20 Feb 24. Elbit Systems Ltd. (NASDAQ: ESLT and TASE: ESLT) (“Elbit Systems” or the “Company”) announced today that it was awarded a contract in an amount of approximately $300m to supply weapon, reconnaissance, driving, and situational awareness systems for approximately 230 armored vehicles, to a European customer. The contract will be performed over a period of six years and includes custom design, production, lifecycle maintenance and complete in-country support.
21 Feb 24. General Dynamics European Land Systems – Steyr (GDELS) announced that it has been awarded a contract to deliver an additional 225 PANDUR 6×6 EVO wheeled armored vehicles to the Austrian Armed Forces. The contract has an initial value of 1.2bn euros (U.S. $1.3bn). The compact, high-performance PANDUR EVO 6×6 is built at GDELS’ Steyr facility in Vienna Simmering, the national center of excellence for wheeled and tracked protected military mobility. GDELS already has 100 PANDUR EVO vehicles under contract, with the third batch currently in production and delivery. In addition to the delivery of state-of-the-art personnel carriers and flexible conversion kits for medical, and command & control missions, the order includes eight new vehicle variants, including vehicles equipped with a 120 mm mortar combat system, as well as mobile air defense and electronic warfare variants. The compact, high-performance PANDUR EVO 6×6 is built at GDELS’ Steyr facility in Vienna Simmering, the national center of excellence for wheeled and tracked protected military mobility. Preceding versions of the PANDUR EVO have been in service with the Austrian Armed Forces since 1996. Around 850 PANDUR in 6×6 and 8×8 configurations are fielded worldwide today. 13 Jan 24. In future, Swedish armed forces will be carrying out their LEOPARD 2 training using the latest generation of cutting-edge Krauss-Maffei Wegmann GmbH & Co. KG (KNDS) simulators. The agreement concluded between the Swedish Procurement Office (FMV) and KNDS involves the supply of a total of 18 high-fidelity simulators. The combination of turret and driving simulators makes it possible to train at the Land Warfare Center in Skövde as entire companies and in platoon strength as well as at vehicle level at three more sites in Sweden. Using cutting-edge software and hardware, the training systems boast elements including a fully functional integration of the loader position using a weapons simulator as well as an over-the-hatch vision system solution for the commander. The system also includes the integration of the Swedish C2 Mark management system. The Swedish armed forces have been using Krauss-Maffei Wegmann GmbH & Co. KG simulation technology for 25 years. 19 Feb 24. Thales will provide satellite communications for the F126 frigates with SurfSAT-L solutions. This modernised system, previous versions of which have been in service with multiple Navies across the world, will ensure improved connectivity even under difficult operational conditions. The F126 frigates, designed by Damen Naval, will be the largest in the German naval fleet and will be capable of operating in all latitudes. They require protected resilient satellite communications that meet the elongation constraints between the theatre of operations and the command centres of maritime operations to fulfil their missions.

16 Feb 24. Italy – AIM-120C-8 Advanced Medium-Range Air-to-Air Missiles. The State Department has made a determination approving a possible Foreign Military Sale to the Government of Italy of AIM-120C-8 Advanced Medium-Range Air-to-Air Missiles and related equipment for an estimated cost of $69.3m. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today. The Government of Italy has requested to buy twelve (12) AIM-120C-8 Advanced Medium Range Air-to-Air Missiles (AMRAAM) that will be added to a previously implemented case whose value was under the congressional notification threshold. The original Foreign Military Sales (FMS) case, valued at $32.5m ($23.0m in Major Defense Equipment (MDE)), included twelve (12) AIM-120C-8 AMRAAM missiles. This notification is for a combined total of twenty-four (24) AIM-120C-8 AMRAAM missiles. Also included are Common Munitions Built-in-Test (BIT)/Reprogramming Equipment (CMBRE); ADU-891 Adaptor Group Test Set; AMRAAM containers and support equipment; integration and test support and equipment; munitions support and support equipment; spare parts, consumables and accessories, and repair and return support; contractor logistics support; classified software delivery and support; classified and unclassified publications and technical documentation; studies and surveys; U.S. Government and contractor engineering, technical, and logistics support services; and other related elements of logistics and program support. The estimated total cost is $69.3m. This proposed sale will support the foreign policy goals and national security objectives of the United States