01 Nov 21. Thales Australia to expand local arms facility. The company has announced funding for the first phase of an arms facility upgrade in NSW. Thales Australia has confirmed it will invest $6.5m in the first phase of an industrial plan to upgrade its Lithgow Arms facility in NSW. This is expected to include the establishment of a modern manufacturing and integration hub for the design, development and precision manufacture of weapons systems for the Australian Defence Force, industrial partners and export customers.
The first phase of the transformation is also set to include:
- the integration of traditional precision manufacturing processes with modern digital technologies, including 3D printing;
- the installation of automated electro-plating and other metal treatment capabilities;
- the development of a new purpose-built live firing test and evaluation capability to support systems integration; and
- the acceleration of research and technology development of digitised small-arms and weapon system platforms.
The facility is also expected to house collaboration between research institutions, SMEs and industrial partners.
Once complete, the upgraded facility is tipped to support sovereign manufacturing partnerships for ADF projects, including the co-development of components for the Commonwealth government’s LAND 400 Phase 2 project in collaboration with Rheinmetall Defence Australia.

29 Oct 21. Thales Expands its ALFS Repair Capabilities in the US. Thales Defense & Security, Inc. today announces a key milestone in the primary sustainment activities for ALFS having serviced more than 1,300 subsystems over the past eight years. For more than 20 years, Thales Defense & Security, Inc. has been the primary sustainment service provider for ALFS demonstrating a continued commitment to onshore maintenance in the United States.
Thales Defense & Security, Inc. is increasing its U.S. based sustainment capabilities by bringing additional repair operations onshore to further increase the throughput of repairs already performed in the U.S. These new processes bring a majority of the repairs closer to the Navy providing shorter turnaround times that enhance readiness. Additionally, this will enable the development of new skills and create more U.S. jobs.
This further supports the recent contract Thales signed with Lockheed Martin RMS for additional ALFS system deliveries and for continued sustainment support under Seahawk Performance-Based Logistics (PBL).

29 Oct 21. Australia assesses submarine construction facilities following AUKUS decision. The Australian Department of Defence (DoD) is to start the process to assess whether the submarine construction facility it was preparing for the cancelled Attack-class submarine programme will be suitable for its new nuclear-powered boats. A spokesperson from the DoD told Janes that the assessment will be undertaken by Australia’s new ‘nuclear-powered submarine task force’ alongside the Australian Naval Infrastructure (ANI). The ANI is a government agency that is developing the construction facility at the Osborne North shipyard in Adelaide.
The assessment follows the announcement in September that Australia plans to procure at least eight nuclear-powered submarines through a new security partnership, known as AUKUS, with the United States and United Kingdom. The decision caused the termination of the Royal Australian Navy’s (RAN’s) contract to procure 12 Attack-class submarines from Naval Group. The DoD spokesperson said, “Australian Naval Infrastructure will continue to own, on behalf of the Commonwealth, the critical shipyard infrastructure and remain responsible for provision of critical infrastructure to [Australia’s] shipbuilding programmes.”
“The task force will work with Australian Naval Infrastructure to determine the submarine construction yard requirements for Australia’s nuclear-powered submarines, including the impact of this decision on the works at Osborne North,” the DoD spokesperson added. (Source: Janes)
29 Oct 21. Rolls-Royce opens facility at Walpole to support naval programmes. The facility will provide waterjet maintenance, repair and overhaul (MRO) services. Rolls-Royce has opened a manufacturing, repair and test facility at its campus in Walpole, Massachusetts, to support US Navy programmes.
Built with an investment of $11m, the 25,000ft² facility add waterjet maintenance, repair and overhaul (MRO) servicing to the company’s capabilities, strengthening naval support operations at the site.
The move is expected to create new jobs at the site, as well as support the local economy.
Rolls-Royce head of Naval Operations – Defense Dan Rediger said: “We’re excited to add this new capability so we can better serve our US Navy customers. Our Walpole team has proudly equipped the navy for more than 50 years and this investment ensures that we can continue to meet their growing needs for decades to come.”
The facility was opened at a time when there is an increased demand for spare equipment and MRO services to support the scheduled maintenance works under the US Navy Littoral Combat Ship (LCS) programme.
All Freedom-class ships are equipped with four Rolls-Royce waterjets developed by the Walpole campus. The new facility to enable Rolls-Royce to conduct necessary MRO works at the same site.
