28 Oct 24. Saab has signed a £20m amendment to the Instrumented Live Training (ILT-D) contract signed in April 2024 with the UK Ministry of Defence. The amendment will deliver equipment and training support services for British Army training in Oman. Deliveries will take place 2024-2025. The order includes Saab’s latest training and simulation equipment including a high-fidelity system which realistically and accurately replicates training engagements and ensures the activity is measurable and can be used to review and enhance training outcomes. The solution will operate as part of the MOD’s existing Tactical Engagement Simulation (TES) capability. Saab will also provide training services to ensure optimal availability and performance at all stages. In addition to this, Saab will manage the Exercise Control (ExCon) environment including the captured data to support objective measurement of the training.

28 Oct 24. DE&S has awarded a Naval Design Partnering (NDP) contract to Frazer-Nash Consultancy to establish and manage a necessary framework to deliver technical design services for the Royal Navy. The contract is for four years, with the option to extend by two years, and builds on the success of the previous NDP contract that ran from 2018 until April 2024. At their core, NDP design studies contribute to delivering well founded projects as part of the pipeline for future maritime capabilities. It is this innovation that will be instrumental in shaping and strengthening the Royal Navy of the future. As part of delivering the contract, highly skilled roles that are central to the programme will be created in Bristol. 30 Oct 24. MilDef signs contracts with BAE Systems Hägglunds for IT equipment in CV90 deliveries to Central Europe worth MSEK 200. MilDef has been entrusted with the delivery of rugged IT equipment for operator stations in newly manufactured CV90 combat vehicles, which BAE Systems Hägglunds will deliver to Armed Forces in Central Europe. The agreement is initially worth MSEK 200 and deliveries will take place in 2025-2029. Given the outcome from options, the total value can reach MSEK 280. The orders now won are a natural continuation of a long-standing collaboration with BAE Systems Hägglunds in Örnsköldsvik and cover IT equipment for the toughest conditions and most challenging environments, which prevents information from being interrupted, intercepted or disrupted. MilDef’s delivery of robust IT equipment will contribute to the capability-enhancing digitization of the newly manufactured CV90s to be delivered to Central European NATO nations.
29 Oct 24. The Finnish Defence Forces will acquire a modular 120mm mortar system from Patria. The procurement involves a pre-series of the new mortar system, set for delivery to the Finnish Army in 2025. The new mortar system integrates traditional heavy mortar weapons into a modular carriage, which is then mounted on a military truck. This system can utilize both existing and new traditional heavy mortars, along with the current fire management system, and it can be installed on various vehicles through its integration module. The solution is scalable to any kind of mortar system. The Finnish Army refers to this ongoing project for a new mortar as the 120 KRH M3 mortar system. Patria introduced its new weapon system at the Future Mortar Systems conference in London on October 29, 2024, under the name Patria TREMOS.
28 Oct 24. DoD/DSCA Notifies Congress of Possible FMS of PATRIOT Sustainment to Switzerland. The U.S. Department of Defense’s Defense Security Cooperation Agency (DSCA) has notified Congress that the Government of Switzerland has requested to buy sustainment support for its five (5) PATRIOT Fire Units and missile inventory. The following non-MDE items will be included: general electronic test station equipment and program sets; Foreign Liaison Officer support; international engineering services; Field Surveillance Program; modification and upgrade kits; unclassified and classified repair and return; classified missile processing; unclassified and classified spares; transportation; publications and technical documentation; training; U.S. Government and contractor technical, engineering, and logistics support services; and other related elements of logistics and program support. The total estimated cost is $450m. The prime contractors will be RTX Corporation, located in Tewksbury, MA; Lockheed Martin, located in Dallas, TX; and Leidos, located in Huntsville, AL. Airbus has signed two strategic contracts with the Organisation for Joint Armament Cooperation (OCCAR), an international organisation based in Bonn, Germany, which manages the A400M programme on behalf of the Launch Customer Nations Germany, France, the United Kingdom, Spain, Turkey, Belgium and Luxembourg. These new contracts are the so-called A400M Global Support Services (GSS3) and Block Upgrade 0 to enhance the aircraft’s scope of capabilities. The Global Support Services contract, which