25 Oct 21. UK opens two new Defence IT service centres in Scottish Highlands. The facilities will look after UK MoD’s 200,000 IT customers and support them throughout the year. The UK Government has announced the opening of two new defence IT service centres in the Scottish Highlands. The sites are located in Highland council areas Nairn and Inverness of Scotland and will create 250 full-time jobs in Scotland, boosting the area’s local economy. The centres have been built as part of a five-year contract worth £225m set up by defence with technology company Capgemini. According to work by global HR consulting firm Robert Half, cloud migration and project management experience are top of the tech list for hiring managers in 2021, with DevOps engineers, programme leads and network architects all in high demand. But with requirements – and technology – evolving at breakneck speed, and fierce competition between enterprises to attract the best candidates, how does one secure the personnel required to thrive in a crowded market? In a similar vein, how can ambitious tech professionals ensure they are joining an employer that gives them the opportunities to grow, while also being an attractive place to work? The deal with Capgemini was announced last year and aims to boost the Highlands’ status as a major ‘IT centre of excellence’.

Scottish Secretary Alister Jack said: “The opening of these two centres in the Highlands are further examples of how defence is boosting prosperity through the investment and skills footprint it brings. Part of a £225m modernisation, supporting hundreds of jobs, including providing employment for ex-forces personnel, these sites will help ensure our armed forces have the IT tools they need to succeed.”

The new facilities will manage all the UK Ministry of Defence’s (MoD) 200,000 IT customers, providing around-the-clock assistance throughout the year.

UK Defence Minister Jeremy Quin said: “Effective and reliable Information Technology is vital for all areas of Defence, whether at home or across the globe on military operations, and our brilliant new service centres will be providing a critical service to boost our service resilience.

“It is fantastic that our investment has been able to provide 250 full-time, high-quality jobs in Scotland, including for a number of ex-service personnel.”

The Scottish investment in the new centres is also part of an additional £1.5bn spending by the UK’s Strategic Command ‘Defence Digital’ over the next ten years to support digital transformation.

In May 2019, the UK MoD announced £22m in financing towards creation of new British Army cyber operations centres across the nation.

28 Oct 21. US Navy’s San Antonio-class ship LPD-28 completes builder’s trials. LPD 28 was christened as USS Fort Lauderdale in August. The trials included a series of in-port and at-sea demonstrations that will enable the US Navy and Huntington Ingalls Industries’ (HII) Ingalls Shipbuilding Division to evaluate the vessel’s readiness before it begins acceptance trials. US Navy Program Executive Office (PEO) Ships programme manager captain Scot Searles said: “The completion of Builder’s trials is a great first step in ensuring operational readiness of the vessel and the capabilities it will soon bring to the fleet.

“The collaboration between the navy and our industry partners ensures that we’ll have a capable and ready ship for our sailors.”

The San Antonio-class vessels are capable of conducting a variety of missions, including amphibious assault, special operations, expeditionary warfare, or disaster relief. They can also be used for transporting marines and their equipment.

The ships also feature a flight deck and hangar to operate different Marine Corps helicopters and the Osprey tilt-rotor aircraft (MV-22). Two other vessels, the future USS Richard S. McCool (LPD 29) and the future USS Harrisburg (LPD 30), are currently under construction. (Source: naval-technology.com)

 

26 Oct 21. Portuguese Navy’s first modernised M-class frigate arrives in Lisbon. The first of the Portuguese Navy’s two Bartolomeu Dias (M)-class multipurpose frigates returned to the Lisbon Naval Base on 25 October after completing its mid-life upgrade (MLU) in the Netherlands, the service has told Janes. First-of-class NRP Bartolomeu Dias (F 333) sailed to Den Helder in May 2018 for the start of its upgrade programme, which was carried out by the Royal Netherlands Navy’s Naval Maintenance and Sustainment Agency under the lead of the Dutch Ministry of Defence’s Defence Materiel Organisation (DMO). The MLU of the ship was initially scheduled to be completed in 2020. Sister ship NRP D Francisco de Almeida (F 334), meanwhile, has been undergoing an identical MLU since July 2020, with completion scheduled for 2022. The modernisation of Portugal’s two M-class ships was formally approved in September 2016 and aims to extend their service lives until 2035 and address obsolescence issues. The two ships were acquired by Portugal from the DMO in November 2006 for EUR240m and were recommissioned in January 2009 and January 2010 to replace Comandante João Belo-class frigates dating from the 1960s. 22 Oct 21. Naval Group hands over third OPV to Argentine Navy. The Argentine Navy’s multimission offshore patrol vessel (OPV) programme marked another milestone on 14 October when French shipbuilder Naval Group handed over the third Bouchard (OPV 87)-class vessel, Storny (P 53), in Concarneau, Brittany. The delivery is part of a EUR319 million (USD380 million) contract signed by Naval Group with Argentina in 2018 to deliver four multimission OPVs. The first vessel, ARA Bouchard (formerly L’Adroit ) (P 51), was handed over in December 2020, followed by delivery of the second, ARA Piedrabuena (P 52), on 13 April. The fourth and final vessel, Cordero (P 54), was launched on 13 September. Storny was built by Kership, a joint venture between Naval Group and Piriou. The ship was partly built in Lanester by Kership Lorient and assembled in Concarneau by Piriou Shipyards. The vessel features the same capabilities as Piedrabuena and is better armed and equipped than Bouchard . It is ice-capable, fitted with a bow thruster and an active stabilisation system. Other features included include Naval Group’s Polaris combat management system and NiDL tactical data link system. The OPVs have an overall length of 87m, a displacement of 1,650 tonnes, a top speed of 20 kt, and are armed with a 30 mm Marlin-WS gun, as well as two 12.7mm and two 7.62 mm machine guns. It can accommodate a crew of 59 and has an endurance of 7,000n miles. (Source: Janes)

