30 Nov 23. UK companies selected for NATO innovation challenge.

Seven UK companies have been selected to take part in NATO’s pilot challenges providing the opportunity to refine their products and keep NATO populations safe.

The Defence Innovation Accelerator for the North Atlantic (DIANA) works with leading researchers and entrepreneurs across the Alliance, helping them develop technologies to keep NATO populations safe and secure.

DIANA is celebrating a key milestone by selecting 44 of the most promising applicants from across the Alliance to join its pilot challenge cohorts. The cohorts will embark upon a six-month intensive programme to develop their business into promising ventures. DIANA brings together universities, industry and governments to work with start-ups and other innovators to solve strategic dual-use security and defence challenges, growing a new generation of NATO innovators.

The 44 successful companies from across the Alliance have been assigned to one of the five accelerator sites chosen for the pilot programme: Tallinn, Estonia; Turin, Italy; Copenhagen, Denmark; and Boston and Seattle in the United States. Starting in January 2024, the companies will embark upon the programme which has been custom-designed for early-stage dual-use start-ups.

For the 2023 pilot challenge call, DIANA focused on three areas:

  • Energy resilience – providing resilient power in disaster or conflict
  • Sensing and surveillance – gathering information from underwater
  • Secure information sharing – providing trusted data anywhere

Through a combination of seminars, workshops, and mentorship, the companies will gain a comprehensive understanding of the dual-use landscape and learn how to successfully navigate both commercial and defence markets. Simultaneously, they will have the opportunity to refine their technologies and products through access to DIANA’s network of Test Centres, comprising over 200 world-leading technical testing facilities.

The most promising companies will then graduate to an additional six-month scaling programme of tailored support and additional grant funding. All of the innovators selected for the DIANA programme will help to maintain NATO’s technological edge by enhancing the Allied innovation ecosystem.

The seven British companies chosen for the DIANA programme are:

Anzen Technology Systems

Based in London, Anzen Technology Systems is an SME that develops privacy technology that anonymizes information and splits it into discrete datasets (data shards), which then are distributed and stored in different locations.

Aquark Technologies

Aquark Technologies, located in Hampshire, is a spin-out of the University of Southampton that provides portability and miniaturisation solutions for quantum technology applications.

AVoptics

AVoptics is an SME based in Yeovil, which specialises in providing engineered photonic solutions for use in harsh environments.

Goldilock Secure

Located in London, Goldilock Secure is developing solutions that allow for the physical segmentation of digital assets and networks remotely, without internet dependence.

Grayscale AI

An SME based in London, Grayscale AI produces optimisation-driven AI, meant to mimic a human’s neural network.

IONATE

Based in London, IONATE is a technology company developing next generation hybrid intelligent transformers that target flexibility and resilience at strategic points of the electricity system.

SECQAI

SECQAI is an SME based in London, which focuses on next generation cryptography through quantum random number generation.

28 Nov 23. £121m Investment into future Submarines supports 250 Jobs.

Two contracts, worth collectively over £100m, have been awarded to Babcock to support the development of the UK’s future nuclear deterrent.

Two contracts, worth collectively over £100 m, have been awarded to Babcock to support the development of the UK’s future nuclear deterrent.

The first, worth £66m, has been awarded to Babcock to provide in-service submarine support expertise into the development of the UK’s Dreadnought Class submarines – the future of the UK’s nuclear deterrent. Covering the next 4.5 years, the contract will see Babcock provide the Ministry of Defence with technical and management support, engineering best practice and submarine maintenance achievability.

Supporting the Prime Minister’s priority to grow the economy, the contract will sustain a total of 150 jobs, primarily in Bristol, but also include specialised roles across other key sites, including Devonport, Clyde, Barrow in Furness, Leicester and Warrington.

In addition, Babcock has also been awarded a £55m contract by BAE Systems for Weapon Handling and Launch System (WHLS) and Submerged Signal Ejector equipment for boats 2-4 of the Dreadnought Class. The contract will support a further 100 jobs across the UK and will see Babcock work with BAE Systems and the MOD together to ensure the Dreadnought Class is delivered on time.

This programme will support the design, development, and manufacture of the four new Dreadnought Class ballistic missile submarines – the largest submarines ever to be operated by the Royal Navy.

Ensuring the future security of the UK and its NATO Allies, the Dreadnought Class will replace the current Vanguard Class submarines in the early 2030s, maintaining the UK’s Continuous At Sea Deterrent.