covers all A400M-user nations, replaces the previous agreement signed in 2019. The new contract provides a full range of tailored services by Airbus to meet the needs of its customers. These services range from ground tools, spares delivery and technical support, giving flexibility to industry and operators to explore new areas of collaboration, concepts and services. The A400M GSS3 contract brings the benefits of a fully-integrated suite of common services using shared resources and assets in combination with specific nation’s requests. Performance-based, it creates a new partnership framework based on pooling and sharing, with clear performance indicators to boost and incentivise fleet availability and reduce the cost of ownership. The agreement between Airbus and OCCAR includes a second contract, the so-called Block Upgrade 0. It represents the first upgrade of the A400M’s operational capabilities beyond the scope of the original launch contract. Block Upgrade 0 not only improves key elements of the A400M systems, such as flight management systems, it will ensure the A400M fleet is fully compliant with the latest NATO requirements. Tactical Information enhancement, Satellite based Landing System or Narrow Band SATCOM and Wifi will be among the new enhanced capabilities. This Block Upgrade 0 contract is an end-to-end contract covering the development, certification, embodiment and in-service support of these enhancements. The initial phase has already started and will be completed by end 2026, while the next phases, including notably the fleet’s embodiment and in-service training, will continue until the end of the decade. Having reached and demonstrated maturity in combat and humanitarian operations for more than 10 years, these enhancements on the A400M fleet will expand its capabilities in tactical and strategic operations, further increasing its performance and reducing the crew workload.
25 Oct 24. The Czech Ministry of Defense (MoD) signed a contract for the acquisition of two Embraer C-390 Millennium multi-mission transport aircraft. These two NATO (North Atlantic Treaty Organization) standard aircraft will modernize and enhance the operational capabilities of the Czech Air Force. They will be able to perform a wide range of missions, such as tactical transport of troops, vehicles, and equipment, medical evacuation, firefighting, disaster management, humanitarian support, and air-to-air refueling. This contract not only strengthens the Czech Air Force but also positively impacts the local aerospace industry, which will see a significant increase in its share of production for the program.

Lockheed Martin (NYSE: LMT) will deliver Sniper Advanced Targeting Pods (ATP) to Poland in a sale the U.S. State Department said will improve the security of a NATO ally that is a “force for political stability.” The targeting systems for Poland were included in a recently finalized U.S. Foreign Military Sale contract worth $90.68m to Lockheed Martin. Poland will receive Sniper Advanced Targeting Pods with two-way datalinks, system support and spare parts. The targeting-sensor system will be integrated onto Poland’s new FA-50 fighter jets. Lockheed Martin already equips Polish F-16s with Sniper ATPs. Integration of Sniper ATP will improve the tactical effectiveness of Poland’s FA-50s by enhancing their ability to identify, track, and engage targets from standoff distances. Sniper ATP also will increase interoperability with U.S. and NATO forces, the U.S. State Department said upon approving the sale in 2023. Sniper ATP provides pilots with unmatched imagery for precision targeting and non-traditional intelligence, surveillance and reconnaissance. In the future, the Sniper pods for Poland’s FA-50 and F-16 fighters could be quickly upgraded to a new variant, the Sniper Networked Targeting Pod, which was announced by Lockheed Martin in July. 28 Oct 24. The Finnish Defence Ministry has approved the procurement of Advanced Anti-Radiation Guided Missile-Extended Range (AARGM-ER) missiles by the Finnish Defence Forces. This move aims to improve the survivability of the Finnish Air Force F-35A multi-role fighter in the face of long-range ground-based air defence systems. The fighter jet will replace the capabilities of the retiring F/A-18 Hornet. The Finnish Defence Forces Logistics Command will oversee the acquisition of AGM-88G AARGM-ER missiles. Norway has agreed with U.S. authorities to buy air defence missiles for more than 4bn Norwegian crowns ($363m), the Norwegian military said on Monday. 29 Oct 24. The U.S. Government has awarded Sikorsky, a Lockheed Martin company (NYSE: LMT), a Foreign Military Sale contract to provide 35 UH-60M Black Hawk helicopters to Greece. The deal includes 35 aircraft for the Hellenic Army as well as personnel training, training equipment and an initial provisioning package, which will significantly improve self-defense and bolster interoperability within the nation and with NATO allies.