Rolls-Royce Defense president and Rolls-Royce North America chairman and CEO Tom Bell said: “We are proud to provide the power to protect in support of our United States Department of Defense customers.
“This investment is a clear signal that we remain committed to meeting their needs both today and well into the future with world-class, American-made products and services.”

29 Oct 21. Boeing to build military aircraft maintenance facility in Jacksonville. The facility will be used to maintain, repair and overhaul USAF and US Navy aircraft.
Boeing has started building a new military aircraft maintenance facility at Cecil Airport in Jacksonville, Florida, US.
The company started the construction work on the 370,000ft² maintenance, repair and overhaul (MRO) facility with a ground-breaking ceremony.
Overall, the site will feature eight new hangars, additional workspace and offices to support MRO works on US Air Force (USAF) and US Navy aircraft.
It will replace Boeing’s existing MRO site at Cecil Airport and enhance the company’s capabilities to meet defence customers’ requirements.
Construction works are expected to be completed in 2023.
Boeing Global Services president and CEO Ted Colbert said: “With this physical growth comes the ability to meet the evolving needs of our nation’s servicemen and women.
“The Boeing team in Jacksonville are experts at performing complex military aircraft modifications, and we’re excited to partner with our customer to tackle what’s next in the MRO space, like using data analytics to help minimise aircraft downtime, or applying digital tools to optimise and integrate our support approach.”
The company has a 25-year lease agreement with the Jacksonville Aviation Authority (JAA), under which, the latter develops new facilities in around a 30-acre area located on the north-east side of Cecil Airport and leases them to Boeing.
The existing facility opened in 1999, and since then, has upgraded or maintained 1,030 aircraft, including the F/A-18 A-D Hornet, F/A-18 E/F Super Hornet and EA-18G Growler.
JAA CEO Mark VanLoh said: “Once completed, Boeing’s new facility will bring more high-paying jobs to the region, elevate north-east Florida’s standing in the aerospace industry and position Cecil as one of the country’s best airports for aviation-related development.”

03 Nov 21. SA Navy continues Warrior Class with new MMIPVs. The Warrior Class in the SA Navy (SAN) will be boosted by another three hulls with the first due to be taken into service in the first quarter of next year. The class currently comprises two working platforms – SAA Makhanda (P1569) and SAS Isaac Dyobha (P1565) – with SAS Galeshewe (P1567) decommissioned to reserve status last year. The maritime service of the SA National Defence Force (SANDF) this week said the three multi-mission inshore patrol vessels (MMIPVs) being built by Damen Shipyards Cape Town as per Project Biro would sail as Warrior Class vessels. This is in recognition of “warriors who led their people with great bravery to fight many battles in South Africa” according to the Directorate: Corporate Communication (DCC) of the SANDF.
“The new vessels follow the heritage path of their predecessors to continue with names of celebrated South African warriors,” a statement read.
SAS Sekhukhune (P1571) will be the first MMIPV in service come next year. Initial indications were she would join the fleet either in September or October and no reason is given for the delay in handover. The first hull was put into the water at Cape Town’s V&A Waterfront in March this year before being moved to the Elliot Basin for further fitting and finishing work.
The other two MMIPVs are SAS Adam Kok (P1572) and SAS Shaka (P1573). No delivery dates are given other than that a keel-laying ceremony for hull three took place at Damen Shipyards Cape Town on 22 October.
Delivery dates to the SA Navy were initially scheduled as August 2021, September 2022 and January 2024.
The Adam Kok name is not new, with former Minister Class strikecraft SAS Frederick Creswell renamed SAS Adam Kok (P1563) post 1994 and ostensibly scrapped at least eight years ago after being towed to then Naval Station Durban and then on to fleet headquarters at Simon’s Town. The name SAS Shaka was once proudly carried by another of the then SAN strikecraft, SAS PW Botha (P1562), and sunk as a target in 2005.
Sekhukhune’s 49-strong crew under the command of Commander Jabulani Mashamba is training at Simon’s Town in anticipation of their new berth’s arrival. Mashamba has seven officers, two warrant officers, 19 senior rates and 21 junior rates helping him in his tasking of patrolling South Africa’s inshore waters for poachers, traffickers and others committing maritime crime.
