05 Nov 21. Defence Infrastructure Organisation completes £10m Royal Marines accommodation. The Defence Infrastructure Organisation (DIO) has recently completed the new circa £10m bespoke state-of-the-art accommodation project for personnel at the Royal Marines’ principal training centre in Devon. The new block will house Royal Marine recruits who have been injured in training. The new accommodation at the Commando Training Centre Royal Marines (CTCRM) in Lympstone consists of a 181-bed block as well as supporting facilities, such as a large communal/recreation area and administrative offices. The multifunction communal/recreation space has televisions, a projector and screen, kitchenette for drinks and IT provision. It can also be used as a classroom when required or for individual learning. The ground floor also has toilet and washing facilities for visitors to this area. The building includes 21 eight-bed rooms and one ten-bed unit plus three single rooms which can be used for support staff or individual troops. All bedrooms include individual storage and all rooms have been designed so that they can be allocated to either male or female occupants. There are additional baggage rooms on each floor with lockable individual cages for each person for larger items of kit. Each floor has a utility room which includes a Belfast sink for washing larger items, washing machines and dryers. There are also dedicated drying rooms with extraction, low radiant heat and dehumidifiers to ensure clothes and smaller items of kit can be quickly washed and dried. A separate caged building for drying larger items of equipment and an external boot wash was also constructed adjacent to the new accommodation block. The building is designed to be easy to clean and maintain with surfaces such as vinyl floors which are quick to wash. Durable finishes have been provided to the lift, baggage cages and handrails. Final fixings and equipment such as Wi-fi, curtains, blinds, notice boards, white boards and TVs were installed throughout the building during construction to avoid costly and disruptive fit out post-handover.

Simon Jones, DIO Project Manager, said: “We are pleased to have completed this bespoke building to meet the Royal Marines’ accommodation requirements along with our partner Galliford Try and our technical support providers AECOM. This purpose-built facility will provide modern and essential accommodation to personnel and to allow them to continue training as they recover from injury and undergo rehabilitation prior to rejoining their normal unit. This was a challenging project especially continuing safely throughout the current pandemic, but it demonstrated our expertise in delivering unique construction projects on time for the Armed Forces.”

Simon Courtney, Managing Director for Galliford Try Building West Midlands & South West, said: “We are proud to have been given the opportunity to work with and deliver this unique scheme on site for DIO. There has been a high level of collaboration on the project throughout a challenging period, and we are delighted to now see the completed building ready for occupation by the Royal Marine recruits undertaking rehabilitation and recovery programmes.

The building, known as the Comacchio Building, was opened by Col. Simon Chapman, Commandant Commando Training Centre Royal Marines.”

Representatives from the Royal Marines, Defence Infrastructure Organisation and contractors Galliford Try and AECOM attended an event at Lympstone on 4th November to mark the completion of this unique facility for the Royal Marines. (Source: https://www.gov.uk/)

09 Nov 21. South Korea’s HHI launches new Cheonan frigate. Cheonan has been named after the ROK Navy ship that was sunk by a North Korean torpedo. The Republic of Korea (ROK) Navy and state arms procurement agency Defense Acquisition Program Administration (DAPA) have reportedly announced the launch of a new frigate. Hyundai Heavy Industries (HHI) held the launch ceremony at its shipyard in Ulsan, Seoul, according to Yonhap News Agency (YNA). Nearly 100 people, including defence and navy officials, took part in the event.

A DAPA official was quoted by YNA as saying: “The frigate is the latest vessel equipped with sturdy, homegrown weapons systems, and we expect it to safeguard the West Sea by honouring the noble sacrifices of the sailors and inheriting their will for national defence.”

DAPA was cited as saying that the new 2,800t frigate, known as ‘Cheonan’, was named after the ROK Navy’s Pohang-class corvette that was torpedoed by a North Korean submarine in March 2010.