by improving the security of a NATO Ally that is a force for political stability and economic progress in Europe. The proposed sale will improve Italy’s capability to meet current and future threats by ensuring Italy has modern, capable air-to-air munitions. It will also advance United States interoperability with NATO and the Italian Armed Forces. Italy already has AMRAAMs in its inventory and will have no difficulty absorbing this equipment into its armed forces. The proposed sale of this equipment and support will not alter the basic military balance in the region. The principal contractor will be RTX Corporation, Arlington, VA. 23 Feb 24. Saab has today signed a contract with the Swedish Defence Materiel Administration (FMV) and received an order for four additional Gripen C fighter aircraft for Hungary. This order follows an amendment to the contract between FMV and the Hungarian Government signed in December 2001 regarding 14 Gripen C/D fighters for the Hungarian Air Force. The contract amendment for the four additional aircraft was signed by the Hungarian Ministry of Defence and FMV on 23 February 2024. With this new contract amendment, Hungary will operate a total of 18 Gripen C/D aircraft to protect and defend the Hungarian and NATO airspace. Saab currently has a contract with FMV regarding support for Hungary’s Gripen aircraft, and Saab is ready to provide additional upgrades and support for the Hungarian fighters beyond 2035. Saab and the Hungarian Ministry of Defence have also signed an MoU regarding development of high-tech industrial areas and fighter aircraft capabilities. The cooperation includes support for the establishment of a Centre of Excellence for VR technologies in Hungary.

20 Feb 24. Italian Army selects SitaWare Headquarters. Systematic announced that the Esercito Italiano (Italian Army) has deployed its SitaWare Headquarters solution for the organisation’s Imperio programme. SitaWare Headquarters will be used from regimental to army corps level. Delivered in conjunction with our Italian partner Fincantieri NexTech – a Fincantieri Group subsidiary which specialises in innovative solutions – the selection and implementation came after rigorous testing and evaluation by the Esercito Italiano through a competitive tender. SitaWare Headquarters stood out with its open architecture allowing additional modules to be easily integrated into the platform, scalability to support rapid integration and deployment of new modules, security, and survivability and availability.

19 Feb 24. Gibbs and Cox, a US naval architecture firm and Leidos subsidiary, will continue their design and feasibility efforts for the US Navy’s future guided-missile destroyer, DDG(X). The US Department of Defense (DoD) awarded the company another contract modification worth $36.7m on 16 February 2024. This comes a year after an earlier modification valued at $39.6m for the same services. Work will be performed in Washington D.C. (60%); Arlington, Virginia (35%); Philadelphia, Pennsylvania (5%), and is expected to be completed by February 2025. Fiscal 2023 and 2024 research, development, test and evaluation (Navy) funds in the amount of $7.2m will be obligated at time of award, and will not expire at the end of the current fiscal year (FY). The Boeing Co., Layton Utah, has been awarded a $405,366,978 indefinite-delivery/indefinite-quantity contract modification (P00008) to previously awarded contract FA8207-17-D-0001 for operations, maintenance, and testing in support of the Minuteman III weapons system. The modification brings the total cumulative face value of the contract to $559,366,978. Work will be performed at the Little Mountain Test Facility, Ogden, Utah, and is expected to be completed by Feb. 28, 2029. Fiscal 2024 operation and maintenance funds in the amount of $10,390,105 are being obligated at time of award. 21 Feb 24. Hughes Network Systems, LLC (HUGHES), an EchoStar company (Nasdaq: SATS), today announced that SES Space & Defense, a wholly owned subsidiary of SES, awarded Hughes a contract to provide a flexible, software-defined, multi-orbit, auto-PACE solution and associated modems in support of SES Space & Defense’s and the Air Force Research Laboratory’s (AFRL) Defense Experimentation Using Commercial Space Internet (DEUCSI) program. The Hughes solution will enable resilient broadband connectivity using both Ku- and Ka-band Geostationary (GEO), Medium Earth Orbit (MEO), and Low Earth Orbit (LEO) satellite constellations for various Comms on the Pause (COTP) and Comms on the Move (COTM) test scenarios. Under this contract, Hughes will deliver its automated Network Management System (NMS), Enterprise Management and Control (EM&C) capabilities together with its Smart Network Edge software to be integrated by the SES Space & Defense team with Hughes next-generation, software-defined HM100 and HM400 satellite modems providing GEO and MEO connectivity. SES Space & Defense, which focuses exclusively on delivering satellite network solutions for governments, will integrate a LEO solution into the Hughes auto-PACE offering, adding further to the resilient nature of the ultimate program deliverable. 