The Dreadnought Class will be central to keeping our country safe and will further enhance our world-renowned submarine fleet.

Babcock CEO David Lockwood said: “Contributing our extensive expertise on the complex support submarines require is a hugely important aspect to the design of this new platform.  By participating early in the programme, we will help to maximise the UK’s future defence capabilities.”

The new Dreadnought Class submarines will be over 150 metres long and will have a crew of 130 personnel. In a first for a Royal Navy submarine, innovative new lighting will allow the crew to simulate night and day and it will be the first Royal Navy submarine to be built with separate female crew quarters. 30 Nov 23. Hanwha Ocean Proposes Strategic Partnership in Poland’s Orka Project: KSS-III to Bring Military, Industrial, and Economic Benefits. Hanwha Ocean, a maritime sector entity within the Hanwha Business Group in South Korea, has expressed its aspirations for a strategic collaboration with Poland in the naval sector. During a press conference at Hotel Belloto in Warsaw, Hanwha Ocean unveiled a comprehensive package of proposals. The company aims to present to the Polish Navy its cutting-edge and sea-proven KSS-III Submarine, contributing to enhanced security in the Baltic Sea. Additionally, Hanwha Ocean shared its vision for Poland by establishing a strong industrial partnership, bringing economic and industrial benefits to the country.

Vice President Sung Kyun Jeong, Head of Hanwha Ocean’s Naval Ship International Business, said: “We are ready to offer the KSS-III Submarine, one of the world’s best submarines, for Poland’s Orka Project. We also want to share our long-term vision for the partnership with Poland on this occasion.”

Currently in active service with the Republic of Korea (ROK) Navy, the 3,600-ton class KSS-III has demonstrated advanced technologies and capabilities, contributing to enhanced deterrence of Poland.

Hanwha Ocean envisions not only providing state-of-the-art submarines but also offering comprehensive training programs for the Polish Navy. Collaborating with the Korean Navy, the training will encompass basic submarine courses, equipment operation training, tactical training with simulators, and onboard training at sea. Hanwha Ocean also mentioned that the Korean Navy is willing to support sea trials and on-the-job training, as well as share its submarine operation and maintenance know-how with the Polish Navy.

In a move to bolster Poland’s self-sufficiency in maintaining its submarine fleet, Hanwha Ocean plans to establish a Maintenance, Repair, and Overhaul (MRO) Center in Poland. This center will not only provide technical support through an on-site team but also ensure the timely delivery of spare parts, manage obsolescence, and offer extensive MRO knowledge, empowering Poland to independently sustain its submarine fleet efficiently.

Expanding beyond the military scope, Hanwha Ocean’s proposal aims to foster a strategic pathway for Poland’s industry. The collaboration goes beyond naval projects, encompassing partnerships in commercial vessels and offshore projects, showcasing Hanwha Ocean’s expertise in these domains. The company also expresses a keen interest in exploring opportunities in renewable energy and engaging in research and development with Polish institutes and universities.

Highlighting the comprehensive nature of the collaboration, Hanwha Ocean envisions a contribution to the growth and prosperity of both nations. The proposal is designed to stimulate local prominent small and medium-sized enterprises, create jobs, and cooperate in reciprocal technology development. By offering a holistic approach to industrial cooperation, Hanwha Ocean aims to position itself as a long-term partner, fostering enduring ties between South Korea and Poland.

About KSS-III

KSS-III, the Korea Navy’s most recent submarine, has length of about 90 meters, and a displacement of 3,600 tons. At the heart of KSS-III’s technological excellence is its innovative propulsion system, which includes an advanced Lithium-ion battery and Air Independent Propulsion (AIP) system. This combination allows the submarine to redefine the possibilities of submerged operations, setting a new standard for conventional submarines. In fact, KSS-III stands out by achieving the world’s longest submerged operations period over three weeks, demonstrating its endurance and operational efficiency.

The submarine’s lethal firepower adds another layer to its capabilities, as it can launch a diverse array of weapons. 30 Nov 23. Bundestag Approves Procurement of Flares and Driving School Tanks. The Budget Committee of the German Bundestag has approved the conclusion of a framework agreement for the purchase of air-launched decoys for Bundeswehr aircraft. The decoys are intended to distract enemy missiles from the launcher aircraft and thus protect it. The purchase of 24 new Leopard 2 driving school tanks was also approved.