The 1,200t corvette sank near the Northern Limit Line, resulting in the loss of 46 lives.

South Korea Defence Minister Suh Wook was quoted by the news agency as saying: “By reviving the Cheonan, South Korea has kept its promise to forever remember the sacrifices of heroes. “The military will maintain a firm defence posture and continue to support the denuclearisation of North Korea and promote lasting peace based on ‘robust strength.’”

Cheonan is the seventh Daegu-class ship and is anticipated to be handed over to the service in 2023. The ships of the class are being manufactured under South Korea’s ‘FFX Batch-II’ frigate acquisition programme. The ROK Navy seeks to acquire a total of eight vessels under the programme. Earlier this month, the DAPA reportedly approved a new project to develop lightweight torpedoes. (Source: naval-technology.com)

09 Nov 21. MDL delivers fourth Scorpene-class submarine to Indian Navy. P-75 project involves building six submarines of Scorpene indigenously for the Indian Navy. Mazagaon Dock Shipbuilders Limited (MDL) has delivered the fourth Scorpene-class submarine of Project 75, Yard 11878 to the Indian Navy. The submarine will soon be commissioned as INS Vela and will further strengthen the service’s defence capabilities. P-75 involves the construction of six submarines of Scorpene design. The boats are being built by MDL in Mumbai through a transfer of technology from France’s Naval Group. The project in line with the Indian Government’s ‘Make in India’ policy. Vela was launched in May 2019 and has since completed all key harbour and sea trials amidst Covid-related restrictions.

The Indian Ministry of Defence (MOD) said in a statement: “Submarine construction is an intricate activity as the difficulty is compounded when all equipment is required to be miniaturised and are subject to stringent quality requirements. Construction of these submarines in an Indian yard is yet another step towards ‘AatmaNirbhar Bharat’.”

Last year, the fifth vessel Vagir was launched. It was ordered in 2005. In July, India issued a request of proposal (RFP) for P-75(I) for the construction of six submarines. The RFP was issued to MDL and Larsen & Tubro (L&T). The Defence Acquisition Council (DAC), Indian MOD’s highest decision-making body on procurement, approved the issuance of RFP in June this year, commencing the project. The project was approved to be built at a cost of around $5.88bn (Rs430bn). (Source: naval-technology.com)

08 Nov 21. Keel laid for Pakistan Navy’s fourth MILGEM class corvette. The event follows the steel cutting ceremony for the ship, which was held in June. Karachi Shipyard and Engineering Works (KS&EW) has announced the keel laying of the fourth and final MILGEM-class corvette for the Pakistan Navy. It was laid at KS&EW by Turkish Ministry of Defense-affiliated contractor company ASFAT on 5 November. The ceremony marks a milestone in the project and follows the steel cutting held for the corvette in June this year. In a post on the official Twitter account of Director General Public Relations (Navy), Pakistan Chief of Naval staff Admiral Muhammad Amjad Khan Niazi complemented KS&EW’s role in the construction of the vessels.

He called the naval partnership between the countries a ‘historic event’.

KS&EW managing director rear admiral Ather Saleem said: “Construction of the corvettes will provide impetus to local ship building industry and enhance KS&EW capabilities. The addition of the ships would add to the lethality and ops capability of the Pakistan Navy.”

The vessel is being built as part of the agreement signed between Pakistan and Turkey on 6 September 2018. The programme started in March 2019. The scope of the MILGEM programme of the Pakistan Navy includes four ships. Two will be built at the Istanbul Naval Shipyard and the other two at KS&EW. Two corvettes are expected to become operational in 2023 and the remainder in 2024. 08 Nov 21. John Lewis-class replenishment oiler USNS Harvey Milk christened. The 742ft-long John Lewis-class fleet vessels are designed to have a full load displacement of 49,850t. The US Navy’s second John Lewis-class fleet oiler, the future USNS Harvey Milk (T-AO 206), has been successfully christened and launched. The milestone was conducted by the General Dynamics National Steel and Shipbuilding Company (NASSCO). The ship has been named in honour of Harvey Milk, a gay rights activist who served in the military.

