05 Sept 24. The Nato Support and Procurement Agency has awarded a €120m ($133m) contract to RTX, a prime US missile system manufacturer, to deliver laser-guidance kits for greater precision of air-to-ground munitions. Funds were secured through the Ammunition Support Partnership (ASP) – a funding mechanism set up in 1993 comprising 28 alliance members. This procurement method is also used to acquire munitions themselves; it is intended to “dramatically increase flexibility in stockpile management, because previously the administrative and technical process of transferring munitions could take months.” The new deal will convert so-called ‘dumb’ bombs – conventional, unguided bombs – into precision-guided munitions using RTX’s Paveway kits. According to the supplier, Paveway bombs made up more than half of the air-to-ground, precision-guided weapons used in Operation Iraqi Freedom and Enduring Freedom in Iraq, as well as the 2011 Operation Unified Protector in Libya. 13 Aug 24. The sensor specialist HENSOLDT has received a further order for the delivery of “Dynahawk” fire control sights (FLV). The customer is the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw). The order includes deliveries this year and next, with an option for further systems in 2026. The order is worth several m euros. HENSOLDT has already supplied fire control sights in previous years. The “Dynahawk” has a 5.5x glass optical magnification and a laser rangefinder. The ballistics computer of the fire control sight, which is equipped with sensors for environmental perception (temperature, air pressure, angular rate sensor), has several modes for engaging static and dynamic targets and automatically recognises the loaded ammunition and calculates the corresponding ballistics. The FLV also has selection options for programming the firing point. This means that bursting or air-burst ammunition can also be used with pinpoint accuracy. The unique selling point of the FLV is its interoperability with the two weapon systems introduced into the Bundeswehr, the “Wirkmittel 90” (DND RGW90) and the “leichte Wirkmittel 1800+” (MBDA Enforcer). Both weapons can be fired without changes to the configuration of the “Dynahawk”.
27 Aug 24. HOLOGATE, a leading provider of Extended Reality (XR) solutions, has been awarded the tender for the German North Rhine-Westphalia (NRW) police project ‘VR in Operational Training NRW’. The State Office for Training, Further Education and Personnel Affairs of the NRW Police (LAFP NRW) has entered into a three-year framework contract with HOLOGATE to explore the use of virtual reality in training. 04 Sep 24. Indra Wins One of Europe’s Largest Defence Radar Contracts to Equip Poland’s AFB With Cutting-edge Systems. Indra has closed with the Polish Ministry of Defence one of the most important ground radar contracts tendered in Europe this year: the company will implement up to 15 transportable systems for military and dual air traffic control at air bases throughout the country, thus contributing to reinforce the operability of the Polish Air Force, a country that currently plays a key role in defending the continent. The agreement signed with the Polish Armaments Agency includes the delivery of the first eight systems until 2028, with an optional extension of seven additional systems until 2031. 30 Aug 24. Croatia – M142 High Mobility Artillery Rocket Systems. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Croatia of M142 High Mobility Artillery Rocket Systems and related equipment and services for an estimated cost of $390m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Croatia has requested to buy eight (8) M142 High Mobility Artillery Rocket Systems (HIMARS); twenty-four (24) M30A2 Guided Multiple Launch Rocket System (GMLRS) Alternative Warhead (AW) Pods with Insensitive Munitions Propulsion System (IMPS); twenty-four (24) M31A2 GMLRS-Unitary High Explosive (HE) Pods with IMPS; two (2) M1152 High Mobility Multipurpose Wheeled Vehicles (HMMWV) with Next Generation SECM (NG SECM); eight (8) M1152 HMMWVs with Command and Control Communications Shelters; and thirty-six (36) Defense Advanced GPS Receivers (DAGR). The following non-MDE items will also be included: Low Cost Reduced Range Practice Rocket (LCRRPR) pods; AN/PRC-117G radios; AN/PRC-158 radios; AN/PRC-160 radios; Common Fire Control Systems (CFCS); International Field Artillery Tactical Data Systems (IFATDS); software; training; resupply vehicles; technical assistance; and other related elements of program and logistic support. This proposed sale will support the foreign policy and national security of the United States by improving the security of a NATO Ally that continues to be an important force for political stability and economic progress in Europe. The proposed sale will improve Croatia’s capability to deter current and future threats and support coalition operations as well as promote interoperability with the United States and other NATO forces. Croatia will have no difficulty absorbing this equipment into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. The State Department has made a determination approving a possible Foreign Military Sale to the Government of the Netherlands of