According to the budget committee’s decision, the Bundeswehr can buy up to 476,280 new decoys for 49.3m euros. They will be delivered between 2024 and 2029. The procurement is financed through the regular defense budget. The procurement had to be presented to the committee because the investment exceeds 25 m euros.

These are IR-BIRDIE 118 BS and IR-BIRDIE 218 decoys. The infrared decoy targets are fired from helicopters, transport aircraft and jets to incoming surface-to-air (SAM) or air-to-air (AAM) missiles to distract from yourself with an infrared homing head. The decoys, so-called flares, simulate or cover up the hot engine exhaust gases emitted by the aircraft using their infrared radiation.

Driving school tank for the current Leopard 2 version

With the approval of the Bundestag, the Bundeswehr can purchase 16 Leopard 2 driving school tanks in the A6A3 version and 8 Leopard 2 driving school tanks in the A7V version. The investment package also includes appropriate training materials such as driving simulators. The required around 192m euros will come from the Bundeswehr’s special funds. The driving school tanks will be delivered between 2026 and 2029.

The framework agreement with the manufacturer of the driving school tanks stipulates that up to 32 driving school tanks in version 2A7V can also be ordered for around 277m euros. Partner nations or allies who also use the Leopard 2 main battle tank can take part in this option. The Leopard 2 is one of the main weapon systems in the German army. It is one of the most modern battle tanks in the world.

The Bundeswehr is currently training on driving school tanks of the older Leopard A4 variant from 1984. So they are almost 40 years old and correspondingly worn out. At the same time, however, the need for tank drivers is increasing – due to the training of Ukrainian soldiers, due to the planned expansion of the Bundeswehr’s tank troops and due to the Bundeswehr’s refocusing on national and alliance defense.

Instead of a turret with an on-board cannon, driving school tanks have a glazed structure with a dummy cannon from which the driving instructor has a good view and can oversteer the trainees if necessary. 30 Nov 23. Czech Government Approves Maximum Expenditure for the Development of Supersonic Aviation. Today, the government approved an investment program that sets the maximum possible expenses for the maintenance and development of supersonic aviation until 2036. The total costs were set at a maximum of 215.8bn crowns (approx. $9.8bn—Ed.).

This includes the acquisition of F-35 aircraft, the continuing operation of the JAS-39 Gripen aircraft in service until 2035, and the construction of the necessary infrastructure. Reserves for exchange rate fluctuations and other financial and material risks are also included.

Drafting of a document called the asset reproduction program is required by law. The approval will enable the protection of the sovereignty of the airspace of the Czech Republic as well as compliance with obligations towards NATO and the EU beyond the year 2050.

The total cost of maintaining and developing the capabilities of the Czech supersonic air force is set at 215.8bn crowns. “They do not only concern the acquisition of F-35 aircraft, but investments in the entire supersonic air force of the Army of the Czech Republic until 2036,” said Defense Minister Jana Černochová. The amount also includes the use of Gripen aircraft, which is expected until 2035. In the same year, the new F-35 aircraft should also reach their target operational capabilities.

The program includes, for example, the acquisition of 24 F-35 aircraft, expenses for securing the necessary real estate infrastructure for the fighter force, an estimate of the costs of leasing or supporting JAS-39 aircraft, and an exchange rate reserve.

The asset reproduction program is a planning document required by the Budget Regulations Act that defines the maximum financial, time and material framework for planned investment expenditures. The total amount may not actually be used up, but it cannot be exceeded. Plans are therefore drawn up with all possible risks in mind.

Each asset reproduction program includes in its financial framework consideration of possible material and price risks, i.e. prices of materials and services, exchange rates in the case of contracts in foreign currencies and other phenomena that are very difficult to predict for a period of almost fifteen years.

The purchase of 5th generation F-35 aircraft was approved by the government in September this year based on the military recommendation of the Army of the Czech Republic. The acquisition costs will be paid gradually between 2024 and 2034. The entire project was calculated at about 150 bn crowns, including the purchase of aircraft and the construction of the necessary infrastructure.

27 Nov 23. Record Number of Proposals Received in the 2023 Round of the European Defence Fund. The 2023 round of the European Defence Fund confirms its attractiveness as the core defence industrial cooperation platform for developing the EU next generation defence

EU defence industry, SMEs and research entities submitted a record high number of proposals at yesterday’s call closure. 236 proposals will compete for funding worth €1.2bn for collaborative EU defence R&D projects. This is the largest number of proposals received since the establishment of the Fund in 2021 and constitutes an overall 76% increase in comparison with the last year.