Before going to sea, Sekhukhune will have to successfully complete sea acceptance trials. On completion of these she will be commissioned and depart for Naval Base Durban – her home port – on an as yet unspecified date. (Source: https://www.defenceweb.co.za/)
01 Nov 21. Indian Navy receives first Project 15B guided missile destroyer. The Project 15B warships are also known as Visakhapatnam-class ships. Mazagon Dock Shipbuilders Limited (MDL) has handed over the Indian Navy’s first Project 15B stealth guided-missile destroyer, ‘Y 12704 (Visakhapatnam)’.
The Project 15B ships are a follow-on of the Kolkata-class destroyers (Project 15A) and also known as the Visakhapatnam-class destroyers.
MDL is under contract, which was signed in January 2011, to build four Project 15B warships for the Indian Navy.
The ships are designed by the service’s in-house design organisation ‘Directorate of Naval Design’.
The warships have been named after major Indian cities, namely Visakhapatnam, Imphal, Surat and Mormugao.
With a full load displacement of 7,400t, each 163m-long Project 15B ship features advanced technology and is designed to cruise at a maximum speed of 30k.
According to information by the Indian Ministry of Defence (MoD), the Project 15B features overall indigenous content of nearly 75%.
The destroyers will be equipped with indigenous weapons, including BEL’s medium-range surface-to-air missiles, BrahMos surface-to-surface missiles, and Larsen & Toubro’s indigenous torpedo tube launchers and anti-submarine indigenous rocket launchers.
The ships will also be equipped with a BHEL-manufactured 76mm super rapid gun mount.
The Y 12704 was launched in April 2015 and its keel was laid in October 2013.
In a statement, the MoD said: “The delivery of Visakhapatnam is an affirmation of the impetus being given by the Government of India and the Indian Navy towards ‘Aatma Nirbhar Bharat’ as part of 75 years of Indian Independence.
“The induction of the destroyer, despite the Covid challenges, is a tribute to the collaborative efforts of a large number of stakeholders and would enhance the maritime prowess of the country in the Indian Ocean Region.”
In a separate development, the MoD announced the launch of the seventh Indian Navy Frigate of P1135.6 class at Yantar Shipyard, Russia. The vessel was officially named ‘Tushil’ during the launching ceremony. (Source: naval-technology.com)
29 Oct 21. Russia’s Yantar shipyard launches first Talwar-class ‘Batch III’ frigate for Indian Navy. Russia’s Yantar Shipyard has launched the first of four follow-on Talwar (Project 1135.6)-class guided-missile frigates being acquired by the Indian Navy (IN) as part of inter-governmental agreements (IGAs) signed between New Delhi and Moscow in late 2018. Named Tushil, the 124.8 m-long vessel – which will be the seventh ship of the class for the IN – entered the water in a ceremony held on 28 October at the company’s facility in Kaliningrad on the Baltic Sea. Yantar Shipyard is building the first two of the four follow-on (Batch III) frigates, with the remaining two being licence-built by India’s Goa Shipyard Limited (GSL) under a transfer of technology agreement. Yantar Shipyard is using two hulls previously started for Russia, while GSL laid down the first of the two remaining frigates in January 2021 and the second in June 2021. Both GSL-made ships are expected to be delivered from 2026. Each of the vessels, which derive their design from Russia’s Admiral Grigorovich (Project 11356M) class, has an overall beam of 15.2 m and a hull draught of 4.7 m. The Talwar class displaces 4,035 tonnes at full load, and can accommodate a crew of 180, including 18 officers. In October 2018 India’s Ministry of Defence (MoD) signed a USD950 m deal with Russia for the first two ‘Batch-III’ frigates. This was followed in November by a USD500m agreement for GSL to licence-build the other two ships. 24 Oct 21. Three New Directors Named By ESA. The ESA Council has appointed three new ESA directors for Commercialization, Industry and Procurement, for Earth Observation Programs as well as for Navigation. This occurs in a context where boosting commercialization for a green and digital Europe is one of the agency’s highest priorities. Commercial space activities are growing quickly. New Space approaches have led to smaller, narrowly focused satellites and reduced launch costs. This has opened up space to new players and has led to lower prices of space products and services, and faster innovation. To assist European companies succeed in space, ESA has established a Directorate of Commercialization, Industry and Procurement.
The Commercialization inaugural Director is Ms. Géraldine Naja. She will be responsible for helping to enable European space companies to be among the biggest and best, strongly contributing to a greener and more digital economic recovery. She will take up her duties on November 1, 2021.