PATRIOT M903 Launching Stations New Buy and Upgrades and related equipment for an estimated cost of $224m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of the Netherlands has requested to buy two (2) new production PATRIOT M903 launching stations (LS) and equipment and services to upgrade existing M901 LS to the M903 LS configuration. The following non-MDE is also included: LS modification kits; PATRIOT Advanced Capability-3 (PAC-3) Missile Segment Enhancement (MSE) launcher conversion kits; LS heater controllers; shorting plug kits; PATRIOT automated logistics system kits; concurrent spare parts; U.S. Government and contractor engineering, technical, logistics, and fielding support services; and other related elements of logistics and program support. The estimated total cost is $224m. This proposed sale will support the foreign policy goals and national security objectives of the United States by improving the security of a NATO Ally that is a force for political stability and economic progress in Europe. The proposed sale will improve the Netherlands’ missile defense capability to meet current and future enemy threats. The Netherlands will use the enhanced capability to strengthen its homeland defense, deter regional threats, and provide direct support to coalition and security cooperation efforts. Netherlands plans to replace its stock of the Spike anti-tank missile launchers between 2026 and the first half of 2028, its Ministry of Defence (MoD) announced on 2 September 2024, stating that it intends to sign contracts with Rafael in October to replace the old launchers with a system for more advanced Spike LR 2 within four years. Netherlands MoD made strong arguments for the upgrade based on changes in modern warfare requiring the elimination of heavily armoured targets at long-range, and indicating that the 5000 metre (m) range of the new system offers a step-up in meeting this requirement. 04 Sept 24. German Armed Forces call off another 30,000 intercom sets with hearing protection function from Rheinmetall. The German Bundeswehr has commissioned Rheinmetall to supply a second batch of the intercom with hearing protection function – SMG (Sprechsatz mit Gehörschutzfunktion) for short. The troops are to receive a further 30,000 sets, divided into 8,000 command SMGs and 22,000 soldier SMGs. Delivery is scheduled to begin in mid-2025 and be completed by the end of 2025. The order is worth around €55 m net. An initial call-off for the delivery of 30,000 sets was already issued in April 2024. Both delivery batches will be financed from the special fund. In April 2024 Rheinmetall has been been commissioned by the Bundeswehr to supply up to 191,000 sets of the “intercom with hearing protection function”. The framework contract has a seven-year term and a potential order volume of up to €400 m net. The SMG is a key project for tactical communications which is of cross-sectional importance for the entire force. The intercom with hearing protection function includes modern active capsule ear protection that attenuates harmful impulse noise and amplifies quiet sounds. It also has a microphone and can be connected to various radio devices so that radio communication is possible. In addition to the combined headset, the scope of supply includes various push-to-talk (PTT) buttons and different cable sets for connecting to a range of radios and on-board communication systems. Rheinmetall has involved two leading manufacturers as subcontractors for the project: 3M Deutschland GmbH with the ComTac VIII headset and CeoTronics AG with CT-Multi PTT 1C and 3C. The SmG is compatible with the Rheinmetall-supplied new combat helmet as well as with other Bundeswehr helmet types. This order of the second batch underlines Rheinmetall’s leading role in the field of military equipment. The technology company is the prime contractor for the System Infantry Soldier of the Future – Expanded System to the Bundeswehr. Rheinmetall markets various configurations of its Gladius soldier system internationally.
05 Sept 24. Mobile Air Surveillance Radar Set for Swedish Armored Vehicles. Saab is set supply its Giraffe 1X radar for a Swedish Sisu GTP armored vehicle, providing quality air defense target data, drone detection, and sense and warn capabilities. Saab has received an order to provide its Giraffe 1X surface radar for the Swedish Defence Materiel Administration (FMV) for one of Sweden’s Ground Based Air Defence (GBAD) solutions. The order includes Saab’s Giraffe 1X radar, associated command and control systems and integration to a Swedish GBAD solution. The radar will be installed on a Sisu GTP armored vehicle. Curtiss-Wright Corporation (NYSE: CW) today announced that it has been awarded a $26m multi-year contract by the Belgian Air Force to implement a modernization program for its aircraft arresting systems. Under the agreement, Curtiss-Wright will provide new cable systems and related turnkey services to three airbases to support the upcoming delivery of the F-35 to Belgium, as well as safeguard its emergency takeoff and landing phases. The contract also provides various services, spares, repair, and overhaul supporting the Belgian Air Force’s military flight operations.
