23 Sep 21. Raytheon Intelligence & Space expands innovation and manufacturing footprint in North Texas. Opens new Advanced Integration and Manufacturing Center, announces new facility with modern lab spaces. Raytheon Intelligence & Space, a Raytheon Technologies (NYSE: RTX) business, opened a new intelligent manufacturing facility outside Dallas today and announced plans to build a new facility as part of the company’s real estate modernization and consolidation efforts. RI&S opened a new 178,000-square-foot Advanced Integration and Manufacturing Center at its McKinney, Texas location. The center is a result of a $100m investment from the McKinney Economic Development Corporation that included a commitment to generate 500 skilled jobs, which is already complete.

“Our new Advanced Integration and Manufacturing Center and plans for greater expansion reflect a deliberate strategy to transform ourselves by investing in new digital capabilities,” said Roy Azevedo, president, RI&S. “We are laser focused on improving our agility as we develop and deliver the world’s finest technologies to our valued customers.”

Larger Factory, New Offices and More Jobs to Come

RI&S unveiled its latest investment to build a 400,000-square-foot factory, lab and office space at its McKinney campus to open by 2025. The larger, consolidated modern manufacturing operation in McKinney will make it possible for RI&S to develop, build, test and deliver more advanced technology and will generate another 700 jobs. RI&S will also outfit a new 250,000-square-foot leased facility in North Texas to house technology programs.

22 Sep 21. Boeing Australia unveils manufacturing facility for Loyal Wingman. A new Queensland-based manufacturing hub for the next-generation unmanned aircraft has been announced. Boeing Australia has unveiled the launch of a new manufacturing facility for its Loyal Wingman unmanned aircraft at Wellcamp Airport in Toowoomba, Queensland. Queensland Premier Annastacia Palaszczuk was onsite at Wellcamp to welcome the announcement, noting that it’s the first time Chicago-based aerospace giant Boeing has constructed such a facility outside of the US.

“This is a massive coup for Queensland,” she said of the partnership.

The new facility, based at what will now be called the Wellcamp Aerospace and Defence Precinct, will manufacture part of the aircraft, as well as complete its final assembly.

The facility’s initial development is set to take place over the next 12 months. It is not yet known when the facility will be operational.

“In choosing Wellcamp Airport, Boeing has taken an important step towards delivering their purpose-built final assembly facility,” Premier Palaszczuk said in a statement.

“This has the potential to greatly improve our state’s advanced manufacturing capability and help shape a workforce of Queenslanders with the skills to build some of the world’s most cutting-edge aircraft.”

Queensland Treasurer Cameron Dick said that Boeing had “scoured the state looking all over for the best place to manufacture this aircraft”.

“They have decided that the Wellcamp precinct at Wellcamp Airport is the best place for that facility to be constructed,” he said.

Boeing Defence Australia vice president and managing director Scott Carpendale said, “The Wellcamp Aerospace and Defence Precinct location is attractive due to its access to a flight line, clear flying days, commercial flight access from major cities and ability to support the rapid pace at which the Airpower Teaming System program is growing.

“Sustainable aerospace is a critical focus for Boeing, and Wagner Corporation’s use of sustainable construction methods supports our vision to create a leading sustainable aerospace manufacturing facility from the ground up, including renewable technologies and human-centric design.”

Notably, Wagner Corporation also recently penned an agreement with the Queensland government for the creation of a 1,000-bed purpose-built quarantine facility for overseas arrivals, also located near Wellcamp Airport and within the Wellcamp Business Precinct.

Wagner Corporation chairman John Wagner said Boeing’s selection of Toowoomba Wellcamp Airport for its newest uncrewed aircraft production facility was a major boost for the region, bringing at least 300 new local jobs.

“Attracting investment and global companies such as Boeing to Toowoomba is recognition of the strategic advantages the Wellcamp Airport site offers, including access to the future Inland Rail,” Wagner said.

The Loyal Wingman unmanned aerial vehicle (UAV) is the first military combat aircraft designed, developed and manufactured in Australia in half a century.

