19 Aug 24. MyDefence products selected in multinational agreement with NATO procurement agency. The NATO Support and Procurement Agency (NSPA) has chosen products from MyDefence, a technological leader in counter-drone equipment, to accelerate access to critical drone detection technology for NATO member nations. The agreement marks a historic milestone in military procurement and enhances NATO’s operational readiness. The historic procurement agreement, signed between COBBS BELUX, a company specializing in marketing and selling defence and military equipment to NATO armed services, and the NATO Support and Procurement Agency (NSPA), is the first in NATO’s 75-year history. It allows COBBS BELUX to distribute products to NATO member nations. In the agreement, COBBS BELUX and NSPA selected the Wingman drone detectors from MyDefence for this 3-year framework agreement with the option to renew the framework.

 

20 Aug 24. Ravenswood wins new training contracts for UK military in Kenya. After winning a five-year contract to provide the British Army with training services in Kenya, Ravenswood has been awarded additional contracts to support live fire training as part of the Tactical Engagement System In Kenya (TESIK) programme. Ravenswood said on 12 August that it will provide a mortar training solution with a very high degree of realism for the crew and accurate representation into the simulated and live training environments. 16 Aug 24.  LiveLink Aerospace’s counter-UAS sensor helps protect Royal Navy ships.

  • Initially developed with DASA funding, LiveLink Aerospace’s counter-drone sensor unit has been purchased for frontline use by the Royal Navy
  • LiveLink Aerospace were supported by DASA funding to develop a cutting edge concept into a working prototype

Cheap, accessible commercial-off-the-shelf drones present a serious challenge to defence and security. This is exacerbated by their limited radar signature, making them difficult to detect by traditional air defence systems. As the use of unmanned air systems (UAS) continues to rise and pose greater risks to both military forces and vital national infrastructure, it has become more important than ever to develop a portable, cost-efficient solution that can be easily integrated with existing systems. 20 Aug 24. MilDef wins additional orders from BAE Systems Bofors worth 18 MSEK. Following the 10-year framework agreement with BAE Systems Bofors signed in February and the order of SEK 52m communicated in April, another additional order has been signed for IT equipment for the Archer artillery system. The orders include computers and switches worth SEK 18 m. Deliveries will start in 2024. The orders now won are a natural continuation of the cooperation and concern additional orders for IT equipment for the toughest conditions and most challenging environments, which prevent information from being interrupted, intercepted or disrupted.

 

19 Aug 24. Finland – M1156A1 Precision Guidance Kits. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Finland of M1156A1 Precision Guidance Kits and related equipment for an estimated cost of $70m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Finland has requested to buy five thousand five hundred (5,500) M1156A1 Precision Guidance Kit (PGK) multi-option fuzes that will be added to a previously-implemented case whose value was under the congressional notification threshold. The original Foreign Military Sales (FMS) case, valued at $.97 m, included technical data/reports; U.S. Government technical assistance; incidental travel; transportation; PGK spare parts; equipment training; and related elements of logistics and program support. This notification includes the original aforementioned items and adds five thousand five hundred (5,500) M1156A1 PGK multi-option fuzes. The following non-MDE items will also be included: ancillary items; compatibility testing; firing tables; integration kits; antennas; key loaders; precision-guided munition simulator; technical assistance; technical data/reports; and other related elements of logistics and program support. The estimated total program cost is $70m. This proposed sale will support the foreign policy goals and national security objectives of the United States by improving the security of a NATO Ally that is an important force for political stability and economic progress in Europe. The proposed sale will improve Finland’s capability to meet current and future threats and enhance its interoperability with U.S. and other allied forces. This proposed sale will enhance Finland’s artillery and mid-range fire capability. Finland will have no difficulty absorbing this equipment into its armed forces. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Denmark of Excalibur Projectiles and related elements of logistics and program support for an estimated cost of $121m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Denmark has requested to buy three hundred thirty-nine (339) M982A1 Excalibur tactical projectiles. Also included are Portable Electronic Fire Control Systems (PEFCS); Improved Platform Integration Kits (iPIK); Simple Key Loaders (SKLs); extractors; Surface Danger Zones (SDZs); training for new equipment; spare parts; U.S. Government technical assistance; technical data; repair and return services; and other related elements of logistics and program support. The estimated cost is $121m. This proposed sale will enhance the foreign policy and national security objectives of the United States by helping to improve the security of a NATO Ally that is a force for political stability and economic progress in Europe. The proposed sale will improve Denmark’s capability to meet current and future threats by providing precision capability equipment and increasing first strike accuracy in its brigades. 19 Aug 24. HENSOLDT has received a further order from Thales for the delivery of TRS-4D naval radars for the German Navy’s F126 frigates. This brings the total order value to more than 200m euros. The initial order placed in 2022 comprised the delivery of TRS-4D naval radars for four Niedersachsen-class frigates (F126) and a radar segment for the test centre. Due to the expansion, two further F126 frigates will be equipped. The TRS-4D naval radar from HENSOLDT will be installed in its non-rotating version with four fixed antenna arrays. The integration of the radar on the ships and shore installations will be carried out by Thales in order to deliver an operational and combat system that meets German requirements. The previous delivery period will be extended as a result of the contract extension.

