27 Aug 21. Embraer announced today the opening of an office in Budapest, the capital of Hungary. The main objective is to foster cooperation in Hungary, which could result in future developments under new partnerships. The office also creates an administrative hub for projects development in Central and Eastern Europe.
“Embraer is keen to increase its presence in Hungary and to expand our network with Hungarian high-technology representatives and other stakeholders, aiming to establish a deep and well-structured cooperation with some of the most qualified and innovative companies in the country,” said Jackson Schneider, President and CEO of Embraer Defense & Security.
This initiative is part of Embraer’s strategy to establish new partnerships in select markets. Some of the key aspects of this future cooperation are the collaborative efforts with new partners, long-term projects, and investment in reliable dual-use technology.
“Less than a year ago, we started to work together in building the tanker-transport capabilities of our air force. We look forward to expand this cooperation with engineering and industrial activities between Embraer and the evolving Hungarian aerospace-defense sector,” said Gáspár Maróth, Government Commissioner for Defense Development.
The office will employ Hungarian personnel, administrative and engineering staff that will work in close cooperation with Embraer’s teams in Brazil.
27 Aug 21. USAF makes Grand Forks AFB lead installation for ISR missions. The plan includes a series of construction and renovation projects at the GFAFB to meet future ISR needs. The US Air Force’s (USAF) Grand Forks Air Force Base (GFAFB) in North Dakota has become the lead installation for future intelligence, surveillance, and reconnaissance (ISR) missions.
The latest announcement comes as the USAF plans to restructure ISR capabilities and support joint all-domain command and control (JADC2) capabilities to meet national defence priorities.
The service will carry out infrastructure planning next year with construction and renovation projects at the AFB.
The projects will enable the 319th Reconnaissance Wing (RW) to develop and train crews in support of future intelligence, surveillance and reconnaissance (ISR) missions.
The plan has been approved by USAF secretary Frank Kendall.
USAF 319th RW commander colonel Timothy Curry said: “We’re excited to provide vital strategic capabilities to the Joint force. Grand Forks AFB will remain central to the airforce core ISR mission today and in the future.”
Budgeting for construction and renovation projects is expected to occur during 2023-2026 to support upcoming 319th RW missions.
According to the USAF, the plan also includes increasing the number of operational units under the command of the 319th RW that are engaged in future missions.
These include E-11 Battlefield Airborne Control Node aircraft mission at Robins AFB in Georgia beginning next year, and a second geographically separated unit in the future. The USAF’s FY-2022 budget request is seeking the divestment of the Joint Surveillance and Target Attack Radar System (JSTARS) and RQ-4 Block 30 aircraft. Funds from these divestments, if made, will be used towards modernisation, and to improve the capability to counter threats from peers. Meanwhile, GFAFB will continue operating the RQ-4 Block 40 in the late 2020s. (Source: airforce-technology.com)

02 Sep 21. US Navy’s final Zumwalt-class destroyer completes builder’s trials. The trials included in-port and at-sea demonstrations. The US Navy’s Zumwalt-class (DDG 1000) guided missile destroyer, USS Lyndon B Johnson (DDG 1002), has successfully completed builder’s trials.
These trials, which included in-port and at-sea demonstrations, enabled the US Navy and shipbuilder General Dynamics Bath Iron Works (GD BIW) to test the ship’s systems. US Navy Program Executive Office (PEO) Ships programme manager captain Matthew Schroeder said: “Trials provide an opportunity for the navy and industry team to test the capability and readiness of the ship.
“DDG 1002 is a warship that is going to equip our fleet with next-generation capability and capacity for the high-end fight.”
With the completion of the builder’s trials, the vessel is ready to prove its hull, mechanical, and electrical systems, and complete the installation and activation of the combat systems.
DDG 1002 is the third and final ship in the Zumwalt-class of guided missile destroyers. It will provide both multi-mission offensive and defensive capabilities to the fleet.