Thales Alenia Space, a joint venture between Thales (67%) and Leonardo (33%), has signed a 107m Euro contract with the European Space Agency (ESA) for the supply of 6 additional radar-based satellites dedicated to the Italian Earth observation constellation, IRIDE. This second batch of satellites, as the previous batch of six, will rely on the innovative and scalable NIMBUS (New Italian Micro Bus) platform. Built by Thales Alenia Space, the high-performance NIMBUS will be produced rapidly and is designed for high-revisit and high-capacity constellations in addition to very high throughput. For the Italian Earth Observation Constellation IRIDE, Thales Alenia Space will build a total of 13 satellites: 12 small-sized satellites based on SAR (Synthetic Aperture Radar) technology and 1 satellite based on optical technology. 30 Oct 24. Aimpoint, the originator and worldwide leader in reflex sighting technology, has been awarded a new contract to supply AIMPOINT® FCS™ 14 Fire Control Systems to the U.S. Marine Corps. The system will be deployed as the primary Fire Control on the M3A1 Multi-Role Anti-Armor Anti-Personnel Weapons System (MAAWS) lightweight 84mm Carl-Gustaf produced by SAAB Dynamics. The Aimpoint FCS 14 is the next generation of Fire Control Systems (FCS) from Aimpoint for use on multiple weapon platforms providing increased accuracy resulting in impacts on target. The FCS 14 is a direct view, Dynamic Universal Reflex Sight, which utilizes an integrated laser range finder and ballistic computer to give the gunner an aiming point corrected for range, type of munition, terrain angle, and environmental conditions. In addition to the 84mm Carl-Gustaf, the system can also be utilized on other weapons including the AT4, 40mm high velocity grenade launchers (Mk19, Mk47, and GMG), .50 caliber heavy machine guns (M2), and the M134D Minigun. Raytheon Co., Woburn, Massachusetts is being awarded an estimated $900,000,000 contract modification P00027 for a non-competitive two-year extension of an indefinite-delivery/indefinite-quantity contract that will increase the contract ceiling from $1,700,000,000 to $2,600,000,000. 31 Oct 24. Leonardo DRS, Inc. (NASDAQ: DRS) announced today that it was awarded a contract from NAVSEA to produce ship-based air and surface target detection AN/SPQ-9B radars. The contract includes options, if exercised over five years, would bring the cumulative value to more than $235m. Under the contract, Leonardo DRS will manufacture, inspect, and test AN/SPQ-9B radars and associated spare kits. The AN/SPQ-9B is an X-band, pulse Doppler, frequency-agile radar which was designed specifically for the littoral environment with a low false track rate in high clutter situations. Curtiss-Wright’s Defense Solutions Division has been selected by Scientific Research Corporation (SRC) to support the production and modernization of the flight recorder for the T-6 Texan II trainer aircraft fleet operated by the U.S. Air Force, Navy, and Army. This new production contract follows the successful completion of a Supplemental Type Certificate (STC) from the FAA for use of Curtiss-Wright’s Fortress flight recorder on T-6 Texan II trainer aircraft, announced in June, 2023. Under the production contract, Curtiss-Wright is providing SRC with a variant of its Fortress CSR flight recorder, that combines a cockpit voice recorder (CVR), flight data recorder (FDR), integrated data acquisition, independent power supply, and Secure Digital (SD) card based quick access recorder in a single lightweight and compact unit. The agreement covers the delivery and installation of Fortress recorders to all USAF, USN, and US Army T6 A.B.D Models, including spares. The contract also includes the supply of replay and analysis software to support flight accident and accident investigation as well as supporting Military Flight Operations Quality Assurance (MFOQA), maintenance support, and aircraft structural loads monitoring.