Raytheon Co., Tucson, Arizona, is awarded a $231,936,852 firm-fixed-price modification to a previously award contract (N00024-22-C-5400) for fiscal 2024 Navy, Federal Republic of Germany, and Foreign Military Sales (FMS) procurements for the Rolling Airframe Missile Block 2/2A/2B guided missile round pack, spare replacement components, and recertification. Work will be performed in Ottobrunn, Germany (44%); Tucson, Arizona (29%); Keyser, West Virginia (11%); Glenrothes Fife, Scotland, Great Britain (11%); Cincinnati, Ohio (1%); and various other U.S. locations each with less than 1% (4%), and is expected to be completed by July 2028. The Government of the Netherlands has requested to buy training in support of its CH-47 and AH-64 helicopter fleet. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Romania of AIM-120 Advanced Medium Range Air-to-Air Missiles and related equipment for an estimated cost of $592 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. 20 Aug 24. SBQuantum, the first company developing quantum diamond magnetometers capable of providing accurate readings from space, today announces a pair of new contracts with leading government agencies in space exploration.  The company has been contracted by the European Space Agency (ESA) to evaluate the viability of its quantum diamond magnetometer technology in space. ESA is assessing both the reliability and accuracy of SBQuantum’s sensor technology, as well as how these sensors could be deployed on a satellite in space for a range of applications. The contract focuses on applications enriching human understanding of the Earth and its magnetic environment. For instance, satellite-based magnetometers can be useful in monitoring magnetic storms, which can disrupt navigation and communications here on Earth.

23 Aug 24. GDLS Awarded $323m by US Army for Additional M10 Booker Combat Vehicles. The U.S. Army has awarded General Dynamics Land Systems a $322.7m contract for continued low-rate initial production (LRIP) of the M10 Booker Combat Vehicle, a new assault vehicle for the Army’s Infantry Brigade Combat Teams (IBCTs). The M10 Booker moves rapidly in a variety of terrain conditions to engage and destroy enemy combatants, allowing freedom of movement and enhanced survivability on the battlefield. As part of low-rate initial production, multiple Booker vehicles have been delivered to the Army to support government testing and logistics efforts. The Booker employs a four-person crew and features an enhanced thermal viewer, a large-caliber cannon, a lightweight hull and turret, and a modern diesel engine, transmission and suspension system. It has been designed from the start for capability upgrades, based on future operational needs. Work on the contract will be performed in Sterling Heights, Mich.; Anniston, Ala.; Lima, Ohio, Tallahassee, Fla., and Scranton, Pa., with an estimated completion date of Oct. 20, 2026. 22 Aug 24. Leonardo DRS, Inc. (NASDAQ: DRS) announced today that it has been awarded a contract to build additional advanced Joint Assault Bridge systems for the U.S. Army and the Romanian military (through a Foreign Military Sales agreement).  Under the contract, the award is worth more than $49m. The Joint Assault Bridge (JAB) is a next-generation track-wheeled armored engineer vehicle built on a modified M1A1 Abrams Main Battle Tank chassis.  It is designed to deliver assault-bridging capabilities and provide freedom of maneuver to U.S and allied armored forces.

