09 Dec 21. RAAF Base Tindal welcomes first F-35A Lightning II aircraft. Lockheed Martin will support the RAAF’s aircraft maintenance programme at Tindal. Royal Australian Air Force’s (RAAF) Base Tindal in the Northern Territory (NT) has received the first four F-35A Lightning II multirole combat aircraft. The arrival of the aircraft follows the base’s certification to conduct F-35A operations. The F-35A joint strike fighters (JSFs) have replaced the RAAF F/A-18A/B Classic Hornet fleet, which has been in service for a period of 33 years. In addition, Lockheed Martin and the Australian Defence Force (ADF) are working in close cooperation with F135 engine manufacturer Pratt & Whitney to ensure Tindal will serve as an effective base for long-term engine maintenance.

Australia Defence Minister Peter Dutton said that the Top End, from where the No. 75 Squadron would operate the fighter jets, is a strategic location for national defence and a hub for regional engagement.

Dutton stated: “The Tindal-based F-35As will assure the ADF’s ability to deter or defeat threats to Australia’s interests and strengthen our ability to project potent air power into Australia’s immediate region.

“The Morrison Government is continuing to invest in RAAF Base Tindal in order to increase the reach of our air force capabilities in the Indo-Pacific.

“The F-35A-equipped 75 Squadron will capitalise on frequent opportunities to bolster interoperability with US rotational aircraft deployments, and other enhanced air cooperation activities that will take place in the Top End as announced at this year’s AUSMIN.”

Furthermore, Dutton announced that NT companies Fuel Calibration Services, RGM Maintenance, and Territory Instruments have joined Lockheed Martin’s global supply chain.

Dutton added: “These companies will help sustain the F-35A capability for many years, creating long-term economic benefit in the Northern Territory.”

06 Dec 21. Naval Group launches UAE Navy’s first Gowind corvette. The second corvette is under construction and scheduled for launch next year. Naval Group has launched the United Arab Emirates (UAE) Navy’s first Gowind corvette, named as ‘Bani Yas’, at its Lorient shipyard. The corvette was launched on 6 December in the presence of UAE Naval Forces commander Sheikh Saeed bin Hamdan Al-Nahyan. In 2019, the UAE ordered two French-made Gowind-class multi-mission corvettes. Construction of the second corvette is underway and will be launched in 2022. As part of the contract, Naval Group will also train the UAE Navy’s crew from the equipment level to the operational level. The Gowind multi-mission surface combatant is currently in service with the Egyptian Navy. The corvettes have also been selected by navies of two other nations, Naval Group stated. Naval Group Development senior executive vice-president Alain Guillou said: “We are honoured to welcome the UAE representatives to our shipyard to attend the launching ceremony of their first Gowind corvette.

“These two surface combatants will provide the UAE Navy with new naval capabilities and this event marks a very important milestone for the programme close to the highly symbolic day of the UAE 50th anniversary.

“The Bani Yas programme illustrates Naval Group’s capability to deliver state-of-the-art products to meet specific requirements of the UAE Navy, thanks to the most advanced technologies of the SETIS Combat Management System.”

With a 102m overall hull length, the corvette has a displacement capacity of 2,800t and a maximum speed of more than 25.5k.

07 Dec 21. Navantia launches final Avante 2200 corvette for Royal Saudi Navy. The launching event was held at Navantia shipyard in San Fernando in the presence of Navantia and RSNF officials. Spanish state-owned shipbuilding firm Navantia has reached a construction milestone with the launch of the final Avante 2200 corvettes for the Royal Saudi Naval Forces (RSNF). Known as Unayzah, the ship is named after the Unayzah city in the north of Saudi Arabia. The ship’s launching event was held at the company’s shipyard in San Fernando in the presence of Navantia and RSNF officials. Corvette Unayzah has a length of 104m and a beam of 14m. It can transport a total of 102 people, including crew members and passengers.