It measures 11.7 metres long, has a range of 2,000 nautical miles, and is expected to deliver fighter-like performance, while also offering intelligence, surveillance and reconnaissance (ISR) capabilities.

The drones are designed to leverage artificial intelligence to fly independently or in support of manned aircraft while maintaining safe distance between other jets.

The Australian government initially ordered three aircraft, but has since doubled the size of the fleet, following the Loyal Wingman’s first successful flight in February 2021.

With the announcement of the new facility, Wagner Corporation also announced that Wellcamp Airport would also now be home to the new Wellcamp Aerospace and Defence Precinct, with Boeing Australia as the foundation tenant.

20 Sep 21. US Navy’s Frank E Petersen destroyer completes acceptance trials. The trials involved testing the guided missile destroyer’s onboard systems. The US Navy’s Arleigh Burke-class Flight IIA guided missile destroyer, the future USS Frank E Petersen Jr (DDG 121), has successfully completed acceptance trials. The vessel spent two days at sea for the final round of trials completed by Huntington Ingalls Industries’ (HII) Ingalls Shipbuilding division. Last month, the ship successfully completed builder’s trials.

Ingalls Shipbuilding president Kari Wilkinson said: “The successful completion of acceptance trials is an extremely rewarding accomplishment for Ingalls and for our partners who work closely with us to ensure we achieve this milestone together. We are proud of our shipbuilders for working as a team to move the DDG 121 one step closer to delivery.”

The US Navy’s Inspection and Survey board inspected the ship’s performance during a set of demonstrations while at pier side and underway.

The vessel’s onboard systems such as navigation, damage control, mechanical and electrical systems, propulsion applications, combat systems and communications were tested.

US Navy Program Executive Office (PEO) Ships DDG 51 programme manager captain Seth Miller said: “Following an impressive performance during builder’s trials in August, the ship continued to demonstrate her readiness to join the fleet through successful completion of acceptance trials. The [US] Navy and our industry team are looking forward to delivering another advanced multi-mission warship to the fleet.”

The DDG 121 has been named after US Marine Corps’ (USMC) first African-American aviator and officer, lieutenant general Frank E Petersen Jr.

It is the 71st Arleigh Burke-class destroyer and the fifth in a fleet of 21 DDG-51 vessels currently under contract for the US Navy. The 509.5ft-long destroyer was christened in October 2018 and will feature the Aegis Baseline 9C2 combat system. The Flight IIA DDG-51s incorporate some design changes, including the addition of a helicopter hangar. The US Navy is expected to receive the ship later this year from the Ingalls Shipbuilding division in Pascagoula, Mississippi. The division is also working on the Lenah Sutcliffe Higbee (DDG 123), Ted Stevens (DDG 128), Jeremiah Denton (DDG 129) and Jack H Lucas (DDG 125) destroyers. (Source: naval-technology.com)

 

22 Sep 21. Italian Navy’s third PPA ‘Raimondo Montecuccoli’ conducts first trials. Raimondo Montecuccoli is the first ship built in LIGHT PLUS configuration under the PPA programme.

The Italian Navy’s new multipurpose offshore patrol ship (PPA), Raimondo Montecuccoli (PPA3), has conducted its maiden sea trials in the Tyrrhenian Sea.

During the trials, PPA3’s propulsion and navigation performance was tested. It was carried out under the supervision of Organisation Conjointe de Cooperation sur l’Armement (OCCAR) PPA Programme Division.

The PPA3 is scheduled to be delivered to the Italian Navy in January 2023. It was launched on 13 March this year at Fincantieri Shipyard in Riva Trigoso – Genova.

The Italian Navy’s PPA programme comprises the development and production of seven ships in three different configurations with incremental capabilities of ‘LIGHT’, ‘LIGHT PLUS’, and ‘FULL’.

All seven PPA ships are being built as part of the Italian fleet renewal programme. The programme was integrated into OCCAR in 2015.

The ‘LIGHT’ PPA configuration will possess a complete set of artillery while the ‘LIGHT PLUS’ configuration will add missile firing capability with actuators intended also for ballistic missile defence.

Meanwhile, the ‘FULL’ configuration PPA will be equipped to cope with three-dimensional threats, such as air, surface and underwater.

