. US Navy expects to deploy carrier Ford during third quarter. The US Navy (USN) plans to operationally deploy aircraft carrier USS Gerald R Ford (CVN 78) during the third quarter of this year, Rear Admiral James Downey, USN Aircraft Carriers Program executive officer, said on 21 January. The carrier is now going through a planned maintenance availability following shock trials and testing, Rear Adm Downey noted during a press briefing on the status of the navy’s carrier force. After that, the ship “will do workups” during the second quarter into the third, he explained. At the end of the time, he said, Ford would sail “to multiple theatre of operations with multiple allies with its strike group and air wing”. The ship is to deploy to areas that include “more nations than I can briefly summarise,” he noted. However, Rear Adm Downey added, exactly where and when that deployment will occur is “not publicly releasable”. The deployment is a significant one – being the first with such operational tasking. 24 Jan 22. Russian Aerospace Forces received two more Su-57 in late 2021. The third and fourth production Su-57 aircraft were delivered to the Russian Aerospace Forces (VKS) in late 2021. They were among 77 aircraft delivered to the Russian Armed Forces during the year. A note on the delivery of these two aircraft was originally included in a wider press release on the website of the Russian Ministry of Defence, released on 20 January 2022, and although the content was later removed, Russian news outlet TASS had already reported the story. The first production Su-57 suffered a control malfunction and crashed on 24 December 2019 during a test flight at the Komsomolsk-on-Amur Aviation Plant (KnAAZ). A subsequent production aircraft was transferred to the Russian MOD in November 2020 and it is thought to be currently at the state flight test centre at Akhtubinsk. (Source: Janes)

 

25 Jan 22.  Saudi receives first Chinooks. Boeing has handed over the first CH-47F Chinook heavy-lift helicopters for Saudi Arabia, a company representative told Janes on 24 January. Confirmation came after an image of at least the first four helicopters in Royal Saudi Land Forces (RSLF) livery apparently at a port of debarkation was posted online, seeming to confirm that deliveries of up to 48 such helicopters approved by the US government in 2016 had begun.

“We can confirm that Chinook aircraft [for Saudi Arabia] have been delivered to the US Army. We are currently contracted for eight new Chinook helicopters [for Saudi Arabia], and anticipate delivery to the US Army to continue through 2022. Since this is an FMS sale, our customer is the US Army,” Boeing said.

Although Boeing declined to divulge further details, the US Defense Security and Cooperation Agency (DSCA) had previously disclosed that the approved Saudi Arabian Chinook procurement of 48 helicopters was valued at USD3.51bn in 2016. (Source: Janes)

 

20 Jan 22. Australian Air Force receives first upgraded C-130J Hercules. Lockheed Martin upgraded the Hercules aircraft in the US. The Royal Australian Air Force (RAAF) has received its first upgraded Lockheed Martin C-130J Super Hercules at RAAF Base Richmond. Lockheed Martin upgraded the Hercules in the US supported by the US Air Force. Hercules has been modified to Block 8.1 standard hardware and software. As part of the Block 8.1 system upgrade, safety improvements to the aircraft intended for RAAF’s No. 37 Squadron aviators were also carried out. The aircraft’s navigation systems were also modified to improve precision when landing or conducting cargo drops. In addition, Block 8.1 will help the RAAF’s C-130J Hercules fleet remain in line with the latest worldwide air traffic management guidelines. (Source: airforce-technology.com)

 

25 Jan 22.  Algeria takes delivery of first of four C-130J Super Hercules. The Algerian Air Force has received the first of four C-130J-30 Super Hercules transports ordered from Lockheed Martin in 2018. The US Embassy in Algiers said on 23 January that the first aircraft had been delivered that day. It added that Algeria’s contract for four aircraft includes an option for four more. The first aircraft (7T-WJA/N5013D) was seen undergoing test flights last year. In May, it was observed flying at the Greenville/Donaldson Airport in South Carolina, where Lockheed Martin has a factory. Then on 21 January, it was spotted at Bangor International Airport in Maine on its delivery flight. Algerian pilots and maintenance personnel are reported to have been training on the type in the US for some time. The Algerian Air Force already operates C-130H and C-130H-30 Hercules transports, which are in service with the 2ème Escadre de Transport Tactique et Logistique at Boufarik air base. Nine C-130H and four C-130H-30 transports are believed to be operational, along with a single L100-30. They have been in service since the early 1980s but two have been lost in crashes. Other transports in service include half a dozen C295s, half a dozen Il-76TDs and numerous smaller Beech 1900Ds and Super King Airs. Algeria is the second C-130J Super Hercules operator in Africa after Tunisia received two aircraft in 2013 and 2014. Twenty other nations around the world operate the type, while Germany, Indonesia, and New Zealand will also receive Super Hercules in the near future. 28 Jan 22. SAAF Gripens still grounded. Close on two months after South Africans heard fighter jets in “their” air force were grounded, the situation remains unchanged with a national defence force senior media officer saying “the matter could be finalised in the new financial year”.