Navantia president Ricardo Domínguez said: “Spain and Saudi Arabia are united by strong and lasting ties and today, given that international collaboration is essential, strengthening an association that already exists is the best way to face the present and the future.”

The Avante 2200 corvette is a multirole vessel capable of supporting surveillance and maritime control, as well as search and rescue (SAR) missions.

The vessel features Navantia’s CATIZ Combat System, the HERMESYS integrated communications system, the DORNA fire direction, the Integrated Platform Control System, and the MINERVA integrated bridge.

It also features equipment such as the MTU motors and RENK gearboxes.

Under the Avante 2200 programme, the company is building five corvettes for the RSNF.

In October 2019, SAMINavantia laid the keel on the first Avante 2200 corvette for the RSNF. In March this year, Navantia launched third Avante 2200 corvette, known as HAIL. 07 Dec 21. HII begins fabrication of US Navy’s Arleigh Burke-class destroyer DDG 131. Fabrication of the destroyer commenced at HII’s Ingalls Shipbuilding Steel Fabrication Shop on 2 December. Huntington Ingalls Industries’ (HII) Ingalls Shipbuilding division has commenced fabrication of the US Navy’s Arleigh Burke-class (DDG 51) destroyer, George M Neal (DDG 131). The company successfully commenced the destroyer’s fabrication at the Ingalls Shipbuilding Steel Fabrication Shop on 2 December. DDG 131 is named in the honour of a Korean War veteran, Mate 3rd Class aviation machinist George M Neal.

Ingalls Shipbuilding president Kari Wilkinson said: “Start of fabrication is our first opportunity to formally celebrate and reflect on our contributions as shipbuilders.

“We are very proud of what we do here for the country and endeavour to do our part in building and activating what will be the newest Flight III destroyer.”

The Arleigh Burke-class guided missile destroyers are multi-mission surface combatants capable of conducting anti-air warfare (AAW), anti-submarine warfare (ASW), and anti-surface warfare (ASuW) missions.

HII’s Ingalls division has so far delivered 33 Arleigh Burke-class destroyers to the US Navy.

Jeremiah Denton (DDG 129), Lenah Sutcliffe Higbee (DDG 123), Ted Stevens (DDG 128) and Jack H Lucas (DDG 125) are the other Arleigh Burke-class destroyers currently under construction.

Jack H Lucas (DDG 125) is the US Navy’s first Flight III Arleigh Burke-class guided missile destroyer. It was launched in June this year.

The shipbuilder is under contract to build six Flight III ships. The Flight III design, which is the fourth Flight upgrade, incorporates the SPY-6 radar or the Air and Missile Defense Radar (AMDR) and changes to electrical power and cooling systems. (Source: naval-technology.com)

 

07 Dec 21. US Navy Commissioned Guided-Missile Destroyer Daniel Inouye. The Navy commissioned the future USS Daniel Inouye (DDG 118), an Arleigh Burke-class destroyer, during a 10:00 a.m. (HST) ceremony at Joint Base Pearl Harbor-Hickham, Dec. 8.

The future USS Daniel Inouye was named in honor of the late U.S. Sen. Daniel Inouye, who served as a Hawaii representative in the Senate from 1963 until he died in 2012.

The Honorable Carlos Del Toro, Secretary of the Navy, delivered the keynote address at the ceremony. Remarks will also be provided by The Honorable David Ige, Governor of Hawaii; The Honorable Kaiali’i Kahele, U.S. Representative, Hawaii’s 2nd District; The Honorable Rick Blangiardi, Mayor of Honolulu; Adm. Samuel Paparo, Commander, U.S. Pacific Fleet; Mr. Ken Inouye, Sen. Inouye’s son; and Mr. Ed Kenyon, Director of New Construction Programs, General Dynamics Bath Iron Works.

“The late Senator Daniel Inouye spent his entire life in public service, both in uniform and out,” said Del Toro. “Senator Inouye’s life is one to be emulated and the crew of this warship will not only be inspired by his legacy, but will stand the watch with the honor and dignity deserving of a ship bearing his name.”