The number of submitted proposals demonstrate the strong and constantly growing interest of EU defence industry and research organizations to cooperate across borders and jointly contribute to the EU strategic defence capability development. It shows their commitment to integrate the EU’s defence technological and industrial base.

The proposals respond to open competitive calls under the third annual European Defence Fund’s (EDF) Work Programme that addressed 33 thematic priorities across all defence capability domains. The priorities were identified in close cooperation with the Member States and Norway, the associated country to the programme.

Amongst them, proposals responded to calls supporting technological superiority across domains. Proposals also responded to calls on emblematic capability priorities like better space situational awareness to better protect the EU territory and its citizens. In the naval domain, proposals responded to calls to develop the prototype of the European patrol corvette that will increase navies’ interoperability and capabilities. In addition, proposals were received to several calls preparing the ground for the development of next generation fighter systems, the main battle tank, European indirect fire capabilities and strategic air transportation of outsized cargo, which is a core capability for rapid support to missions worldwide.

For the first time in 2023, the Commission opened new types of calls in support of defence innovation under the EU Defence Innovation Scheme (EUDIS) totalling of €224m. Spin-in calls that were designed to quickly bring in results from civil EU programmes to defence proved highly successful. The proposals also show good uptake of a call offering consortia the possibility to cascade funds to SMEs and start-ups. Such calls will provide them simpler and easier access to EDF. 2023 also continues to confirm the attractiveness of Technological Challenges, this year on agile and robust human language technologies. Finally, especially high interest has been registered in the three non-thematic calls targeting SMEs and disruptive technologies where the applications have more than doubled in comparison with 2022. This high interest in calls exclusively open to SME consortia and those focusing on Disruptive Technologies confirm that the EDF continues to be highly attractive to smaller companies and newcomers to the defence sector.

The Commission services will now start the admissibility and eligibility checks of the received proposals. Following that, the Commission, assisted by independent external experts, will evaluate the scientific excellence and other award criteria of the submitted proposals, and perform the ethics screening of all projects.

The results of the evaluation are expected to be announced by the end of the second quarter of 2024.

The Commission announced the adoption of the third annual work programme of the European Defence Fund (EDF) in March 2023 and opened the calls in June 2023. The EDF 2023 work programme allocated up to a total of €1.2 bn in funding. It targets relevant defence technologies and capabilities in line with the EU capability priorities commonly agreed by Member States and further elaborated in the Strategic Compass. 30 Nov 23. Australia to Axe Defense Trade Controls with AUKUS Partners.

New Legislation to Unlock Bns of Dollars for AUKUS Industry Partners. The [Australian] Government will unlock bns of dollars in investment and cut red tape for Australian Defence industry and our AUKUS partners, with the introduction of the Defence Trade Controls Amendment Bill 2023.

Under the legislation introduced today, Australia’s existing trade controls will be expanded to regulate the supply of controlled items and provision of services on the Defence and Strategic Goods List, ensuring our cutting-edge military technologies are protected.

Australia already regulates the supply of military and dual-use goods and technologies from Australia to foreign nationals and entities overseas. This legislation will extend existing controls to the supply of these items to foreign persons and entities within Australia, and between entities overseas.

Importantly, these significant reforms will also provide a national exemption for the trade of defence goods and technologies with the United States and United Kingdom, establishing a licence-free environment for Australian industry, research and science.

The national exemption is expected to deliver $614 m in value to the Australian economy over 10 years, by reducing costs to local businesses and unlocking investment opportunities with our AUKUS partners.

Under this legislation, permits for defence exports to the United States and United Kingdom will no longer be required – removing the need for almost a third of annual export permit applications and cutting red tape from $5 bn worth of defence exports each year.

It will also see significant flow on benefits for Australian jobs, and make it easier for Australian industry and research to supply US and UK markets.

Since July, Defence has undertaken targeted consultations with key stakeholders across industry, higher education and research sectors and the Government is committed to working collaboratively as the legislation progresses through the Parliament.

This is the fifth piece of legislation introduced by the Albanese Government which is delivering on the AUKUS partnership.

Deputy Prime Minister Richard Marles said: “This legislation will provide Australian industry, science and research sectors with greater opportunities for collaboration and trade with our AUKUS partners without burdensome red tape.

“This will benefit defence industry in Australia, unlocking over $5 bn – more than half of our annual exports – to our AUKUS partners.

