In this role you will be working as part of a team, and on occasion autonomously to support the clients to ensure value for money and delivery plans are met, using cost modelling and analysis techniques. You will be required to travel to the client’s sites on a regular basis. The right applicant for this role will be someone who has a consultancy or client side background within a cost analysis and modelling role. You will have experience in developing client relationships and ideally, you will have worked in, or with clients, in the defence sector. You must have proven cost estimating and modelling capabilities, ideally with CCEA and APMP qualifications. 23 Nov 21. French Navy’s Aquitaine-class frigate ‘Alsace’ ready for operations. Alsace is a frigate developed through the Frégate Européenne Multi-Missions (FREMM) programme. French Armed Forces Minister Florence Parly has announced that the Aquitaine-class frigate Alsace is ready for operations. Alsace is a frigate of the French Navy developed through the Frégate Européenne Multi-Missions (FREMM) multipurpose frigate programme. It is the first of two air-defence variants of the FREMM class. The other variant is Lorraine. The FREMM European multi-mission frigate is a joint programme between France and Italy. It will build 21 FREMM frigates for the French Navy and the Italian Navy. Parly posted on Twitter: “The multi-mission frigate Alsace is ready for operations. It belongs to a class of frigates recognised worldwide for its combat capabilities.
“The renewal of the Marine Nationale equipment is essential in the current strategic environment.
“To protect our coasts and our exclusive economic zone, in the face of obstacles to freedom of navigation, in the face of attempted intimidation at sea, in the face of the desire to deny access to certain areas, France needs a strong, efficient and credible navy”.
Alsace’s operational capabilities were validated on 17 November with the firing of an Aster 30 anti-aircraft missile. This marked the ship’s transition to active service.
Besides providing anti-air, anti-surface and anti-submarine warfare (ASW) capabilities, FREMM frigates offer interoperability and operational readiness. The frigates can respond to air, sea and land-based threats.
Alsace was launched in April 2019 at the Naval Group shipyard of Lorient, just thirteen months after its keel laying took place.

25 Nov 21. Saab begins Gripen E serial deliveries to air forces of Brazil and Sweden. The first six serial production Gripen E jets left Saab’s factory and entered the delivery phase. Saab has commenced the Gripen E serial delivery phase for the Brazilian and Swedish air forces.
During a meeting with the Brazilian and Swedish authorities, the company presented the first six serial production Gripen E jets. Out of the six fighters, which have left the company’s factory, four aircraft will be transferred to the Brazilian Air Force and two to Sweden’s Defence Materiel Administration.
Brazilian Air Force commander-general Carlos de Almeida Baptista Junior; Swedish Air Force commander major general Carl-Johan Edström; Saab president and CEO Micael Johansson; as well as Saab Aeronautics business area senior vice-president head Jonas Hjelm attended the meeting.
Saab president and CEO Micael Johansson said: “The start of the serial delivery phase with these four aircraft for the Brazilian Air Force and two for the Swedish Air Force is an extremely important achievement for the Gripen programme.
“It shows that we have a mature product and that we fulfil our contractual obligations.
“This all has been possible, thanks to our smart ways of working, innovative production technologies and close cooperation with the customers.”
In addition, the authorities tested the new Gripen mission trainer simulator when they visited Saab.
They also had the opportunity to view an air display with the aircraft of both the air forces.
The Gripen E is designed as an enhanced version of the Gripen C/D multi-role jet. It is designed to replace the Swiss Air Force’s fleet of Northrop F-5E/F Tiger.
In April 2020, Saab conducted cold climate tests for the Gripen E aircraft in northern Sweden to test its operation in adverse climates.
Swedish Air Force commander major general Carl-Johan Edström said: “These deliveries form an important part of strengthening our capabilities and defending Sweden.

25 Nov 21. Brazilian Navy receives first naval version of H225M from Airbus. The aircraft is one of the 50 H225Ms that will be operated by the Brazilian forces. The Brazilian Navy has received the first naval version of the H225M multi-role utility aircraft from Airbus Helicopters.
The aircraft will boost the Brazilian Navy’s mission capabilities, such as anti-surface warfare (ASuW) and maritime surveillance. It is currently stationed at São Pedro d’Aldeia naval base in Brazil. Airbus Helicopters Latin America head Alberto Robles said: “We are very proud of this achievement, which proves the industrial and technological capability of the Airbus Helicopters teams in France and Brazil to deliver one of the most modern solutions in the world to the Brazilian Armed Forces.
“Designed to meet the most demanding requirements of the Brazilian Navy, the advanced anti-surface warfare and tactical capabilities open new mission capabilities for the H225M utility helicopter.”