Brigadier General Andries Mahapa, who heads the Directorate: Corporate Communication (DCC) of the SA National Defence Force (SANDF), was responding to a defenceWeb enquiry.

Early in December Siphiwe Dlamini, Department of Defence (DoD) Head of Communication (HoC), told South Africa the Gripen jet fighter fleet of the SA Air Force (SAAF) was temporarily grounded. The Swedish designed and manufactured, single-engined fourth generation fighters were acquired in the late nineties as part of government’s SDPP (Strategic Defence Procurement Package) to re-equip the SAAF and the SA Navy (SAN).

The grounding of 2 Squadron’s fighters was put down to a lack of funding and maintenance and support contracts not being renewed. This, according to Dlamini, meant no aircraft were serviceable.

Lengthy discussions between the SAAF, Armscor and Saab on the Gripen maintenance contract saw proposals presented, Dlamini’s December statement read, adding these would be reviewed “to ensure the matter is conclusively dealt with by the parties concerned”.

“It is unfortunate discussions took longer than expected as a result negatively impacting on air defence capability.”

Asked if and what action SAAF personnel possibly found to be derelict in the execution of duties as regards maintenance contracts for the Gripens would face, Mahapa told defenceWeb “normal disciplinary steps will be taken if personnel are found to have neglected their duties”.

The grounding of the Gripens was not unexpected with some military aviation observers warning it was coming as far back as 2016. Opinions were expressed implicating defence budget cuts with the poor performance of the SA Rand against particularly the US dollar making spares increasingly expensive. A SAAF decision to implement what it termed “rotational storage” to save wear and tear on aircraft appears not to have been successful – evidenced by the grounding of all 26 Gripens.

The DoD 2021/22 annual performance plan, which runs until the end of the current financial year which ends on 31 March, saw the SAAF, under the plan’s air defence component, allocated R5.9bn against a projected need of R7.8 bn. The shortfall would adversely impact preparation and provision of combat ready air defence capabilities, as well as the maintenance backlog, maintenance of capabilities and aviation safety. 24 Jan 22. UK Royal Air Force announces retirement destinations of its BAe146 fleet. The UK Royal Air Force announced on 21 January that of its remaining four BAe146 aircraft, the two BAe146 Mk2 will go to museums in the UK and the two BAe146 Mk3 aircraft have been acquired by a civilian operator. The aircraft will be flown to their respective retirement locations over the next few weeks. The RAF said of the two Mk2 aircraft, one would be delivered to the air museum at Duxford, Cambridgeshire, and the other, to the South Wales Aviation Museum at St Athan.(Source: Janes)

 

25 Jan 22.  Indian Navy decommissions first IL 38 Aircraft. The Indian Navy has decommissioned its first IL 38SD aircraft, IN 301, after the completion of 44 years of service. The aircraft was inducted in 1977. In a press statement, Indian Navy said that the aircraft functioned as ‘a formidable air asset throughout its service life’. Notably, with the commissioning of IN 301, the Navy transitioned to the arena of airborne long-range maritime reconnaissance (LRMR) with long-range anti-submarine search and strike features. This aircraft also offered anti-shipping strike, electronic signal intelligence, and distant search and rescue (SAR) capabilities. 24 Jan 22. End of the road for SAS Adam Kok. SAS Adam Kok (P1563) started life as a Minister Class strikecraft, was later planned to be refurbished as an offshore patrol vessel (OPV), ended up being towed to Simon’s Town and her days are now numbered.

The vessel is deemed surplus to SA Navy (SAN) needs, with Armscor’s Defence Disposal Solutions (DDS) tasked with “sale and/or destruction” including the propeller shafts. The Armscor tender number is E/2021/132 and interested parties have until 18 March to submit bids.

P1563 first entered service in the SA Navy in April 1978 as one of the then Minister Class strikecraft. She was built by the then Israel Shipyards and carried the name SAS Frederick Creswell, minister of defence in the Union of South Africa from 1924 to 1933. When the ANC won South Africa’s first democratic election in 1994, apartheid era names were declared off limits and the original nine hull-strong Minister Class was replaced by the Warrior Class.

Adam Kok was named in honour of the Griqua leader who led his people from what is now Free State to found Griqualand East. He was born in the then Cape Colony in 1811 and died in 1875. His name continues on in the maritime service under the pennant number P1572 with the new multi-mission inshore patrol vessels (MMIPVs) continuing the Warrior Class tradition in the SAN.