“As we continue to implement the pathway to acquire nuclear-powered submarines, the 9Albanese Government is working for Australians, delivering in practical ways for jobs and industry.”

Minister for Defence Industry Pat Conroy said: “This legislation is an important step in the Albanese Government’s strategy for acquiring the state-of-the-art nuclear-powered submarines that will be key to protecting Australians and our nation’s interests.

29 Nov 23. Defence contracts announced for RAAF Base Learmonth and ADF Academy. Public and in-camera hearings have been announced for two Department of Defence projects at Royal Australian Air Force Base Learmonth and Australian Defence Force Academy in 2024.

Under the Public Works Committee Act 1969, the parliamentary standing committee on public works will consider two new referrals from the Department of Defence and the committee will conduct public and in-camera hearings for the inquiries in 2024.

The projects include the $662.2 m RAAF Base Learmonth Redevelopment Enabling KC-30A Operations at Exmouth, Western Australia. The works include airfield upgrades to support KC-30A operations and improve overall airfield resilience.

It also includes the $1.25 bn Canberra Defence Precinct Tranche 1 Australian Defence Force Academy Living-in Accommodation Project in Canberra, ACT. It involves replacing existing living-in accommodation facilities and associated infrastructure at ADFA with contemporary, safe, and suitable accommodation that will support recruitment, retention, and wellbeing of trainee officers.

“Public submissions and the public hearings will allow the committee to review the purpose, need, and public value of the proposed works,” according to committee chair Graham Perrett.

The committee would like to hear from all individuals or organisations interested in the project, with deadlines for public submissions on 29 January 2024.

The announcement follows a number of recent defence announcements.

These include an Australian Border Force security surveillance and detection contract, announced on 28 November, seeking a service provider to provide a rotary wing capability service to inform maritime domain awareness.

The contract includes personnel, helicopters, sensors, hangars, refuelling, and operating facilities to achieve an initial operational capability by 1 July 2024 and full operational capability by 1 January 2025.

The “turnkey” service is expected to respond to targets of interest and conduct other response and logistics support missions throughout the area of operations (in Queensland and the Northern Territory).

The Department of Defence has also announced an advertising contract on 20 November, with a closing date in 4 February next year.

The contract advises that Defence Force Recruitment is planning to approach the market for the provision of creative advertising and digital services, to replace a current arrangement that expires in March 2025.

30 Nov 23. Hunter Class frigates pass critical design review milestone. In a major milestone for the embattled program, BAE has confirmed that the Hunter Class frigates have successfully completed a preliminary design review (PDR).

The review, which started in July, is a technical assessment that ensures the design is operationally effective and underpins the more detailed work that will now be undertaken.

Since the announcement of the Hunter Class program in June 2018, the workforce has grown with now more than 1,800 people working on the Hunter program, which is transforming Australia’s shipbuilding industry by helping build a world-class, continuous naval shipbuilding capability.

Craig Lockhart, BAE Systems Australia’s managing director – maritime, welcomed the announcement and the milestone, saying, “The Hunter Class Frigate Program has come a long way from initial head contract signing to the acceptance of the shipyard, start of prototyping work, and commencement of the first schedule protection block.”

The program is described as a truly national endeavour, with companies from across Australia working with BAE Systems to support the manufacture of the first batch of three Hunter Class frigates.

Lockhart added, “The completion of the preliminary design review is another significant step forward for the program, which is developing Australia’s sovereign industrial capability and is growing the nation’s engineering workforce.”

BAE Systems anticipates that the multi-bn-dollar program will create and sustain more than 5,000 jobs at BAE Systems and the wider Australian defence supply chain, including up to 1,000 apprentice and graduate roles.

“Through this national endeavour, we are committed to maximising opportunities for Australian industry. More than 80 contracts have been placed with Australian businesses to support the program,” Lockhart said.

This announcement comes following the unveiling of a significantly “upgunned” variant of the Hunter Class frigate, presented by BAE Systems Australia at the recent Indo Pacific 2023 International Maritime Exposition and Seapower Conference in Sydney.

This new proposed variant would see an expansion of the Hunter’s fire power, with an expanded vertical launch system (VLS) capability and the standard 32 VLS growing to 96 VLS with 16 Naval Strike Missile packs also added, and the further potential to grow to 128 with the removal of the five-inch main deck gun.

