08 Jan 20. Iveco Defence Vehicles, a subsidiary of CNH Industrial N.V. (NYSE: CNHI/MI: CNHI), announces that on December 30, 2019 a first order of a frame agreement including more than 2,900 high mobility trucks has been signed with the Romanian Ministry of National Defence. These first 942 vehicles will be delivered throughout four years, starting from 2020. The frame contract includes four typologies of military logistic platforms from Iveco Defence Vehicles’ high mobility truck range: 4×4, 6×6, 8×8 and 8×8 Prime Mover, to be further declined in 16 different variants, among which approximately a third are with armored cabin.
08 Jan 20. Rheinmetall awarded order package worth €54m to supply materiel for the Puma infantry fighting vehicle. Rheinmetall has been awarded orders for additional equipment for the Bundeswehr’s Puma infantry fighting vehicle. The Düsseldorf-based technology group is to supply spare parts and special tools worth a total of around €54 m, including value added tax. Rheinmetall has thus positioned itself as a long-term service partner of the Bundeswehr for the Puma, a vehicle that will feature in the German Army inventory for many years to come. Of the total order amount, €10m was already booked in 2019, with the remaining €44m to be booked during the period 2020 to 2022. Germany’s Federal Office for Bundeswehr Equipment, Information Technology and In-service Support (BAAINBw) has contracted with the German defence industry, represented by a project management company, to supply an extensive array of equipment. As a member of the consortium responsible for developing and producing the Puma, Rheinmetall’s share of the order comes to approximately €54m. Under a recently signed framework agreement, shipment of the spare parts, worth around €44m, is scheduled to begin in mid 2020. Shipments will be in response to call-offs, with the delivery period expected to cover a roughly two-year period. Delivery of the special tools, which form part of a separate order worth around €10m, will also take place during the 2020-2022 timeframe. They will be shipped to Heeresinstandsetzungslogistik GmbH (HIL) and relevant Bundeswehr Technical Centres. Furthermore, additional materiel requirements can be expected in future. Delivery of the last of the 350 Puma IFVs ordered by the Germany Army will take place during the course of 2020. With these vehicles now entering service, the current order for spare parts will assure optimum logistical support and operational readiness. The mainstay of the Bundeswehr’s “System Panzergrenadier” mechanized infantry capability, the Puma infantry fighting vehicle will play a vital role in the array of modernized equipment earmarked for the Very High Joint Readiness Task Force 2023 (VJTF 2023), the NATO spearhead force which the Bundeswehr will be furnishing. In summer 2019 contracts were awarded to a working group for the “System Panzergrenadier VJTF 2023” project, with orders worth over €470m (including value added tax) going to Rheinmetall.

09 Jan 20. ArmorSource LLC, Hebron, Ohio, has been awarded a $17,374,500 firm-fixed-price contract for Next Generation Ballistic Helmets. This contract provides for the manufacturing and delivery of up to 24,300 LGD Sniper Gen II Ballistic Helmets with delivery to continental U.S. and outside the continental U.S. active duty Air Force security forces squadrons. The ordering period for the helmets will be complete by Jan. 8, 2023. This award is a result of a competitive acquisition with nine offers received. Fiscal 2019 operations and maintenance funds in the amount of $9,996,415 are being obligated at the time of award. 07 Jan 20. Comtech Telecommunications Corp. (NASDAQ: CMTL) announced today that during its second quarter of fiscal 2020, its Orlando, Florida-based subsidiary, Comtech Systems, Inc., which is part of Comtech’s Government Solutions segment, was awarded a 10-year, $211.0m indefinite delivery/indefinite quantity (“IDIQ”) contract by the Cubic Mission Solutions (“Cubic”) business division of Cubic Corporation (NYSE: CUB) to provide next generation troposcatter systems in support of the U.S. Marine Corps. U.S. Special Operations Command (USSOCOM) has awarded L3Harris Technologies (NYSE:LHX) a five-year with options, $100m contract to upgrade and extend the service life of its existing fleet of approximately 550 L3Harris Very Small Aperture Terminals (VSAT). The contract was received in December. L3Harris will provide software, hardware and warranty upgrades that will extend the life of existing Hawkeye III Lite VSAT terminals and deliver significant cost savings. The VSATs originally were secured through the Satellite Deployable Node – Family of Terminals or Satellite Deployable Node – Medium contracts for the program. The Hawkeye III Lite auto-acquire VSAT is a light-weight, tri-band flyaway system that can be deployed in a matter of minutes by Special Operations Forces. They provide vital communications reach back capability to SOCOM headquarters and other government entities.