The H225M aircraft has been developed by the engineering team at Airbus Helicopters’ Brazilian subsidiary Helibras.
Airbus noted that the H225M helicopter features the EWS IDAS-3 countermeasure system and MBDA Exocet AM39 B2M2 missiles.
Test-firing of the AM39 B2M2 missiles ended in June, creating the path for qualification and delivery.
The aircraft is also equipped with the APS143 tactical radar and the Naval Tactical Data Management System (N-TDMS) naval mission system for command and control (C2) of all embedded systems.
N-TDMS has been developed in partnership with Atech and Airbus Defense and Space. In 2008, the Brazilian Government signed a contract for the procurement of 50 H225Ms. The helicopters will be operated by the Brazilian armed forces.
To date, 39 H225Ms have been assembled locally by Helibras and delivered to the Brazilian Armed Forces. In April 2018, Airbus Helicopters received contracts from the Brazilian Armed Forces and the Mexican Air Force to maintain their H225M fleets. (Source: airforce-technology.com)
23 Nov 21. New F-35As delivered to RAAF. The country’s fleet of fifth-generation fighter jets has been reinforced by the arrival of a new tranche of aircraft, marking the final delivery of 2021.
The Royal Australian Air Force (RAAF) has received three new Lockheed Martin-built F-35A Lightning II aircraft, taking the total size of the fleet to 44.
The new jets touched down in RAAF Base Williamtown, where these were accepted by No. 77 Squadron.
The aircraft left Eglin Air Force Base in Florida, United States, travelling via Hickam Air Force Base in Hawaii, before making their way to Australia for Exercise Lightning Ferry 21-4.
Commanding Officer No. 77 Squadron Wing Commander Tim Ireland said the delivery of three new fighter jets was an important milestone for the RAAF as it integrates fifth-generation air power.
“Our focus in 2021 has been to stand-up an F-35A combat ready team,” Wing Commander Ireland said.
“The additional aircraft will help us generate a ready force able to integrate into a high-end all domain fight.”
No. 77 Squadron recently participated in Exercise Lighting Spear 21 at Eglin Air Force Base – an operational test activity for No. 81 Wing aimed at verifying weapons integration.
“The consecutive activities of Lightning Spear and Lightning Ferry demonstrates No. 77 Squadron’s agility and maturity at operating with our latest F-35A capability,” Wing Commander Ireland said.
“The F-35A is the seventh fighter that No. 77 Squadron has operated. It’s humbling to be a part of such a significant phase of our proud 79-year history.”
The Commonwealth government has ordered 72 F-35A aircraft under the Joint Strike Fighter program. All 72 jets are expected to be fully operational by 2023, with an option to expand the fleet to a maximum of 100 aircraft. This latest delivery was the last for the 2021 calendar year. 23 Nov 21. PLAAF 25th Air Brigade now operates J-10C multirole fighters. The People’s Liberation Army Air Force’s (PLAAF’s) 25th Air Brigade, part of the PLA’s Eastern Theater Command (ETC), is replacing its legacy Chengdu Aircraft Industry Group J-7E fighters with J-10C multirole fighter aircraft fitted with locally made Shenyang-Liming WS10 ‘Taihang’-series engines. Video footage released by state-owned China Central Television (CCTV) on 20 November showed both aircraft types at Shantou Waisha Air Base in Guangdong Province, and indicated that the 25th Air Brigade has been receiving J-10Cs for approximately half a year, with pilots being trained to transition from the J-7Es to the new combat aircraft. According to images from the video, two aircraft are clearly identified bearing serial numbers ‘63061′ and ‘62067′, suggesting that these are part of the sixth J-10C production batch and are assigned to the PLA’s ETC. The aircraft being produced under this latest batch are fitted with locally made WS10B engines, which replace the Russian-made Saturn AL-31FN turbofan engines that have powered the initial batches of the J-10. This is the first time a PLAAF’s operational unit is confirmed to be equipped with J-10C fighters powered by WS10B engines, with earlier reports suggesting that aircraft produced under the fourth and fifth batches also use indigenous engines. The latest development comes after unconfirmed reports emerged earlier in 2021 that an unidentified air brigade at Shantou had been converting to the latest J-10C variant, and after video footage from CCTV in May 2021 had already confirmed that the PLAAF was using some WS10-powered J-10C fighters for training exercises. 