GD BIW conducted the keel laying ceremony for USS Lyndon B Johnson in January 2017. Designed for littoral and land attack operations, the Zumwalt-class multi-mission vessels feature an advanced electric propulsion system, a wave-piercing tumblehome hull, and stealth design. The vessels are armed with a multi-function radar and a battery of two Advanced Gun Systems (AGS) to fire Long-Range Land Attack Projectiles (LRLAP). The technologically advanced surface combatants can conduct area air surveillance, including over-land, throughout the sea-land interface, power projection, and command and control missions. 01 Sep 21. Nigerian Navy received two Damen patrol vessels, multiple additional vessels on order. As it continues with fleet expansion, the Nigerian Navy earlier this year received two patrol vessels from Damen and is acquiring two more offshore patrol vessels as well as fast patrol craft from China. Speaking at a Navy graduation ceremony on 15 August, Chief of Naval Staff, Vice Admiral Awwal Zubairu Gambo, said Nigeria’s President and Commander-in-Chief Muhammadu Buhari has provided noteworthy support to the Navy, particularly in fleet recapitalisation efforts.
This includes the recent acquisition of the hydrographic survey vessel NNS Lana, and a contract that has been awarded to France’s Ocea for a sister ship, which will be 35 metres in length. “Also, construction work is ongoing on the LST-100 [Landing Ship Tank] and we have just received yet another approval for the acquisition of two offshore patrol vessels.”
Several months ago the Nigerian Navy took delivery of two Damen 4008 patrol vessels that were built by the Damen Song Cam shipyard in Vietnam. In July, Gambo told the IMDEC maritime conference that “two newly acquired Fast Patrol Boats (FPBs) NNS Kano and NNS Ikenne joined the fleet recently.” The vessels are believed to have transited Walvis Bay on 21 June and arrived in Lagos a week later.
The FCS 4008 Patrol features Damen’s Sea Axe design for improved seakeeping. This enables top speeds of 29 knots and a range of over 2 000 nautical miles in sea states that Damen says would slow down other vessels of the same size. The FCS 4008 is just over 40 metres long and has a 140m² aft deck and can be used for transporting personnel and cargo.
Gambo in his graduation address also thanked Aiteo group for its donation earlier this month of assets to support the Nigerian Navy’s maritime security operations. “These assets include houseboats, gunboats, inshore patrol boats, airboats and drones among others.”
Other efforts to improve the Nigerian navy’s capabilities include the acquisition and installation of Maritime Domain Awareness (MDA) assets and the July commissioning of Falcon Eye maritime surveillance infrastructure.
Speaking at IMDEC, Gambo said, “I must not fail to mention that the Nigerian Navy’s indigenous shipbuilding endeavour has equally yielded some remarkable dividend with the construction of two Seward Defence Boats (SDB I and II) while SDB III is at its final stages of completion.”
In the Nigerian Navy’s Vision and Mission Statement delivered at the beginning of August, Gambo revealed that the Nigerian Navy will be getting 45 metre fast patrol craft from China’s Poly Technology. “In consolidation of the local ship building effort, indigenous construction of the SDB III as well as water and fuel barges and houseboats are progressing steadily. Other op platforms and equipment are expected for delivery within the next one or two years.”
Gambo said that the fleet renewal has evidently paid off, with increased Nigerian Navy footprints across the maritime domain leading to the arrest of hundreds of suspected criminals for various maritime offences in the last five years.
For instance, over the past four years, over 300 vessels have been arrested for various acts of illegality while 222 have been handed over for prosecution. Efforts to secure the maritime domain have seen a drop in piracy. For instance, from a high of 89 pirate attacks recorded in the Gulf of Guinea and 70 in Nigerian waters for 2016, the Gulf of Guinea in 2019 witnessed 47 cases against 21 in Nigerian waters. From January to May 2021, there were eight pirate attacks in the Gulf of Guinea while only five were within Nigeria waters, Gambo said. “It is instructive to note that most of these attacks in Nigerian waters were aborted arising from prompt response of the NN ships on patrol through a robust MDA infrastructure.”
Gambo also reported successes in the fight against crude oil theft and illegal oil bunkering, with the Nigerian Navy carrying out operations on land and at sea. From 2015 to the end of May 2021, the Nigerian Navy arrested 414 vessels and 439 barges and destroyed over 3 043 wooden boats. Also, within the same period, 5 213 illegal local refineries were neutralised as well as 140 tanker trucks and 535 speed boats seized. In the course of these arrests, 405 vehicles were impounded and 4 260 persons engaged in various illegalities within Nigerian waters were arrested.
According to Gambo, the Nigerian Navy is in the process of procuring unmanned aerial vehicles (UAVs) to enhance its response capability and will acquire at least two maritime patrol aircraft to ensure a complete surveillance of the nation’s maritime area of interest.