The ship’s sponsor Mrs. Irene Hirano Inouye, Sen. Inouye’s wife, established a strong bond with the crew before her passing on April 7, 2020. At the keel laying in 2018, she welded her initials into the ship’s keel and, in 2019, she broke a bottle of champagne on the bow in a christening ceremony bestowing the name on the ship. During a “mast stepping” ceremony, she placed items special to Sen. Inouye in the ship’s mast. Mrs. Inouye appointed two Matrons of Honor to assist with sponsorship duties: Jessica Inouye, the wife of Senator Inouye’s only son Ken, and Jennifer Sabas, Senator Inouye’s former chief of staff and current executive director of the Daniel Inouye Institute. In a time-honored Navy tradition, Jennifer and Jessica, along with the Maid of Honor, Maggie Inouye, Sen. Inouye’s granddaughter, will give the first order to “man our ship and bring her to life,” in Mrs. Inouye’s stead.

The commissioning ceremony coincides with the 80th Anniversary of Pearl Harbor Remembrance Commemoration events. On December 7, 1941, Daniel Inouye was a 17-year-old senior at Honolulu’s McKinley High School and rushed to a Red Cross aid station to help civilians and Sailors wounded in the attack.

On April 21, 1945, while serving with the 442nd Infantry Regiment Combat Team in Italy during World War II, an exploding grenade shattered his right arm during an assault. Despite the intense pain, he refused evacuation. He remained at the head of his platoon until they broke the enemy resistance and his troops deployed in defensive positions, continuing to fight until the regiment’s position was secured. Later in life, he received the Medal of Honor for his extraordinary heroism during the assault.

Cmdr. DonAnn Gilmore, of Anniston, Alabama, is the ship’s commanding officer and leads a crew of 329 officers and enlisted Sailors. Gilmore is a graduate of The Pennsylvania State University. She previously commanded Mine Countermeasures Crew Exultant.

“This crew put a tremendous amount of work into preparing to bring USS Daniel Inouye to life on December 8. We all share a deep sense of pride and honor to represent our namesake, the late Senator and U.S. Army Medal of Honor recipient Daniel Inouye and those he represented for 53 years in the House and Senate,” said Gilmore. “Through USS Daniel Inouye’s service to our nation, every Sailor aboard will strive to make ours the preeminent ship on the waterfront. We embody the ship’s motto, a battle cry adopted from Senator Inouye’s Army unit, the 442nd Regimental Combat Team. We will ‘Go For Broke!’ as Daniel Inouye did on the battlefield and in halls of the Senate.”

The ship is nearly 510 feet long and has a navigational draft of 33 feet. As a Flight IIA destroyer, DDG 118 is equipped with Aegis Baseline 9, which provides improved Integrated Air and Missile Defense capabilities, increased computing power, and radar capable of quickly detecting and reacting to modern air warfare and Ballistic Missile Defense threats.

Built by General Dynamics Bath Iron Works in Bath, Maine, Daniel Inouye was christened June 22, 2019, and delivered to the Navy on March 8, 2021.

In addition to Daniel Inouye (DDG 118), General Dynamics – Bath Iron Works (BIW) has five additional Arleigh Burke-class destroyers under construction, to include the future: USS John Basilone (DDG 122), the future USS Harvey C. Barnum Jr. (DDG 124), the future USS Patrick Gallagher (DDG 127), the future USS Louis H. Wilson Jr. (DDG 126), and the future USS William Charette (DDG 130). Bath Iron Works is under contract to construct four additional Arleigh Burke-class destroyers with the Flight III configuration that includes enhanced Integrated Air and Missile Defense capabilities.