General Dynamics NASSCO president David Carver said: “Today, we are honouring Stuart’s lifetime of selfless service, his hope for equality, and a world without hate.”

The John Lewis-class fleet ships are being designed to replace the existing T-AO 187-class fleet replacement oilers. The vessels will be used transfer fuel to US Navy carrier strike group (CSG) ships operating at sea.

The 742ft-long vessels will have a full load displacement of 49,850t and a capacity to carry up to 157,000 barrels of oil.

The oilers feature a significant dry cargo-carrying ability, aviation capability, and can travel at speeds of up to 20k.

Ship sponsor Paula Neira said: “Harvey Milk’s words and actions brought hope and inspiration to many for whom our nation’s lofty rhetoric of equality and inclusion were not yet reality.

“Today, while we must continue to carry on his work, and much work still needs to be done, by christening and launching this ship we honour his legacy, celebrate the progress that has been made in advancing diversity and inclusion for so many, and we know that wherever the USNS Harvey Milk will sail, she will bring that message of hope and inspiration to present and future generations.”

The contract for the detailed design and construction of the John Lewis-class (T-AO 205) fleet oilers was awarded to General Dynamics NASSCO in 2016. GD NASSCO will build a total of six John Lewis-class vessels.

Construction of the two ships in the John Lewis-class fleet oiler programme, the future USNS Earl Warren (T-AO 207) and the future USNS Robert F Kennedy (T-AO 208), is currently underway. (Source: naval-technology.com)

05 Nov 21. US Navy Christened Future USNS Harvey Milk. The US Navy christened the John Lewis-class replenishment oiler, the future USNS Harvey Milk (T-AO 206), during a 9 a.m. PDT ceremony Saturday, Nov. 6 in San Diego, California.

Mr. Stuart Milk, Co-Founder of the Harvey Milk Foundation and Milk’s nephew, delivered the principal ceremonial address. Remarks will also be provided by the Honorable Carlos Del Toro, Secretary of the Navy; Vice Adm. Jeffrey Hughes, Deputy Chief of Naval Operations for Warfighting Development; and Rear Adm. Michael Wettlaufer, Commander, Military Sealift Command. The ship’s sponsors are U.S. Sen. Dianne Feinstein, of California, and Paula Neira, Navy Veteran and Clinical Program Director of the Johns Hopkins Center for Transgender Health. Ms. Neira will christen the ship by breaking a bottle of sparkling wine across the bow in a time-honored Navy tradition.

“Tomorrow we christen the future USNS Harvey Milk,” said Secretary of the Navy Carlos Del Toro. “Leaders like Harvey Milk taught us that diversity of backgrounds and experiences help contribute to the strength and resolve of our nation. There is no doubt that the future Sailors aboard this ship will be inspired by Milk’s life and legacy.”

The Navy’s Military Sealift Command will operate the future USNS Harvey Milk, the second ship in its class. The ship is named in honor of the late politician and civil and human rights activist, who served in the Navy during the Korean War as a diving officer. After his naval career, Harvey Milk was elected to the San Francisco Board of Supervisors in 1977, becoming the first openly gay elected official in California. Milk was assassinated on November 27, 1978.

The John Lewis-class ships are based on commercial design standards and will recapitalize the current T-AO 187-class fleet replenishment oilers to provide underway fuel replenishment to Navy ships at sea. Fleet replenishment oilers are part of the Navy’s Combat Logistics Force.