21 Feb 24. Kratos Defense & Security Solutions, Inc. (Nasdaq: KTOS), a Technology Company in Defense, National Security and Global Markets announced today that its Space & Missile Defense (SMDS) business unit has ordered a combined total of nine new Zeus 1 and Zeus 2 rocket motors in preparation for upcoming initial customer funded flights. The Kratos developed Zeus family of Solid Rocket Motors (SRMs) is in direct response to the urgent need for affordable commercial launch vehicle stages for hypersonic test, ballistic missile target, sounding rocket and “other” customer missions. SMDS applied its significant experience to establish the Zeus 1 and Zeus 2 motor requirements and specifications in close coordination with respective customer and user communities. Kratos, through internal investments, funded development of the Zeus SRMs which are designed and manufactured to Kratos’ specifications by key merchant supplier and partner, Aerojet Rocketdyne. The Kratos Zeus 1 and Zeus 2 SRMs provide substantial performance improvements over similar legacy and heritage SRMs within the same relevant form factor, allowing existing vehicle designs and launch infrastructure to remain unchanged while also promoting rapid integration of leading technology systems and payloads, including those currently under development by Kratos. These and other key attributes will provide Kratos’ customers opportunities to fly more often, faster and farther, using fewer stages, at a substantially reduced cost. The Zeus 1 and Zeus 2 are high-performance 32.5-inch diameter SRMs, designed with versatility and affordability in mind as a complement to Kratos’ internally funded investments in the Erinyes hypersonic test “flyer” that is expected to debut later this year. Kratos Zeus SRMs will also complement Kratos’ internally funded, follow-on Dark Fury hypersonic system, which nature and performance characteristics are highly classified. This effort provides Program Executive Office, Command, Control, Communications, Computers and Intelligence Program Manager, Warfare Cybersecurity (PMW 130) with ashore and afloat SHARKCAGE systems consisting of integrated Commercial and Commercial Off-the-Shelf (COTS) hardware and software specifically configured to provide Defensive Cyberspace Operations analytics across Navy networks (e.g., Information Technology-21, ONENet, Navy/Marine Corps Intranet). 16 Feb 24. Leidos Awarded $143m DIA Technology Platform Contract. Leidos (NYSE: LDOS), a FORTUNE® 500 science and technology global leader, was recently awarded a new task order contract from the Defense Intelligence Agency’s (DIA) Science & Technology (S&T) Directorate. Through this award, Leidos will design and implement a Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) system for the DIA’s Open Source Intelligence Integration Center (OSIC). The task order award has a total estimated value of $143 m under the DOMEX Technology Platform (DTP) single award, indefinite delivery, indefinite quantity contract (IDIQ). Work will be performed in the National Capital Region with remote software development across Leidos facilities. The new task order builds upon the agency’s ongoing success with the National Media Exploitation Center’s (NMEC) Data Discovery Platform (D3P) under the DTP IDIQ. 16 Feb 24. Australia announced a $33m contract for Albury-based Australian Target Systems (ATS) to deliver live fire target systems and support capabilities. As part of the five-year contract, ATS will provide the Australian Defence Force with “leading edge” live fire target systems and provide ongoing target support services at Defence training ranges across the country. 20 Feb 24. Cubic Defense has secured an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to maintain, upgrade and support deployment of the Full Motion Video (FMV) System, known as KnightLink, for the Naval Air Systems Command’s (NAVAIR) MH-60 Sierra (MH-60S) helicopter fleet. The KnightLink software provides a wide range of capabilities and video support including operational, vendor, flight test, laboratory aid and maintenance. The KnightLink hardware includes the KnightLink Weapons Replaceable Assemblies (WRAs) and applicable cabling, as well as the procurement of additional hardware, interim sparing and Peculiar Ground Support Equipment (PGSE) to support fleet introduction. The contract will provide several categories of deliveries, including software enhancements, hardware reinforcement and general maintenance. The sustainment of the FMV system and overall product improvement will lead to enhanced operations and fleet operability. KnightLink systems are already being developed and delivered from Cubic’s Huntsville, Alabama site.