Ms. Naja was made acting Director for Commercialization, Industry and Procurement at ESA in June of 2021. A French national, she has held various roles at ESA since joining the agency more than three decades ago, including: Head of the Industrial Policy and Audit Department; Head of ESA’s EU Relations Office; and Head of Strategic and Institutional Matters in the Director General’s Policy Office. Educated in political science, where she specialized in international relations and European matters at Institut d’Etudes Politiques de Paris (Sciences Po), Ms. Naja holds a master’s degree in propulsion and chemistry from Ecole Nationale Supérieure de Techniques Avancées (ENSTA) and was a graduate engineer at Ecole Polytechnique prior to joining ESA. Between 2003 and 2004, she was seconded by ESA to be an advisor in charge of strategy in the Cabinet of the French Minister of Research and Higher Education.
Ms. Simonetta Cheli has been appointed as Director of Earth Observation Programs, succeeding Josef Aschbacher, who became ESA Director General in March of 2021. She will take up duty on January 1, 2022.
An Italian national, Ms Cheli has worked at ESA for three decades in various roles within the Directorate of Earth Observation Programs, including: Head of the Strategy, Program and Coordination Office; Head of Coordination Office; and Head of the Public and Institutional Relations Office. She studied law and economics at Yale University before taking a degree in political sciences with a focus on international law at the University “Cesare Alfieri” in Florence, Italy. Ms Cheli holds a diploma of advanced studies (DEA), which she gained from the Centre d’Etudes Diplomatiques et Stratégiques (CEDS) in Paris.
Mr. Francisco-Javier Benedicto Ruiz has been appointed as Director of Navigation and he will start his position on February 16, 2022. He is currently Head of the Galileo Program Department within the Directorate of Navigation at ESA.
A Spanish national, Mr. Benedicto Ruiz spent his early career in academia, working as a microwave engineer at the Polytechnical University Catalonia in Barcelona and as a telecommunications engineer at MIER Comunicaciones, also in Barcelona, before joining ESA in 1990. He holds a master’s degree in science and telecommunications engineering from the Polytechnic University Catalonia and has more than 100 publications in technical journals and conferences, holds three international ESA patents, and has five honors and awards. The White House will tap the head of U.S. Fleet Forces command to serve as the next Vice Chairman of the Joint Chiefs of Staff, filling a key leadership vacancy that had raised concerns in recent weeks. Navy Adm. Christopher Grady, who has served in the Fleet Forces role for the last three years, would replace retiring Vice Chairman Air Force Gen. John Hyten. 02 Nov 21. The USAF Research Laboratory has named Andrew Williams the new head of the organization’s space-related science and technology efforts, overseeing the lab’s work with the U.S. Space Force. As the deputy technology executive officer for space science and technology, or D-TEO, Williams will be the focal point of AFRL’s space activities, ensuring they are developed and executed in an integrated manner. 02 Nov 21. Kathryn Fagg AO, has been appointed Chair of Australia’s national science agency, the Commonwealth Scientific and Industrial Research Organisation (CSIRO). Science and Technology Minister Melissa Price said Ms Fagg’s promotion from Deputy Chair to Chair would significantly bolster the board of the CSIRO. It will mark the first time that three of Australia’s leading science agencies – the Australian Institute of Marine Science (AIMS), the Australian Nuclear Science and Technology Organisation (ANSTO) and the CSIRO – have simultaneously been chaired by women.
Ms Fagg replaces the departing Chair, David Thodey AO, and has been appointed for a five-year term following the end of Mr Thodey’s term on 14 October 2021.
Ms Fagg has worked in senior executive roles across a range of industries in Australia, New Zealand and Asia and was a member of the board of the Reserve Bank of Australia from 2013 to 2018.
Current board member David Knox will take over Ms Fagg’s role as Deputy for a four-year term.

04 Nov 21. QinetiQ launches global skills transfer program. QinetiQ has launched a new sovereign skills transfer program, which will leverage the defence contractor’s global test and evaluation and range management expertise, enhancing their ability to support increasingly complex T&E projects in Australia. The company plans to leverage digital technologies in conjunction with live testing, providing deeper capability insights that will help inform key assessments and associated decisions.
The career development program aims to offer new and existing QinetiQ employees in Australia the opportunity to work alongside global experts to grow their technical and operational expertise within sovereign T&E.