In addition, each system on the ‘FULL’ configuration can be rapidly installed on ‘LIGHT’ and ‘LIGHT PLUS’, offering operational flexibility.

Raimondo Montecuccoli is the third ship of the PPA programme and the first PPA in the LIGHT PLUS configuration.

The main characteristics of the PPAs include high speed, long endurance, resilience, manoeuvrability, modularity, and seaworthiness.

24 Sep 21. India formalises acquisition of 56 Airbus C295 aircraft. Programme to kick-start first-ever private aircraft manufacturing in India; will contribute significantly to developing the country’s military industrial ecosystem. India has formalised the acquisition of 56 Airbus C295 aircraft to replace the Indian Air Force (IAF) legacy AVRO fleet. It is the first ‘Make in India’ aerospace programme in the private sector, involving the full development of a complete industrial ecosystem: from the manufacture to assembly, test and qualification, to delivery and maintenance of the complete lifecycle of the aircraft. Under the contractual agreement, Airbus will deliver the first 16 aircraft in ‘fly-away’ condition from its final assembly line in Seville, Spain. The subsequent 40 aircraft will be manufactured and assembled by the Tata Advanced Systems (TASL) in India as part of an industrial partnership between the two companies.  The first 16 aircraft will be delivered over four years after the contract implementation. All the IAF C295s will be handed over in transport configuration and equipped with an indigenous Electronic Warfare Suite.

“This contract will support the further development of India’s aerospace ecosystem, bringing investment and 15,000 skilled direct jobs and 10,000 indirect positions over the coming 10 years,” said Michael Schoellhorn, CEO of Airbus Defence and Space. “The C295 has proven again as the segment leader, and with the addition of India as a new operator, the type will enlarge its footprint even more, not only on the operational aspects but on its own industrial and technological development”.

Sukaran Singh, Managing Director and Chief Executive Officer, Tata Advanced Systems Limited, said, “This is a moment of pride for Tatas and a milestone for the Indian military manufacturing ecosystem. For the first time, an Indian private company will be wholly manufacturing an aircraft in India. This endeavour demonstrates Tata Advanced Systems’ capabilities as a defence manufacturer to build globally competitive complex platforms in India.”

‘Make in India’ is at the heart of Airbus strategy in India, with the company constantly increasing the country’s contribution to its global product portfolio. The C295 programme will see Airbus bring its complete bouquet of world-class aircraft manufacturing and servicing to India in collaboration with our industrial partners, including the Tatas and leading defence public sector units such as Bharat Electronics Ltd. and Bharat Dynamics Ltd, as well as private Micro, Small and Medium Enterprises.

With a proven capability of operating from short or unprepared airstrips, the C295 is used for tactical transport of up to 71 troops or 50 paratroopers, and for logistic operations to locations that are not accessible to current heavier aircraft. It can airdrop paratroops and loads, and also be used for casualty or medical evacuation (medevac), as demonstrated during the COVID-19 crisis, using either basic litters or mobile intensive care units (ICU) with life support equipment. The aircraft can perform special missions as well as disaster response and maritime patrol duties. The IAF becomes the 35th C295 operator worldwide, with the programme reaching 278 aircraft, 200 of which are already in operation and have booked more than half a million flight-hours.

21 Sep 21. President Joe Biden will nominate Douglas Bush, a former lead House Armed Services Committee staffer, as the Army’s acquisition chief, the White House announced Tuesday. Biden will also nominate for Pentagon general counsel Carrie Ricci, a former member of the independent review panel studying sexual assault and harassment problems at Fort Hood, Texas. Biden is tapping Ashish Vazirani, the former chief executive of the National Military Family Association, to be the Pentagon’s deputy personnel chief. If confirmed by the Senate, Bush would become assistant Army secretary for acquisition, technology and logistics several years into the service’s ambitious modernization strategy. He has held the job on an acting basis since early in the Biden administration.

Bush helped lead congressional oversight of Army programs from behind the scenes, including a string of acquisition failures the land service has tried to move beyond. A former staffer for then-Rep.