 

22 Oct 21. South Korean navy receives second upgraded KDX-I-class destroyer. The second upgraded Gwanggaeto Daewang (KDX-I)-class destroyer has been returned to the Republic of Korea Navy (RoKN) after completing a modernisation programme aimed at improving the vessel’s combat management system (CMS) and other sensors. South Korea’s Defense Acquisition Program Administration (DAPA) said in a statement that Gwanggaeto Daewang (pennant number DDG 971) was returned to the service on 22 October during a ceremony held at the Jinhae Naval Base in South Gyeongsang Province. The first destroyer of the three-vessel KDX-I class to have completed the upgrade was Yang Manchun (DDG 973), which returned to service in September 2020. The third destroyer, Eulji Mundeok (DDG 972), is currently undergoing upgrades and is expected to return to service in December, according to DAPA. The agency noted that the RoKN’s Performance Improvement Programme (PIP), which began in September 2016, includes replacing the ships’ ageing combat management system (CMS) with a modern, locally developed one that can not only handle three times as much data as the previous CMS but also process the information 100 times faster. To enhance their anti-submarine warfare capabilities, the 135.4 m-long destroyers are being fitted with a much more advanced towed array sonar system that is similar to the one found on the RoKN’s FFX-series frigates. Moreover, RoKN officials told Janes that the vessels are being equipped with the Link 16 tactical datalink system as well as with more advanced external and internal communication and identification friend-or-foe systems. 22 Oct 21. Bell Textron Inc., a Textron Inc. (NYSE: TXT) company, celebrated the completion of the first AH-1Z Viper attack helicopter for the Kingdom of Bahrain on Sept. 30. Bell delivered the first of 12 production aircraft to Naval Air Systems Command as part of the 2019 foreign military sales (FMS) contract. Foreign military sales of the AH-1Z bring the advanced, dedicated capabilities of the aircraft directly to international operators and help increase interoperability and amplify effectiveness of allied forces. The helicopter will be prepared for shipment to Bahrain with the Defense Contract Management Agency (DCMA) before being transported to Bahrain in 2022.

“This is an extraordinary achievement by the H-1 Program and brings the Royal Bahraini Air Force a step closer to fielding the advanced capabilities of the AH-1Z,” said Mike Deslatte, Bell H-1 vice president and program director. “The men and women of Team Viper, a group of premier suppliers, have done an exceptional job of delivering to the U.S. Government, on time and on contract.”

Bell designed the AH-1Z Viper specifically to meet the stringent operational requirements of the U.S. Marine Corps, which focus on full marinization and a reduced logistical footprint. The aircraft has a fully integrated glass cockpit and the ability to carry a wide variety of munitions.

The composite rotor system further enhances the Viper’s ability to provide close air support to ground forces in any environment, while the fully integrated Target Sight System (TSS) enhances pilots’ capabilities to identify clearly, acquire, track and engage targets beyond maximum weapon range.

“The Viper will provide significant benefits to the Bahrain Defence Force as they modernize their fleet of attack helicopters,” said Deslatte. “Having a proven state-of-the-art platform will help contribute to the security of Bahrain while improving interoperability with U.S. forces.”

Bell continues to work to deliver aircraft to the U.S. Marine Corps, Bahrain and Czech Republic. The company also keeps the H-1 up to date with planned capability improvements designed to ensure the Viper maintains its strategic technological edge throughout its service life.