21 Feb 24. As part of the Indian Government’s campaign for a self-reliant defence industry, it has contracted a domestic supplier, the Aeronautical Development Establishment, to integrate a new ‘Digital Fly by Wire Flight Control Computer’ (DFWCC) to a prototype of the latest iteration of the Air Force’s Tejas light combat aircraft (LCA). The prototype – the Mark (Mk) 1A version – is said to incorporate more than 40 improvements over the original Mk1 version, which entered service in 2016. Designated ‘LSP7’, the newly integrated Mk1A prototype LCA successfully flew on 19 February, 2024. On 20 February 2024 the Republic of Singapore Air Force (RSAF) awarded the Spanish defence company, Indra, a contract to develop, produce and deliver a full mission simulator for the Airbus H225M military helicopter. The simulator system will have Level D certification from the European Aviation Safety Agency. It will simulate day and night operations, under all possible challenging environmental conditions and be equipped with motion and vibration platforms. Indra’s system will enable training in normal and emergency helicopter procedures, with special emphasis on training in all possible missions to be performed by the RSAF, such as search and rescue, aeromedical evacuation, and humanitarian assistance and disaster relief operations, among others. It will also include advanced training analytics capabilities using biometric sensors to assist instructors in evaluating pilots and for more insights during de-briefing. Teledyne FLIR Defense, part of Teledyne Technologies Incorporated (NYSE:TDY), announced that Canada’s Department of National Defence is seeking over 800 SkyRanger R70 Unmanned Aerial Systems (UAS), valued at more than CAD$95m (approximately US$70m), that Canada will donate to the government of Ukraine. Built by Teledyne FLIR in Waterloo, Ontario, SkyRanger® R70 drones feature autonomous navigation capability, plus advanced thermal and daytime sensors enabling them to detect and identify targets at long range. The advanced multi-mission drone can handle a variety of payloads up to 3.5 kilograms, including munitions. This latest order from Canada adds to the unmanned systems and counter-unmanned aerial systems (C-UAS) capabilities Teledyne FLIR Defense is already providing to Ukraine’s military through governments worldwide. Teledyne FLIR Black Hornet® nano-drones are currently being used by Ukrainian forces through previous donations made by the Norwegian and British governments. 21 Feb 24. Schiebel, together with Korean based defence solutions companies Hanwha Systems and UI Helicopter, has been awarded a contract by the Defence Acquisition Programme Administration (DAPA) for the development and delivery of the Vertical Take-off and Landing (VTOL) CAMCOPTER S-300 Unmanned Air System (UAS), to be operated by the South Korean MOD. The contract was signed with Hanwha Systems for the supply of the S-300 for Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) missions for the South Korean Navy and Marine Corps. The South Korean Navy has been a Schiebel customer for over 10 years, regularly carrying out maritime ISR operations with its CAMCOPTER S-100 UAS fleet. 22 Feb 24. PT Dirgantara secures first military order for N219. State-owned aerospace company PT Dirgantara Indonesia (PTDI) has secured its first-ever contract for the N219 twin-turboprop aircraft with a military customer. A company representative who spoke to Janes at Singapore Airshow 2024 has confirmed that a USD68 m contract for six airframes was signed with the Indonesian Ministry of Defence (MoD) in November 2023. All six units will be delivered to the Indonesian Army. PTDI’s N219 aircraft derives its design from the Airbus Military C212 Aviocar and it was first conceived in 2007 as a multimission, short take-off and landing platform that can operate from austere runways, such as those found in the remote provinces of Indonesia. A prototype of the aircraft was completed in 2015 and it was partly funded with grants from Indonesia’s Ministry of State-Owned Enterprises. The maiden flight was achieved in 2017. The N219 has an overall length of 16.7 m, a height of 6.2 m, and a wingspan of 19.5 m. It has a maximum take-off weight of 7,030 kg (15,498 lb) and it can deliver a maximum payload of 2,313 kg (5,099 lb). (Source: Janes)

The U.S. Department of Defense’s Defense Security Cooperation Agency (DSCA) has notified Congress that The Taipei Economic and Cultural Representative Office in the United States (TECRO) has requested to buy Foreign Military Sales (FMS) Cross Domain Solutions (CDS); High Assurance devices; Global Positioning System (GPS) receivers; communications equipment; requirements analysis; engineering; technical services; and other related elements of logistics and program support. The estimated total cost is $75m. The principal contractor(s) will be determined through U.S. Government competitive processes.