29 Aug 24. Serbia Acquires 12 Rafale Fighters. In the presence of the President of the French Republic, Emmanuel Macron, and the President of the Republic of Serbia, Aleksandar Vucic, the Chairman and CEO of Dassault Aviation, Éric Trappier, today signed in Belgrade with the Minister of Defense of the Republic of Serbia, Bratislav Gašic, a contract for the purchase of 12 Rafale to equip the Air Force and Air Defence of the Serbian Armed Forces. This contract reflects the importance of the bilateral relationship between France and Serbia, and testifies to the determination of both Presidents to make this partnership a success. Kongsberg Aviation Maintenance Services (KAMS) has been awarded a contract by the Norwegian Defence Materiel Agency (NDMA) to upgrade the Bell 412 helicopters, securing the Norwegian Armed Forces’ operational readiness through a two-stage enhancement plan. The upgrade programme will be executed in two distinct phases. The first phase, which has already received approval, will integrate civilian communication and navigation technologies into the helicopters. 03 Sept 24. Patria has been selected to provide the modification design – a Supplemental Type Certificate (STC) – for Norwegian Armed Forces Bell 412 helicopters within the related upgrade programme. The contract for the upgrade was signed between Norwegian Defence Material Agency (NDMA) and Kongsberg Aviation Maintenance Services (KAMS). Within the agreement Patria acts as a subcontractor for KAMS. Bell 412s have served Norway for 35 years. Work is now being done to ensure that the fleet can continue to support the Armed Forces Special Forces and the Army until new helicopters are operational.

Ovzon has received a second order from the United States Department of Defense for the company’s most recent mobile satellite terminal, the Ovzon T7. The order value amounts to $0.4m. The UK will supply 650 Lightweight Multirole Missile (LMM) systems to Ukraine to boost the country’s air defence capabilities, as part of the new government’s commitment to Ukraine. The air defence package will be announced by Defence Secretary John Healey MP today at the Ukraine Defence Contact Group (UDCG) meeting at US Air Force Base in Ramstein – his first as Defence Secretary. The US State Department approved a Foreign Military Sale to Japan on 3 September 2024, that would provide follow-on technical support for the AEGIS Class Destroyer, with an estimated cost of $150m. Securing the sale is critical to ensuring the AEGIS Destroyer fleet remains an effective part of Japan’s Maritime Self Defence Force (JMSDF), stated a release from the Defence Security Cooperation Agency (DSCA). The DCSA specified that the provision of software patches and adaption data support was vital for the effective and safe operation of the AEGIS Combat Systems (ACS) suite. The proposed sale through the principal contractor Lockheed Martin will cover the AEGIS computer software updates, combat system integration, annual service agreements, and a host of sustainment services. BAE Systems Australia will implement Ivalua’s Source-to-Pay (S2P) platform to improve the company’s sustainability and mitigate risk to operations across its direct and indirect supply chain spend. BAE Systems Australia is Australia’s largest defence company, operating with a network of over 1,600 suppliers to provide the design, manufacture, upgrade, and support services to the Australian Defence Force, cyber intelligence, and commercial organisations. Ivalua’s unified spend management software will ensure complete visibility of BAE System’s multi-tiered supply chain through a centralised platform. This clarity will improve the flow of communication, standardise processes, and drive efficiency across BAE Systems’ national supplier network. The increasing complexity of the highly regulated Aerospace & Defence (A&D) industry means businesses must operate under strict quality and compliance guidelines. Ivalua’s software will allow BAE Systems Australia to efficiently meet these risk and compliance obligations, including the Federal Acquisitions Regulation (FAR) and Defence Federal Acquisition Regulation Supplement (DFARS).