USS Daniel Inouye is the 69th Arleigh Burke-class guided missile destroyer commissioned to the Navy and the first ship to bear her name. Arleigh Burke-class destroyers are the backbone of the U.S. Navy’s surface fleet and critical to the future Navy. 01 Dec 21. The Peruvian Navy took delivery of its new corvette BAP Guise on 26 November. Guise, the former Republic of Korea Navy’s (RoKN’s) Po Hang-class corvette ROKS Suncheon, was commissioned in June 1989 and decommissioned on 24 December 2019. Prior to the handover, the corvette underwent an extensive hull, mechanical, and electric overhaul. The ships’ MTU 125V956 TB 82 diesel engines and GE LM 2500 gas turbine were disassembled and reviewed, and new parts were installed where necessary. The two MM-38 Exocet missile launchers, the Mk 32 triple torpedo tubes and associated computers in the operations room were removed. All other weapon and sensor systems remained onboard.

A bakery and a sickbay have been installed to enable the ship to operate for longer deployments and the crew’s accommodations were improved in line with the Peruvian standards. Between 5 April and 4 July 2021, a Peruvian naval commission inspected the corvette. (Source: Janes)

 

02 Dec 21. Keel laid for first vessel under Belgian-Dutch rMCM programme. The vessel is intended for delivery to Belgium with delivery scheduled for the end of 2024. French shipbuilder Naval Group has conducted a keel laying ceremony for the Belgian Navy’s new mine countermeasures vessel (MCMV). The vessel is the first of the twelve MCM vessels that will be built under the Belgian-Dutch rMCM programme. It is intended for Belgium.

Awarded in 2019, the rMCM programme is being led by Belgium Naval & Robotics, a consortium comprising Naval Group and ECA Group.

This consortium is responsible for the construction of the new MCM vessels and a toolbox comprising nearly 100 drones to equip the vessels.

Naval Group CEO Pierre Eric Pommellet said: “This programme is the result of European cooperation between Belgium and the Netherlands, in which Naval Group is proud to participate.

“It is also the result of a solid industrial partnership and of a commitment to competitiveness between Naval Group and ECA Group.

“Our teams will continue their hard work to deliver these latest generation ships, specialised in mine warfare and perfectly adapted to the operational use targeted by the Belgian and Dutch navies.”

Kership, a Naval Group and Piriou joint venture (JV), is taking the production responsibility of the 12 MCM vessels that will be assembled in Concarneau.

Naval Group is serving as an overall architect and prime contractor. It will be responsible for the ships’ design, overall integration, testing and commissioning.

ECA Group serves as co-contractor and is taking the responsibility of the uncrewed drones’ system. The drones will be produced at ECA’s workshop in Ostend, Belgium.

First delivery of the vessel under the rMCM programme is scheduled for the end of 2024 in Belgium. Deliveries will continue until 2030.

02 Dec 21. Construction starts on US Navy’s future USS Robert E Simanek ESB. The future USS Robert E Simanek is the fifth Expeditionary Sea Base vessel. General Dynamics National Steel and Shipbuilding Company (GD-NASSCO) has started construction on the US Navy’s fifth Expeditionary Sea Base (ESB) vessel. The company has held a small ceremony to celebrate the construction. This fifth ESB 7 vessel is named after Marine Corps veteran Robert E Simanek. US Navy Program Executive Office (PEO) Ships Strategic and Theater Sealift programme manager Tim Roberts said: “ESBs are optimised to support the core capabilities of aviation facilities, berthing, special operations, equipment staging support, and command and control operations.

“The ESBs have demonstrated their ability to enhance the fleet’s flexibility and capability as they operate around the world.

“The addition of the future USS Robert E Simanek will help continue to provide critical access in the maritime domain.”

ESB ships are designed to support multiple maritime-based missions, such as air mine counter measures (AMCM), special operations forces (SOF), and limited crisis response.

The 784ft ship, acting as a mobile sea base, will be equipped with a 52,000ft² flight deck to support operations of MV-22 tilt-rotor, MH-53, MH-60, and H1 aircraft.

General Dynamics NASSCO president Dave Carver said: “Today, we start construction of the ship that honours the life and service of the ship’s namesake, Marine Corps Private First Class Robert E Simanek.