 

20 Aug 24. Leonardo DRS, Inc. (NASDAQ: DRS) announced today that it has received an order for continued production of its advanced Sniper Weapon Sights for U.S. Army snipers.  The recently awarded production order for $52m was made under the current Family of Weapon Sights–Sniper (FWS-S) IDIQ contract. Incorporating DRS’s proven cooled infrared imaging technology, FWS-S is a clip-on thermal weapon sight used in conjunction with existing, day, sniper optics to provide rapid target acquisition capabilities to the sniper during day and night. The sighting system gives users the ability to acquire targets in a range of difficult environmental conditions, including smoke or fog, providing strategic and tactical advantages to the sniper. In addition to FWS-S, Leonardo DRS has an extensive installed base of electro-optical and infrared technology across the U.S. military. Advanced sensing capability is a key strategic focus for the company providing world-leading sensing and laser technologies for a range of aircraft protection and mounted and unmounted sensors supporting the men and women of the U.S. armed forces.

 

20 Aug 24. Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded a $1,541,861,429 fixed-price with economic-price-adjustment contract for the Family of Heavy Tactical Vehicles. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 19, 2029. General Dynamics Mission Systems announced today that it was awarded a cost-plus-fixed-fee modification to a previously awarded contract by the U.S. Navy worth $20.7m to exercise an option for Hammerhead Encapsulated Effector systems. Hammerhead is a moored anti-submarine mine which delivers new capabilities and effects to the U.S. Navy. Work will be performed in Taunton, Mass., and is expected to be completed by June 2026. Lockheed Martin, Rotary and Missions Systems, Liverpool, New York, is awarded a $113,643,908 firm-fixed-price modification to a previously awarded contract (N00024-20-C-5503) for option exercise of full rate production Surface Electronic Warfare Improvement Program AN/SLQ-32(V)6 and AN/SLQ-32C(V) six systems. This contract combines purchases for the Navy (80%), and the government of Japan (20%), under the Foreign Military Sales (FMS) program. 21 Aug 24. BAE Systems has been selected by Boeing to upgrade the fly-by-wire (FBW) flight control computers (FCC) for the F-15EX Eagle II and F/A-18E/F Super Hornet fighter aircraft. The FCCs feature common core electronics that support the quad-redundant FBW flight control systems (FCS), providing the safety, reliability, robustness, and performance needed for the missions of these advanced platforms. As the original manufacturer of the FCCs for both aircraft, BAE Systems will modernize the FCC electronics hardware and software to increase processing power, enhance cyber and product security, address obsolescence issues, and support sustainment well into the future. The upgraded FCC will leverage the company’s high-integrity flight control product roadmap, built upon technology investments, and used across multiple recent military airborne platform flight control upgrades. General Atomics Aeronautical Systems Inc., Poway, California, is being awarded a $500,000,000 indefinite-delivery/indefinite-quantity contract (H9240824D0002) with a $436,900 initial task order for program management support related to Medium Altitude Long Endurance Tactical MQ-9 and MQ-1C Special Operations Forces-peculiar modifications in support of U.S. Special Operations Command (USSOCOM). This contract will be funded with operations and maintenance; procurement; and/or research, development, and testing evaluation funds under the applicable fiscal year, and is not multiyear. 