Description
The Authority has a potential requirement for the provision of a Design Authority to provide Post Design Services (PDS) and Spares Procurement for variants of the Light Wheels Platforms. This will be a four-year contract and an additional two Options years (The Authority is under no obligation to invoke this).
Total Quantity or Scope

The purpose of the PDS contract is to enable the undertaking of work to ensure that modifications and minor design alterations are properly appraised and, where approved, implemented. The PDS process includes the redesign, redevelopment and engineering necessary for preserving the capabilities of equipment. PDS includes the Design Authority (DA) work required to maintain the design, manufacturing data and configuration control, safety and obsolescence management including where necessary reference equipment and addressing Urgent Capability Requirements (UCRs). PDS may also be used for minor enhancements such as meeting new safety legislation, enhancement of capability or performance or for reducing in-service support costs. The Contractor will be responsible for engaging with the Authorised Demander who is responsible for managing the Service Provision and Transformation Contract (SPTC), regarding the procurement and supply of Spares. It is anticipated that Core Services will include (but are not limited to): Post Design Services – Provision of Integrated Support Plan (ISP) – Engineering and Technical Support – Supply Support – Risk & Opportunity Management – Configuration Management – Technical Documentation & Information Management – Post Design Services (PDS) Tasking Management – Quality Management – Safety Management Procurement of Spares – Supply Support – Spares Re-Provisioning – Obsolescence Monitoring and Management Provided for information purposes only and not definitive. The potential value of this contract is estimated at £71m exclusive of VAT (CAT C). Background Currently there are two extant and separate contracts for the provision of PDS. These are: 1) OSVP/0056 CVS ‘B’ Vehicles Post Design Services Contract. 2) PMT/0025 WMIK and SNATCH Post Design Services (PDS). The Spares contract will continue to be managed by Babcock, The Authority’s Authorised Demander, under the SPTC. Both PDS contracts expire on 31/03/2024. The Authority intends to run a competitive tendering process under the Restricted Procedure of the Defence and Security Public Contracts Regulations (DSPCR) 2011 (Regulation 17). The UK Government has welcomed deals between three of the UK’s largest defence contractors and the Polish Navy.
The Polish Navy’s Miecznik (“Swordfish” in Polish) frigates programme will now begin its next phase of development.
An agreement between MBDA UK and the Polish Armaments Group (PGZ) was signed today. This is the third of PGZ’s contracts with UK companies under the Miecznik programme, following agreements with Babcock and Thales UK. The first of the three multi-mission frigates is expected to enter service in 2029.
Investment Minister Lord Dominic Johnson said: “Our defence exports are good for the economy and boost investment and jobs across the country. This agreement is a major vote of confidence in our world-class industrial expertise. Poland is a key partner for the UK, and this partnership will further strengthen the Polish fleet by putting some of the best UK capabilities behind it. The UK government has supported negotiations for a series of strategic agreements between three major UK defence companies and the Polish Armaments Group. “
UK Defence and Security Exports (UKDSE), part of the UK Department for Business and Trade, has been a key player in facilitating and securing these deals, in close collaboration with the Ministry of Defence and Royal Navy. The aim is to strengthen long-term economic and defence cooperation between the two countries and support the UK’s competitive export offer.
These agreements mean the frigates will be built in Poland with substantial transfers of technology and skills, boosting the economic security of a key NATO ally.
Minister for Defence Procurement James Cartlidge said: “It is a testament to our outstanding defence industry that our key NATO ally has chosen warships based on the AH140 design – a design utilised by the Type 31 Frigates soon to be in service with the Royal Navy. The ships will enhance the Polish fleet, bolster NATO capabilities and support interoperability between the UK and Poland. These agreements are also another example of the very close working relationship we have with our Polish counterparts, building on our progress in many areas of defence. “
Each company plays a crucial role in the Polish frigate programme as a partner of the Miecznik consortium led by PGZ.
Through a design licence agreement for its Arrowhead 140 frigate, Babcock is the platform design provider and strategic technology partner. The company is also a key part of the Programme Management Office which oversees design and construction of the ships.
Thales UK will equip the frigates with the TACTICOS combat management system, sensors and radars, while MBDA UK will provide its Sea Ceptor naval air defence system, which will be equipped with CAMM (Common Anti-Air Modular Missile) family missiles that have been recently procured by Poland for ground-based air defence. The term ‘kinetic effector,’ often denoted as a ‘hard kill’ or ‘hard stop’ solution, encompasses methods for physically capturing or retrieving drones. These counter-drone tools aim to prevent drone incursions by capturing, entangling, or disabling them. Kinetic effectors, including ammunition for existing firearms, bespoke systems like ‘smart’ weapons sighting systems, and specially designed ammunition requiring an Authorized Firearms Officer (AFO), may be classified as ‘firearms,’ limiting their operational use. Remotely piloted aircraft, drones, or Unmanned Aerial Systems (UAS) serve various legitimate and illegal purposes, necessitating measures like kinetic effectors to counter their potential misuse, either as standalone devices or integrated with detection systems.
