20 Dec 10. Defence and Security: Green Paper Published. The Government launched (20 Dec 10) a Green Paper to mark the start of consultation on Equipment, Support and Technology for UK Defence and Security. The formal public consultation period runs from January to March 2011, after which period the Government plans to publish a White Paper on the issues covered.
Comment: A Government Green Paper is a discussion document whereas a White Paper is a statement of policy. The above Green Paper is published as Command 7989 for £14:75 and is also available online (http://defenceconsultations.org.uk/).(Source: DNA DEFENCE NEWS ANALYSIS, Issue 11/01, 3 Jan 11)

14 Dec 10. Defence Budget: Public Accounts Committee (PAC) Report
The PAC published (14 Dec 10) a Report on Managing the Defence Budget and Estate. The PAC Chairman sums up the background to the Report as: “The MoD’s poor financial management has led to a potential shortfall of spending against funding over the next decade of £36 billion.”.
