24 Dec 21. US military housing provider pleads guilty to fraud. Balfour Beatty Communities (BBC), a privatised military housing provider, has settled criminal and civil investigations in the US after pleading guilty to one count of major fraud. The company agreed to pay more than $65m in fines and restitution to resolve the lawsuits. A unit of British infrastructure conglomerate Balfour Beatty, BBC is a diversified real estate services company and is one of the largest providers of privatised military housing to the US Army, Navy and Air Forces (USAF). It operated privatised military housing communities at 21 USAF, 18 US Navy and 16 US Army bases. The company earns a base fee as well as performance incentive fees for property management and maintenance of these military housing communities.
According to court documents, BBC falsified documents to qualify for incentive fee payments despite not meeting stated objectives in several quarters from 2013 to 2019.
Particularly, some company employees changed data in property management software to tamper the metrics and claim bonuses from service branches.
In a statement, US Department of Justice said: “As a result, according to court documents, there were lengthy and unnecessary delays in the resolution of maintenance issues to the detriment of servicemembers and their families.
“In addition, the military service branches were provided an inaccurate assessment of the state of BBC’s military housing communities and were unable to assess, and potentially correct, BBC’s performance.”
BBC will pay $33.6m in criminal fines and more than $31.8m in restitution to the US military. It will serve three years of probation and agreed to be supervised by an independent compliance monitor for three years. Separately, BBC signed a False Claims Act settlement to resolve its civil liability for $35.2m. (Source: army-technology.com)

28 Dec 21. South Korean Navy to receive refurbished KDX-I destroyer Eulji Mundeok. The upgrade of the 3,200t destroyer was carried out at Jinhae Naval Base in Gyeongnam. South Korean arms procurement agency Defense Acquisition Program Administration (DAPA) has announced that the South Korean Navy will receive an upgraded Korean destroyer (KDX-I), Eulji Mundeok (DDG 972). The refurbishment of the 3,200t destroyer, which started earlier this year, was carried out at Jinhae Naval Base in Gyeongnam. According to the state arms procurement agency, the project focused on enhancing the anti-submarine and other capabilities of the destroyer. The KDX-I performance improvement project involves enhancement of the destroyer’s aging combat systems and sensors. After the upgrade, the destroyer now features a domestic combat system for better combat command abilities.
Furthermore, the destroyer has been equipped with the Towed Array Sonar System for improved detection and tracking performance of the underwater target.
Eulji Mundeok is the third and the final vessel to undergo modernisation under the performance improvement project of the KDX-I, which was introduced in September 2016.
The performance improvement project is aimed at enhancing and replacing the KDX-I’s ageing combat systems and sensors.
DAPA official Geuk-cheol Bang said: “By delivering the last ship of the KDX-I performance improvement project, the Eulji Mundeok, to the Navy, we have successfully carried out the first performance improvement project of the Navy’s surface ships.
“Based on our experience in the KDX-I performance improvement project, we will do our best to enhance the navy’s power by carrying out future performance improvement projects such as the Dokdo ship performance improvement project without any setbacks.”

27 Dec 21. Myanmar Navy commissions Type 35B Ming-class submarine. Myanmar has announced the commissioning of China’s People’s Liberation Army Navy’s (PLAN ) former Type 35B Ming-class submarine. Dubbed ‘UMS Minye Kyaw Htin’, the commissioning of the vessel took place on 24 December, during which the Myanmar Navy (Tatmadaw) also marked its 74th Anniversary. UMS Minye Kyaw Htin is the second submarine to join Tatmadaw fleet after the commissioning of former Indian Navy’s Kilo-class submarine INS Sindhuvir in 2020. The submarine is named in the honour of the King of the Toungoo dynasty. Myanmar State Administration Council chairman and Myanmar Armed Forces commander-in-chief Senior General Min Aung Hlaing attended the commissioning ceremony of the new warship.
The other vessels commissioned at the event included UMS Inwa, the Inlay-class OPV, two Riverine Fast Attack Crafts and four Riverine Patrol Boats. The Chinese Ming-class diesel-eclectic attack submarine was built in four variants. (Source: naval-technology.com)
23 Dec 21. Austal USA Delivers the Future USS Canberra (LCS 30) to the US Navy. The Independence-class Littoral Combat Ship (LCS) is the second LCS Austal USA has delivered to the Navy in 2021.