Remotely piloted aircraft, commonly known as drones or Unmanned Aerial Systems (UAS), serve diverse purposes across various sectors of society, encompassing both lawful and unlawful activities. These applications range from transporting Improvised Explosive Devices (IEDs) to engaging in video espionage, privacy infringements, and the illicit transportation of contraband, among other uses. Kinetic effectors emerge as a potential solution to address the reckless, inconsiderate, or criminal deployment of drones. These tools can function independently or integrate with other technologies, such as detection systems, to counteract misuse effectively.

08 Jan 24. INTRACOM DEFENSE Launches the PROTEAS Project. INTRACOM DEFENSE (IDE), as the Coordinator of a cross-European consortium, signed a grant agreement for the first of its kind Special Operations Forces (SOF) Command Post and Command & Control System (SOFCPC2), to support EU-led SOF Small Joint Operations.
20m Euros are funded by the European Defence Fund for the study, design, prototyping, and integration, testing and evaluation. The contract was signed following the conclusion of a competitive evaluation process.
The project PROTEAS (“dePloyable special opeRations fOrces mulTi Environment commAnd post and C2 System”), in the framework of the European Defense Fund – EDF 2022 program, aims to promote the upgraded role of SOF, as envisioned by the EU. PROTEAS will not only reduce the time for operational readiness but also reduce the cost of EU SOF Small Joint Operations.
IDE leads the PROTEAS consortium consisting of other partners from Greece (ISD S.A., Satways), Belgium (C&V Consulting, Dotocean), Cyprus (Eight Bells, Ubitech), France (Thales Six GTS France, Commissariat à l’ Energie Atomique et aux Energies Alternatives, Hensoldt France SAS, SAS Impact), Germany (Rheinmetall Electronics), Italy (Leonardo S.p.A.) and Norway (Squarehead). The Ministries of Defence (MoDs) of Greece, Italy, France, Norway and Belgium, support and co-fund the project with an additional maximum 3 m Euros. The Hellenic MoD has appointed the Project Manager who will act as the main point of contact between the project stakeholders and the PROTEAS Consortium.
At the Kick-off Meeting of PROTEAS which took place in Athens on the 18 & 19 of December 2023 with the participation of involved MoDs, a foundation was laid that will help to implement the program successfully. This is enhanced by all partners that where satisfied by the outcome and are already starting the work with full force.
The Chairman of the B.o.D. and CEO of IDE, Dr. George Troullinos, stated that: “PROTEAS is not just a Research and Technology Project. 08 Jan 24. Spain seeking 155mm artillery ammunition resupply.
European countries are restocking artillery ammunition after having provided quantities to Ukraine that need replacement, with industry struggling to meet demand.
Spain has issued a tender for the acquisition of 155mm artillery ammunition, including specific variants such as illumination and smoke shells, in a deal worth up to €150m ($163.7m).
Published on the European Union’s contract database on 3 January, the tender has a set deadline of 31 January and will be procured through Spanish Ministry of Defence funds and not through the European Union.
The Spanish Army fields two weapons systems that utilise 155mm calibre ammunition – the US-origin M109A5 self-propelled artillery platform and the Santa Bárbara Sistemas 155/52 howitzer.
According to GlobalData’s analysis of Spain’s defence equipment inventory, the Spanish Army operates 66 155/52 APU-SIAC 155mm howitzers, along with 16 of the SBT-1 variants. Of the M109A5, it thought around 100 units are in service with the Spanish Army and Marines.
GlobalData analysis indicates that the Spanish defence budget increased from $9.5bn in 2019 to $13.1bn in 2023 and is forecast to continue to increase through to 2028 as the country looks to meet the Nato 2% of GDP benchmark for defence expenditure
European artillery ammunition aspirations failing to meet reality
Artillery ammunition production has been a key topic of discussion among the upper echelons of the EU’s leadership, with Ursula von der Leyen, head of the European Commission, calling for an increase in cooperative defence spending and artillery ammunition manufacture across EU member states.
In a December speech to the European Defence Agency, von der Leyen stated that the countries of the European Union would produce one m artillery shells per year from 2024, as the continent’s defence industries orientate towards more active production line in the face of Russia aggression in Ukraine.
Speaking to members of the European Defence Agency (EDA) at the end of November, von der Leyen claimed countries of the European Union – referred to in the speech as “Europe” – had produced or delivered 480,000 round of artillery ammunition to Ukraine.
“This would have been unimaginable just two years ago. And it already marks a massive step forward for our defence cooperation,” von der Leyen stated.
However, this figure was less than half of the quantity first intended to be produced for Ukraine. Kyiv is struggling for financial and military support from its US and European allies, offering a bleak forecast for the ongoing war with Russia. (Source: army-technology.com)
05 Jan 24. Turkey approves plans for aircraft carrier, additional Istanbul-class frigates. The Turkish government has given the green light to build four additional Istanbul (TF-100)-class frigates and to progress plans for an aircraft carrier to the design phase.
The decisions were taken during a meeting of the Defence Industry Executive Committee (SSIK), chaired by Turkish President Recep Erdoğan, which was held on 3 January.
