12 Aug 21. Rolls-Royce completes $600m revamp of Indianapolis site. The six-year programme involved modernising the capabilities to create an advanced manufacturing campus. Rolls-Royce North America Indianapolis manufactures engines and components of different aircraft including C-130J Super Hercules. Rolls-Royce North America has completed a $600m modernisation programme at its Indianapolis campus in the US state of Indiana. The six-year programme involved upgrading the facilities at the site and enhancing manufacturing capabilities at the Rolls-Royce Indianapolis Operations Center.

The modernisation will also improve energy efficiency, aligned with Rolls-Royce’s plans to achieve net-zero emissions in operations by 2030.

Rolls-Royce Defense Global Manufacturing, Assembly and Test executive vice-president Phil Burkholder said: “Rolls-Royce Indianapolis facilities feature brand-new advanced manufacturing equipment, new and efficient processes, increased flexibility in operations, and have enhanced our ability to pivot to the future in a highly efficient manner.

“The new facilities also elevate digital engineering and robotics capabilities to maximise operations throughout the manufacturing campus. We look forward to delivering the benefits of these improvements to our customers every day.”

According to the Rolls-Royce website, Indianapolis hosts four businesses, namely Defense, LibertyWorks, Civil Small & Medium Engines, Marine and Helicopters. The site employs more than 4,000 employees.

Indianapolis manufactures engines and components for the C-130J Super Hercules, V-22 Osprey, E-2 Hawkeye, Global Hawk and Triton, F-35B Lightning II and other military aircraft among other works.

Under the revitalisation programme, three primary operations buildings called Excellence, Performance and Victory were upgraded with new equipment and technology.

Some buildings dating back to 1942 were also removed. Rolls-Royce now plans to add new test capabilities at the site to support military engine production.

18 Aug 21. Turkmenistan Navy commissions new corvette. Video footage released by Turkmenistan’s state-owned media indicates that the country’s navy has commissioned a new corvette based on the C92 design from Turkish shipbuilding company Dearsan. Named Deňiz Han (pennant number 01), the 91.4m-long vessel was inducted in a ceremony held at the Turkmenbashi naval base on the Caspian Sea that was also attended by President Gurbanguly Berdimuhamedow, according to a TV report by the Altyn Asyr media network on 11 August. The report provided few details about the ship, which is believed to have been built in co-operation with the Turkish joint venture between the Gülhan and Dearsan shipyards as part of a deal signed during the 2019 International Defence Industry Fair (IDEF) in Istanbul. The vessel was constructed at a new shipyard near Dzhanga, in Turkmenistan’s Balkan Region. According to Dearsan, the C92 design displaces about 1,600 tonnes, has an overall beam of 13.3 m, and a hull draught of 3.5 m. It can be armed with one MBDA Otomat Mk 2 Block IV surface-to-air missile system, two octuple vertical-launch systems for MBDA’s VL MICA short-range anti-aircraft missiles, a 76mm Leonardo Super Rapid Gun and a 35 mm Korkut-D twin-barrelled close-in weapon system. 13 Aug 21. South Korean navy commissions first KSS-III-class, SLBM-capable submarine. The Republic of Korea Navy (RoKN) has commissioned its first locally developed, diesel-electric attack submarine (SSK) capable of deploying submarine-launched ballistic missiles (SLBMs).

Named Dosan An Chang-ho (pennant number SS 083), the 83.5 m-long boat, which is the RoKN’s first of a planned fleet of nine KSS-III-class submarines, entered service in a ceremony held on 13 August at the facilities of Daewoo Shipbuilding and Marine Engineering (DSME) at Okpo on Geoje Island.

Equipped with locally made lead-acid batteries and an air-independent propulsion (AIP) system featuring hydrogen fuel cells, Dosan An Chang-ho is expected to be operationally deployed from August 2022 after undergoing a series of operational performance and capability evaluations, according to an RoKN statement. Fitted with noise-reduction technology, the submarine, which displaces 3,358 tonnes when surfaced and 3,705 tonnes when submerged, has a stated maximum speed of about 20 kt, a cruising range of 10,000 n miles, and can accommodate a crew of 50, according to Janes Fighting Ships. Launched by DSME in September 2018, Dosan An Chang-ho , which has a beam of 9.6 m, is now the largest submarine in the RoKN’s inventory: about 18 m longer and 3.3 m wider than the service’s 1,800-tonne KSS-II-class boats. It is equipped with an active and passive sonar suite from LIG Nex1, including bow cylindrical, flank, intercept, ranging, and towed arrays, as well as the Hanwha Systems Naval Shield Integrated Combat Management System (ICMS). It also features the Safran attack periscope and optronic mast, and the Indra Pegaso radar electronic support measurement (RESM) system. (Source: Jane’s)

13 Aug 21. India’s HAL scheduled to conduct first flight of LCA Mk-1A jet. The development comes around six months after HAL secured a $6.57bn order to deliver 83 Mk-1A aircraft to IAF. Indian aerospace and defence company Hindustan Aeronautics Limited (HAL) is planning to conduct first flight of Light Combat Aircraft (LCA) Tejas Mk-1A jet by March next year.