21 Aug 24. Northrop Grumman Systems Corp., Space Systems Division, Redondo Beach, California, was awarded a $97,348,304 contract modification (P00090) to a previously awarded contract (FA8810-18-C-0006) for Next Generation Overhead Persistent Infrared Polar Space Vehicles 1 and 2 for the additional scope to complete the design, build, integration and testing of mission payload. The modification brings the total cumulative face value of the contract to $2,301,726,852. Work will be performed in Redondo Beach, and Azusa, California, and is expected to be completed by July 25, 2026. Fiscal 2024 research and development funds in the amount of $39,597,988 are being obligated at the time of award. 22 Aug 24. SNC wins Army contract for HADES spy plane. An Army official previously told Breaking Defense that a baseline HADES configuration will include moving target indication, high-end signals intelligence and other capabilities. Sierra Nevada Corporation (SNC) has won a high-flying Army contract to convert a business jet into a deep-sensing spy plane, beating out an industry team up featuring L3Harris, Leidos and MAG Aerospace, the service announced today. 19 Aug 24. Terran Orbital’s Tyvak Awarded $254m Prototype Agreement for T2TL Gamma for SDA. Tyvak Nano-Satellite Systems, Inc., Irvine, California (a Terran Orbital Corporation) (NYSE: LLAP) (“Terran Orbital” or the “Company”), a global leader in satellite-based solutions primarily serving the aerospace and defense industries, is proud to announce it has been chosen by the Space Development Agency (SDA) to produce 10 satellites for the Tranche 2 Transport Layer (T2TL) Gamma contract. Terran Orbital will undertake the comprehensive design, construction, integration, testing, and delivery of 10 T2TL Gamma satellites based on its Ambassador platform. This will also include the integration of the associated ground control system and the execution of Launch and Early Operations (LEOPs). These satellites will be equipped with payloads specifically designed to enhance future kill chain capabilities through the Proliferated Warfighter Space Architecture (PWSA). The PWSA envisions a constellation of hundreds of satellites in low-Earth orbit, featuring advanced satellite communications, data transport, missile warning, and missile-tracking functionalities. Gamma will maintain several core characteristics shared with other T2TL variants, including Beta. In addition to Gamma and as previously announced, Terran Orbital is collaborating with Lockheed Martin to produce 36 space vehicles for T2TL Beta and 18 for the T2 Tracking Layer. The Company has already successfully delivered 10 buses for the Tranche 0 Transport Layer and is now manufacturing 42 buses for the Tranche 1 Transport Layer (T1TL), with launches planned for late 2024 and 2025. 22 Aug 24. Viasat Inc., Carlsbad, California, was awarded a $153,500,000 non-competitive, cost-plus-fixed-fee, and cost contract for Army Blue Force Tracker-2 (BFT2) engineering support services. The period of performance is a one-year base with four one-year options. The contract is funded by fiscal 2024 other procurement Army funds. Performance will take place at the contractor facility in Carlsbad, California; continental U.S. (CONUS) BFT Global Network sites; and outside CONUS satellite ground station locations. The period of performance for the base period is Aug. 21, 2024, to Aug. 20, 2025; if all options are exercised, the contract performance will end Aug. 20, 2029. The Defense Information Technology Contracting Organization, Scott Air Force Base, Illinois, is the contracting activity.

19 Aug 24. The Department of Defense announced today a $20m award via the Defense Production Act Investments (DPAI) office to Electra Battery Materials Corporation (Electra). The objective of the award is to complete an industrial scale hydrometallurgical plant and establish production of cobalt sulfate at the company’s facility in Temiskaming Shores, Ontario, Canada. The award utilizes funds from the Ukraine Supplemental Appropriations Act of 2022 and supports the 2024 National Defense Industrial Strategy goal of expanding domestic production of critical minerals. In June, the Government of Canada announced its own CAN $5m (USD $3.6m) award to Electra to advance the next phase of a battery materials recycling project started at the same refinery facility.