In June 2016, the Navy awarded a $3.2 billion contract to General Dynamics NASSCO in San Diego to design and construct the first six ships of the Future Fleet Replenishment Ship, the John Lewis-class (T-AO 205), with construction commencing in September 2018. The Navy plans to procure 20 ships of the new class. (Source: US DoD)

12 Nov 21. Philippines receives final batch of S-70i Black Hawk helos. The Philippine Air Force (PAF) has taken delivery of five more Sikorsky S-70i Black Hawk utility helicopters, the service announced on 9 November. The new helicopters were delivered via an Antonov An-124 heavy airlifter to Clark Air Base the day before. Manila ordered 16 new multirole Black Hawk S-70i helicopters worth around US$240 million, manufactured in Poland by Lockheed Martin/Sikorsky subsidiary PZL Mielec, to meet the PAF’s combat utility helicopter (CUH) requirement under Horizon 2 of the Revised Armed Forces of the Philippines Modernization Program (RAFPMP). A second batch of five helicopters arrived at Clark Air Base on 7 June, following the initial delivery of six helicopters in December 2020. Several S-70i helicopters have been earmarked to perform close-air support, troops insertion and evacuation, search-and-rescue, tactical airlift, and logistics duties with the PAF’s 205th Tactical Helicopter Wing. However, one of the newly delivered helicopters from the second batch operated by the unit crashed during a night training flight a few kilometres from Colonel Ernesto Rabina Air Base in Capas, Tarlac on 23 June. Four S-70is have been assigned to the AFP’s Eastern Mindanao Command to boost its ability to mount combat and humanitarian assistance operations, two helos have each been deployed to Davao Air Station and Lumbia Airport respectively to support ongoing operations against the communist insurgency spearheaded by the New People’s Army. In February, Philippine President Rodrigo Duterte approved the acquisition of at least 15 more Black Hawks for the PAF to enable the decommissioning of the service’s ageing Bell UH-1 Huey utility helicopters following a spate of fatal accidents, including one on 16 January which resulted in seven deaths. It has not been announced which Black Hawk variant is to be acquired for the PAF, but it is expected that Manila will seek a follow-on order for more S-70i models. (Source: AMR)

11 Nov 21. Embraer Begins Production of the First KC-390 Millennium for Hungary. Gavião Peixoto, Brazil, November 11, 2021 – Embraer successfully concluded the Hungary Critical Design Review (CDR) and began the structural assembly of its first KC-390 Millennium. A ceremony held at Embraer’s Gavião Peixoto facility, witnessed by Hungarian government and Embraer representatives, marked the start of production of the first KC-390 Millennium for Hungary. In the coming weeks, parts will be assembled to generate the structural panels and frames for the main components of the fuselage and semi-wings. The first aircraft is scheduled to be delivered in 2024. In November 2020, the Hungarian government signed a contract with Embraer for the acquisition of two C-390 Millennium multi-mission transport aircraft, in its Air-to-Air Refueling (AAR) configuration, designated KC-390. The acquisition is part of the process to strengthen the capabilities of the Hungarian Defence Forces. The KC-390 for the Hungarian Defence Forces will be the first in the world with the Intensive Care Unit in its configuration, an essential feature to perform humanitarian missions. The aircraft fully meets the requirements of the Hungarian Defence Forces, being able to perform different types of military and civilian missions including Medical Evacuation, Cargo and Troops Transport, Precision Cargo Airdrop, Paratroopers Operations and AAR. These KC-390 are fully NATO compatible, not only in terms of its hardware but also in its avionics and communications configuration. Furthermore, the KC-390 probe and drogue refueling system means the aircraft is capable of refueling the Hungarian JAS 39 Gripen, as well as other aircraft that use the same technology. The Brazilian Air Force (FAB) existing fleet of KC-390s currently stands at four and these aircraft have exceeded 4,100 flight hours in operation, including its extensive use to transport equipment and medical supplies across the country urgently needed to address the COVID-19 situation in Brazil. The C-390 is a tactical transport jet aircraft designed to set new standards in its category. Some of the strong aspects of the aircraft are increased mobility, rugged design, higher flexibility, state-of-the-art proven technology and easier maintenance. Flying faster and delivering more cargo, both the C-390 Millennium and the KC-390 variant are the right-sized platform for major deployment scenarios. Minimized interventions and on condition maintenance combined with highly reliable systems and components support the reduced downtime and costs, contributing to outstanding availability levels and low life cycle costs.

