05 Feb 08. The Military Balance: 2008 Publication. The International Institute for Strategic Studies (IISS) published (5 Feb 08) the latest edition of The Military Balance. As well as descriptions of the Armed Forces of 170 nations, this invaluable reference book contains detailed analysis of non-state armed groups and their affiliates.
Comment: IISS has settled into a revised publishing schedule for ‘The Military Balance’, which is now published in February each year. Individual copies of the 2008 edition (ISBN 978-1-857-43461-3) are available from:

02 Feb 08. Background Reading: Select Committee Reports. The Intelligence and Security Committee’s Annual Report 2006/07 was published on 29 Jan 08 (as Command 7299 for £13:90). The Committee expresses particular concern “that aspects of key intelligence and security work are suffering as a consequence of the focus on counter-terrorism priorities”.
The Communities and Local Government Committee published a Report on Ordnance Survey on 2 Feb 08 (as HC 268 for £15:50).
Comment: The Intelligence and Security Report contains the usual overview of the Security Services, the Secret Intelligence Service and the Government Communications HQ. Regular readers of the publication will not be surprised by the number of asterisks in the text. However, the present Report also includes an account of an ‘Investigation into BAE Systems’ (para 104 et seq).
The ‘Ordnance Survey’ (OS) story is yet another example of Government mismanagement. Having built up a remarkable reputation over 200 years, OS was required to become a Trading Fund and then an Executive Agency. From 2006 OS has not been publicly funded and confusion has followed.