In a communiqué on social media following the meeting, the president’s communications directorate said decisions within the scope of naval projects were also reached regarding the construction of new types of landing ships, new-generation minehunting vessels, and Turkish fast attack craft (FAC), as well as for the construction of additional Hisar (modified MILGEM)-class offshore patrol vessels (OPVs) to complement the first two vessels in the class – although no timeframes for any of the projects were revealed. In addition, projects aimed at adding new unmanned aerial vehicles (UAVs) and unmanned surface vehicles (USVs) to the inventory were discussed, the president’s communications directorate noted. 10 Jan 24. Navy accepting Landing Ship Medium proposals for FY25 contract award. The U.S. Navy is seeking proposals for its Landing Ship Medium program, which one Marine Corps leader called a top priority for the Navy-Marine amphibious team.
The services are “on pace to procure in ’25, deliver it in 2029,” Maj. Gen. Marcus Annibale, the director of expeditionary warfare on the chief of naval operations’ staff, said Wednesday at the Surface Navy Association’s annual conference.
The Navy released the request for proposals on Jan. 5. The contract would cover up to six vessels, according to the SAM.gov contracting website. Offers are due May 9.
The Marine Corps and Navy previously issued five concept design study contracts to collaborate with industry during the requirements development phase.
In April, Annibale said the Landing Ship Medium, or LSM, capability development document was moving through the approval process, following a significant disagreement between the Marine Corps and the Pentagon over what capabilities the vessel should have and therefore how much it should cost.
The LSM is to primarily support Marine littoral regiments serving as a stand-in force. These units are designed to spend significant amounts of time in key locations such as the Philippines or Japan, and have the ability to move between remote locations — in contrast to a traditional rotational deployment, where forces would rotate into theater and only visit major ports in partner nations.
The Marine littoral regiments will leverage aircraft such as the KC-130J, but they’ll also need surface vessels to move themselves and gear from island to island and beachhead to beachhead.
Annibale said the LSM would have a range of 3,000-5,000 nautical miles to help Marines traverse the vast Pacific.
The LSM, previously called Light Amphibious Warship, ran into early delays. The program had been set for a fiscal 2022 contract award, which was pushed into fiscal 2023 and then fiscal 2025 due to budget constraints.
To make the most of the intervening time, the Marine Corps is buying three stern landing vessels to turn into LSM prototypes so the Corps — more specifically the 3rd Marine Littoral Regiment — can begin experimenting with the new platform.
The program has remained on track since its procurement start was delayed to FY25.

08 Jan 24. HII warns of potential carrier, amphib issues in FY25 budget request. HII is bracing itself for two big challenges in the Pentagon’s next budget request: the likelihood that money won’t start flowing for the next aircraft carrier as early as industry needs, and the potential for an extended pause in amphibious ship production, the company’s chief executive said.
Chris Kastner told reporters Monday that the Navy should adopt a 2-3-4 strategy for aircraft carriers: Buy two at a time, with three years of advanced procurement funding for each, spaced four years apart.
This plan, he said, would optimize construction at the company’s Newport News Shipbuilding yard in Virginia and benefit thousands of suppliers.
The Navy in 2019 simultaneously bought its last two carriers, the Enterprise and the Doris Miller, with hull numbers 80 and 81, respectively.
The Navy’s plan for CVN-82, as explained in FY24 budget materials, was to begin its advanced procurement in FY26 and buy the carrier in FY28. That’s a longer interval between ships than the company wants, and a year less advanced procurement than it wants.
HII’s concerns grew after Defense News reported in October the Navy was considering whether to ink its next two-carrier contract in FY28, FY29 or FY30. The Navy will reveal its decision on the timing of the contract in FY25 budget materials.
A Newport News Shipbuilding executive, who spoke to reporters Jan. 8 on background, called the potential delay “extremely disappointing.”
“For several years now, CVN-82 has been projected to be a 2028 awarded ship, and the nuclear-industrial base has been planning around that timeline,” the executive said, even though it’s a year or two later than the ideal cadence would call for.
The supply base is worried that a lack of advanced procurement funding in FY25 could lead to some production lines going cold, the executive said.
But if they see further delays — if the contract is pushed back to FY29 or FY30 — “recent analysis and surveys by the Aircraft Carrier Industrial Base Coalition, or ACIBC, suggest that delaying CVN-82 would also result in supplier workforce layoffs, increased costs, and ultimately suppliers deprioritizing military shipbuilding and exploring alternative business opportunities.”
Kastner said the Navy has a chance to give the industrial base some certainty.
“We know the ships are going to be built; they have broad support. So let’s eliminate risk. Let’s get the major suppliers under contract early enough so they can plan and they can make their production schedules,” Kastner said.
“I think there’s a broad understanding of that,” he added, but “the budget is driving discussions around potential delay. One thing we should never delay is the advanced procurement of major equipment in the supply chain.”
Kastner also discussed ongoing uncertainty about the production line for the San Antonio-class amphibious transport dock. The Pentagon tried to halt the production line in its FY24 budget plans and called for a “strategic pause” to consider the future need for amphibs, how many the Navy should have, if there was a cheaper design industry could build, and other factors.
Pentagon leaders still not released the results of any of these studies.