27 Oct 21. DISA director announces agency reorganization.  Defense Information Systems Agency earlier this month underwent a major reorganization, according to its director.

“The reason that we did the reorganization on 1 October, the reason we did the strategy on 1 October was to align the strategy, the resources and the organizational structure and design all around the same priorities,” Lt. Gen. Robert Skinner, director of DISA, said during a keynote presentation as part of TechNet Cyber in Baltimore Oct. 27, also referring to the organization’s new strategic plan. “Is it 100 percent? No. But where it’s not, we’re continuing to move forward.”

DISA’s organizational design was previously too complicated, Skinner said.

Over the last year, he said, DISA’s deputy director led a mission analysis team to focus on what the organization needed to change, devising an organizational structure to reduce complexity and enable greater interaction and collaboration with industry.

Over the last four or five months, DISA made the changes and moved from two main centers to four.

The first center is focused on enterprise capabilities and security, including efforts like the Defense Enterprise Office Solution and spectrum operations.

The second is aimed at hosting and computing and houses DISA’s cloud computing office. The third is focused on operations and infrastructure, including transport, field commands and field offices.

The fourth center is focused on innovation. Skinner said his organization realized it wasn’t paying attention to this area before, noting it didn’t have a chief data officer. This center is called enterprise integration and innovation.

Skinner also noted that as part of aligning DISA’s efforts with the strategy and reorganization, the organization will also be conducting a zero-based review of every program over the next year.

“Every single resource, to include dollars and positions, to make sure that we are aligned with the priorities,” he said. “More importantly, that we understand where the requirement came from, how that requirement has changed over the years depending on how many years it is and where the gaps and the shortfalls are. That’s what we’re doing over the next year to make sure we are really focused on those priorities, but also setting us up for Fiscal Year [20]24 and the [Program Objective Memorandum] process.” (Source: C4ISR & Networks)

Significant contract wins and export orders lead to expansion and new job creation for WFEL  Stockport-based WFEL, a leading worldwide supplier of military equipment, is creating a number of new jobs at its specialist manufacturing site, to meet demand for its products, both in the UK and overseas. Lockheed Martin (NYSE: LMT) will add more than 300 new jobs for F-16 production and sustainment to its Greenville, South Carolina site by the end of 2022. The company is actively hiring today, and interested candidates can apply on LockheedMartinJobs.com. Select roles are eligible for new hire incentives, including up to $2,000 sign-on bonuses and up to $5,000 relocation lump-sum payments. Aircraft-specific experience is desired, but not required for some positions. Robust, on-the-job training is available as needed, and employees will have the opportunity to learn new automation and digital engineering technologies as Lockheed Martin continues to invest in the F-16 program.

Global management consultancy EFESO Consulting has strengthened its team with the hire of Louis Catala.  Appointed a Vice President, based in Paris, Louis Catala brings over two decades of experience to the firm, most of which gained at leading consulting firms. After starting his career as an engineer in oil & gas at Total and healthcare at General Electric Medical Systems, he subsequently spent around fifteen years at Accenture, Sia Partners, Mazars and a boutique French consulting firm. The Center for Strategic and International Studies (CSIS) is pleased to announce that Remco Zwetsloot, a research fellow at Georgetown University’s Center for Security and Emerging Technology (CSET), will be joining the CSIS International Security Program as a trustee fellow. 25 Oct 21. KBR (NYSE: KBR) announced today the appointment of Sonia Galindo as Executive Vice President and General Counsel. Ms. Galindo joins KBR from FLIR Systems, Inc. 27 Oct 21.  Mercury Systems, Inc. (NASDAQ: MRCY, www.mrcy.com), a leader in trusted, secure mission-critical technologies for aerospace and defense, today announced that Debora A. Plunkett, former director of information assurance at the National Security Agency, was elected to its Board of Directors at the annual meeting of shareholders. O’Brien has been appointed as new Chairman. 26 Oct 21. Michael D. Rich, chief executive and president of the nonprofit, nonpartisan RAND Corporation for the past decade, announced he will retire in 2022 following a search for his successor. Rich, 68, became RAND’s fifth president in 2011. He began his RAND career as a summer intern in 1975 and went on to hold a number of senior leadership positions. Michael Rich, president and CEO of the RAND Corporation, to retire after 10 years. Since Rich became president RAND has seen annual revenues grow from $250m to more than $350m, raised more than $190 million in philanthropic gifts as part of the Tomorrow Demands Today campaign launched last year, and tackled such policy challenges as health care costs, international security, the COVID-19 pandemic, and gun policy in America.