Austal Limited Chief Executive Officer Paddy Gregg said the latest LCS delivery was of great interest and significance as the vessel was named after Australia’s national capital, Canberra and was sponsored by Australia’s Foreign Minister, Senator the Honourable Marise Payne.
“We were honoured to have Senator Marise Payne lay the keel for the future USS Canberra in March 2020, and now we’re very pleased to be delivering the completed vessel to the Navy, on time and on budget,” Mr Gregg said.
“Canberra is the 15th Independence-class Littoral Combat Ship that Austal USA has delivered to the US Navy, since 2010; an outstanding track record for a multi-billion-dollar program, comprising 19 ships in total.
“Add on the twelve Spearhead-class Expeditionary Fast Transport (EPF) vessels that Austal USA has also delivered, during roughly the same timeframe, and you get a clear picture that our Mobile, Alabama shipyard is an incredibly efficient, value-adding asset within the United States’ defence industrial base.”
Four more LCS are currently under construction at Austal USA, including the recently launched future USS Santa Barbara (LCS 32) and future USS Augusta (LCS 34). Modules are under construction on the future USS Kingsville (LCS 36) and the future USS Pierre (LCS 38). Two Expeditionary Fast Transport vessels (EPF’s 13 and 14) are also under construction at the shipyard.
In October 2021, Austal USA was awarded a contract for the detailed design and construction of two US Navy Towing, Salvage, and Rescue (T-ATS) ships, the first contract for Austal’s new steel construction facility. Austal has recently been awarded several post-delivery service-related contracts for the LCS program including Sustainment Execution Contracts (SEC) for both classes of LCS, on the east and west coasts of the United States, and a further contract to support LCS deployed to the Western Pacific and Indian Ocean.
Further, Austal USA recently announced the company had completed the purchase of a lease on waterfront property to establish a permanent ship repair facility in the Port of San Diego – a 6-hectare site enabling ship repairs and maintenance on US Navy, US Coast Guard and Military Sealift Command ships. The facilities will include a new dry dock, designed specifically to service small surface combatants and other small to medium size ships. (Source: ASD Network)

29 Dec 21. Netherlands declares IOC for F-35. The Netherlands has declared initial operating capability (IOC) for its fleet of Lockheed Martin F-35A Lightning II Joint Strike Fighter (JSF) aircraft. Announced on 27 December, the milestone sees the Royal Netherlands Air Force (RNLAF) become the 12th global military service to declare its F-35s ready for operations.
“Our F-35 squadron has attained IOC. With this achievement, the Netherlands joins a select group of countries which can rapidly deploy a F-35 unit with associated personnel for a short period of time anywhere in the world,” the RNLAF said. 29 Dec 21. India’s LCA Tejas Mark 2 achieves CDR acceptance. The comprehensive design review (CDR) was achieved last month. India’s home grown light combat aircraft (LCA) Tejas Mark 2 has achieved a milestone with the Deputy Chief of Air Staff (DCAS) accepting its comprehensive design review (CDR). DCAS air marshal Narmdeshwar Tiwari accepted the CDR for Tejas Mark 2 last month, reported Business Standard. Considered an essential step in designing an aircraft, CDR involves evaluation of the air frame design so that the aircraft gets all set for fabrication and testing processes. With this CDR acceptance, the state-owned Hindustan Aeronautics Ltd (HAL) can start releasing drawings for fabricating the first prototype of LCA Tejas Mark 2.
Meanwhile, HAL and the Defence Research and Development Organisation (DRDO) agency Aeronautical Development Agency (ADA) need to fix a few existing issues in the Mark 1 fighter jet.
HAL is also reportedly integrating the Advanced Short Range Air-to-Air Missile (ASRAAM), onto the Mark 1A jet. This missile has a range of 60-70km. The ASRAAM was procured by the IAF from MBDA UK for upgrading its Jaguar fighter jets.
Another modification for the Mark 1A jet includes reshaping the cockpit floor to allow pilots to comfortably fly the jet.
HAL chairman R Madhavan was quoted by the media outlet as stating: “The IAF has allotted HAL a Tejas Mark 1, numbered SP-25 (series production aircraft number 25), for integrating these modifications. We are almost through and will start flight testing in December. It will take about two years to complete flight testing, i.e., by end-2023.”