Congress, which has already passed a 31-amphib ship requirement into law, rejected the pause and included the next ship in the program, LPD-33, in the FY24 National Defense Authorization Act. Kastner said he is optimistic funding for the ship will come in a spending bill currently being hashed out by lawmakers.
Kastner told Defense News he has not been briefed on the results of the amphib study and is awaiting details, expected to be revealed in FY25 budget materials.
Kastner also said he is confident that, even if the Pentagon determines it must move to another design, HII will continue to play a role in building some kind of amphibious ship. Its Ingalls Shipbuilding yard in Mississippi is the sole builder of amphibs.
He noted the Navy had threatened to end the program several times and that many recent LPD ships were excluded from formal budget plans, only to be added in by lawmakers after advocacy from industry, the Marine Corps and other supporters.
“We’ve been in the position of supporting [the next LPD’s addition to the budget] every year. And now it’s really broadly supported by the Navy, by the Marines, by the Congress,” Kastner said. “So we understand the process and the realities of supporting every year. The US Department for Energy has issued “A Request for Information: Data Standards, Interfaces and Command and Control Capabilities for the Next-Generation Counter Uncrewed Aircraft System (cUAS) Enterprise for the National Nuclear Security Administration (NNSA).”
According to the RFI:
“Sandia National Laboratories (SNL), on behalf of the Center for Security, Technology, Analysis, Response and Testing (CSTART) within the National Nuclear Security Administration’s (NNSA’s) Defense Nuclear Security Office (NA-70), seeks information regarding the current capabilities, technologies, approaches, and business models for Counter Uncrewed Aircraft Systems (CUAS). NA-70 desires to explore Command and Control (C2) systems that are highly agile and adaptable to evolving threats. There is also interest in C2 systems that enable the use of advanced algorithms by exposing sensor data in raw formats that follow established and open data standards. Of particular interest are CUAS architectures and C2 capabilities that enable seamless integration of sensors, effectors and C2 algorithms from multiple suppliers, such that systems may be upgraded with the latest technology, without lengthy and costly development cycles.
“…..This RFI represents the first step in an anticipated large-scale multi-stage acquisition to establish the next-generation, long-term CUAS enterprise at multiple high security sites operated by NA-70. Responses to this RFI are expected to help inform NA-70’s acquisition strategy and planning for near-term development and testing of next-generation systems and their ultimate installation at high security sites.
NA-70 is responsible for the physical security of several high-security Continental United States (CONUS) sites. “In support of NA-70’s physical security goals, the Center for Security, Technology, Analysis, response, and Testing (CSTART) provides expertise on security technologies, systems, analysis, testing, inspection support, training, and response force.
“The characteristics of high security sites differ significantly, ranging from open and flat terrain in minimally populated areas to mountainous terrain near population centers. The widespread availability and rapid evolution of small uncrewed aircraft systems (UAS), often referred to as “drones,” pose significant national security challenges. NA-70 has begun to plan for its long-term, next-generation approach to counter the UAS threat, pursuing an approach that:
• Provides an open, non-proprietary architecture that is fully adaptable to different sites
• Provides the ability to seamlessly incorporate sensors and effectors from multiple manufacturers, and the ability to quickly upgrade capabilities as threats and defensive capabilities evolve, without requiring full system replacement
• Fully capitalizes on the advantages provided by multi-sensor fusion and autonomous data analytics and decision-making, enabled by technologies such as machine learning and optimization
• Provides the ability to be operated, enhanced, and maintained by site personnel and contractors without permanent commitment to any one supplier
“The next-generation CUAS must address UAS threats defined as follows:
• Capable of operating against Group 1, Group 2, and Group 2+, which is defined as aircraft with an unloaded weight of 55 lbs or less but which may exceed 55 lb when loaded with a payload
• Capable of addressing extended altitudes beyond typical Group 2 limits in certain cases
• Capable of operating against multiple simultaneous threat aircraft
• Capable of operating against UAS controlled via a full spectrum of C2 methods including remote RF control, control over cellular networks, GPS waypoint-guided and fully autonomous e.g. terrain-aided dead reckoning
• Capable of mitigating a spectrum of threat activities ranging from accidental incursions to surveillance to physical threats
“The following site characteristics apply to the next-generation CUAS enterprise:
• CUAS must ultimately be configurable to operate and achieve the system requirements at a wide variety of sites with a range of terrain including wooded and mountainous, open desert, populated areas, in proximity to military installations, etc.
• Must operate effectively in a wide range of climate and weather conditions including high wind environments
• Each site will have multiple defined boundaries / regions within which UAS may not be allowed to intrude (“defended volume”), within which it is allowable to mitigate UAS (“engagement volume”), and within which it is allowable / possible to monitor UAS (“monitoring volume”)
“The top-level mission requirements for the next-generation CUAS enterprise are as follows:
• MIS-001: The CUAS must sense, track, and assess defined UAS threats, allowing sufficient time for neutralization before reaching the defended area.
• It is anticipated that multiple types of sensors and effectors, likely from multiple suppliers, will be required to maximize CUAS performance across the full threat spectrum and the diversity of site characteristics.
