06 Jan 22. Ghana to receive Flex Fighter security vessels. The Ghana Navy will soon receive four Flex Fighter vessels, the Ghanaian newspaper The Graphic reported on 5 January. It cited Egbert Faibille, the chief executive of the country’s Petroleum Commission, as saying the vessels were part of a wider plan to equip the navy so it can provide security for offshore petroleum infrastructure. The Graphic illustrated its report with photographs of six Flex Fighters, one with the Ghana Navy name GNS Volta, at an undisclosed location that was presumably Singapore’s Tuas Basin, where the Penguin Shipyard that makes the vessels is based. The Flex Fighter is an armoured version of Penguin’s Flex-40 crew boat aimed at offshore oil companies operating in high-threat environments. 29 Dec 21. South Korea completes KDX-1 destroyer upgrade programme. South Korea has completed a programme to enhance the anti-submarine warfare (ASW) systems and combat information processing capabilities of its three Gwanggaeto Daewang (KDX-1)-class destroyers. The milestone was achieved with the return of Eulji Mundeok (972) to service, the country’s Defense Acquisition Program Administration (DAPA) announced on 28 December. The vessel was handed over to the Republic of Korea Navy (RoKN) on the same day after nearly a year of undergoing upgrades. Eulji Mundeok is the last of the three vessels to undergo the performance improvement programme (PIP), which was launched in September 2016. The first vessel to be upgraded under the programme was Yang Man-chun (973), which returned to service in September 2020 while its first-of-class sister ship, Gwanggaeto Daewang (971), completed the process in October 2021. 05 Jan 22. Qatar Emiri Air Force receives first NH90 TTH overland aircraft. The first NFH will be delivered to Qatar in the coming few months. The Qatar Emiri Air Force has received the first NH90 tactical transport helicopter (TTH) from Airbus Helicopters’ facility in Marignane, France. Announced by Leonardo, the delivery marks a major milestone in the country’s NH90 helicopter programme and follows the maiden flights of the first NH90 TTH and Nato Frigate Helicopter (NFH) naval version conducted last month. In March 2018, Qatar signed a contract exceeding €3bn to purchase 28 NH90 military helicopters. The deal includes an option to acquire six additional aircraft of each type. Being acquired as part of Qatar’s military helicopter fleet modernisation plan, the contract includes the procurement of 16 NH90 TTHs and 12 NH90 NFHs. Leonardo is serving as the overall programme’s prime contractor. The NH90 programme is managed through the NHIndustries joint venture. NHIndustries is a company jointly owned by Airbus Helicopters with a 62.5% stake, Leonardo with 32%, and GKN Fokker with 5.5%. 05 Jan 22. 1st USMC F-35C Squadron Deploys. Marine Fighter Attack Squadron (VMFA) 314 of 3rd Marine Aircraft Wing (MAW) has marked a key milestone for Marine Corps history as they departed San Diego Bay with Carrier Air Wing Nine aboard the USS Abraham Lincoln (CVN-72) as the first Marine squadron to deploy the F-35C on an aircraft carrier.
“The Black Knight’s deployment of F-35C Lightning II aboard USS Abraham Lincoln is the newest chapter in the Marine Corps’ long history of naval integration,” said Maj. Gen. Bradford J. Gering, 3rd MAW commanding general. The upcoming deployment represents years of hard work and innovation by the Marines and Sailors of VMFA-314, MAG-11, and 3rd MAW. It also reinforces our commitment to fielding the most lethal and ready Navy-Marine Corps force as we project warfighting capabilities throughout the Indo-Pacific region, or globally wherever our nation calls.”
The Marine Corps possessing the capability to deploy the F-35C is significant as the F-35C was designed and built specifically for aircraft carrier operations and brings with it the ability to enhance the inherent battlespace awareness of all naval aircraft it operates alongside. Deploying this asset in a contested maritime region provides the Marine Corps a flexible, mobile force that provides security to the United States and allied nations abroad, contributes to regional stability and expands the U.S. military advantage at sea.
3rd MAW has recently demonstrated the F-35’s strike capabilities by utilizing its F-35 squadrons in long-range aerial strike exercises. During Exercise Summer Fury 21, a 3rd MAW squadron flew the F-35 from Miramar to Washington State, a distance of more than one thousand miles, to deliver long-range precision fires on a designated target. Significant technological developments of aircraft and aggressive military training such as this have contributed to the Marine Corps’ ability to uphold free and open international order by deterring potential adversarial aggression.