HAL and ADA have to close the order of 40 Mark 1 (two squadrons) and 83 Tejas Mark 1A variant jets (four squadrons) to the IAF. The $5.2bn order for 83 Tejas LCAs includes 73 fighter jets and ten two-seat trainer aircraft. In May, IAF operationalised the second squadron of the Tejas LCA at Sulur airbase. 24 Dec 21. Russia’s CMD receives five MiG-31BM interceptor fighters. Russia’s Central Military District (CMD) has received five MiG-31BM high-altitude interceptor fighters as per the basic weapons and military equipment supply plan of 2021. According to a Ministry of Defence of the Russian Federation statement, a batch of five interceptor jets entered service with CMD’s fighter aviation regiment.
The Mig-31BM jet is a long-range aircraft designed to destroy air and ground targets. It is capable of intercepting 24 targets simultaneously.
The fighter jet can also intercept cruise and ballistic missiles at different altitudes in all weather conditions.
“The MiG-31BM underwent a comprehensive upgrade of technical components and assemblies, equipped with updated avionics, navigation and electronic equipment, which made it possible to improve tactical characteristics and increase the combat capabilities of interceptor fighters,” the statement said.
Separately, the Southern Military District (SMD)’s Su-27SM3 jet crews worked out fighter aviation cover for a multi-purpose air patrol over Black Sea. The training involved pairs of aircraft working out actions to escort Su-34 fighter-bombers and conduct other aerial duties. (Source: airforce-technology.com)
23 Dec 21. Spanish Ministries of Defence and Interior sign for 36 H135s. The Spanish Ministries of Defence and Interior have ordered 36 Airbus H135 helicopters. This signature takes place in the context of the stimulus plan activated by the Spanish government to support the industry. The Ministry of Defence will receive 18 helicopters to be operated by the air force and the navy while the Ministry of Interior will also take delivery of 18 helicopters to be operated by the National Police and the Guardia Civil. The deliveries will start next year. The Spanish Army already operates a fleet of 16 H135 helicopters. With this acquisition, these will be the Spanish Air Force’s first H135s and the Spanish Navy’s first Airbus Helicopters product. As was the case for the H135s acquired some time ago by the army, the new aircraft for the air force and navy will replace older helicopter models currently used for advanced pilot training. The standardisation of training fleets across the three armed forces will create synergies and lead to the implementation of new and more efficient training and support activities.
“Together with the NH90, the H135 will be present in all branches of the Spanish armed forces, as an example of harmonisation and the search for synergies in training and maintenance, as stipulated by our Helicopter Master Plan,” said Admiral Santiago González at DGAM. “This collaboration between the Ministries of the Interior and Defence is an important milestone in the rationalisation of programmes by the Spanish Government”.
The Ministry of Interior currently has a fleet of 31 helicopters from the H135 family in operation with the National Police, the Guardia Civil, and Tráfico. The new helicopters will enable the Policía and Guardia Civil to replace the BO105 helicopters in a wide range of missions including law enforcement, surveillance, and rescue activities.
“We are pleased to sign the largest H135 contract in the history of this programme in Spain, a key partner and one of the largest H135 operators worldwide. I take this opportunity to welcome the Spanish Navy and the Spanish Air Force as new users of this model”, said Bruno Even, CEO of Airbus Helicopters. “The H135’s performance, versatility, and flight readiness have been particularly appreciated by Spanish operators”.
Airbus’ light, twin-engine H135 is equipped with the most advanced technologies available, including Airbus Helicopters’ own Helionix avionics suite. There are about 1,350 H135 helicopters operated by 300 operators in 64 countries. The fleet has accumulated 6 million flight hours.