According to Greg Barsby, QinetiQ Australia managing director, the program was a long-term investment in Australian sovereign test and evaluation expertise that would deliver real customer benefit.

Additional requirements may require some individuals to take part in on-the-job training with specialist teams in live test and evaluation environments at world-class air, land and maritime ranges overseas for a period of six weeks to two years.
These ranges are large-scale, remote sites used for testing and evaluating air, land and maritime platforms, such as ships, aircraft and tanks, before these are deployed.

03 Nov 21. Navantia and Fincantieri to sign MoU to broaden collaboration. The two companies will jointly explore future opportunities for the Italian and Spanish Navies. Spain’s Navantia and Italian firm Fincantieri are to sign a memorandum of understanding (MoU) during the FEINDEF exhibition in Madrid. The MoU is aimed at further enhancing the relationship between the two companies and will assess the advantages of an expanded partnership in the naval and maritime fields. The partnership will focus on evaluating opportunities relating to key defence programmes, such as the development of future destroyers and other platforms of the Italian and Spanish navies. It may also include the development of joint projects as part of the future European Defence Force (EDF).
Fincantieri CEO Giuseppe Bono said: “We have long agreed that, in order to stand its ground with the global challenges of the future, we need a robust and long-lasting cooperation in the defence and security field at a European level, just so our continent will be able to play an increasingly important role and this agreement goes in that direction.
“We are therefore very satisfied to give substance to a plan that can no longer be postponed and to build a collaboration path based on important programmes of the two navies.”
The Spanish and Italian firms have already partnered on the European Patrol Corvette (EPC) programme.
The EPC corvette will be developed as part of the naval initiative within the Permanent Structured Cooperation (PESCO) project, alongside France’s Naval Group.
Italy, Spain, Greece and France are the four PESCO participating countries involved in the EPC programme.
In February this year, Fincantieri and Naval Group’s 50:50 joint venture (JV) Naviris formed a strategic collaboration with Navantia for the EPC programme.
Navantia chairman Ricardo Domínguez said: “The real opportunity of collaboration that this MoU represents, as it is the first one signed between both companies at this level and with this ambitious scope.

03 Nov 21. Kleos Space S.A (ASX:KSS, Frankfurt:KS1, Kleos or Company), a space-powered Radio Frequency Reconnaissance data-as-a-service (DaaS) Company, has appointed international Space finance executive Padraig McCarthy as a Non-Executive Director and Chair of the Audit and Risk Management Committee, effective as of 3 November 2021. Highly experienced, Mr McCarthy is currently a Partner at the private equity firm NewSpace Capital and an independent Non-Executive Director and Audit Committee Chair at listed self-storage company Shurgard. He brings more than two decades of Space industry experience to Kleos, previously serving as Chief Financial Officer (CFO) and member of the Executive Committee at global satellite leader SES, where he raised more than €5 bn to fund the company’s growth strategy. Mr McCarthy has an extensive investor relations and capital markets experience, playing a key role in the SES IPO, its Paris Euro-next secondary listing as well as other equity and debt activities. 01 Nov 21. TP Group plc (“TPG”, “TP Group” or “the Company”) Business and Board Update. Following the investment by Science Group plc (“Science Group”) and the recent changes to the Board of TP Group plc, the following update sets out the current position of the Company and the future direction. Following the recent Board changes and the adoption of a new strategy for the business, detailed below, David Lindsay, Chief Executive Officer, has given notice of his intention to resign his position. Mr Lindsay has a 12 months’ notice period, which will expire in October 2022. He will continue to support the Board, focusing on the continuing restructuring and realignment of the Group to provide a solid platform for the future. It is anticipated that he will leave the Company upon completion of that process, anticipated to be in March next year. Martyn Ratcliffe has been appointed Executive Chairman of TP Group plc with immediate effect. Until a new CEO is appointed, if the Board consider that such appointment is necessary, he will take over the direction of the core business operations. Mr Ratcliffe’s services will be charged to the Company by Science Group on the basis of 25 days per Quarter, which will reduce if/when a new CEO is appointed. Derren Stroud continues in his role as Chief Financial Officer, with the full support of the new Board. Peter Bertram will chair the Audit Committee and until a new appointment is made will also chair the Remuneration Committee. Claire MacPherson will continue in her role as Company Secretary. The Board will now commence a search for two independent non-executive directors, including a Senior Independent Director and at least one female director.