Gambo also noted challenges the Nigerian Navy is facing, including a shortfall of eight offshore patrol vessels and 69 fast attack craft; Nigerian maritime criminals migrating to neighbouring waters; and weak legal regimes in prosecuting offenders (of the 414 vessels seized between 2015 and 2021, only 52 have been prosecuted).
Another challenge is that maritime operation within Nigeria’s coastal waters is often burdened by the large number of wrecks and other dangers to navigation, particularly in approaches to major ports. For instance, NNS Calabar, one of the Nigerian Navy’s new Ocea patrol boats, sank along Badagry Creek in March 2019 while five other patrol vessels sank between April 2018 and Jan 2020 around Escravos channel, due to collision with submerged wrecks. About 177 submerged and partially submerged wrecks have been identified along the approaches to major ports in the country.

31 Aug 21. US Navy’s newest amphibious assault ship USS Tripoli completes FCT. With the completion of the FCT trials, the ship will now undergo post shakedown availability. Completion of trials, which were conducted by the navy’s Board of Inspection and Survey, marks the final in-depth review of the vessel. The four-day FCT trials included both in-port and at-sea evaluations. The at-sea phase testing included full power runs, demonstrations of combat systems, and simulated damage control situations. The trials also included other events designed to fully demonstrate the vessel’s crew and systems. US Navy Program Executive Office Ships Amphibious Warfare Programs programme manager captain Cedric McNeal said: “Tripoli is ready to significantly contribute to a larger, more lethal, and more ready fleet.
“With the completion of FCTs, this platform is one step closer to providing significant capability and power projection to our sailors.”
The ship was commissioned in July last year. It has been built by Huntington Ingalls Industries’ (HII) Ingalls Shipbuilding division.
The landing helicopter assault ship recently completed its combat system ship qualification trials (CSSQT).
USS Tripoli’s design features increased stowage space for parts and support equipment, as well as an expanded aviation fuel capacity.
It also has an enlarged hangar deck and expanded aviation maintenance facilities that provide the fleet with an aviation-centric platform.
The ship, homeported in San Diego, is assigned to Amphibious Squadron 7. It will now undergo post shakedown availability (PSA) before it gets ready for fleet tasking. (Source: naval-technology.com)
31 Aug 21. US Navy holds commissioning commemoration for USS Vermont submarine. The Virginia-class boat was administratively commissioned in April last year. The crew of the USS Vermont (SSN 792) man the rails during the commissioning commemoration. The US Navy has held a commissioning commemoration for the Virginia-class nuclear-powered fast attack submarine USS Vermont (SSN 792) at Naval Submarine Base New London in Groton, Connecticut. USS Vermont was administratively commissioned in April last year. However, due to strict safety protocols associated with the ongoing pandemic during that time, a traditional commissioning ceremony was not held.
US Navy Secretary Carlos Del Toro said: “Vermonters have served with valour from the highest mountains to the depths of the ocean.
“This vessel has already proven itself in service, not only because it was designed the right way, but because of the exemplary work of the men aboard.”
In October 2018, the submarine was christened at General Dynamics Electric Boat (GDEB) in Groton.
It is the 19th vessel of the Virginia-class and the first of ten Block IV submarines. The construction of the vessel started in 2014.
The USS Delaware (SSN-791), which is the 18th and final Block III Virginia-class submarine, was commissioned on 4 April 2020.
Built to operate in littoral and deep waters, the Virginia-class submarines are designed for a range of open-ocean and littoral missions, including anti-submarine warfare and anti-surface ship, special operation forces support, and other warfare operations.
It can also be deployed for missions for intelligence, surveillance, and reconnaissance (ISR).
