19 Dec 22. Rheinmetall wins framework contract for 155mm artillery ammunition in the mid three-digit million euro range. A long-time NATO customer awarded the South African subsidiary Rheinmetall Denel Munition a framework contract for the supply of 155mm ammunition of the proven Assegai product line. The order value is in the mid three-digit m EUR range. The framework agreement was concluded in December and has a term of five years. The five years framework contract provides for the delivery of 155mm M2005 V-LAP (Velocity Enhanced Long Range Artillery Projectile) projectiles, M92 modular charges and various fuzes. The 155mm M2005 V-LAP projectile features a high fragmentation effect as well as extended range through rocket and base bleed technology. The rocket assist V-LAP projectile together with the Assegai M92 tactical charges features barrel erosion and muzzle signature reducer properties. It is designed according to the NATO Joint Ballistics Memorandum of Under¬standing (JBMoU) requirements and qualified according to STANAG guidelines. The ammunition is already deployed in several NATO countries.

General Dynamics Electric Boat Corp., Groton, Connecticut, is awarded a $5,134,324,189 cost-plus-fixed-fee and cost-plus-incentive-fee modification to previously awarded contract N00024-17-C-2117. This modification procures missile tube long-lead-time material; missile tube manufacturing; additional advance procurement, including advance construction and multi-program material-procurement, and production backup units; planned program equipment replacement and spare material for follow-on Columbia-class submarines; and logistics/sustainment support for the U.S. and United Kingdom programs. This modification also includes additional Submarine Industrial Base (SIB) enhancements as part of the Integrated Enterprise Plan and multi-program material procurement supporting Columbia-class ballistic missile submarines and the nuclear shipbuilding enterprise (Virginia-class and Ford-class). The industrial base development work is for the furtherance of the Navy’s plan of serial production of Columbia and Virginia submarines.  Pursuant to the president’s budget for fiscal 2023, the requirements are included for SIB investment for strategic sourcing, supplier development, workforce development, and technology opportunities. Funding is pursuant to the president’s budget for fiscal 2023 and the Further Continuing Appropriations and Extensions Act, 2023 (Public Law 117-229). Work will be performed in Groton, Connecticut (70%); Newport News, Virginia (25%); and Quonset Point, Rhode Island (5%), and is expected to be completed by June 2028. No funding will be obligated at the time of award. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

19 Dec 22. Renewed Investments by Dutch Armed Forces in Dutch Defenture Vehicles. DMO, the Dutch Defense Ministry ‘s acquisition organization providing the Armed Forces with efficient and safe equipment, has commissioned Defenture to deliver at least 41 light tactical vehicles. These Defenture GRF vehicles (dubbed the VECTOR at the Ministry of Defense) will be supplied to the Airborne Mobile Brigade (11 LMB), an army unit. This contract also opens possibilities for the ministry to acquire additional vehicles over a longer period in the future. DEFENTURE I For almost 10 years Defenture has been the leading specialist in the development and assembly of light tactical vehicles. The company originated from the fulfilled assignment of providing 50 vehicles for the Dutch Commando Corps (KCT), which resulted in an extended order of 76 GRF/VECTOR vehicles. Furthermore, DMO commissioned Defenture to develop and produce around 300 military diesel-driven quads, the SCORPION for Dutch armed forces units like KCT and 11 LMB. Defenture is also deeply involved in the development of a bigger version of the GRF with a payload of 3500 kilos, named the MAMMOTH. This vehicle is being designed especially for the German Kommando Speziale Kräfte (KSK). As in the SCORPION, there is a lot of serious interest in this MAMMOTH from other European countries. 22 Dec 22. Saab has received an order from Finland regarding missiles for the RBS 70 ground-based air defence system. The order value is approximately SEK 800m and deliveries will take place 2023-2026. The order includes Saab’s latest version of the RBS 70 missile, Bolide, which enables engagement with airborne armored targets and drones. The missile will be used with Finland’s current RBS 70 systems, which have been in use in the country for more than 15 years. In Finland the system is referred to as ITO05 and ITO05M (Ilmatorjuntaohjus 05). Saab’s portfolio of short-range, ground-based air defence missile systems includes the RBS 70 and the latest version, RBS 70 NG. The RBS 70 has an impressive track-record on the market with more than 1,600 launchers and over 18,000 missiles delivered to 19 nations.