• The CUAS must be able to discern and de-conflict between authorized and unauthorized UAS.
• MIS-002: The CUAS must neutralize the defined UAS threat before reaching the defended area.
• It is anticipated that multiple types of effectors, likely from multiple suppliers, will be required to maximize CUAS performance across the full threat spectrum and the diversity of site characteristics
• MIS-003: The CUAS must utilize an open and modular architecture that enables equipment and algorithms from multiple providers to be interoperated with maximum effectiveness, combined performance, and extensibility.
• This architecture and enterprise must facilitate the seamless incorporation of data from disparate sources at multiple time scales, including for real-time operations, intelligence sharing, algorithm training, and other uses.
• MIS-004: The CUAS must employ automated and autonomous algorithms to leverage performance of multiple subsystems and developments in data fusion, artificial intelligence, and machine learning.
• The CUAS must be capable of algorithmically fusing data from multiple sensors to improve detection performance and reduce false and nuisance alarm rates.
• The CUAS must be capable of providing autonomous and operator-aiding command and control functions.
• MIS-005: The CUAS must include a modular user interface to efficiently meet the needs of key stakeholders, including operators, command, and headquarters.
• The CUAS must allow an operator to be in the loop to provide human inputs, corrections, and critical decisions.
• When operator in the loop decisions are utilized, the CUAS design must allow the operator sufficient time to make decisions.
• The operations should be user friendly.
• The CUAS should include features to enable the joint human-machine system to improve over time.
• MIS-006: The CUAS must operate 24 hours a day, 365 days a year, with minimal downtime, in a full spectrum of weather and climate conditions.
• MIS-007: The CUAS must be compatible with common power, communications and other infrastructure elements typical of the sites.
• MIS-008: The CUAS must support quantitative analysis, testing and health status self-checks to ensure initial and continuing function and performance.
• MIS-009: The CUAS must be provisioned with an approved sustainment plan for the system’s lifecycle.
• The CUAS supplier may be required to perform sustainment and maintenance OR may be required to be able to facilitate sustainment and maintenance by a third party provider
• MIS-010: Operational procedures and comprehensive training must be provided to enable operators, maintainers, command and headquarters to effectively perform the CUAS mission, integrate CUAS with site security and mission operations, and manage the system’s lifecycle.
“Additional cross-cutting mission requirements are as follows:
• MIS-CC-001: The CUAS and its components should maximize data transparency to the broader system and to the government.
• Source code and all algorithm documentation for sensor fusion, autonomy, command and control, and user interface elements must be provided to the government.
• All sensor / detector elements should be able to provide raw sensor data and all levels of processed data to the system.
• MIS-CC-002: The CUAS must conform to all applicable laws and regulations and incorporate best practices for safety and health, physical and cyber security, reliability, maintainability, and scalability.

05 Jan 24. US Navy seeks “innovative proposals” to counter cross-domain attacks from uncrewed systems. Inspired by recent events in the Red Sea and the Gulf as well as observing the continuing escalation of drone warfare in Ukraine, the US Navy on 3 January issued notice of a forthcoming Request for Solutions (RfS) for a Counter-uncrewed Experimentation and Advanced Development (CEAD) system integration with C2 systems. The full RfS is likely to be released on or around 31 January, according to the government notice, which specifies that solutions are sought for cross-domain uncrewed system (UXS) threats.
“The purpose of this [request for solutions] is to solicit innovative proposals for addressing the challenge of countering multiple cross-domain uncrewed systems (UXS) that could be employed in coordinated attacks,” the notice reads, in part. “The government is seeking solutions capable of integrating information from undersea, maritime surface, ground, and air domains to effectively detect, identify, track, and mitigate multiple UXS”.