 

20 Aug 24. BigBear.ai (NYSE: BBAI) (“the company”), a leading AI and emerging technologies partner for enterprise and defense, today announced that the company received an award as a subcontractor to Concept Solutions, LLC (CS). CS is one of fourteen companies awarded a Federal Aviation Administration (FAA) Information Technology Innovative Procurement Strategic Sourcing (ITIPSS) contract supporting the Office of Information Technology (AIT). This multiple-award IDIQ contract, with a $2.4 bn shared ceiling over ten years, will enable the Federal Aviation Administration to acquire a full range of IT capabilities, solutions, and emerging technologies, offering state-of-the-art IT-related service solutions. The ITIPSS contract is essential for procuring non-National Airspace System (non-NAS) IT services, supporting various functions such as IT resource management, financial management, and security. Concept Solutions will lead a team of 12 subcontractors to support the AIT in achieving its strategic IT initiatives, delivering comprehensive, multi-disciplinary IT-related services, and contributing to the FAA’s mission of aviation safety and excellence. KBR (NYSE: KBR) announced it has been awarded an estimated $199m cost-plus-fixed-fee contract supporting the Naval Information Warfare Center Pacific Program Executive Office Digital and Enterprise Services (PEO Digital) Technical Director’s Office. KBR was awarded this contract under the Department of Defense Information Analysis Center’s (DoDIAC) multiple-award contract (MAC) vehicle. These IAC MAC task orders are awarded by the U.S. Air Force’s 774th Enterprise Sourcing Squadron to develop and create new knowledge for the enhancement of the DTIC repository and the R&D and S&T community. The work will be performed over a five-year period in Charleston, South Carolina and San Diego, California. Under the terms of this new contract, KBR will transform the zero-trust capability of the Department of Defense. This state-of-the-art security measure ensures secure data flow and edge protection, a critical requirement for military operations. The team will perform research, analysis, assessments and testing to identify, develop, refine and integrate advanced technology experiments. KBR will address critical technology areas for the Department of Defense, including future generation wireless technology, trusted artificial intelligence and autonomy, integrated sensing and cyber, integrated network systems-of-systems, space technology and quantum science. These technologies enable autonomous computer information technologies that help protect the nation’s networks and enhance information dominance.