11 Nov 21. BAE Systems is launching a new Masters-level sustainability apprenticeship as the Company steps up its efforts to reduce its carbon footprint. The new programme, developed by Cranfield University, starts in March 2022 and will play a key role in building a network of sustainability champions across the Company who will help to drive progress towards its net zero target.

Karin Hoeing, Group Human Resources and Health, Safety & Environment Director at BAE Systems, said: “Investing in this new apprenticeship programme will help us to build a community of sustainability experts with the skills to make sure we play our role in tackling the climate crisis and respond to the sustainability challenges and opportunities of the future. “We’re committed to embedding sustainability at the heart of our business as we drive forward our ambition to achieve net zero, but we can’t do this alone. So, we’re collaborating with our suppliers, customers, partners and academia to innovate for a net zero future and ensure that we remain at the forefront of developing sustainable technologies to support our customers for decades to come.”

Laura Lake, one of the Company’s new apprentices based at its Submarines business in Barrow-in-Furness, Cumbria, said: “I’m pleased that I have the opportunity to make a real difference in this role. I’m an advocate for positive change and believe our actions matter – decisions we make today will impact future generations, so our impacts must be positive and delivered with integrity. “I’m looking forward to using my knowledge and learning from my studies to help shape our approach and deliver our sustainability goals across the business.”

Minister for Skills Alex Burghart, said: “It is fantastic to see BAE Systems investing in the talent of tomorrow through the power of apprenticeships. Apprenticeships are creating the skilled workforce businesses need to reach net zero and helping people get the skills they need for the green jobs of the future.”

Dr Kenisha Garnett, Lecturer in Decision Science at Cranfield School of Water, Energy and Environment, said: “With the eyes of the world on the UK during COP26, sustainability is at the forefront of the minds of government and business. We hear a lot about the technological gains we need to achieve net zero but equally important are the skills that we will need to get there. We stand on the edge of an explosion in green jobs as sectors such as the energy, aviation and construction industries rapidly transition to a more sustainable and resilient future.”

BAE Systems has set a target to achieve net zero greenhouse gas emissions across its operations by 2030 and across the value chain by 2050 and earlier this year, joined the United Nations’ Race to Zero campaign. In order to achieve these goals, the Company is investing in low to zero energy carbon products and renewable energy solutions, supporting supply chains to reduce greenhouse gas emissions and pioneering new technologies to help customers move towards net zero.

Over the next two years, students will undertake a range of modules including sustainability principles, leading a sustainable business, performance management and reporting. In addition to their academic study, the apprentices will undertake a series of work placements across the organisation to put their knowledge into practice as they play a key role in delivering the Company’s roadmap to net zero.

Students completing the programme will achieve a Sustainability Business Specialist Apprenticeship, including a Master’s degree in Sustainability and professional recognition as a Registered Environmental Practitioner and Practitioner Member of the Institute of Environmental Management and Assessment.

Reflecting the Company’s commitment to continually develop its employees’ skills throughout their careers, the first ten apprentices to undertake the programme are employees from across its UK businesses, including in Scotland as well as the North West and South East of England. The Company aims to increase the number and level of sustainability apprenticeships, opening them up to new starters in the future, as it continues to attract and recruit new talent.

Annually, BAE Systems invests almost £100m in education, skills and early careers activities in the UK and currently has around 2,000 apprentices in training across its UK businesses. The latest programme builds on the 50 plus award-winning apprenticeships which the Company already offers in professions including accountancy, project management and human resources, electronic systems design, software development and mechanical fitting, as it continues its commitment to invest in skills across the country.