Organisations seeking to express interest must be members of the Expeditionary Missions Consortium (EMC2), which is the anticipated vehicle for an Other Transaction Agreement (OTA) to be used as the procurement vehicle. Russia obtained at least one-third of its foreign-sourced critical battlefield components from companies based in the US and its allies last year — in large part because of outsourced production facilities in states that apply weaker export controls. These goods — worth a total of $7.3bn — were mainly manufactured in countries that are not part of the US-led export-control coalition, according to an analysis by the Kyiv School of Economics. The largest share of these goods — worth around $1.9bn — were produced in China. The 485 types of components in the analysis include semiconductors, computer parts, electronics, automotive components and bearings. The list relies on analysis of components found by Ukrainian officials in Russian equipment on the battlefield. The analysis accounts for $22bn of Russian imports over the first nine months of 2023 and highlights how outsourced production can make it easier for Russia to buy controlled goods from countries whose customs officers will not apply checks at the border. The data also shows the critical role of China in Russia’s supply networks, including goods made by non-coalition companies. A majority of the goods on the list were made in the country, which has been joining an ever-deepening partnership with Moscow. Olena Bilousova, a senior researcher at KSE, said: “It’s been a normal business strategy for years for western technology companies to have manufacturing facilities across Asia. But these factories need to be made to comply with the same strength of export controls as they would at home.” The US is the only country to insist that goods made in a third country may potentially be covered by domestic controls. The “foreign-direct product regulations” (FDPR) are extraterritorial and can cover goods made in third countries if content, software or technology originating in the US has been involved in their production. FDPR provisions apply even if the producer is not American. The US dominance of semiconductor technology means the FDPR has particular impact on this sector. However, Emily Kilcrease, a sanctions expert at the Centre for a New American Security, said that applying the FDPR is difficult. It “is necessarily one of the tougher mechanisms to use just because the activity is, by definition, not happening at home. China is one of our more difficult enforcement environments”. Data reviewed by the Financial Times shows the goods were sold to Russia via distributors and intermediaries. Kevin Wolf, a partner at Akin law firm in Washington and a former assistant commerce secretary, said that if the US companies had no knowledge of the eventual export to Russia and did not cause it, they would not contravene American law. But the US adding “distributors and other middlemen” to its sanctions list would be “a very effective way of addressing diversion of semiconductors and other items”, he said. “This would prohibit shipments to the listed entities by any company — even if the whole transaction happens outside the US.” The KSE data suggests that Russia has been importing rising volumes of products made by some western producers — such as Analog Devices, a US-based chipmaker. Russian imports of its goods rose from $123mn in 2021 to $269mn in the first nine months of 2023. Only $20mn of the Analog chips entering Russia in 2023 were listed in filings as made in the US, $93mn were made in China and $53mn in Malaysia. Analog chips are listed by the Ukrainian government’s sanctions body as having been recovered from a variety of Russian arms. Its components have been found inside the rockets of the 9M544 Tornado-S, a multiple-launch rocket launcher, as well the Russian-built versions of the Iranian Mohajer-6 and Shahed drones. Analog told the FT that it had ceased all sales into Russia and Belarus, “instructed all of our distributors to halt shipments of our products into these regions” and that “any post-sanctions shipment into these regions is a direct violation of our policy and the result of an unauthorised resale or diversion of ADI products”. 10 Jan 24. Government of Canada Announces Preferred Bidder for Logistics Vehicle Modernization Project in Support of Canadian Armed Forces. The Government of Canada is committed to providing members of our Canadian Armed Forces (CAF) with the modern vehicles, equipment and services they need to keep Canadians safe. To support domestic and international exercises and operations, the CAF requires a robust logistics supply chain. An important part of this chain consists of logistics vehicles used to transport materiel, munitions, personnel and other supplies between and within areas of operation.
Following an open, fair and transparent procurement process, including multiple engagements with industry, Public Services and Procurement Canada (PSPC) has identified General Dynamics Land Systems–Canada as the preferred bidder to provide the CAF with a new fleet of light and heavy logistics vehicles, equipment and in-service support. The modernized fleet and new equipment will increase mobility and protection, supporting the CAF in accomplishing missions in Canada and abroad.
Through the Logistics Vehicle Modernization (LVM) project, the Government of Canada is replacing its existing fleet of logistics vehicles, which can be used to transfer resources, personnel and military assets during domestic and international operations and training exercises.
The identification of General Dynamics Land Systems–Canada as the preferred bidder represents a significant milestone in the competitive procurement process and follows a rigorous bid evaluation process. A contract is anticipated to be awarded to the company in spring 2024, conditional on final government approvals.
Canada’s Industrial and Technological Benefits Policy applies to this procurement and requires the supplier to make investments in Canada equal to the value of the acquisition.
To support Indigenous participation in the delivery of the project, the preferred bidder is required to submit an Indigenous Participation Plan after contract award. This plan aims to commit up to 5% of the contract value to support the employment of Indigenous Peoples and the procurement of goods and services from Indigenous businesses and entrepreneurs. The plan will also implement training and skill development programs, in collaboration with the Indigenous partners of the preferred bidder.
“The identification of General Dynamics Land Systems–Canada as the preferred bidder for the Logistics Vehicle Modernization project marks a significant milestone in the procurement process to modernize the Canadian Armed Forces’ existing fleet. 11 Jan 24. Canada Queries Effectiveness of Sikorsky CH-148 Helicopter.
Air Force Worried About Keeping New Maritime Helicopters’ Weapons Systems Operational (excerpt). The [Canadian] air force is worried about keeping the aging weapons systems aboard its CH-148 Cyclones operational into the future, according to leaked documents obtained by CBC News.
It’s an understatement to say that the C$5.8bn maritime helicopters project is a work-in-progress for the Department of National Defence (DND) and the aircraft’s U.S. manufacturer, Sikorsky.
It will soon be 20 years since a previous Liberal government ordered the aircraft to replace its fleet of CH-128 Sea Kings, 1960s-era workhorses which saw decades of service flying off the decks of Canadian warships.
But even after two decades and bns of dollars spent, not all of the 28 Cyclone helicopters the federal government originally ordered have been delivered.
And DND doesn’t consider the Cyclones delivered so far to have reached their final “operating capability” — an important designation that indicates the military is satisfied it got what it paid for.
Late Tuesday, the defence department acknowledged in a media statement that it’s searching for an outside consultant to “define potential options” for the fleet.
