07 Dec 22. UK orders thousands more anti-tank weapons to bolster stockpiles. A £229m deal will see thousands of Next Generation Light Anti-Tank Weapon (NLAW) systems assembled in Northern Ireland and delivered to the British Army. Thousands of new anti-tank weapons will be assembled in Northern Ireland and delivered to the British Army, Defence Secretary Ben Wallace announced today (7 December). A £229m deal has been agreed with Swedish manufacturer Saab for Next Generation Light Anti-Tank Weapon (NLAW) systems, which are assembled at Thales’ facility in Belfast, Northern Ireland. The UK has provided thousands of NLAWs to Ukraine to support the invasion. With NLAW, a single soldier can take out a heavily protected modern main battle tank from 20 to 800 metres away. Estonia has signed a contract with the United States to purchase six M142 High Mobility Artillery Rocket Systems, or HIMARS launchers, joining a rapidly expanding group of Eastern European allies who eye the weapons in the aftermath of Russia’s invasion of Ukraine. Deliveries are scheduled to begin in 2024, initiating what Tallinn calls “Estonia’s largest ever arms procurement project,” the Estonian Centre for Defence Investments (ECDI) said in a statement. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Finland of FIM-92K Stinger Man Portable missiles; Production Verification Flight Test (PVFT) FIM-92K Stinger Man Portable missiles; and related equipment for an estimated cost of $380 m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Finland has requested to buy three hundred fifty (350) FIM-92K Stinger Man Portable missiles; and five (5) Production Verification Flight Test (PVFT) FIM-92K Stinger Man Portable missiles. Also included is support equipment; production support, engineering and technical services; transportation services; and other related elements of program and logistics support. The total estimated cost is $380m. This proposed sale will support the foreign policy and national security of the United States by improving the security of a trusted partner which is an important force for political stability and economic progress in Europe. It is vital to the U.S. national interest to assist Finland in developing and maintaining a strong and ready selfdefense capability. The proposed sale will improve Finland’s defense and deterrence capabilities. Finland intends to use these defense articles and services to increase its national stock. This critical platform will bolster the land and air defense capabilities in Europe’s northern flank, supporting the U.S. European Command’s top priorities. 08 Dec 22. Rheinmetall wins €576m framework contract to supply 30mm ammunition for Puma infantry fighting vehicle. The German Bundeswehr has signed a framework agreement with Rheinmetall to supply over 600,000 rounds of medium-calibre ammunition for the Puma infantry fighting vehicle. In total, ammunition is to be procured for around EUR 576 m. The budget committee of the German Parliament approved the bill for this comprehensive procurement on 30 November 2022. A first call-off of around 25,000 rounds of DM21 30mm x 173 cal. ammunition is expected to come before the end of 2022. This automatic cannon ammunition order for the Puma will ensure an adequate operational supply for the NATO Very High Readiness Joint Task Force, the VJTF. Moreover, the cartridges are required for German Army mechanized infantry training and exercises. The Puma infantry fighting vehicle is equipped with a Rheinmetall MK30-2/ABM automatic cannon (ABM stands for airburst munition). Combining a high rate of fire with state-of-the-art ammunition technology, the MK30-2/ABM is an uncompromising, extremely reliably weapon system. With a maximum operating radius of more than 2,000 metres, the MK30-2/ABM is highly effective against targets on land, at sea and in the air. Rheinmetall is a key supplier of service ammunition to the Bundeswehr. The company produces two main types of 30mm x 173 cal. service ammunition for the Puma: the KE-TF DM21 and KE DM33. 05 Dec 22. Senop Oy has received a purchase order from the Finnish Defence Forces Logistic Command for deliveries of laser sights and image intensifiers. The order is significant and is a continuation of the procurement contracts made in 2020, 2021 and 2022. With this acquisition the Finnish Defence Forces further develops soldiers’ capability to fight effectively 24/7 in demanding environments. The order value is €13m excluding VAT and delivery of the new systems is scheduled for the years 2023 and 2024. OSI Maritime Systems (OSI) has secured a contract from PGZ Stocznia Wojenna (PGZ SW) Shipyard to deliver Integrated Navigation and Tactical Systems (INTS) for the Polish Navy’s Kormoran programme, for vessels four to six. For the company, this is the second contract with the Polish Navy and the third contract by PGZ SW following an earlier agreement in 2020 for the delivery of INTS to vessels two and three, as well as a WECDIS agreement for the ORP Arctowski (hydrographic vessel). Continuing from the earlier agreement, the latest contract will see the company provide design, build, and installation services for three INTSs for the Polish Navy’s Kormoran Class Mine Countermeasures Vessel new build programme. Kodiak Robotics has been awarded a $49.9m, 24-month United States Department of Defense (DoD) agreement to help automate future U.S. Army ground vehicles led by the Army’s Robotic Combat Vehicle (RCV) program. Through this award, which started in October 2022 and was awarded by DoD’s Defense Innovation Unit (DIU) on behalf of the Army’s RCV program office, Kodiak will leverage its commercial self-driving software to develop, test and deploy autonomous capabilities for driverless vehicles that further strengthen national security. 