22 Dec 22. Kongsberg Defence & Aerospace (KONGSBERG) has signed a supplemental agreement contract with the Norwegian Defence Material Agency (NDMA) for the ongoing procurement of Naval Strike Missile (NSM) for deliveries to the Norwegian Navy.  The value of the contract is MNOK 604 and will increase the total number of delivered NSMs to the Norwegian customer. 19 Dec 22. Babcock has been awarded a 10-year multi-m contract for the global support of air transit and aircraft operation equipment by the Aeronautical Maintenance Department (French Ministry of Armed Forces). This is Babcock’s first significant Land Sector contract in France, and will be supported by capability transfer from our UK business. France is a focus country for Babcock, and this new contract extends its support for the French Armed Forces. In the first half of 2023, Babcock, in partnership with AES and TLD (part of Alvest Group), will set up operations on five military bases in France, including a customer-focused support coordination centre in Bordeaux-Beauséjour. Teams of technicians will work on 26 military bases (Air Force, Navy and Army) in France and abroad with a workshop truck. Babcock will be responsible for management, fleet management including fleet rationalisation and renewal, and maintenance of a large part of the equipment. AES will be responsible for logistical support, supply and delivery of spare parts and TLD will provide specific high value-added equipment.

 

20 Dec 22. Romania to buy Watchkeeper X surveillance systems from Elbit Systems. Romania signed a deal on Tuesday to acquire seven Watchkeeper X unmanned aircraft systems from Israeli defence electronics firm Elbit Systems (ESLT.TA) for roughly 1.89 bn lei ($408.77 m), the defence ministry said. Under the five-year deal, Elbit Systems will transfer some of the systems’ production, testing and maintenance to Romanian defence firms, part of wider government plans to overhaul its state defence industry. 19 Dec 22. DoD Issues $24.8m Critical Minerals Award to Perpetua Resources. The Office of the Assistant Secretary for Industrial Base Policy, through its Defense Production Act (DPA) Investments Program and the Air Force Executive Agent, issued its first critical minerals award using Ukraine Supplemental Appropriations funds to Perpetua Resources Idaho, Inc. (“Perpetua”) to secure an American source of critical minerals for missiles and munitions. The DPA Investments Program will provide $24.8m to Perpetua to complete environmental and engineering studies necessary to obtain a Final Environmental Impact Statement, a Final Record of Decision, and other ancillary permits.  Perpetua will perform this study work related to its Stibnite-Gold Project in central Idaho through 2024. This investment is essential to ensure the timely development of a domestic source of antimony trisulfide for the manufacture of small arms and medium caliber cartridges, as well as many other missile and munition items. (Source: US DoD)