25 Nov 21. Canadian Prime Minister, Justin Trudeau, today announced that General Wayne Eyre has been appointed to the position of Chief of the Defence Staff. General Eyre spent the majority of his career in command or deputy command positions. He was previously deployed to Cyprus, Croatia, and Bosnia, and served in Afghanistan twice – first in the Canadian Operational Mentor and Liaison Team in Kandahar, then as the Commanding General of NATO Training Mission. As Deputy Commander of United Nations Command Korea, he became the most senior Canadian officer ever permanently stationed in the Asia-Pacific region. Here at home, he commanded various disaster relief operations, including the military response to both the 2015 Saskatchewan wildfires and the 2016 Fort McMurray evacuation. He was appointed Commander of the Canadian Army in August 2019 and was promoted to the rank of General in August 2021. As Chief of the Defence Staff, General Eyre will oversee the Canadian Armed Forces’ ongoing operations in Canada and around the world, including the emergency assistance currently being provided to individuals and communities impacted by the floods, landslides, and extreme weather conditions in British Columbia. He will also keep working toward the full implementation of our national defence policy, Strong, Secure, Engaged, to deliver the standard of service and care Canadians in uniform deserve, and the modernization of the North American Aerospace Defence Command (NORAD). 24 Nov 21. Sikorsky Signs Reseller Agreement with CIAC. Sikorsky, a Lockheed Martin company (NYSE: LMT) and the Corporación de la Industria Aeronáutica de Colombia S.A. (CIAC) have signed a reseller agreement allowing CIAC to purchase Black Hawk® helicopter spare parts from Sikorsky for resale to the Colombian Army, Air Force and National Police. Advance procurement and storage of the material in Bogota, including processing of component repairs, will enable CIAC to quickly fulfill orders when required by the services, which collectively have acquired 97 UH-60L and S-70i™ Black Hawk aircraft.
“This reseller agreement gives CIAC exclusivity in Colombia to buy genuine OEM Black Hawk parts from Sikorsky, and then hold the parts in a local warehouse for supply on demand,” said Felipe Benvegnu, director of Sikorsky sustainment business development. “The effect of this arrangement will be to shorten lead times of critical items, which should ultimately result in improved operational availability of the Colombia’s Black Hawk fleets. We are delighted to expand our already strong relationship with CIAC to help keep these aircraft at peak flight readiness.”
The agreement with CIAC marks the first time that Sikorsky has collaborated with a commercial aerospace support provider to allow the resale of Black Hawk helicopter parts in Colombia. Owned by the Colombian Ministry of Defense, CIAC operates as an independent company.
Major General Iván Hidalgo, CIAC general manager stated: “I feel great pride that from within CIAC we can contribute to the strengthening of the national air power, by unifying the logistical support of the UH-60 fleets in Colombia. By achieving this consolidation for the first time, a strong and close relationship with the manufacturer allows us to continue working for the benefit of the Military Forces and the National Police.”
The CIAC reseller agreement builds on the close relationship already established between CIAC and Sikorsky-Colombia, a Sikorsky subsidiary. Together, the two companies work closely to manage the Black Hawk Flight Simulator Center at Luis Pinto Air Force Base in Melgar, Colombia. Operational since 2013, the center is used by instructors to train pilots for the COLAR, COLAF, and the National Police Black Hawk fleets, as well as for the Brazil Armed Forces. Local storage of Black Hawk parts is similar to the ‘Forward Stocking Locations’ approach that Sikorsky has established in Europe, Asia, and Brazil. 24 Nov 21. PZL Mielec To Manufacture Major Assemblies for Global F-16 Program. PZL Mielec, a Lockheed Martin company and one of Poland’s longest established aircraft manufacturers, is to be a manufacturing partner for one of the world’s most successful fighter aircraft programs. Beginning next year, PZL Mielec will build components and assemblies for the latest generation F-16 Block 70/72, sustaining around 200 jobs, with approximately 60 new jobs being created.
This development marks a significant new milestone for PZL Mielec, which was last involved in the production of fighter aircraft in the 1960s.
Beginning next year, PZL Mielec will manufacture the rear fuselage, center fuselage, cockpit structure, cockpit side panel and forward equipment bay for new production F-16s, exporting the aerostructures to Lockheed Martin’s final assembly line in Greenville, South Carolina.
“Today’s announcement underlines our commitment to PZL Mielec and to growing Lockheed Martin’s industrial footprint in Poland, where we currently employ around 1,600 people directly and sustain work for more than 5,000 others in the Polish supply chain,” says Robert Orzylowski, Lockheed Martin director for Poland, Central and East Europe.
“During our 20+ year strategic partnership with Poland, we’ve delivered technology transfer, research and development opportunities, long-term sustainable high technology jobs, growth and exports,” Orzylowski adds. “Poland’s acquisition of the F-35 opened the door for a further expansion of this relationship and helped enable today’s exciting announcement.”
With orders already secured for the F-16 Block 70/72 from five customers, global interest remains high for new-build production aircraft and for F-16V upgrades.