07 Dec 21. SAAF Gripens grounded. The South African Air Force’s (SAAF’s) Gripen fleet is temporarily grounded, with no aircraft serviceable, due to a lack of funding and maintenance and support contracts not being renewed in time, but it is likely that the Gripens will be flying again in the new year.

In a statement resulting from multiple media enquiries, the Department of Defence (DoD) said the South African National Defence Force’s (SANDF’s) Air Defence capability has been negatively impacted by protracted discussions relating to maintenance contracts.

“After a lengthy discussion between the South African Air Force (SAAF), through Armscor and Saab on the contract concerning the Gripen, proposals have been presented by both parties and are being reviewed to ensure that the matter is conclusively dealt with by the parties concerned. It is unfortunate that the discussions took longer than expected as a result, negatively impacting on the Air Defence capability,” stated Siphiwe Dlamini, DoD Head of Communication.

He added that, “the SAAF is confident that a solution will be found to resolve this matter. Due to the sensitivity around the discussion, the negotiations cannot be made public.”

Darren Olivier, Director at African Defence Review, notes that, “thanks to this delay, the SAAF’s Gripen fleet has been grounded for three months and probably won’t return to the air until late January at the earliest.”

He believes it’s a crisis caused primarily by severe budget cuts, “but seemingly compounded by a dysfunctional relationship between the SAAF and Armscor and poor contract management. This is a crisis that should never have been allowed to reach this point.”

At least as far back as August this year, negotiations regarding the placement of new support contracts for the Hawk and Gripen were still ongoing due to “high fixed costs”.

defenceWeb understands that maintenance and support contracts have not been renewed in time because of Public Finance Management Act (PFMA) requirements, Armscor implementing Preferential Procurement regulations incorrectly, and funding constraints.

It is believed that half the Gripen fleet of 26 aircraft has been cannibalised for spare parts, while air crew have lost currency due to a lack of flight hours. This is compounded by a lack of PC-7 Mk II trainers available.

The funding crisis affecting the SAAF, and the SANDF as a whole, has also seen the serviceability of other aircraft decline. For example, there are only around a dozen Oryx available out of a fleet of roughly 40. Over the last year only around a third of the Hawk fleet has been operational. Much of the eight-strong C-130BZ Hercules fleet is unserviceable, although two aircraft are airworthy and flying after a major service, and two more are undergoing scheduled maintenance.

The lack of funding also means there is little ammunition available for the SAAF’s combat aircraft.

As far back as 2016, experts were warning that budget cuts coupled with the Rand’s decreasing value could mean the Gripen or Hawk fleets would be permanently grounded (the poor Rand/dollar exchange rate has made it increasingly expensive to acquire spares from overseas). For nearly a decade, the SAAF has been unable to fund the airworthiness of the entire Hawk and Gripen fleets, and half the Gripen fleet has since been in ‘rotational storage’.

According to the 2021 DoD Annual Performance Plan, for 2021/22, a total of R5.969bn is allocated to the Air Defence programme (essentially the SAAF in its entirety), against a requirement of R7.8bn. “The shortfall of R1 840 622 000 will adversely impact on the preparation and provision of combat-ready air defence capabilities, maintenance backlog, maintenance of capabilities and aviation safety within the Programme.”

The SAAF’s Air Combat Capability (which includes Hawk and Gripen operations) has seen its allocation shrinking in most years. According to the Annual Performance Plan, the Air Combat Capability was allocated R783m in 2017/18 but this dropped down to R519m the next year, and increased to R649m in 2019/20 and R866m in 2020/21. However, for 2021/22 it declined to R343m and is projected to reach just R302m in 2022/23.

“In the light of the current DOD budget reductions, the Air Defence Programme will remain under pressure to provide the required air defence capabilities to execute its mandate. Despite the budget and capability challenges, the Air Defence Programme will continue with training to provide the required air defence capabilities to support humanitarian and disaster relief operations and secure the RSA airspace as and when required in accordance with the Joint Force Employment requirements,” the Annual Performance Plan stated.