24 Dec 21. Indian Navy decommissions missile corvette INS Khukri. The Indian Navy has decommissioned its first indigenously built missile corvette, INS Khukri, after serving for 32 years. A ceremony was held in the Indian city of Visakhapatnam on 23 December. It was attended by Eastern Naval Command flag officer commanding-in-chief vice admiral Biswajit Dasgupta. Some of the ship’s serving and retired former commanding officers, as well as Gorkha Brigade president lieutenant general PN Ananthanarayan also attended the event. During its active service, the corvette travelled a distance of more than 6,44,897nm. The distance is equal to navigating the globe 30 times or equivalent to three times the distance between Earth and Moon. It was commanded by 28 commanding officers. The corvette was affiliated with the Indian Army’s Gorkha Brigade and was part of the Indian Navy’s Western and Eastern fleets. Mazagaon Dock Shipbuilders laid the keel on 27 September 1985 and launched it on 3 December 1986. The vessel was commissioned into service in Mumbai on 23 August 1989. It was the second ship to carry the name Khukri. The first vessel with the same name sunk after it was hit by two homing torpedoes during the India-Pakistan war in 1971. INS Khukri is 91.1m long and has a displacement capacity of 1,350t. Powered by two diesel engines, it can cruise at a speed of 25k. 23 Dec 21. Netherlands retires CH-47D Chinooks. The Royal Netherlands Air Force (RNLAF) has retired the last of its Boeing CH-47D Chinook heavy-lift transport helicopters. The service announced the event on 22 December, noting that after more than 25 years of CH-47D operations, the variant has been replaced by the latest CH-47F-model Chinook.
“It’s a wrap. The workhorse CH-47D retired, [with] the last training flight and final landing [at Woensdrecht Air Base],” the RNLAF said from its official Twitter account. “We continue our tasks with [the] CH-47F [of] 298 Squadron.”
The CH-47Ds were received into service in 1995. These were augmented in 2012 with six early-standard CH-47F helicopters (the Netherlands was the first export customer for this variant). In 2016 the country acquired a further 12 newbuild CH-47F Chinooks through the US Department of Defense Foreign Military Sales programme, and two further helicopters were added to the order the following year for a total order of 14. Last Wednesday, the NIDV paid tribute to the farewell of Hans Hillen, who stepped down as chairperson after four years. The Board of the NIDV, participants and staff are very grateful for his commitment in recent years.

24 Dec 21. Renowned scientist and philanthropist Dr. Dmitry B. Zimin passes away peacefully at the age of 88 after a battle with cancer.
On Wednesday 22 December, Dr. Dmitry B. Zimin passed away peacefully at the age of 88 after a battle with cancer.
Dr. Zimin was a renowned Russian scientist, inventor, entrepreneur, and CEO. He was internationally recognised as a visionary pioneer who, through his philanthropic activities, dedicated his life and wealth to supporting science and education as key pillars of societal progress.
Dr. Zimin was one of the lead designers of Moscow’s anti-ballistic missile defence radar system, and later founded VimpelCom, which was the first Russian company to be listed on the NYSE in 1996 and became one of the world’s largest mobile operators. He championed scientists and supported their work and research by establishing the Dynasty Foundation and later the Zimin Foundation and the Zimin Institutes, which are located at various global universities.
Dr. Zimin was awarded the Russian Federation State Prize for his contribution to defence radar systems. He was the first and only Russian citizen to be awarded the Carnegie Medal of Philanthropy for his social investment work.
He was awarded an Honorary Doctorate by Tel Aviv University in Israel. Dr. Zimin was also given the Russian Ministry of Science and Education’s award “For Commitment to Science”. Dr. Zimin created the prestigious literary award Premya Prosvetitel (“Enlightener Prize”), which annually awards prizes to the best authors of popular science books in the Russian language. He also established the Dynasty Library project to translate and publish over 100 international works on popular science. Dr. Zimin always supported a free exchange of views and ideas. Through his philanthropy, he contributed to popularizing science, making it accessible and engaging to all citizens of the world, with the goal of improving the state of humanity through real-world innovation. 23 Dec 21. BAE Systems is set to hire almost 1,700 apprentices and graduates across the UK in 2022. The creation of more than 900 apprentice and 750 graduate and undergraduate roles is the largest intake of early careers roles the Company has offered in a single year. The majority of roles will be based in the North of England, with opportunities also available across the South of England, Scotland and Wales.
Representing a 25 per cent increase on this year’s early careers intake, the recruitment comes as Ofsted has once again rated the Company’s 50-plus apprenticeship programmes as ‘outstanding’.

Earlier on December 20, DRDO informed that Rane will be taking up the charge as the Director General (DG) of the company that produces the world-class BrahMos supersonic cruise missile system.