The F-35 Joint Program Office awarded the Lockheed Martin (NYSE: LMT) industry team a $1.9bn contract to support operations and sustainment of the global F-35 fleet, while improving mission readiness and further reducing costs. The annual contract funds critical sustainment activities for aircraft currently in the fleet and builds enterprise capacity to support the future fleet of more than 3,000 F-35 aircraft. 09 Jan 20. Northrop Grumman Corporation (NYSE: NOC) received a $302m contract from the U.S. Air Force on Nov. 1, 2019 for continued support of the Joint Surveillance Target Attack Radar System (Joint STARS). The 2020 contract executes the Total System Support Responsibility (TSSR) program for the E-8C Joint STARS fleet with Northrop Grumman as the prime systems integrator of all nine components of support and sustainment. Joint STARS delivers real-time battle management situational awareness and wide area search essential to the warfighter through continued investment and development in its mission systems hardware and software. Joint STARS combines high fidelity wide-area moving target detection, synthetic aperture radar imagery and robust battle management systems to locate, classify and track surface targets in all weather conditions from standoff distances. Visual collaboration platform Bluescape has secured a Phase I contract from the US Air Force (USAF) Small Business Innovation Research (SBIR) to advance technology innovations across airforce organisations worldwide. The USAF selected the platform for its capabilities in improving strategic planning and situational awareness activities. With the SBIR grant, small companies will be able to provide new solutions to increase the effectiveness of the airforce. Bluescape will establish the feasibility and technical value of its solution by starting Phase I activities. The solution will be introduced across global airforce organisations to learn their demanding challenges and requirements. 08 Jan 20. USAF selects Citizant to support $13.4bn SBEAS programme. The US Air Force (USAF) has selected Citizant to support its $13.4bn Small Business Enterprise Applications Solutions (SBEAS) programme. Citizant is one of only 20 companies that secured the indefinite-delivery, indefinite-quantity (IDIQ) contract awarded by airforce in December last year. SBEAS is the replacement IDIQ vehicle for Application Solutions Small Business currently in use through Network-Centric Solutions 2 (NETCENTS-2). A total of 217 proposals were submitted by industry for the programme. Under the contract, Citizant will be responsible for providing a range of services and solutions across the entire IT lifecycle to include software development, operations and maintenance. The company will also provide services such as test and test automation, cybersecurity, configuration management, requirements management, agile transformation, and DevSecOps. Serving as a prime contractor, Citizant will provide the airforce with service quality, continuous process improvement, and data-driven results by leveraging its ISO 9001, ISO 20000, ISO 27001, and CMMI Maturity Level 3 (Services and Development). Northrop Grumman Corporation (NYSE: NOC) was awarded a $70m, 28-month contract on Nov. 6, 2019 to transform the software development process for the U.S. Army’s Integrated Air and Missile Defense (IAMD) Battle Command System (IBCS) to an agile development framework. Under the contract, awarded by the Aviation Missile Technology Consortium (AMTC), Northrop Grumman and the U.S. Army will partner to prototype an agile development process in order to build, test and field capabilities faster to respond to current and emerging needs. As part of the Agile Technical Insertion initiative, IBCS was designated among a number of high priority programs to adopt an agile development methodology to enable maturation of the system.

07 Jan 20. Elbit Systems Ltd.(NASDAQ: ESLT, TASE: ESLT) (“Elbit Systems”) announced today that it was awarded an initial contract from the Production and Procurement Directorate of the Israeli Ministry of Defense (IMOD) valued at approximately $31m (NIS 109m), to provide Iron Fist Active Protection Systems (APS) for the Eitan Armored Fighting Vehicles (AFV) of the Israeli Defense Forces (IDF). The contract will be performed over a five-year period. Under the contract Elbit Systems will equip the IDF’s new wheeled AFVs with the Iron Fist Light Decoupled (IFLD) systems. The Iron Fist system uses optical sensors, tracking radar, launchers and countermeasure munitions to defeat threats at a safe distance. The Iron Fist system provides 360-degree protection coverage for close-range scenarios in both open terrain and urban environment. The systems’ high-performance, versatility and negligible residual penetration, as well as its low size and weight and ease of integration, position the Iron Fist as an optimal APS for any fighting vehicle.

Kratos Defense & Security Solutions’ Unmanned Systems Division (KUSD) has received new orders worth approximately $6m for its jet powered unmanned aerial target drone systems. The orders, from unnamed customers, also include related ancillary and spares support equipment. 06 Jan 20. Marshall Aerospace and Defence Group has signed a multi-year contract with the United States Government to support the Kuwait Air Force fleet of KC-130J tanker aircraft. Marshall will do Planned Maintenance Interval inspections, full aircraft repainting and specific overhaul tasks this year on Kuwait’s three KC-130J – the extended-range tanker version of the C-130 Hercules transport aircraft modified for aerial refuelling.

Northrop Grumman has secured a US$35.2m firm-fixed-price contract to build the Airborne Electronic Attack System Enhancements (ASE) program AN/ALQ-218 recurring kits to retrofit the US Navy and Royal Australian Air Force EA-18G Growler fleets. Work will be performed at Linthicum, Maryland (90 per cent), and Bethpage, New York (10 per cent), and is expected to be completed in May 2022. Fiscal 2019 and 2020 aircraft procurement (Navy); and foreign military sales (FMS) funds in the amount of $35,200,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity. As the EA-18G Growler electronic warfare mission suite integrator, Northrop Grumman has partnered with the US Navy to deliver this advanced work for a complex warfighter problem set. The completion of the ASE program will mark over five decades of innovation and partnership between the two teams. Commtact Ltd. ‒ a leading provider of advanced wireless communications solutions for manned and unmanned platforms on the ground, in the air or at sea ‒ announces the award of a long-term contract to supply its E-MDLS Family of Enhanced Mini Data Link Solutions to a leading global defense company. The award reflects Commtact’s emergence as a recognized domestic and international supplier of data link systems for unmanned platforms. As part of a major Asian program, the company will deliver over 2000 advanced airborne and ground data link segments for tactical drones and fixed-wing UAVs, enabling secure real-time wideband communications including video streaming.