KBR (NYSE: KBR) has been awarded a cost-plus-fixed-fee contract by the U.S. Navy for continued development of space science instrument systems at the Naval Research Lab (NRL) in Washington, D.C. Under the terms of the Space Science Instruments and Experimental Payloads (SSIEP) 3 contract, KBR will provide personnel, equipment and facilities to support engineering and research activities for the Navy’s Space Science Division. Their focus will be on the design, development, analysis, fabrication, inspection, assembly, integration, testing, and documentation of sophisticated space science instruments and experimental payloads. This work is expected to be performed over five years and involves advanced efforts in various forms of engineering, including thermal systems, contamination, optical and radio frequency, instrument systems, mechanisms, mechanical, and electrical. CERBAIR has chosen OSL Technology’s command-and-control (C2) platform for its new multilayer Counter-Unmanned Aerial System (C-UAS) technology. CERBAIR’s radio frequency (RF) sensors and effectors will be combined with OSL’s C2, radar, and electro-optic systems, to create a detect and defeat C-UAS system. 19 Aug 24. Australia – FGM-148F Javelin Missiles. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Australia of FGM-148F Javelin Missiles and related equipment for an estimated cost of $100m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Australia has requested to buy three hundred fifty (350) Javelin FGM-148F missiles (includes four (4) fly-to-buy missiles). Also included is U.S. Government technical assistance; technical data; repair and return services; and other related elements of logistics and program support. The estimated cost is $100m. This proposed sale will support the foreign policy and national security objectives of the United States. Australia is one of our most important allies in the Western Pacific. The strategic location of this political and economic power contributes significantly to ensuring peace and economic stability in the region. It is vital to the U.S. national interest to assist our ally in developing and maintaining a strong and ready self-defense capability. The proposed sale will improve the Australian Army’s capability to meet current and future threats by maintaining and increasing its anti-armor capability. Australia will have no difficulty absorbing this equipment into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. Babcock Australasia and Submarine Manufacturing & Products Ltd (SMP) have joined forces to explore new underwater technology and equipment that will provide next-generation sovereign capability to Australia and New Zealand’s defence operations. The two organisations have signed a memorandum of understanding focused on providing capability uplift in the undersea support space for navy activity and sustainment. The strategic partnership will combine Babcock’s comprehensive engineering, sustainment, asset management, and supply chain experience with SMP’s expertise in specialised military diving, underwater maintenance, decompression systems, submarine escape and rescue, and all systems relating to sustaining a breathable atmosphere for personnel deployed subsea. 20 Aug 24. Tunisia – 65′ SAFE Archangel Boats. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Tunisia of 65’ SAFE Archangel Boats and related elements of logistics and program support for an estimated cost of $110 m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Tunisia has requested to buy additional non-MDE 65’ SAFE Archangel boats and additional non-MDE articles and services that will be added to a previously implemented case. The original FMS case, valued at $49.3m, included non-MDE 65’ SAFE Archangel boats and non-MDE articles and services, consisting of commercial variant marine global positioning systems; navigation systems; communications equipment; training; and other related elements of logistical and program support. The estimated total cost is $110m. This proposed sale will support U.S. foreign policy and national security objectives by helping to improve the security of a major non-NATO ally that continues to play an important role in regional security and Peacekeeping Operations throughout Africa. The proposed sale will better equip Tunisia to contribute to shared security objectives, promote regional stability, and build interoperability with the United States and Western partners. The Tunisian Navy uses the 65’ SAFE boats for search and rescue, maritime law enforcement, and other maritime-related operations to ensure security in the country and region. The boats will build on Tunisia’s existing military capability. Tunisia will have no difficulty absorbing this equipment and services into its armed forces. The proposed sale of this equipment and services will not alter the basic military balance in the region. The principal contractor is SAFE Boats International, located in Bremerton, Washington. 21 Aug 24. Three Australian drone companies have received contracts valued at a combined $6.6m from ASCA for the development of final prototypes and delivery of 100 UAS units. AMSL Aero, Boresight, and Grabba have been awarded $2.2m each from the Advanced Strategic Capabilities Accelerator (ASCA), following a “fly-off” demonstration of their capabilities in April. The contracts were awarded as part of the Sovereign Uncrewed Aerial Systems Challenge. The contact will see each of the companies complete the development of their prototypes and produce 100 general purpose uncrewed aerial systems (UAS). ASCA hopes that the development of a sovereign UAS market will reduce the risk of supply chain risks while helping Defence to access higher volumes of drones at lower costs. The contracts are evidence that Australia is capable of delivering a sovereign manufacturing capability in critical defence capabilities, head of ASCA Professor Emily Hilder said. 17 Aug 24. Morocco Strengthens Defence Capabilities with Acquisition of Advanced Earth Observation Satellites from Israel. Morocco has finalised a deal with Israel Aerospace Industries (IAI) to acquire two cutting-edge Earth Observation satellites in a significant move to bolster its intelligence and surveillance capabilities. 16 Aug 24. The U.S. State Department approved a foreign military sale to Canada of tactical missiles and related support for $264.6m, the Pentagon said on Friday. The principal contractor for the AIM-9X Sidewinder Block II+ and Block II tactical missiles will be RTX Corp (RTX.N) the Pentagon said in a statement. (Source: Reuters)

 

20 Aug 24. The Canadian Space Agency (CSA) has also selected SBQuantum, and will be testing the company’s magnetometer at an altitude of 40km as part of its STRATOS Program. The testing will demonstrate the instrument’s ability to collect precise data in temperatures as low as -60 Celsius (-76 Fahrenheit) and low-pressure environments, while also being exposed to radiation. Furthermore, this project will include a demonstration of magnetic field-based positioning (whose signal cannot be jammed) using a quantum diamond magnetometer, as opposed to relying on the heavy infrastructure of traditional GPS.