Lockhart explained to Defence Connect that the “new” proposal would leverage the extensive design work already done on the Hunter Class program, to provide a warship with at least 80 per cent commonality with the “standard” frigate, thus reducing risk to both the government and Navy.

The nine Hunter Class frigates will be based on the BAE Systems Type 26 Global Combat Ship currently under construction for the Royal Navy and will replace the eight Anzac Class frigates when they enter service beginning in the late 2020s.

The Hunter Class is billed as an anti-submarine warfare (ASW) centric vessel delivering an advanced ASW capability to the Royal Australian Navy at a time when 50 per cent of the world’s submarines will be operating in the Indo-Pacific region.

BAE Systems Australia announced that it had selected Lockheed Martin Australia and Saab Australia as combat systems integration industry partners, responsible for delivering the Australian-designed CEAFAR 2 Active Phased Array Radar, Lockheed Martin-designed Aegis combat management system, and Saab Australia 9LV tactical interface.

Centred around the AN/SPY-1 radar, Aegis is a fully integrated combat management system, providing full 360-degree, 3D-tracking capacity. Aegis is capable of simultaneously defending against attack from land targets, submarines, and surface ships while automatically protecting the fleet against aircraft, cruise missiles, and ballistic missiles.

At the end of the program, the Commonwealth will resume complete ownership of ASC Shipbuilding, thereby ensuring the retention in Australia of intellectual property, a highly skilled workforce, and the associated equipment.

SEA 5000 is expected to support over 500 Australian businesses who have been pre-qualified to be part of the Hunter Class supply chain, with the Australian steel industry in particular, benefiting from the 48,000 tonnes of steel required to build the ships. (Source: Defence Connect)

 

30 Nov 23. India to get more fighter jets, acquisition of 97 Tejas aircraft cleared. The Defence Acquisition Council cleared the procurement of 97 Tejas Light Combat aircraft, 156 Prachand Combat helicopters and the Indian Air Force’s Su-30 fighter aircraft upgrade programme.

India is all set to get more fighter jets as the Union Defence Ministry on Thursday cleared the acquisition of 97 Tejas Light Combat aircraft for the Indian Air Force (IAF).

Besides, it has also cleared the procurement of 156 Prachand Combat helicopters. Of these, 90 are Army helicopters and 66 are IAF helicopters. Both the Tejas aircraft and the Prachand helicopters are homegrown and are worth Rs 1.1 lakh crore.

The Defence Acquisition Council also cleared the Indian Air Force’s Su-30 fighter aircraft upgrade programme.

Tejas Mark-1A is an indigenously designed, developed and manufactured fighter aircraft with more than 65 per cent indigenous components.

29 Nov 23. India To Get ₹400bn Aircraft Carrier To Fly Rafale Jets: Report. The new carrier, which can hold at least 28 fighter jets and helicopters and displaces 45,000 tons of water – a measure of size for ships, will be flying the French Rafale jets, the people said.

India is set to add another aircraft carrier to its fleet worth almost 400bn rupees ($4.8bn) as it seeks to counter China’s naval presence in the Indian Ocean region, according to people familiar with the matter.

The Defense Acquisition Council – the country’s top defense decision making body headed by defense minister, Rajnath Singh – is expected to clear the acquisition of its second indigenous carrier on Friday, people with direct knowledge of the development said, asking not to be named because the discussions are private.

The new carrier, which can hold at least 28 fighter jets and helicopters and displaces 45,000 tons of water – a measure of size for ships, will be flying the French Rafale jets, the people said. India’s first homemade carrier, INS Vikrant, joined the fleet last year and was built by Cochin Shipyard Ltd. The country also has a Russia-made aircraft carrier.

A three-carrier battle group will be a show of strength for the Indian navy in the Indian Ocean at a time when the naval wing of the China’s People’s Liberation Army – the largest navy in the world, with 370 ships and submarines – is increasingly marking its presence in the region. An enlarged fleet also gives India the ability to exert influence in the seas by being present at many faraway places continuously, the people said.

Representatives for the ministry of defense and Indian Navy declined to comment.

The Indian Ocean is already heavily militarized with as many as 125 naval vessels, including those from the US, France and Japan, roaming its waters any given time, roughly three times the number of vessels deployed in the wake of the Sept. 11 terrorist attacks when the Washington invaded Kabul. The waters off India haven’t seen such intense competition since World War II as both China and the US and its allies deploy more warships in the area. That’s forcing the South Asian nation to also raise its game.