With the exception of three – two still serving – and one, according to the SAN, “in reserve”, six strikecraft were scrapped. This saw some used as targets and others sold for scrap.

When Adam Kok was towed from the former SAN strikecraft flotilla headquarters at the then Naval Base Durban in 2015 to SAN fleet headquarters in Simon’s Town, the possibility of further utilisation was mooted but never materialised. She was originally earmarked for OPV refurbishment but this never happened, leaving SAS Isaac Dyobha (P1565), SAS Galeshewe (P1567) and SAS Makhanda (P1569) for the strikecraft/OPV modification. Galeshewe is officially in reserve with Dyobha and Makhanda still on fleet strength. Makhanda has been part of South Africa’s commitment to the Southern African Development Community (SADC) mission in Mozambique – Operation Vikela.

Sandock Austral, Vard sign cooperation agreement. Durban’s Sandock Austral Shipyards (SAS) has signed a memorandum of understanding (MoU) with Vard Marine to deepen collaboration between the two companies. Vard Marine, a division of Italian shipbuilder Fincantieri, offers professional ship design, engineering, and shipbuilding technology services to its clients and with the recent signing of the MoU with SAS, will create opportunities for SAS to promote Vard Marine designs to clients, SAS said in a statement. It added that the MoU allows for SAS to compete with the confidence gained from leveraging Vard Marine’s extensive portfolio of existing designs and tailored design approach.

Derek Buxton, the Vice President for Business Development at Vard Marine, said “we have a track record of success working with Sandock Austral Shipyards and we very much look forward to continuing this collaboration. Vard Marine designed the new Project Hotel hydrographic survey vessel (HSV) that SAS is currently building for the South African Navy.

Charles Maher, the Head of Marketing and Sales at SAS, said that the agreement cements an already proven relationship with Vard Marine. He added that Vard Marine collaborated with SAS to develop the initial concept of the vessel and ensured that the design complied with Armscort tender requirements, helping SAS to win the tender. After contract award, Vard marine developed the classification design package for SAS.

Explaining what the recent understanding will mean for the two companies, Maher added: “Vard Marine has a significant range of skillsets and capabilities that allows development of innovative and efficient design solutions through both the tailoring of proven and clean sheet designs. Initially, we will be concentrating on their range of Naval and Defence vessels that we will help bring to new customers”.

25 Jan 22. BAE Systems announces leadership reshuffle, appoints new Australia CEO. The global defence prime has confirmed key changes to its leadership team, including the promotion and replacement of the chief executive of its Australian division.

Gabby Costigan, currently serving as BAE Systems Australia CEO, has been promoted to the role of group managing director of business development.

Costigan, who will be based in London, is set to assume her new role in the second quarter of 2022.

Ben Hudson, currently serving as chief technology officer in the UK, has been named as Costigan’s local successor, assuming his new role as BAE Systems Australia CEO following a hand over period.

Hudson is a veteran of the Australian Army and holds decades of experience in the defence industry.

Costigan’s promotion follows four years of service as Australia CEO, during which the workforce expanded from approximately 3,000 employees to 5,500.

24 Jan 22. Fastly Inc has announced the appointment of Alan Chan as the company’s first head of channel and partnership for Australia and New Zealand. Based in Sydney, Chan will be responsible for further developing the Fastly channel in line with the company’s growth strategies across Australia and New Zealand. At the same time, Chan will be responsible for growing mutually successful relationships between Fastly and its network alliance partners, managed service providers and systems integrators to help them sell, deploy and service Fastly’s global edge cloud network which enables customers to rapidly create and secure reliable digital experiences. Chan joins Fastly with more than 20 years’ experience of working in the enterprise IT and cyber security industry across business development, client account management, sales engineering and technical support. 21 Jan 22. Electro Optic Systems (EOS) has appointed a candidate to fill the newly created role of deputy chief executive. Dr Rowan Gilmore, former chief executive for EM Solutions, has been announced as the new deputy CEO of EOS, with Gilmore filling the newly created role immediately. As part of his new role, Gilmore will not only oversee budget implementation and compliance, but will also seek to optimise the company’s productivity and mentor members of the senior leadership team. Prior to the announcement, Gilmore spent 10 years at EOS subsidiary EM solutions, playing an essential role in supporting EOS’ space capabilities including the SpaceLink communications program. Throughout his tenure as chief executive officer of the company, EM has grown into a leading technology developer, providing satellite products to six navies across the globe.  Before commencing at EM Solutions, Gilmore worked at SITA, supporting the telecommunications capabilities of 600 leading airlines and served as general manager international networks at Telstra.