The DoD in August told Parliament’s Portfolio Committee on Defence and Military Veterans (PCDMV) that constrained funding was affecting the ability of the SAAF to provide enough serviceable aircraft, which is negatively affecting flying hours.

Helicopter systems have a critical spares shortage which is because of procurement processes with long lead times and a backlog of spares. Transport and combat systems have similar issues, the PCDMV heard.

During the first quarter of the 2021/22 financial year, the SA Air Force flew 3 560.8 hours, including 2 717 Force Preparation hours; 636.7 Force Employment hours; and 207.1 VVIP flying hours. It has a target of 17 100 hours for the year but only 15 000 hours in 2022/23 and 2023/24.

09 Dec 21. CNC welcomes government response to consultation on service expansion. The Government has published its response to the consultation on Civil Nuclear Constabulary (CNC) service expansion. The consultation asked interested parties for their views on expanding Civil Nuclear Constabulary (CNC) services beyond the civil nuclear sector, enabling the CNC to become more agile in helping other police forces to protect the public.

A Chairman of the Civil Nuclear Police Authority (CNPA) Vic Emery said: “We welcome the government’s positive response to the consultation on CNC service expansion. We are pleased that the vast majority of inputs made to the consultation were supportive of the organisation’s ambitions.

“Whilst the CNC’s core mission will always remain the protection of civil nuclear sites and nuclear material, the proposals outlined in the consultation would also enable us to improve efficiency and greatly enhance the support we can provide to our partners and to other police forces, ensuring that the wider police service is working together to maximise public safety.

“We look forward to working with the Department for Business, Energy and Industrial Strategy to take these proposals forward.”

09 Dec 21. CACI and Yubico Announce Partnership to Enhance Trusted Mobile Platforms. CACI International Inc (NYSE: CACI) announced today that it has entered into a partnership with Yubico through a memorandum of understanding that establishes Yubico as the exclusive provider of multi-factor authentication (MFA) solutions in support of CACI’s trusted mobile platforms. Yubico will provide YubiKey 5 FIPS Series products for enhanced security and authentication protocols for CACI’s software-defined key loading devices that enable more capable, secure, and resilient communications for U.S. government missions. Yubico’s YubiKey 5 FIPS Series are multi-protocol security keys that eliminate account takeovers from phishing attacks with strong two-factor, multi-factor and passwordless authentication. These security keys support applications and services using a range of protocols such as OTP, FIDO U2F and FIDO2/WebAuthn and a Personal Identity Verification-compatible (PIV) Smart Card. The YubiKey 5 FIPS series is NSA-approved for the Department of Defense (DoD) to provide the highest level of user authentication and supports the ability to remove the tool following authentication in accordance with National Institute of Standards and Technology (NIST) usability guidelines for multi-factor cryptographic devices.

Raytheon Technologies (NYSE: RTX) today announced that Raja Maharajh has been appointed as general counsel of Raytheon Technologies and will report directly to Chairman and Chief Executive Officer Greg Hayes. Maharajh replaces Frank Jimenez, who has decided to pursue new opportunities outside of Raytheon Technologies. “We appreciate Frank’s legal guidance and expertise, especially as we completed our merger, and we wish him the best,” Hayes continued. As general counsel, Maharajh will serve as a member of the senior leadership team, overseeing a variety of legal and regulatory affairs, including corporate governance and transactions, ethics and compliance, litigation, contracts and intellectual property. 06 Dec 21. IAI appoints Amir Peretz former Israeli Minister of Defense as Chairman. The board of directors for Israel Aerospace Industries (IAI) appointed Amir Peretz, former minister of defense for the state of Israel, as chairman of the IAI board.

Following the appointment, Peretz thanked Israel’s current ministers of defense and finance for their support and encouragement.