Advanced Aircraft Company (AAC), a developer and manufacturer of distributed electric propulsion tilt-wing and multi-rotor uncrewed aircraft vehicles (UAV), announced it has secured a contract from NASA to design and build tilt-wing prototype uncrewed aerial vehicles according to NASA specifications. AAC pushes the boundaries with innovative new approaches to the fuselage, propulsion, and aerodynamic designs for next-generation UAVs. To exceed NASA’s technical requirements for this project, AAC will develop a unique aero-activated tilt-wing configuration that removes the weight and complexity of a mechanically actuated tilt-wing aircraft for increased reliability and payload capacity. The aircraft fuselage and wing bodies will incorporate 3D printed materials and aluminum alloys for low weight, high strength, and durability while also enabling rapid prototyping and limited-scale manufacturing. 13 Dec 22. mPower Technology selected by Gravitics as solar module supplier for StarMax.  The DragonSCALES™ solar power system from mPower Technology, Inc., will be used as the solar power solution for the Gravitics StarMax™ space station modules. Gravitics has introduced StarMax, a flexible-use, space station module that provides up to 400 cubic meters of usable, habitable volume. StarMax represents a rethinking of the manufacturing plan for space station modules. Sikorsky Aircraft Corp., Stratford, Connecticut, is awarded a $676,702,069 for a ceiling-priced, performance-based logistics requirements contract for the supply chain management that includes 196 weapon replaceable assemblies/shop replaceable assemblies in support of the CH-53E and MH-53E helicopters. The contract will include a five-year base period with one two-year option. If the option is exercised, the contract will be a not-to-exceed amount of $752,324,052. Work will be performed in Cherry Point, North Carolina (77%); and Stratford, Connecticut (23%). Work is expected to be completed by December 2027; if the option is exercised, work will be completed by December 2029. Working capital (Navy) funds in the not-to-exceed amount of $150,000,000 will be issued for delivery order N00383-23-F-0SU0 that will be awarded concurrently with the contract as an undefinitized contract action for period of performance from January 2023 through September 2023. Amazon Web Services (AWS), Seattle, Washington, was awarded a $723,878,930 five-year, single-award, firm-fixed-price Department of Navy (DoN) enterprise software license (ESL) blanket purchase agreement (BPA). The BPA provides DoN access to AWS’s commercial cloud environment, AWS Professional Services, and AWS training and certification courses. Work will be performed for a maximum of five years from December 2022 through December 2028. This BPA is issued under DoN ESL in accordance with the policy and guidelines in the Defense Federal Acquisition Regulation Supplement, Section 208.74. This BPA will not obligate funds at the time of award. Funds will be obligated as task orders are issued using a variety of funding types, including operation and maintenance (Navy) funds; other procurement (Navy) funds; and working capital (Navy) funds. This BPA is supported by a limited source justification for brand name and determination for a single-award BPA. 16 Dec 22. DEFCON AI, a next-generation software company building the foundation to enhance the modeling, simulation, and artificial intelligence enterprise across the Department of Defense (DoD), today announced that it closed a Department of the Air Force Phase III Small Business Innovation Research (SBIR). This contract was awarded through Air Force Installations and Sustainment Center and Air Mobility Command to accelerate the transition from prototype to production code for DEFCON AI’s operational-level logistics and mobility training software. The award was formally received through DEFCON AI’s incubator, Red Cell Partners. In June 2022, DEFCON AI was awarded the Department of the Air Force Phase II SBIR to support the initial development of the program. The Phase III SBIR has been awarded to develop and deliver the production version of DEFCON AI 12 months ahead of schedule, and in parallel to the on-going prototype efforts. Initial operational capabilities will be delivered to the Air Force’s Air Mobility Command (AMC), a US Air Force major command and component of US Transportation Command, by the end of 2025. The Defense Intelligence Agency disclosed the winner of a “significant” IT modernization contract it announced this week: Washington, D.C.-based cybersecurity firm Invictus. The contract is to modernize the top-secret Joint Worldwide Intelligence Collection System, or JWICS. DIA announced the deal Wednesday, but did not initially reveal the winning company. It’s the largest investment ever made in the network used by the intelligence community and the Department of Defense to transmit sensitive information, agency officials said. 21 Dec 22. DroneShield Ltd (ASX:DRO) (DroneShield or the Company) is pleased to advise it has received an all-time record purchase order for approximately A$11m. The order includes several different types of DroneShield counterdrone/C-UAS equipment. A substantial part of the order is expected to be delivered shortly, with the remainder in late March 2023. A$11m corresponds to the combined value of both phases of the project. Payment for each batch is expected to be received within a month of each delivery. The proceeds are expected to be received across March and June 2023 quarters.

 

22 Dec 22. Rheinmetall supplying Ukraine with brand new logistic trucks. At the behest of the German government, Rheinmetall is supplying Ukraine with brand new HX 8×8 trucks. In total, 26 of these high-mobility hookloading vehicles will be transferred to Ukraine. The order is worth €12.5m. Delivery of the vehicles has already begun. Made by Rheinmetall MAN Military Vehicles, the HX family is among the most widely used range of military trucks anywhere. Over 15,000 vehicles are now in service worldwide. A military-off-the-shelf family of vehicles, HX trucks are systematically designed for maximum durability, mobility, ease of use and modularity, effectively placing them in a class of their own. Rheinmetall is already involved in several activities in support of Ukraine. In 2023, with the backing of the German government, Rheinmetall subsidiary Zeppelin Mobile Systeme GmbH will be supplying Ukraine with a turnkey field hospital. In addition, Rheinmetall is taking part in several “Ringtausch” operations. The “Ringtausch” is a procedure developed by the German government to support the Ukrainian war effort in cooperation with neighbouring European countries and NATO partner nations. Here, NATO countries transfer Soviet-era heavy equipment to Ukraine, receiving surplus Western-made systems in exchange. Rheinmetall is currently supplying various fighting vehicles from company reserves, including Leopard 2 A4 tanks and Marder infantry fighting vehicles, to the Czech Republic, Slovakia and Greece. Furthermore, HX 8×8 trucks of the same type as the Ukraine gets now are supplied to Slovenia. In turn, these NATO countries are transferring tanks and IFVs to Ukraine.