India plans to have 160 warships by 2030 and 175 by 2035 at an estimated cost of 2trn rupees, according to people familiar. More than 60 vessels of the Indian Navy are currently at various stages of construction, they added. The country is carrying out more warship patrolsthan ever before amid growing concerns over China’s rising naval prowess.

India has also upgraded the runway facilities at the Andaman and Nicobar Islands allowing the aircrafts to land at night, the people said. That’s a bid to keep a tighter watch over the narrow water straits of Malacca, Sunda and Lombok in the southern Indian Ocean. The island chain is used by India and its partners for maritime surveillance.

28 Nov 23. Taiwan preparing to replace F-5 with Brave Eagles. Taiwan’s Republic of China Air Force (RoCAF) is preparing to withdraw its ageing Northrop F-5 E/F Tiger II fleet from operational service by the end of 2023 and replace them with Aerospace Industrial Development Corporation (AIDC) T-5 Brave Eagle trainers.

In a statement on its Youth DailyNews newspaper on 28 November, the Taiwanese Ministry of National Defence (MND) said , “[The] F-5E/F fighter aircraft will soon be relieved of its training tasks. Only the RF-5E reconnaissance aircraft modified from the F-5E fighter aircraft will continue to be used.”

The newspaper added that the Brave Eagle will be used for “air-defence readiness and pilot training”.

In a press statement, the MND said the RoCAF’s force of five RF-5E surveillance and reconnaissance aircraft will remain in service until Taiwan acquires six Collins Aerospace MS-110 multispectral airborne reconnaissance system pods and four General Atomics MQ-9B unmanned aerial vehicles (UAVs) currently on order. 28 Nov 23. Iran finalises deal to buy Russian fighter jets – Tasnim.

Iran has finalised arrangements for the delivery of Russian made Sukhoi su-35 fighter jets and helicopters, Iran’s deputy defence minister told Iran’s Tasnim news agency on Tuesday, as Tehran and Moscow forge closer military relations. Iran’s air force has only a few dozen strike aircraft, including Russian jets as well as ageing U.S. models acquired before the 1979 Islamic Revolution.

“Plans have been finalised for Sukhoi Su-35 fighter jets, Mil Mi-28 attack helicopters, and Yak-130 jet trainers to join the combat units of Iran’s Army,” Iran’s deputy Defence Minister Mehdi Farahi said.

The Tasnim report did not include any Russian confirmation of the deal.

In 2018, Iran said it had started production of the locally-designed Kowsar fighter for use in its air force. Military experts believe the jet is a carbon copy of the F-5, first produced in the United States in the 1960s. (Source: Reuters)

 

27 Nov 23. US Army to reprioritise UH-60M procurement to assist Australia. The United States will accelerate the delivery of Sikorsky UH-60 Black Hawks to Australia by reprioritising the contracting timelines for the US Army’s Black Hawk procurement.

Australia signed a AUD2.79 bn (USD1.83 bn) Foreign Military Sales (FMS) contract in January to acquire 40 Black Hawks to replace its NHIndustries MRH90 ‘Taipan’ fleet.

Lieutenant Colonel Martin Meiners of the US Department of Defense (DoD) told Janes that the “US Army determined it could accelerate three aircraft in 2024 by reprioritising the contracting timelines for US Army Black Hawk procurement, and the acceleration will not have an impact on US Army readiness”.

“Australia received three aircraft in July. Australia was originally scheduled to receive six aircraft in 2024 and will now receive nine aircraft under the accelerated timeline for a total of 12 delivered by the end of 2024,” Lt Col Meiners added. “The delivery of the remaining 28 aircraft will be determined by upcoming bilateral program[me] management reviews.” (Source: Janes)

 

26 Nov 23. France plans to supply Rafale fighters to Kazakhstan and Uzbekistan. The French aerospace company Dassault Aviation plans to supply Rafale combat aircraft to Uzbekistan and Kazakhstan, Trend reports citing sources.

Dassault Aviation has been actively studying these two Central Asian countries for several months, with which France wishes to deepen bilateral relations.

Reportedly, the company’s prospects in Kazakhstan, in comparison with Uzbekistan, seem much more distant.

In early November, French President Emmanuel Macron paid an official visit to Kazakhstan and Uzbekistan, where he held talks with the leaders of these countries. The purpose of his trips to the region was to improve France’s energy security. In Kazakhstan, Macron agreed to increase oil supplies to France and uranium exports.