“Our ability to operate the F-35C in the Pacific greatly increases the Marine Corps’ naval expeditionary force capabilities by providing us the capacity to employ the most advanced electronic warfare capabilities on any aircraft today in support of fleet operations,” said Lt. Col. Brendan M. Walsh, VMFA-314 commanding officer. “In addition, having this asset available greatly increases the Marine Corps’ ability to provide security to our allied nations and preserve a free and open Indo-Pacific.”
This deployment comes as a culminating effort as VMFA-314 completed its workups last year with Carrier Air Wing Nine on board the USS Abraham Lincoln, concluding with VMFA-314 completing their final integrated training cycle along other elements of Carrier Strike Group Three in December as the Marine Corps continues to develop its 5th Generation strike fighter capabilities.
VMFA-314 was the first Marine Corps squadron to transition to the F-35C variant of the joint strike fighter after retiring its legacy F/A-18A/C aircraft and receiving its first F-35C on 21 January 2020. Now as the Marine Corps continues to develop as a modernized naval force, deploying squadrons, such as VMFA-314, to key strategic maritime locations enables the Marine Corps the capability to deter adversarial aggression, and, if required, decisively win in conflict. 03 Jan 22. Final testing for Corps’ new King Stallion helicopter. This coming year will see the final scheduled testing for the vastly improved workhorse helicopter the Marines are relying on to move heavy equipment from ship to shore. The Corps plans to field the CH-53K King Stallion helicopter, an advanced version of the existing CH-53E, in 2023. To do that it has got to work through some technical kinks in 2022. In 2021 the King Stallion not only saw tests and evaluations in the desert and over the ocean but also was called upon to recover a downed Navy helicopter in the California mountains that other aviation crews couldn’t recover. In September 2021 Marines used two King Stallions to recover a Navy MH-60S Knighthawk helicopter in the White Mountains. It was the first official fleet mission for the new helicopter, in the midst of its tests and evaluations. The Naval Safety Center contacted the Marines at the time with a request for assistance, said Lt. Col. Luke Frank, CH-53K detachment officer. The Knighthawk crew had made a hard landing in July at about 12,000 feet in a rugged area of the mountain range while searching for a lost hiker. The four-person crew were rescued the following day and reported no injuries. National Guard and Navy and Marine Corps fleet squadrons had been called on but couldn’t conduct the extraction. That’s partly due to the load. The new CH-53K can carry a 12-ton load, more than three times the capability of the current CH-53E. The Knighthawk fell short of that by a few pounds, weighing in about 7.5 tons. In another test in November 2021, the Marine Operational Test and Evaluation Squadron used the King Stallion to haul a 12-ton light armored vehicle from ship to shore over the Atlantic Ocean, traversing more than 220 nautical miles round trip. A 2020 and follow-on 2021 report from the Department of Defense Test and Evaluation office noted that the King Stallion was limited to 70 seconds in brownout conditions after testers noted engine performance degradation and highlight problems that could arise with more than 21 minutes of total “brownout” exposure. King Stallion manufacturer Sikorsky announced that it was aware of the brownout problem and other technical issues at that time and had resolved the majority of items identified by the DOTE report. 07 Jan 22. Norway retires F-16 as F-35 takes on national air defence. Norway has retired the Lockheed Martin F-16 Fighting Falcon, with the Lockheed Martin F-35 Lightning II Joint Strike Fighter (JSF) officially taking over all combat aviation duties from the beginning of 2022. The Royal Norwegian Air Force (RoNAF) announced the milestone on 6 January, noting that its 57 remaining F-16AM/BM aircraft, first received in 1980, had been fully replaced by the F-35A, the first 52 of which were received in 2015. “In dense snow drifts on Evenes, the F-35 started today the job of looking after Norwegian airspace. At the same time, the F-16 was thanked for 42 years of service for Norway and NATO,” the RoNAF said. As noted by the RoNAF in its announcement, the handover sees two F-35As placed in 15-minute Quick Reaction Alert (QRA) readiness. Although the F-16 performed this mission from Bodø, the F-35 will do so from Evenes. Prior to standing up for their national QRA role, the RoNAF F-35As have flown on the NATO Icelandic Air Policing mission during 2020–21. (Source: Janes)