 

21 Dec 22. Raytheon Co., Woburn, Massachusetts, was awarded a $412,601,063 firm-fixed-price contract for follow-on sustainment. This contract provides contractor logistics support, engineering services, technical updates, spare parts, and other related elements of logistical and program support under the Taiwan Surveillance Radar Program. Work will be performed in Taiwan and is expected to be completed by Dec. 31, 2027. This contract involves Foreign Military Sales (FMS) to Taiwan. This contract was a sole source acquisition. Fiscal 2023, 2024, 2025, 2026 and 2027 FMS funds in the amount of $406,494,003 are being obligated at time of award. 19 Dec 22. Safran Electronics & Defense Australasia Pty Ltd has signed a contract with NIOA* for the supply of more than one hundred JIM Compact’s for the LAND 159 Tranche 1 – ADF sniper system – to equip the Australian Defence Force. The Safran JIM Compact multispectral surveillance device, critical element of military operations and real-time tactical information, has been selected to improve sniper system surveillance, accuracy and performance in a wide range of environments. Weighing less than two kilos including the battery, JIM Compact stands out by its compactness, robustness, autonomy and intuitive ergonomics designed for day and night contact operations. It includes cooled thermal detector for extended ranges, HD day channel, laser rangefinder, advanced image processing, and can output data and video to other sniper devices. Featuring the “Long Range Sniper” (TELD) function, JIM Compact significantly increases the probability of success, especially on moving targets. TELD limits the cognitive load of the user by performing parts of calculations and allows to engage a moving target very quickly.

16 Dec 22. Lockheed Martin Corp., Rotary and Mission Systems, Liverpool, New York, is awarded a $302,243,035 cost-plus-incentive-fee, firm-fixed-price, cost-plus-fixed-fee, and cost-only undefinitized contract action for the proof of manufacture, production, spares, production support material, and engineering support for components related to the MK 48 heavyweight torpedo all up round. This contract combines purchases for the Navy (61%); and the Royal Australian Navy (39%). Work will be performed in Liverpool, New York (72%); Clearwater, Florida (22%); and Braintree, Massachusetts (6%), and is expected to be completed by October 2026. Royal Australian Navy funds in the amount of $50,616,994 (39%); fiscal 2021 weapons procurement (Navy) funds in the amount of $32,915,466 (25%); fiscal 2022 weapons procurement (Navy) funds in the amount of $26,574,699 (20%); and fiscal 2023 weapons procurement (Navy) funds in the amount of $21,321,925 (16%) will be obligated at time of award, of which $32,915,466 will expire at the end of the current fiscal year. This contract was competitively procured via the System for Award Management, with one offer received. Commander, Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-23-C-6411).

 

19 Dec 22. Raytheon Missiles and Defense, Tucson, Arizona, was awarded a $20,838,954 firm-fixed-price modification to previously awarded contract N00024-21-C-5401 to exercise options for fiscal 2022 Egyptian Navy Rolling Airframe Missile (RAM) Mod 5 Guided Missile Launching System (GMLS) requirements and German Navy power supply spares. Work will be performed in in Ottobrunn, Germany (46%); Tucson, Arizona (13%); Louisville, Kentucky (13%); Tempe, Arizona (8%); Huntsville, Alabama (4%); Berryville, Arkansas (2%); San Diego, California (2%); Denison, Texas (2%); and various other U.S. locations each under 1% (10% total), and is expected to be completed by March 2025. Foreign Military Sales (Egypt) funds in the amount of $20,655,139 (99%); and memorandum of understanding (German) funds in the amount of $183,185 (1%) will be obligated at time of award and will not expire at the end of the current fiscal year. 19 Dec 22. Bell Helicopter, Textron Inc., Fort Worth, Texas, was awarded a $134,592,912 modification (PZ0010) to contract W58RGZ-22-C-0012 for logistics services. Work will be performed in Iraq, with an estimated completion date of Feb. 22, 2027. Fiscal 2023 Foreign Military Sales Trust Funds (Iraq) in the amount of $1,480,678 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

20 Dec 22. The Boeing Co., St. Louis, Missouri, is awarded a $2,020,956,832 cost-plus-fixed-fee, firm-fixed-price, indefinite-delivery/indefinite-quantity contract. This contract provides for system upgrades for the F/A-18 and EA-18G aircraft, including Foreign Military Sales (FMS) variants, and will provide for deliverables and services based on systems configuration set requirements consisting of all software and hardware required to implement new capabilities on the aircraft for the Navy and FMS customers. Work will be performed in St. Louis, Missouri (86%); El Segundo, California (11%); and China Lake, California (3%), and is expected to be completed in December 2027. No funds will be obligated at the time of award. Funds will be obligated on individual orders as they are issued. This contract was not competitively procured pursuant to Defense Federal Acquisition Regulation 6.302-1.