Block IV attack submarines feature reduced total ownership cost (RTOC) design changes to decrease the planned availabilities to three and increase deployments to 15. (Source: naval-technology.com)

02 Sep 21. Franco-German transport squadron officially established. German Defence Minister Annegret Kramp-Karrenbauer and her French counterpart, Florence Parly, on 30 August signed the second intergovernmental agreement on Franco-German tactical air transport co-operation, the German Ministry of Defence (MoD) announced in a press release on 2 September. The ministry said the agreement officially established a binational C-130J squadron in Évreux in Normandy on 1 September. The squadron consists of four French Air Force (FAF) C-130Js – two transports and two KC-130J tankers – stationed at Air Base 123 at Orléans-Bricy pending their move to Évreux, to be joined by six Luftwaffe aircraft of the same type. The Luftwaffe announced on its website on 28 August that its first C-130J had been rolled out at Lockheed Martin. The company told Janes on 2 September that the roll-out took place from its C-130 plant in Marietta, Georgia, in mid-August, with delivery planned no later than the beginning of 2022. Deliveries are scheduled to be completed in 2024, when the squadron is due to reach its full operational capability. Three of the German aircraft will be C-130Js and three KC-130Js. The German MoD said that work on a binational tactical air transport fleet began in 2016 with the aim of increasing the interoperability of the Luftwaffe and FAF. The ministry expected the squadron to reach an initial operational capability this autumn with the standing up of the squadron, which could conduct national missions but would first operate with mixed French and German crews. The squadron will be tasked with air transport and aerial-refuelling missions for the European Air Transport Command (EATC) in Eindhoven, the Netherlands. (Source: Jane’s)
01 Sep 21. Nigerian Air Force inducts A-29 Super Tucano aircraft. The Super Tucano can perform precision air-to-ground strikes and will the NAF’s ability to fight terrorism. Nigerian Defence Minister Bashir Salihi Magashi and the Nigerian Air Force (NAF) have hosted an induction ceremony for the A-29 Super Tucano aircraft. The aircraft was procured via the US Foreign Military Sales programme valued at almost $500m.
The total sale package includes spare parts, contract logistics support and munitions. It also covers an infrastructure support project for the aircraft’s Kainji Air Base.
The ceremony was attended by US Department of Defence officials.
US Air Forces Europe-Air Forces Africa commander-general Jeff Harrigian said: “The Nigerian Air Force is one of our key partners [and] plays a critical role in furthering regional security and stability.
“This ceremony symbolises the strength of our unique partnership and underscores the value of training and working together.”
The A-29 Super Tucano will support flight and combat training, close air support operations, intelligence, surveillance and reconnaissance, armed over-watch, counterinsurgency and irregular warfare missions.
Commander Harrigian said: “The A-29 is a prime tool to help Nigeria combat violent extremism and is vital to sustained deterrence.
“The total package deal—aircrew and maintainer training, precision-guided weapon delivery and more—highlights our enduring partnership with the NAF and our commitment to enabling their successes where we can.”
The A-29 Super Tucano has been selected by 15 air forces worldwide.
In December 2018, SNC and Embraer Defence and Security received a contract from the NAF to deliver 12 A-29 Super Tucano light attack aircraft.
Last April, Embraer and SNC announced that the maiden flight of the first aircraft for the NAF had been completed.
The contract includes ground training devices, mission planning systems, ground equipment, spares and other related support. The aircraft will be delivered in two batches. The full fleet of A-29 Super Tucano aircraft is being manufactured by SNC and Embraer at a facility in Jacksonville, Florida. (Source: airforce-technology.com)

26 Aug 21. UK sells Defender aircraft back to manufacturer. The UK Ministry of Defence (MoD) has sold its Britten-Norman Defender AL2 (Defender 4000: D4K) surveillance and utility aircraft back to the manufacturer, after recently retiring them from service. Britten-Norman announced its purchase of the BN2T-4S Islander aircraft, as they are known in civil use, saying that they will undergo a major refurbishment ahead of being returned to the civil aircraft register for onward export sale. The MoD had nine Defender aircraft in its inventory, with the type flown by Army Air Corps crews under Royal Air Force (RAF) control. It was reported that the MoD retired these and three Islander AL1 and three Islander CC2 platforms in June, though the ministry did not respond to a Janes request at the time for confirmation. The Islander had been in UK service since 1989, with the Defender joining in 2004. Both types were equipped with sensors that included a Wescam MX-15 electro-optical/infrared camera, while they could also be used to ferry special forces troops. According to Britten-Norman, the BN2T-4S variant of the Islander that it has bought back is a derivative of the standard turboprop aircraft, with an extended fuselage for more ergonomic staggered seating, and its larger wing accommodates up to 330 US gallons (1,249 litres) of fuel giving the aircraft an endurance of up to eight hours and a visual flight rules (VFR) range of more than 1,000 n miles (1,852 km). The aircraft’s uprated Rolls-Royce Model 250 B17F twin engines are operated at 400 SHP, affording the aircraft a 8,500 lb (3,855 kg) maximum take-off weight. (Source: Jane’s)

02 Sep 21. USAF chief software officer to resign. The Air Force’s first chief software officer, Nicolas Chaillan, will step down from his role in October, FCW has learned. His last day is planned for Oct. 2.