Poland has operated F-16s in its own fleet for the past 15 years, and this summer marked a 100,000 flight-hour milestone.
“The F-16 remains a critical part of the Polish Air Force,” says Danya Trent, Lockheed Martin vice president, F-16 program. “This new production work at PZL Mielec will further ensure Poland is part of the F-16 global enterprise for many years to come.”
Beyond the F-16, Poland is also procuring 32 F-35s, the first of which will be delivered in 2024. The complementary capabilities and interoperability between both fighter aircraft types serves to strengthen Poland’s airpower capabilities and enables partnerships across missions, training, equipment and tactics with other NATO members. As part of its digitization strategy, the Düsseldorf-based technology enterprise Rheinmetall AG intends to take up a 25.1% stake in 4iG, a Hungarian digitization service provider and IT specialist. An agreement to this effect has now been signed by Rheinmetall and the majority shareholder.
The cooperation is designed to reinforce Rheinmetall’s position as a leading systems supplier for security technology in Central and Eastern Europe. When it comes to expanding into civil markets and new fields such as satellite technology, moreover, the planned cooperation offers excellent opportunities. Thus, 4iG will function as a strategic IT partner of Rheinmetall in order to tap into new digital market potential. “The agreement with Rheinmetall supports our vision of international expansion in the technology sector”, declares Gellért Jászai, president and chairman of the executive board of 4iG.
Headquartered and publicly listed in Budapest, 4iG is also expected to function as a digitization service provider for Rheinmetall in Hungary. Therefore, the creation of a separate joint venture by Rheinmetall (51%) and 4iG (49%) is planned in order to set up own IT infrastructure and services in Hungary.
By taking up a share in 4iG, Rheinmetall – in tandem with its new partner – will be able in future to expand its portfolio of digital products and digital services, supplementing its extensive range of defence technology systems and equipment. Thus, in the course of future cooperation, the partners will not only press forward with digitization of the armed forces (secure cloud, advances in C4ISTAR), but also materially develop and grow their capacity for delivering and protecting critical infrastructure as well as cybersecurity solutions.
As a shareholder in 4iG, Rheinmetall will have a direct holding in a supplier of critical infrastructure in Hungary and Central Europe, providing an indispensable service for safeguarding government, business and civil society in the information technology and telecommunication domain. This encompasses vital products and services for voice and data transmission as well as secure data infrastructure for government and administrative services, education and healthcare, but also for private sector customers. Besides their planned activities in the field of critical infrastructure, the partners have identified additional potential for cooperating in IT security, sensor technology, artificial intelligence, robotics and satellite communication.

25 Nov 21. Coras partners with UK firm to support development of Australian nuclear-powered submarine capability. Australian management consultancy Coras has inked an agreement with the UK’s Abbott Risk Consulting to support Australia’s acquisition and transition to a nuclear-powered submarine capability. Following September’s AUKUS announcement, Australian and British firms have begun reaching across the aisle to work together under proposed technology-sharing arrangements between the countries. Leading Australian management consultancy Coras has confirmed that it has entered into a partnership with UK-based independent risk and management consultancy Abbott Risk Consulting (ARC) to support Australia’s acquisition and transition to a nuclear-powered submarine capability. The partnership is expected to support the development of a sovereign nuclear-powered submarine capability by leveraging ARC’s longstanding expertise in the UK’s nuclear-powered submarine industry and Coras’ pedigree in defence consulting. The pair hopes that they will be ready to provide critical support to Defence when Australia and the United Kingdom formalise the technology sharing arrangements under the AUKUS partnership. Currently, ARC’s five offices in the United Kingdom and three offices in Australia provide safety engineering and risk management support to the defence, nuclear, oil and gas, transportation and renewable energy industries. ARC has also worked with the United Kingdom’s Ministry of Defence project teams as well as the prime contractors involved with the country’s Naval Nuclear Propulsion Programme (NNPP), including collaborating on the development and maintenance of nuclear safety justification for UK naval bases. This knowledge is expected to be integrated with Coras’ existing operational understanding of the Australian defence market, having worked across all domains. This is not the first naval program upon which the companies have collaborated. The two companies have already partnered on the Royal Australian Navy’s Fleet Command across the design, development and implementation of governance, risk and compliance systems for the Defence Seaworthiness Management System.
Phil Cutts, managing director of Coras, explained that the two companies look forward to integrating their wide-ranging expertise in the field to support Australia’s nuclear-powered submarine program.

Taking into account the scale and significance of nuclear-powered submarine projects, understanding and managing risk and meeting compliance requirements in a highly regulated environment is absolutely paramount.