06 Jan 22. South Korea suspends flight operations of entire F-35 fleet. The grounding follows after an F-35 aircraft suffered an emergency belly landing on 4 January. South Korea has reportedly confirmed the grounding of the country’s entire fleet of F-35 Lightning II joint strike fighter aircraft. The decision follows after a South Korean Air Force pilot was forced to perform a belly landing during a training flight on 4 January. The emergency landing took place at Seosan Air Base in the western province of South Chungcheong. An investigation has been launched and the fleet will remain grounded until further notice. 04 Jan 22. France takes command of NRF VJTF. France took the lead of the NATO Response Force (NRF) Very High Readiness Joint Task Force (VJTF) on 1 January 2022, NATO announced on its website on 29 December. The Franco-German Brigade, led by France’s Rapid Reaction Corps headquarters in Lille, is providing 3,500 troops for the VJTF core, taking over from Turkey. The VJTF will draw mainly on the French Army’s 1st Infantry Regiment and 3rd Hussar Regiment, France’s contribution to the Franco-German Brigade. In addition to France and Germany, Spain, Portugal, and Poland will provide forces to the VJTF. NATO said Germany would then take lead of the VJTF in 2023. The German Army reported on its website on 16 December that its Panzergrenadierbrigade (Armoured Infantry Brigade) 37 was preparing to be part of the VJTF, following training in Bergen in May 2021 and at the Gefechtsübungszentrum (GÜZ) combat training centre in Altmark in November 2021. The brigade is expected to be certified for the NRF during the second quarter of 2022 after a multinational exercise involving 5,000 troops from nine nations in Bergen in May. (Source: Janes)

05 Jan 22. Thea Rozman Kendler Begins Role as Assistant Secretary of Commerce for Export Administration. Thea D. Rozman Kendler has been sworn in as the Assistant Secretary of Commerce for Export Administration at the Bureau of Industry and Security (BIS), following unanimous confirmation by the United States Senate on December 14. Among other responsibilities, Ms. Kendler chairs the Advisory Committee on Export Policy (ACEP), which resolves interagency policy disputes related to export license applications submitted to BIS. To advance U.S. national security and foreign policy interests, Ms. Kendler regularly engages with Congress, industry, academia, and other stakeholders on the nature and scope of BIS’s activities and the Export Administration Regulations (EAR). Ms. Kendler joined BIS as an experienced export controls, sanctions, and national security attorney. Before joining the Biden-Harris Administration, she was a prosecutor in the Department of Justice’s National Security Division, handling complex investigations and prosecutions affecting U.S. national security and strategic trade controls. From 2004-2014, Ms. Kendler served in BIS’s counsel’s office, where she provided legal advice to BIS’s Export Administration and Export Enforcement branches, including during the initial years of Export Control Reform. Before joining the federal government, Ms. Kendler practiced in the international trade group of a global law firm. Ms. Kendler received her law degree from the University of Pennsylvania. While in law school, she received a Foreign Language and Area Studies (FLAS) grant from the U.S. Department of Education to further her Chinese language study. Ms. Kendler earned her undergraduate degree from Princeton University, with a concentration in the School of Public and International Affairs and certificates in East Asian Studies and Chinese Culture. 04 Jan 22. The US Army’s Combat Capabilities Development Command (DEVCOM) named its first chief technology officer, the Army announced today. DEVCOM tapped Charneta Samms for the new CTO position, as the service looks to “strengthen the integration of its multi-billion dollar research and technology mission,” the announcement said. DEVCOM is a major subordinate command to Army Futures Command, the primary leader of the Army’s vast modernization effort. It’s home to the Army Research Lab as well as other components such as the Ground Vehicle Systems Center and C5ISR Center. The command focuses on the development of technologies that will enable the service’s six modernization priorities: Long-Range Precision Fires, Next-Generation Combat Vehicle, Future Vertical Lift, Network, Air & Missile Defense and Soldier Lethality. 06 Jan 22. Rae Ann Meyer has been named associate director of NASA’s Marshall Space Flight Center in Huntsville, Alabama. Meyer will lead development of the center’s business operations, guide daily business decisions, and oversee center operational policy and processes. In addition, she will be a senior adviser in advancing the direction of the center’s future. Meyer will help manage the center’s 7,000 on- and near-site civil service and contract employees and help oversee an annual budget of approximately $3.6bn. Senior Airbus Executive Julian Whitehead has been appointed as the new President of ADS, the leading trade organisation for companies in the UK’s aerospace, defence, security and space sectors. Julian will carry out his presidency of ADS alongside his current position as Executive Vice President Global Business and Strategic Programmes at Airbus Defence and Space. 