Retired colonel Larry McWha — an aviation expert who commanded 423 Squadron when it flew CH-124 Sea Kings — said maintaining and upgrading the Cyclone’s weapons system will be a huge, costly challenge because Canada is the only country flying the CH-148, a militarized version of the Sikorsky S-92.
Components will become harder to find and may even have to be specially manufactured, said McWha, who has followed the Cyclone program from the beginning.
The leaked documents — a Sept. 23, 2023 PowerPoint presentation and a spreadsheet that details technical concerns cited by air bases and air force wings across the country — show that 12 Wing in Shearwater, N.S., where many of the Cyclones are based, questioned the “sustainability of the CH-148 Weapon System” in the medium and long-term.
The documents, which were verified by CBC News, were presented to senior military leaders last fall.
“Operational Relevance is in question as critical systems such as secure SECURE COMMUNICATION / TACTICAL DATA LINK / PRIMARY WEAPON are set to expire without replacement pathways,” says the spreadsheet.

11 Jan 24. Egyptian Army adds to request for additional light tactical vehicle chassis. The contract alteration, approved by the US State Department, will see the land vehicles prime AM General provide additional vehicle chassis to Egypt.
The US State Department has approved the modification of a previously awarded Foreign Military Sales (FMS) contract initially worth $41.9m.
Now, the deal will include the supply of an undisclosed number of additional Light Tactical Vehicle chassis to the Egyptian Army, bringing the total cost to $200m.
The original FMS case included 4-Man REV1-B Rolling Chassis with 190 horsepower (hp) diesel engines upgraded to 205hp turbocharged engines; training for the chassis assembly process, operations, and maintenance; spare and repair parts; testing equipment; US Government and contractor engineering, technical, and logistics support services; and other related elements of logistical and program support.
The proposed sale will contribute to the modernisation of Egypt’s Light Tactical Vehicle fleet, “enhancing its ability to meet current and future threats,” the Defense Security Co-operation Agency reasoned.
The principal contractor will be AM General of Mishawaka, Indiana. There are no known offset agreements proposed in connection with this sale.
Implementation of this sale will require the assignment of up to five additional US Government and three contractor representatives to Egypt for a duration of five years to support fielding and training for the programme.
According to GlobalData’s Egypt Defence Market, 2023-2028 report, the country does not operate any vehicle produced by AM General.
Instead, the Egyptian Army currently uses 114 units of the Sherpa 4×4 light utility vehicle supplied by the US manufacturer, Arquus Defense, which were procured between 2012 and 2016.
In addition, the Egyptian Government also signed a deal in 2017 to acquire 2,000-3,000 Panthera T6 armoured multi-purpose vehicles from the Minerva Special Purpose Vehicles, an Emirati supplier.
There are two possible explanations for this circumstance: either Arquus’s 4×4 chassis is similar to AM General’s 4-Man REV1-B Rolling Chassis or the Egyptian Government intends to procure AM General’s Light Tactical Vehicle options.
Last year was a big year for the Indiana-based contractor as it surpassed its Wisconsin-based rival, Oshkosh, as the supplier for the US Department of Defense’s latest Joint Light Tactical Vehicle A2 variant. This may be an option that the Egyptians are considering.
Nevertheless, these AM General chassis will contribute to Egypt’s goal of updating its military capability while further enhancing interoperability with the US and other allies. Egypt will have no difficulty absorbing this equipment and services into its armed forces.

09 Jan 24. Indian Army issues tender for driver night sights. The Indian Army has outlined the detailed requirements supporting its acquisition of thermal imager (TI)-based driver night sights (DNSs) for its in-service BMP-2/2K infantry combat vehicles (ICVs).
In a request for information (RFI) document issued by the army on 8 January, the service intends to procure approximately 2,500 TI-based DNS for BMP-2/2K and its variants such as the Carrier Mortar Tracked (CMT) vehicle and the Armoured Ambulance Tracked (AAT) vehicle.
According to the RFI document, TI-based DNS will be employed in the plains and desert terrain along the western borders of India, mountainous terrain along the northern borders (Eastern Ladakh/Central Sector/North Sikkim) of India, and island territories of Andaman and Nicobar and Lakshadweep.
The shelf-life of the sights should be at least 15 years and their operational life should be at least 10,000 hours, the RFI said. (Source: Janes)
09 Jan 24. Ugly ducklings: No interest in grounded MRH-90 Taipan fleet. No international NH90 operator countries have shown interest in acquiring the Australian Defence Force’s grounded MRH-90 Taipan helicopter fleet, as disassembly processes begin on the maligned aircraft.
It’s understood that Australia has approached NH90 operator countries and independent parties with none interested in acquiring whole aircraft; however, processes continue to find any parties interested in spare parts or the entire military transport helicopters.
Defence Connect can confirm disassembly is being conducted by industry partners using standard mechanisms but cannot substantiate rumours that the aircraft will eventually be buried underground.
Deputy Prime Minister and Minister for Defence Richard Marles, speaking at a doorstop media conference in Geelong, Victoria, on 22 December, said the government is looking at all available options for maximising the value which sits within the Taipan fleet.