The U.S. Air Force has selected General Dynamics Mission Systems in an early down-select process to be the single developer and provider of the Next Generation Survival Radio (NGSR) for the U.S. Air Force and the Department of Defense. Coupled with the down-select process, General Dynamics will continue to execute the firm-fixed price Other Transaction Authority contract of $22.2m through the remaining prototyping effort and then into rapid production. The U.S. Air Force anticipates 48,000 production radios to be delivered across the services through the program. General Dynamics will complete the current 24-month OTA development contract by delivering 50 prototypes by December 2025. Upon successful prototype development completion, General Dynamics will then transition into a follow-on 18-month Integration, Test and Certification phase beginning in January 2026, potentially followed by low-rate initial production and full-rate production. The Army’s 1st Multi-Domain Task Force has used a small number of Kraus Hamdani Aerospace K1000 Ultra Long-Endurance, solar-powered unmanned aircraft system across the Pacific theater in places like the Philippines and Guam in recent years. Now the Pentagon has ordered $20 m worth of the systems for the unit as well as special operators. The Pentagon made the award through the Accelerate the Procurement and Fielding of Innovative Technologies (APFIT) program, one of the largest awards since the fund’s 2022 creation. The K1000ULE is designed to “mimic nature by utilizing onboard artificial intelligence to silently glide through the air like a bird and generate clean onboard energy,” an Oct. 30 company statement reads. “The K1000ULE is the longest-endurance, fully electric, zero-emissions autonomous aircraft in its size and weight category.” The K1000 will provide Aerial Tier Network Extension for communications, Electronic Warfare and Intelligence, Surveillance and Reconnaissance capabilities, the statement lists. 23 Oct 24. Space Force orders more missile-tracking satellites from Millennium. Millennium is on contract to deliver 12 satellites in the first phase of the Space Force’s Missile Track Custody program. Millennium Space Systems will build six more satellites in the first phase of an effort to develop a constellation of missile-tracking satellites in medium Earth orbit, the Space Force announced Wednesday. The firm, a Boeing subsidiary, was already on contract to deliver six spacecraft for the Missile Track Custody, or MTC, program, and the new order deal brings its total contribution to 12. QinetiQ US has been awarded the Aerial Target Systems 3 (ATS-3) contract by the U.S. Army Contracting Command – Orlando, on behalf of the U.S. Army, Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Threat Systems Management Office (TSMO). The multiple-award, indefinite-delivery/indefinite-quantity (IDIQ) contract has an estimated ceiling of $95m. QinetiQ has won an Aerial Target Systems (ATS-3) contract from the US Army. The indefinite-delivery/indefinite-quantity (IDIQ) contract has an estimated ceiling of $95 m and is the first time QinetiQ is entering the US market as a prime contractor of highly sophisticated aerial target systems. Under this contract, the QinetiQ US team will compete for task orders and provide a comprehensive range of aerial target systems, including the advanced MQM-185B (Banshee Jet 80+), to replicate aerial threats for U.S. forces’ training and testing. The contract was secured through Noble, a leading provider of global sustainment and operations support for the U.S. Military and civilian government agencies, and was coordinated for procurement by the U.S. Defense Logistics Agency (DLA) on behalf of CECOM. IRON BEAM is a ground-based high-power laser air defense system designed to counter aerial threats, including rockets, mortars, unmanned aerial vehicles (UAVs), and cruise missiles. 28 Oct 24. Thailand wins First Win deal from Pakistan. Thailand has signed an agreement with Pakistan to supply the Pakistan Army with 100 Chaiseri First Win 4×4 armoured vehicles. Under the memorandum of understanding (MOU) – signed in September in Islamabad – the state-owned Thai Defence Industry Company (TDI) will supply the vehicles to Pakistani firm Heavy Industries Taxila (HIT). The Royal Thai Armed Forces headquarters said in a statement that the MOU also facilitates the “transfer of production technology” from Thailand to HIT. The inclusion of a transfer of production technology clause in the agreement likely enables HIT to manufacture the First Win vehicles locally. It is likely that Chaiseri will produce a small initial batch of vehicles before HIT delivers the remaining units to the Pakistan Army. It serves as a modification to a previously awarded SEWIP full rate production contract, that allowed for additional production based on need.