06 Jan 22. Avon Protection recruits new finance head. Avon Protection (AVON), the manufacturer of protective equipment for emergency services, is to appoint Rich Cashin as its new chief financial officer. Cashin, who is currently president of strategy and corporate development at Ultra Electronics, will join the company on March 7. A brief handover period will then take place until March 31, when he will succeed outgoing CFO Nick Keveth, who is retiring. Avon Protection announced last month it is to wind down its body armour business after two of its products failed US military tests. The company bought the unit as part of its $91m purchase of 3M’s ballistics protection business two years ago. However, after the test failures it said it was “in the best interests of our stakeholders” to shutter it gradually over the next two years. Problems at the body armour business have dragged down the company’s share price, which has fallen by 65 per cent over the past 12 months. However, since announcing closure plans for the unit on December 15, its shares have rallied from below £9 to £11.72. The company has forecast sales of between $260m-$290m this year, which, at Jefferies’ forecast earnings margin of 20 per cent, implies earnings per share of about $1.79, meaning its shares currently trade at around 9 times earnings – significantly below their five-year average of almost 21-times earnings. Leonardo DRS, Inc. announced today that it has named Cari Ossenfort as the senior vice president and general manager of the company’s Naval Electronics business unit, responsible for the business by leading operations, programs, business strategy and future growth opportunities. Ossenfort brings more than 20 years of experience in engineering, operations and leadership in the defense and commercial industries, including working on a range of programs for U.S. military and government agencies. Most recently, she was the Leonardo DRS Corporate Vice President of Operational Excellence and Quality, responsible for the creation, evolution, growth, and strategy for that program. Prior to joining the firm in 2018, Mr. Leber served as Vice President of Finance for Perpetual Capital Partners and held various senior finance and accounting roles for both Fortune 500 as well as growth companies. He began his career in public accounting at Arthur Andersen. Mr. Leber graduated with distinction from Pennsylvania State University, where he earned a B.S. in accounting. He is a Certified Public Accountant.
Karina Perelmuter, Director of Marketing & Investor Relations. Prior to joining the firm in 2019, Ms. Perelmuter served as a Vice President in Lazard’s Private Capital Advisory practice, member of the Investor Relations team at Tiger Global and Fund Accountant at Mount Kellett. She began her career in Assurance at Ernst & Young. Ms. Perelmuter graduated magna cum laude from American University, where she earned a B.S. in finance and accounting.
Sarah J. Cabrera, Controller. Prior to joining the firm in 2019, Ms. Cabrera served as Director of Accounting for Politico, where she was responsible for all aspects of the accounting function. Previously, Ms. Cabrera worked for a public company with SEC filing requirements. She graduated from Strayer University, where she earned a B.S. in accounting. She is a Certified Public Accountant.

Megan E. Kanefsky, Vice President, Human Capital. Prior to joining the firm, Ms. Kanefsky spent 15 years in the Human Resources Group at Blackstone, where she focused on recruiting, benefits administration, performance evaluation and management, organizational development and was the HR Business Partner to the Legal and Compliance Team. She earned a B.A. in psychology from the University of Maryland and an M.A. in industrial and organizational psychology from Baruch College.

Alec M. Schmidt, Vice President. Prior to joining the firm, Mr. Schmidt was a Senior Associate at Rubicon Technology Partners, where he focused on private equity investments in Enterprise Software. VTG, an industry-leading provider of force modernization and digital transformation solutions, announced it has appointed retired Navy admiral (RADM) Jim Shannon to a new leadership team role as Executive Vice President for Government Relations. Shannon is the former president of ASSETT, Inc., VTG’s latest acquisition. Shannon was a leader in the Department of the Navy’s acquisition workforce for over 15 years, with his final eight years as a flag officer. 05 Jan 22. Lockheed Martin Canada’s rotary and mission systems business unit, which employs 850 people across the country, confirmed the appointment of a new general manager. Glenn Copeland has been confirmed as the new general manager of the Lockheed Martin Canada business unit, overseeing the organisation’s 850 employee-strong business unit that develops naval systems integrations and combat management systems. Currently, the rotary and mission systems business oversees the design, engineering and training for the Royal Canadian Navy’s upcoming Arctic and Offshore Patrol Ships as well as Canada’s Joint Support Ships and Surface Combatants. Prior to his appointment as general manager, Copeland worked across the Lockheed Martin business, including in integrated warfare systems and sensors in Sikorsky Aircraft Corporation.