05 Dec 22. Leonardo DRS (DRS) received a contract award from the U.S. Army to provide advanced infrared sensors for the next-generation sighting systems. These sensors will replace the current Horizontal Technology Integration (HTI), 2nd Generation Sensors for high-value platforms across the US Army fleet, including the Abrams Main Battle Tank, and the Optionally Manned Fighting Vehicle. The Firm-Fixed-Price and Cost Plus-Fixed-Fee contract is worth $39.5m. Under the contract, awarded on August 23, 2022, DRS will develop and produce Low-Rate Initial Production of the 3GEN Forward Looking Infrared (FLIR) Dewar Cooler Bench (DCB) long-range sensor. The DCB converts infrared radiation into video images and is the key enabler for the next generation of FLIR sights, providing improved situational awareness with significant improvements in range and resolution under a full spectrum of degraded weather and battlefield conditions. 05 Dec 22. US Army approves $162m for new ‘terrain-shaping’ system. The US Army has awarded a $162m contract to Textron Systems to develop the first increment of its close terrain shaping obstacle. The company will, “design an advanced anti-vehicle, soldier-in-the-loop munition system.” This is in part to both replace obsolete, treaty-restricted or banned devices and to increase terrain-shaping capabilities in the Army, according to a Textron Systems statement. The order is for the new INVISIO V-Series Gen II system. The Taipei Economic and Cultural Representative Office in the United States (TECRO) has requested to buy the expansion of the Cooperative Logistics Supply Support Arrangement for stock replenishment supply of standard spare parts, consumables, and accessories, and repair and replacement support for the F-16, C-130, Indigenous Defense Fighter (IDF), and all other aircraft and systems or subsystems of U.S. origin, as well as other related elements of logistics and program support. 06 Dec 22. Brunei to acquire C295 transport aircraft. Brunei has signed a contract to acquire Airbus C295MW tactical transport aircraft for the Royal Brunei Air Force (RBAirF). The Brunei Ministry of Defence (MINDEF) said the contract was signed with Airbus Defence and Space SAU, Spain on 2 December. Janes has learnt that the contract covers three aircraft. The MINDEF said that the C295 will replace the single Airbus CN235-110M operational with the RBAirF. According to MINDEF, the Royal Brunei Armed Forces (RBAF) has operated the CN235 since 1997. “The aircraft are expected to be delivered to the [RBAirF] in two batches,” MINDEF said. Airbus deferred Janes questions to the Brunei MINDEF. Janes assesses that the value of the contract is between USD103m and USD120m. This is based on data from Janes aircraft price analysis tool. The Boeing Co., Oklahoma City, Oklahoma, has been awarded a $28,099,828 modification (P00001) to previously awarded contract FA8730-22-C-0011 for the Royal Saudi Air Force Airborne Warning and Control System (AWACS) modernization program Phase 2. This contract modification is for the additional hardware and non-recurring engineering to support production kitting, training, and installation and checkout. Work will be performed in Oklahoma City and Al Kharj, Saudi Arabia, and is expected to be completed by Feb. 21, 2026. This contract involves Foreign Military Sales To the Kingdom of Saudi Arabia. Total cumulative face value of the contract is $426,021,377. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity.
06 Dec 22. Korea – CH-47F Chinook Helicopters. The State Department has made a determination approving a possible Foreign Military Sale to the Republic of Korea of CH-47F helicopters and related equipment for an estimated cost of $1.5bn. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Republic of Korea (ROK) has requested to buy eighteen (18) CH-47F helicopters; forty-two (42) T55-GA-714A engines (36 installed, 6 spares); twenty-two (22) Common Missile Warning Systems (CMWS) (18 installed, 4 spares); and forty-four (44) secure radios, RT-1987 (36 installed, 8 spares). Also included are AN/APR-39 Radar Warning Systems; AN/ARC-220 HF Airborne Communications Systems; AN/APX-123A IFF transponders; AN/ARN-147; AN/ARN 153; AN/APN-209; secure radios; U.S. Government and contractor engineering, technical and logistics support services; repair and return; storage; and other related elements of logistical and program support. The estimated total program cost is $1.5bn. This proposed sale will support the foreign policy goals and national security objectives of the United States by improving the security of a major ally that is a force for political stability and economic progress in the Asia- Pacific region. Elbit Systems of Australia was selected to provide the Australian Army with the Skylark I LEX Unmanned Aerial Systems (UAS) equipped with Electro Optical and Automatic Dependent Surveillance – Broadcast (ADS-B) system. With a certified ADS-B system, Elbit Systems of Australia will support the Australian Army achieve wider use cases outside of traditional Army UAS employment including integration into more classes of airspace. This will enable Australian Defence Force (ADF) support to civilian operations for disaster and humanitarian relief. The Department of Defence has awarded a $26.9m contract to XTEK Limited for the delivery of new small unmanned aerial systems (SUAS).