The aircraft will take its maiden flight following the completion of necessary design activities, according to a Hindustan Times report.

The development comes around six months after the Indian Government placed a $6.57bn order with HAL for 83 Tejas MK1A aircraft for the Indian Air Force (IAF).

The report also added that HAL will soon announce a deal with US firm GE Aviation for 99 F404 engines. These engines will power the multirole combat aircraft.

HAL chairman R Madhavan was quoted by the Hindustan Times as saying: “The preliminary design review is over and so is the critical design review for several systems, including mission computer, digital map generator and digital flight control systems.

“We are integrating the active electronically scanned array (AESA) radar and the electronic warfare suite on the final operational clearance (FOC) version of the LCA. After it is proven there, we will integrate it on the final Mk-1A version.”

The LCA Mk-1A will feature several improvements over previous variants.

The jet will be equipped with digital radar warning receivers, external self-protection jammer pods, AESA radar and the capability to fire advanced beyond-visual-range (BVR) missiles among others.

HAL is expected to deliver the first two aircraft in 2024 followed by an additional eight units in 2025. The remaining units will be delivered in several batches by 2029. (Source: airforce-technology.com)

19 Aug 21. President Biden Nominates Matthew Axelrod to Be Assistant Secretary of Commerce for Export Enforcement. President Biden has nominated Matthew Axelrod to be the next Assistant Secretary of Commerce for Export Enforcement. Matt Axelrod is a longtime public servant with deep criminal and national security enforcement experience, having spent over thirteen years at the U.S. Department of Justice. During the Obama-Biden Administration, Axelrod served as the Principal Associate Deputy Attorney General, where he advised on the Department’s criminal and national security enforcement matters and supervised a staff of twenty-five attorneys. Before that, Axelrod spent over a decade as a career federal prosecutor. From 2003 to 2009, he served as an Assistant United States Attorney in Miami, where he prosecuted, among others, the two founders of the Cali Cartel. From 2009 to 2013, he was on detail to Main Justice, where he worked as a Senior Counsel to the Assistant Attorney General for the Criminal Division and then as an Associate Deputy Attorney General, responsible for overseeing the Department’s criminal enforcement work. After leaving the Department in 2017, Axelrod joined the global law firm Linklaters as a partner, where he did internal investigations and white-collar defense work. Axelrod took a leave of absence from Linklaters in the fall of 2020 to volunteer full-time as a member of the DOJ Agency Review Team and then rejoined the Department on Inauguration Day as Senior Counselor. He was recently detailed to the Office of the White House Counsel, where he serves as Special Counsel and works on both domestic and national security matters. Axelrod graduated with a B.A. from Amherst College, cum laude, in 1992, and a J.D. from Yale Law School in 1997, where he was a Notes Editor for the Yale Law Journal. He spent two years clerking, first for the Hon. Ralph K. Winter, Jr. on the United States Court of Appeals for the Second Circuit and then for the Hon. Janet C. 19 Aug 21. Lieutenant Colonel Mario Zaltzman joins Kleos Team. Kleos Space S.A (ASX:KSS, Frankfurt:KS1), a space-powered Radio Frequency Reconnaissance data-as-a-service (DaaS) company, is pleased to announce the appointment of LTC Mario E. Zaltzman as advisor to Kleos for a 12-week internship, through the DOD SkillBridge program. The DOD SkillBridge program is an opportunity for Service members to gain valuable civilian work experience through specific industry training, apprenticeships, or internships. 17 Aug 21. The Naval Shipbuilding Institute, a joint venture between KBR and Huntington Ingalls Industries, confirmed the appointment a new chief executive to oversee the NSI’s operations. Graeme Hunter, who began his career as an apprentice ship draughtsman and worked for 40-years across shipbuilding operations from engineering to program management in the UK and Australia, was appointed chief executive of the joint venture this week. Hunter has spent 25 years working as an executive at several leading companies including Rolls-Royce, Lockheed Martin and UGL, and recently served as general manager, major programs at KBR Government Solutions.