Earlier this year, the Australian government announced that the ADF MRH-90 Taipan helicopter fleet was grounded and would not return to flying operations before their planned withdrawal date of December this year, following a series of aircraft accidents.
An MRH-90 helicopter crashed south of Hamilton Island while participating in Exercise Talisman Sabre in July 2023, while another aircraft ditched into NSW waters during a routine counterterrorism training exercise in March.
The incidents followed suspended flying operations in June 2021 after issues were found relating to the aircraft’s IT support system, as well as a tail rotor vibration problem identified at HMAS Albatross in 2019.
“In September 2023, the Australian government announced the MRH-90 helicopter fleet would not return to flying operations,” a Department of Defence spokesperson said.
“Defence is working with Airbus Australia Pacific and NATO Helicopter Industries to harvest key spares from the MRH-90 fleet for the use of other NH90 operators. Defence will dispose of the remaining airframes and systems in an environmentally friendly and cost-effective manner.
“The MRH-90 was a project of concern since 2011 and was unable to meet the Defence’s capability, availability, and affordability requirements. Defence considered a number of helicopter replacement options, with the Black Hawk representing the most expedient and lowest risk option to replace the MRH-90.”
The Taipan helicopter fleet will be replaced by the accelerated introduction into service of 40 UH 60M Black Hawk helicopters acquired under the LAND 4507 Phase 1 Multi-Role Helicopter Rapid Replacement Project announced in January 2023.
Those aircraft will be joined by new AH-64E Apache helicopters expected to be introduced into service with the Australian Army in 2025.
Assistant Minister for Defence Matt Thistlethwaite said Australia has significant helicopter assets such as the existing Chinook heavy transport helicopters and upcoming Black Hawk helicopters (currently in verification and testing), despite the dismantling of the Taipan fleet.
“The advice from the safety experts was that that (Taipan) fleet should no longer be operational and is being phased out,” he said during a press conference held at Open Arms in Sydney on 19 December.
“Australia has received the first Black Hawks; they are in the process of being commissioned, but at all times when it comes to all equipment within the Australian Defence Force, safety is paramount and we can’t cut corners on that testing and verification process that’s going on at the moment.”
When questioned about whether the federal government had received a request from Ukraine for Australia’s Taipan helicopters, Assistant Minister for Defence Thistlethwaite said the helicopters will be decommissioned in the ordinary process.
“The Taipan helicopters have been decommissioned by the government and the Australian Defence Force after a number of issues, most recently the tragic accident that occurred in Talisman Sabre, where, unfortunately, a number of members of the Australian Defence Force perished,” he said during a doorstop interview at RAAF Base Edinburgh in Adelaide on 8 January.
“Australia is one of the largest non-NATO contributors to the resistance effort in Ukraine. Already we’ve devoted $910 m worth of expenditure. About $730 m of that is on military equipment. It includes 120 Bushmasters, it includes a wedgetail aircraft, it includes many artillery vehicles, it includes artillery and howitzers. And, of course, it includes humanitarian support.
“We make decisions as a government, based on the advice of the Australian Defence Force, working in cooperation with the Ukrainian military, about what is the most appropriate support that we can provide, and we’ll continue to do that.
“I think it’s worth noting that there’s an ongoing safety investigation that’s being conducted by the civil aviation and military safety authorities. That will run its course and findings will be made. But those helicopters will be decommissioned in the ordinary course.
“They’re being replaced by Black Hawks. We’ve received the first batch of those Black Hawks and they’re currently in the process of commissioning and training. We want to make sure that safety is first when it comes to not only the helicopter fleet, but all equipment that’s used by the Australian Defence Force.”
07 Jan 24. Germany will not oppose further Eurofighters for Saudi Arabia. Germany is prepared to allow further deliveries of Eurofighter jets to Saudi Arabia, German Foreign Minister Annalena Baerbock said on Sunday.
Berlin halted arms sales to Saudi Arabia following the killing of Saudi journalist Jamal Khashoggi inside the Saudi consulate in Istanbul in 2018.
Chancellor Olaf Scholz had pushed back against pressure to unblock delivery of Eurofighters to Saudi Arabia. His coalition partner, the Greens, had firmly opposed the move, pointing to human rights concerns and Saudi Arabia’s role in the Yemen war.
“We do not see the German government opposing British considerations for more Eurofighters for Saudi Arabia,” Baerbock, a Green politician, told reporters on a trip to Israel.
The Eurofighter project is a joint British, German, Italian and Spanish effort.

From rapid prototyping of custom designs to full-scale production runs, IEE, produces displays with advanced features like low-latency video processing, high-bright and NVIS backlighting, and lightweight rugged enclosures. Their SWaP-C products employ the latest lightweight composite materials; low power, high performance integrated ARM processors; standard Ethernet and USB communication, in a low cost, highly producible design.
In-house California facilities include optical bonding, clean rooms for display assembly, a dark room for optical measurements and environmental chambers for pre-compliance and customer acceptance testing. On-site manufacturing includes PCB assembly and flow soldering. IEE has manufactured handheld, in-vehicle, airborne and naval LCD displays for all military branches as well as leading aerospace firms both domestically and internationally.