“We are the largest software organization on the planet, and we have almost no shared repositories and little to no collaboration across DOD Services,” Chaillan wrote in a resignation memo obtained by FCW.
“At this point, I am just tired of continuously chasing support and money to do my job. My office still has no billet and no funding, this year and the next.”
Chaillan started his position in 2018 with the mission of making DevSecOps the standard business practice and expanding the Kessel Run software factory model across the Air Force. He noted that the job was “probably the most challenging and infuriating of my entire career” but also “impactful” and “rewarding.”
Since joining the Air Force tech leadership, Chaillan’s team has most notably helped stand up Platform One, which aims to make it easier for organizations to create software factories and deploying trusted code to warfighters easier with certified tools. Chaillan’s team was also behind migrating Kubernetes to the F-16 fighter jet. (Chaillan was named a Fed100 award winner in 2021 for his work with Platform One.)
Before becoming the Air Force CSO, he served as a lead on DOD’s enterprise DevSecOps initiative and cloud security advisor to the undersecretary of defense for acquisition and sustainment in the Office of the Secretary of Defense.
In the memo, Chaillan notes that lack of funding along with DOD bureaucracy left his office, and its mission “unempowered to fix basic IT issues.” Specifically, the software chief named his recent task of helping the Joint Chiefs of Staff with its efforts on Joint All Domain Command and Control, a DOD-wide effort to make sure data can be seamlessly shared across platforms.
“They wanted me to help deliver a minimum viable product (MVP) within four months so that we would finally have a tangible deliverable to show for JADC2,” Chaillan wrote.
“After a massive undertaking and development of a scope of work, based on demands from our warfighters and [combatant commands], I had just started the work and built-up excitement with teams and our mission partners, when I was told by the Joint Staff that there was no [fiscal year 2022] funding to support the MVP after all. After all the talk and continued assertions that this was critical work, DOD could not even find $20m to build tremendously beneficial warfighter capabilities.”
Chaillan has been vocal about DOD leaders making good on their rhetoric. In an Air Force Magazine interview earlier this month, he said ” the leadership in the department always says the right things” but “it’s a little bit harder to walk the walk.”
In a previous interview with FCW, Chaillan also expressed that technical training and education in areas, such as cloud security, were another challenge.
“I find we have the right people and the right involvement. I think sometimes there’s a lack of urgency and it feels like we’re still moving a little bit too slow and that’s what I want to do a little bit better at,” Chaillan said. (Source: Defense Systems)
01 Sep 21. Australia strengthens command and control structure of SASR unit. The command of the SASR unit will be elevated from a Lieutenant Colonel (O5) position to a Colonel (O6) position.
Australia has strengthened the command and control arrangements for the Special Air Service Regiment (SASR) in a bid to prepare the elite military unit for upcoming challenges.
The SASR is a special forces unit in the Australian Army and forms an integral part of the Special Operations Command.
The unit will now be led by a Colonel (O6) instead of a Lieutenant Colonel (O5). The elevation will help in ensuring ‘sufficient capacity and appropriate oversight for the complex missions’ that SASR is expected to perform in the future.
Minister for Defence Peter Dutton said: “Command of the SASR unit will be elevated to a Colonel, and, where appropriate, increase the qualifications and experience of those who oversee sensitive operations.
“This is a critical reform to prepare the SASR for future conflict, getting them back to basics and focused on the challenges ahead.
“We have seen the skill and acts of bravery of the SAS in just the last week from the work that they have done in Afghanistan. Those men and women who serve in the SAS are an incredible asset to our country.”
Additionally, the overhaul will lead to an increase in the qualifications and experience of those who oversee sensitive operations.
Assistant Minister for Defence Andrew Hastie said: “These are important and historic changes that will ensure the Regiment’s leadership is mature, experienced and better qualified to command sensitive strategic missions.
“This is a new era for the SASR: making it stronger and ready for the challenges ahead.”
The SASR was established as a regiment in 1964, taking up the baton from its predecessor, the First Special Air Service Company. The unit’s services include counter-terrorism and special operations.
Recently, the Australian Government announced new grant funding to boost the export capabilities of six local businesses. (Source: army-technology.com)
